Killers linked to ADF – ISO boss

The Director General of Internal Security Organization Colonel (Rtd) Frank Kaka Bagyenda has said that those carrying out indiscriminate killings of high profile Ugandans are linked to the Allied Democratic Front (ADF).

According to Col. Kaka, the ISO is currently closing in on the killers. “These professional massive killers are linked to ADF, however, we have surrounded them but we are yet to establish the motive behind their actions and who funds them,” Col. Kaka told the EagleOnline in an exclusive interview at his offices.

Speaking about the threatening messages sent to security personnel including the police spokesperson, Assistant Inspector General of Police Asan Kasingye, Col. Kaka said the killers were now in panic mode and had resorted to threats.

“Those are the kicks of a dying horse and the threats are due to the amount of pressure we have exerted on them,” he said, adding that the death of slain AIGP Andrew Felix Kaweesi should goad all security personnel to hunt down the killers.

He however, decried security personnel who engage in criminality, and said they would be dealt with ruthlessly.

“I will liaise with all security agencies to vet security officers who engage in criminality,” he said, in reference to President Yoweri Museveni’s remarks while eulogizing the late AIGP Kaweesi, that the police is infiltrated with the ‘mafia’.

“The death of AIGP Kaweesi is a rude reminder to all security agencies to work hard and bring the criminals down,” Col. Kaka said, adding: “Matters of investigations are so complex and takes time to be executed professionally. Therefore, I advise the public to be patient because we are to table reports of all who have been killed.

He aslo said that the joint operations by the police and other security agencies had helped bring down political gangs like the Forum for Democratic Change’s (FDC) Power 10 (P10) which terrorized people in Rakai, Lwengo, Kalungu among other areas.

All the agencies are ready and Ugandans should feel free because we won’t go wrong,” Col. Kaka said.

A well-trained and long-serving spy, Col. Kaka was appointed ISO DG in February this year, replacing Brigadier Ronnie Balya.
