UCC issues warning against offensive media content

The Uganda Communications Commission (UCC) has issued a public notice to media houses and online platforms, warning against the resurgence of inappropriate and offensive content in broadcasting. The UCC expressed concern over the growing number of programs featuring explicit material, including sexually suggestive performances, indecent language, and offensive music lyrics being aired on television, radio, and online platforms.

In the statement released on Thursday October 17, 2024, UCC noted that such content violates the Minimum Broadcasting Standards under Section 31 and Schedule 4 of the Uganda Communications Act, 2013. The commission reminded broadcasters of their legal obligation to ensure that all programs align with public morality, comply with existing laws, and that adult-oriented content is aired only in appropriate time slots.

“Broadcasters must ensure that any program aired is not contrary to public morality, complies with existing laws, and that adult-oriented content is appropriately scheduled,” the UCC emphasized in the notice.

Despite previous warnings issued in August 2021 and October 2023, some broadcasters continue to air material deemed inappropriate. The UCC reiterated its commitment to enforcing content regulations, warning that failure to comply would result in legal action. The statement also reminded broadcasters of their duty to classify and label adult content properly, in line with the Press and Journalists Act, Cap. 105.

“The Uganda Communications Commission hereby reiterates the critical importance of adhering to the Minimum Broadcasting Standards,” the notice stated.

The commission directed all broadcasters, including online platforms, to review and edit their programming to ensure compliance with the outlined regulations.

As the UCC steps up its monitoring efforts, media houses are urged to take immediate action to prevent the airing of content that may offend public sensibilities or breach legal standards. Failure to comply will result in penalties.
