CMI to interrogate another Rwandan subversion suspect

The Chieftaincy of Military Intelligence (CMI) is set to question another Rwandan operative in the ongoing grilling of people suspected to be involved in the illegal repatriation of Lieutenant Joel Mutabazi.

Security sources said Chief Inspector Ismael Baguma, a Rwandan Police officer deployed in the office of the Inspector General of Police, General Kale Kayihura as Liaisons Officer for Rwanda Police is the third Rwandan who will face interrogations at CMI, the other two being Rene Rutagungira and Bahati Mugenga Pacifique alias Ilunga Monga.

The sources add that Baguma, is of value to the investigators because he could have useful information to some of the revelations by those already in custody in relation to the repatriations. The information, sources say, is linked to Baguma working with some police officers to kidnap Rwandan refugees in Uganda.

By the time of filing this story, it was not possible to establish whether Baguma was seconded to the office of the IGP under the auspices of the 12- member East African Police Chief’s Cooperation organization (EAPPC).

In a related development, EagleOnline has learnt that the CMI is also investigating a reported reception of huge sums of money by  Ugandan police officers from a government in the region.

“So CMI wants to establish the intent for the money and why it had to through police officers,” a source said.

Senior police officers interrogated by the Chieftaincy of Military Intelligence (CMI) during the week, Commissioner of Police (CP) Joel Aguma, the head of the Police Standards Unit (PSU) and Senior Superintendent of Police (SSP) Nixon Agasiirwe Karuhanga of the Special Operations, are currently at the Makindye General Court Martial (GCM), where they have been charged before Chairman Lt. Gen. Andrew Gutti with the kidnap of Lt. Mutabazi, a former bodyguard to Rwandan President Paul Kagame.

At least 12 police officers were arrested by military intelligence on orders of President Yoweri Museveni on Monday and this website understands that the arrests are in connection to the revelation by a woman known as Christine Mbabazi Muhoza, who claims she was a close friend of the late Assistant Inspector General of Police (AIGP) Andrew Felix Kaweesi and could have had ‘useful’ information in connection to his killing.

This woman is at the centre of investigations as she made police’s flying squad and army that were deployed by Director of Internal Security Organisation (ISO) clash at her home. Both the army and police were subsequently withdrawn and replaced by Special Forces Command (SFC) guards.
