Museveni blasts ICC again

Ugandan President Yoweri Museveni has reportedly described the International Criminal Court (ICC) as ‘useless’, as he praised South Africa and Burundi’s move to leave the tribunal.

Zambian media reports indicate that Museveni made the anti-ICC comments when he was in the southern African country to grace the country’s 52nd Independence celebrations.

“It is a very good decision that South Africa has done that. In fact it is [the ICC] that is very useless,” Museveni, who early this year, during his swearing in as president of Uganda for a fifth term in May, was quoted as saying. Senior Presidential Press Secretary (SPPS) Innocent Don Wanyama confirmed the President made the remarks after a foreign journalist asked him about his position on the withdrawal of South Africa.

It is not clear if Uganda also wants to leave the ICC but last Friday South Africa joined Burundi in withdrawing from the institution that was set up in 2002 to prosecute the world’s worst crimes.

The South African decision followed a dispute with the court last year over Sudanese President Omar al-Bashir visit to the country for an African Union summit despite facing an ICC warrant over alleged war crimes.

Currently, three countries: Burundi, South Africa and The Gambia have left the Hague-based court, while Kenya, whose President Uhuru Kenyatta and Deputy President William Ruto were indicted by the ICC in 2011, is also set to quit.

Countries that leave the ICC have at least a year before their request can be validated.

Machar group denies kidnapping Ugandans for ransom

South Sudan’s armed opposition faction under the leadership of former First Vice President, Riek Machar, has refuted as ‘negative campaign’ accusations that their fighters abducted two Ugandan nationals on the Juba-Nimule road.

According to James Gatdet Dak, the accusations made by the South Sudan Police Inspector General, General Makur Maruol, were diversionary, probably aimed at enticing Uganda to redeploy in South Sudan as happened during the two-year civil war between 2013 and 2015.

Addressing the media in Kampala on Saturday had accused the opposition faction of the Sudan People’s Liberation Army (SPLA-IO) of allegedly holding Ugandans hostage and demanding money as ransom to set them free.

“I have learnt that some of the [Ugandan] relatives are receiving calls from [the SPLA-IO abductors demanding for a ransom. We’ll make all the available means to secure the release of the two. It is a joint venture,” Maruol told reporters.

But responding to the accusation Machar’s spokesperson said: “This is a mere negative campaign against our Movement. Our forces have never abducted civilians, South Sudanese or foreigners, let alone demanding for ransom.”

Dak further claimed that if it was true, it could be soldiers and police loyal to the ‘rogue regime’ in Juba that kidnapped the Ugandan nationals to either get the ransom or use it to smear the image of the SPLA-IO forces.

Youthful Madagascar entrepreneur wins US$25,000 continental prize

African Leadership Academy and The MasterCard Foundation have announced Heritiaina Randriamananatahina, 22 year old agriculture entrepreneur from Madagascar, as this year’s winner of the $25,000 Grand Prize in the sixth annual edition of Africa’s premier award for youth entrepreneurship.

Heritiaina is the founder of Fiombonana, an agro-processing enterprise that manufactures dairy products and confectioneries using only Malagasy raw materials, employing farmers and providing local job opportunities. Heritiaina was selected from a competitive pool of diverse entrepreneurs from all over Africa.

‘For the first time ever, Anzisha Prize is pleased to award one of the top prizes to a finalist from Madagascar, creating a truly pan-African network of entrepreneurs who represent Africa’s best youth entrepreneurs,’ a release by Africa Press Organisation, on behailf of Anzisha, states in part.

This year, Anzisha Prize celebrates increased representation of winners from francophone countries. The first runner-up was environmental entrepreneur Yaye Souadou Fall, 21, from Senegal, who will receive $15,000, while agricultural entrepreneur N’guessan Koffi Jacques Olivier, 19, from Cote d’Ivoire was the second runner-up and will receive $12,500.

The presence of two agriculture entrepreneurs in the top three is emblematic of the important role agriculture plays in Africa’s economies. Agriculture represented the sector with the largest share of applicants for the prize this year. The Agriculture Sector Prize was also claimed by N’guessan Koffi Jacques Olivier who demonstrated the potential for agriculture to create jobs for youth.

As the grand prize-winner, Heritiaina impressed a pan-African panel of judges with his venture response to a real need within his community, effective business model, job-creation potential, scalability, and demonstrated leadership potential.

Fiombonana has enjoyed significant success to date including sizeable growth as Fiombonana produces 800kg of cheese a week, with potential for rapid and low cost expansion due to innovations such as reverse-engineering machinery for food processing.

“I am so excited to win the Anzisha Prize for 2016, even though I had to drop out of school when I was in grade six. My hard work in my business is paying off. I appreciate the training I have already received so far. Now that I have won, I will invest in my own education and grow my business,” says Heritiaina.

The first runner up for the prize, Yaye Souadou from Senegal and founder of E-cover, is also the first Senegalese entrepreneur ever in the top three in the history of Anzisha Prize. The core need the venture meets is to repurpose the many discarded tyres that are available in her home city, Dakar, into multi-purpose tiles for paving playgrounds, pavements, roads, and other surfaces. Yaye believes that youth can be agents of change to solve the problems that Africa faces and can drive pursuit of opportunities for economic growth. Her win will enable her to build the production capacity that her venture desperately needs in order to meet customer demand.

N’guessan Koffi Jacques Olivier from Cote d’ Ivoire is the remarkable second runner up who founded Yaletite Entrepreneurship Group CI. Yaletite Entrepreneurship Group CI is an agricultural group with the aim of producing and selling chocolate and food crops for profit and mobilizing youth for agricultural employment. It is unique for the manner in which Koffi operates his farm, through modern methods to ensure maximum yields during processing. Koffi has managed to tirelessly pursue this innovative venture, and create employment for 35 people. Koffi creates improved livelihoods for over 100 households through access to innovative farming practices.

The Anzisha Sector Prize in Agriculture was also awarded to N’guessan Koffi Jacques Olivier. The Anzisha Prize in Agriculture is offered with the sponsorship of the Louis Dreyfus Foundation, which promotes projects in the areas of sustainable agriculture, food security and self-sufficiency, particularly through education and direct support to farmers. The Louis Dreyfus Foundation Award for Entrepreneurship in Agriculture was offered for a second year this year, and aims to recognize young African entrepreneurs who are making a sustainable impact in the agriculture sector.

The MasterCard Foundation continues to support both entrepreneurs and the Anzisha Prize support program that the entrepreneurs will now access.

“Joining the ranks of the Anzisha Fellows, this impressive group of young men and women are igniting the entrepreneurial spark in young people across Africa,” said Koffi Assouan, Program Manager, Youth Livelihoods at The MasterCard Foundation. “This ripple, the #AnzishaEffect has the power to transform the continent as these young entrepreneurs rise to become the next generation of African movers and shakers.”

“Anzisha Prize is a truly inclusive and pan-African Prize. The program is run in a multi-lingual learning environment in which entrepreneurs can learn regardless of their preferred language of instruction such as Arabic, French, Portuguese, and even Malagasy this year. The entrepreneurs really represent the true cream of the crop from the entire continent,” says Grace Kalisha, Program Manager for the Anzisha Prize.

The Anzisha Prize is a partnership between African Leadership Academy and The MasterCard Foundation. The 12 Anzisha Prize finalists were hand-picked from an applicant pool of 550 entrepreneurs from 32 African countries. Now in its sixth year, Anzisha Prize celebrated these outstanding young people at an exclusive, invitation-only ceremony on Tuesday 25 October 2016 in Johannesburg. The 12 finalists presented their ventures to a panel of judges after spending ten days in a business accelerator camp to strengthen business fundamentals. They join a now 67 strong pool of Anzisha Fellows and will receive ongoing business-consulting support, access to experts, and access to networking opportunities to enable sustainable venture growth.

Applications for the next cycle of the Anzisha Prize will open on 15 February in 2017.

MP Kato Lubwama storms Bukedde over academic qualifications

Lubaga South Member of Parliament Kato Lubwama is under fire over is academic qualifications. The National Examinations body, UNEB, says the legislator miserably failed his O’levels.

Bukedde was one of the media houses that broke the story and going by his reaction, this is the last thing the comedian-turned-politician would want the public to know.

The embattled legislator yesterday stormed Vision Group offices where Bukedde TV studios and paper are found, and guess what?  He was demanding for the author of the stories about his academic qualifications.

One such person he knew personally was Bukedde reporter Josephat Sseguya, and on seeing him the legislator reportedly went into overdrive, throwing all kinds of insults at Sseguya.

“Now, why would Hon Kato Lubwama come to office (Vision Group offices) to insult me that I am a fool? I am still puzzled because it is not me that took him to court. All that I included in my report was what is before court. Let me post ma academic qualifications here tomorrow to see if I got nothing from Nyenga seminary and MUK…..,” Sseguya responded.

Paulo Kato Lubwama, the Lubaga South MP, could lose his seat after a political activist Habib Buwembo took him to court claiming he lacks the minimum academic qualifications to be a legislator.

According to Buwembo, Lubwama failed his O-level exams and was not awarded a UNEB certificate. Further, he argues, the diploma in Music, Dance and Drama certificate that Lubwama obtained from Makerere University and which he used as a basis for nomination as a parliamentary candidate, is null and void.

The case kicks off on October 31 at the High court, Kampala. On October 7, Uneb in a letter to Buwembo confirming that the grades Lubwama obtained at O-level were not sufficient for him to be awarded a certificate.

Lubwama sat his O-levels at Old Kampala Secondary School in 1988. According to his O-level results, Lubwama, failed (got F9 in) English, Mathematics, Physics and Chemistry. He got passes in History, Commerce and credits in Political Education, Geography, and Christian Religious Education.

Zambia opposition hits out at Museveni, asks for public apology

Zambia’s main Opposition President Hakainde Hichilema has demanded that Ugandan President Yoweri Museveni apologises to Zambians for stating that the elections in their country were free and fair.

According to Mr Hichilema, the Zambian election results are being challenged in the courts and therefore, Mr Museveni’s comment are tantamount to contempt of court.

Upon his arrival in Zambia, Museveni told the opposition to stop fanning violence and accept the August 2016 elections, but the opposition leader contends that Zambia is a sovereign state which has its own laws adding that Mr Museveni was out of order to comment on the country’s political situation.

‘Mr Hichilema cautions that the Ugandan president will not be allowed to introduce his style of leadership in Zambia as it is detrimental to development,’ the media stated, quoting Mr Hichilema.

He also implored the Ugandan High Commission to render a public apology on behalf of Mr Museveni, that UNPD should stop fanning violence and accept the elections results.

Gambia withdraws from ICC

IN EQUATORIAL GUINEA? Gambian President Yahaya Jammeh seems to be pondering on what step next after he rejected presidential poll results.

Gambia accused the International Criminal Court of ignoring ‘war crimes’ as it withdrew from the institution on Tuesday, following in the footsteps of South Africa and Burundi, which withdrew from the court earlier this month.

Gambia’s Information Minister Sheriff Bojang accused the court system of being racist and unfairly targeting Africans for prosecution.

“This action is warranted by the fact that the ICC, despite being called the International Criminal Court, is in fact an International Caucasian Court for the persecution and humiliation of people of color, especially Africans,” he said on state television.

All but one of the 10 investigations launched so-far by the ICC have taken place in African countries, leading some in Gambia to believe it was ignoring crimes in other countries.

“There are many Western countries, at least 30, that have committed heinous war crimes against independent sovereign states and their citizens since the creation of the ICC and not a single Western war criminal has been indicted,” the Gambian government said in a statement.

Earlier this week, Gambian President Yahya Jammeh asked the court to investigate African migrant deaths in the Mediterranean Sea. In its statement, Gambia said it asked the court to bring charges against the European Union over the migrant deaths, but received no response.

South Sudan bows to pressure, orders Sudan rebels off its soil

South Sudan government has given Sudanese rebels within the young nation’s territory to leave the country within 30 days, contrary to its earlier denials that it hosted and supports armed dissidents opposed to the Khartoum regime.

The South Sudanese defence minister, Kuol Manyang said government was fully committed to respecting and implementing non-aggression pact, which it signed with neighbouring Sudan.

The deal, Manyang said, demands that the two nations take no military action against each other. It also prevents hosting, arming, training and providing any logistical support to any hostile armed group operating with the ambition to advance their cause through violence to destabilize the security situation of the other.

“The government is fully committed to implementing the non-aggression agreement which we have signed with Sudan. Because of this and to show our full and sincere commitment to respecting it, we have given armed groups from Sudan fighting Sudanese government to leave at the end of November,” he said.

“We expect the Sudanese government to do the same because there are rebels we know operate in Sudan. Riek Machar declared his war on the people of South Sudan from Khartoum. We have the document,”he added, without additional comments.

War-torn South Sudan seceded from its northern neighbour in July 2011.

Relations between Sudan and South Sudan have been strained despite having signed the peace accord, with each country accusing the other of backing rebel movements in both nations.

Observers, however, say lasting peace and stability can only prevail in the two countries with the active involvement of influential countries from outside and within the region.

This support, they have argued, would need countries like the United States, key allies and partners such as France, the United Kingdom, China, the European Union, the United Nations, and the African Union, to commit adequate diplomatic and financial resources to champion a major peace initiative for both Juba and Khartoum.

Stick-wielding vendors engage police, KCCA officials

In any ‘war’ situation, antagonists devise means of outwitting each other. This is what is happening today between the city vendors, police and Kampala Capital City Authority (KCCA) law enforcement officers as the latter struggle to evict the vendors off the streets of Kampala.

The forceful eviction of vendors follows a directive by Kampala minister Beti Olive Kamya Turomwe last week, a development that has caused a crack in the relations between the KCCA councilors led by the Lord Mayor Erias Lukwago on one side, and the Minister.

Armed with sticks, the vendors have this morning unleashed unprecedented terror against their ‘tormentors’ causing a stampede and engaging in running battles in areas around the new and old taxi parks.

As that was happening, the female vendors around the Old Taxi Park had also devised a ‘new trick’; they put their babies in boxes they usually use to display their merchandise, and were inviting law enforcement officials to take the children and care them.

“Since you have deprived us of our daily, please take this child and care for it,” one lady vendor told a KCCA enforcement officer. The man just ‘fizzled’, leaving the vendors in celebratory laughter.

Another vendor spit venom at the National Resistance Movement (NRM) government, saying it was insensitive to their plight and had started harassing them following their support that helped ensure electoral victory in the February elections.

“These people (NRM government) were here convincing us to vote for them, which we did, now they are sending this ‘opposition woman’ (Kampala minister Kamya) to evict us; what type of leaders are these?” the man wondered.

Rugunda moves to stop battle between lawyers and 1,000 former spies over Shs72billion

All is not well with over 950 former staff of the Internal Security Organisation who were retrenched in 1994 and won a landmark case against government in 2005 with an award of a whopping shs72 billion in terminal benefits. The spies have now started to act like the proverbial grasshoppers in a bottle and have dragged their colleagues and the Attorney General to court for frustrate payment of shs29 billion government is expected to release in the next  few weeks to people they say are masqueraders.  In fact they are now up in arms against their own lawyer, Mr John Matovu.

Prime Minister Ruhakana Rugunda, has stepped in to find a solution for the former spies as they await government to adhere to court orders.

According to correspondences this website has seen, PM Rugunda on September 14, wrote to the ministers of finance, presidency, security, the Attorney General in a letter titled, ‘Payment of ex ISO employees’ terminal benefits.’

In the letter he noted, ”the ex ISO spies object the idea of referring their lawyers’ bills to the tax master because this will  make lawyers entitled to more than 38 per cent  of their terminal benefits.”  The meeting to discuss the matter on Thursday September 30 was scheduled to have the Inspector General of Government, Justice Irene Mulyagonja , Director General of Internal Security Organisation Brig. Ronnie Balya Chairman of the ex ISO employees, representatives of the lawyers and Mr Keith Muhakanizi, the secretary to the treasury. It did not take place because on September 29, four disgruntled former spies through their lawyer Mr Friday Roberts Kagoro petitioned the premier, “Our clients with other numerous beneficiaries take issue with the representatives of the ex ISO staff who are invited for a meeting pursuant to your letter. In fact they have instructed us to challenge their representation in court. “

Before Dr. Rugunda could reply the letter, the spies asked their lawyers to sue. In an October 21, plaint filed at the Court of Appeal, retired operatives  Mathew Gaira, Joseph Wawomola, James Nkojo, Paul Waiswa, Boaz Rwakiisa and Joel Twahirwa demand a court order so they can take over as representatives of the 951 retrenched employees. If court lets them have their way, this means Mr Bernard Kamugisha, Jamal Kitandwe and Jeff Lawrence Kiwanuka would cease to act as representatives of the beneficiaries.

“Our clients also demand that the Attorney General be directed not to make any further payments of the beneficiaries,” Mr Kagoro told EagleOnline. At stake is shs29 billion, which if released, would go to the same hands the spies in their suit accuse of, “not acting in the interest of the beneficiaries.” They give the example in an affidavit deponed by Joseph Wawomola where upon the shs10 billion being paid, they accosted the three who only told  them they had spent shs7 billion on unclear expenses and paid shs3 billion to beneficiaries. The plaintiffs’ lawyer says they want to stop a repeat of the fraud.

This is why they are bitter with the group. Payment, they argue, “was not forthcoming for nine years after judgment until we discovered that the three, M/S Matovu and Matovu Advocates and AG without knowledge or consent entered into a consent order on March 13, 2014 reducing the court award from shs72 to shs39billion.”

“Not only did the lawyer and three, working with Peter Nyombi reduce their award but also later signed an agreement with Mr Muhakanizi in which government allowed to pay them in installments of shs10 billion for three financial years starting with 2011/12 and when the first shs10 billion came, they ate it alone. Actually a minister was involved and some law firms,” one of the claimants who did not want to be named said.

At the peak of embattled city lawyer Bob Kasango’s trouble with the pension cash saga, Mr John Matovu, a former lawyer of Dr Kizza Besigye told a select committee of parliament his colleague was a ‘devil’ he had to go to in order to get his monies cleared from government. It is not clear how the spies got to instruct him in 2004 when they sued government, a process that saw him successfully argue that they were government employees and persuading Justice Okumu Wengi to slap government with a shs72 billion bill.

Kansiime, Kenzo are ‘kings of YouTube’ in Uganda

Eddy Kenzo might have lost out on the MTV Africa Music Award but he isn’t a complete loser.

He has emerged in second place with a big number of subscribers on YouTube channels, hitting 148.145, only falling to sensational comedian Anne Kansiime, who tops Uganda’s list with 323,195 subscribers.

Kenzo’s popularity is thanks to the viral ‘Sitya Loss’ video that earned him thousands of followers.

Bukedde comes in third place with 78,293. However, Bukedde has twice the number of views of Eddy Kenzo’s channel.

The others are NTV Uganda with 103,969, UgXtra Uganda Music videos – 32,168, King Kong Mc of Uganda – 19,743, Akawungezi – 28,766 and NBS Television Uganda – 23,803.
