URA impounds over 1000 cartons of illegal alcohol

In a Ugandan kafunda (bar), crude waragi is served and 500 shillings will get you drunk.

Uganda Revenue Authority (URA) has impounded and handed over 1,100 cartons (2,640,000mls) of alcohol packed in sachets and bottles less than 200mls to Uganda National Bureau of Standards (UNBS) for further  legal action.

The 980 cartons of Black Eagle Premium Gin were impounded by URA at Karuma, while 120 cartons of Cheers Vodka sachets and Habari Waragi were impounded in Busia, enroute Kenya, following a tip-off from whistleblowers.

The trader concealed the 100mls alcohol bottles in boxes labelled 200mls, it was also discovered that alcohol manufactured by the various industries had the UNBS quality mark despite having not been certified. The products were also found not having batch numbers and date of manufacture.

One of the suspects found transporting the alcohol was also handed over to UNBS for legal action.

In 2017, government issued a directive banning consumption and sale of alcohol in sachets and bottles less than 200mls.

To enforce the ban, the Minister of Trade Industry and Cooperatives, Amelia Kyambadde launched a multi-sectoral task force among which URA and UNBS is part.

The Assistant Commissioner of Enforcement at URA, Agnes Nabwire Asobola appealed to the public to take it up as everybody’s responsibility to get rid of products banned by government.

The manager of surveillance at UNBS, Daniel Arorwa, thanked URA for the team work, and assured the public that the taskforce is to continue enforcing the ban on alcohol packed in sachets and bottles less than 200mls.

UNBS is a statutory body responsible for developing and promoting standards, quality products and services to facilitate fair trade, promote local industries and protect consumers.

At least 2.2 billion people have vision impairment or blindness- WHO report

Blind man walking on the street

More than 1 billion people worldwide are living with vision impairment  because they do not get the care they need for conditions like short and far sightedness, glaucoma and cataract,  according to the first World report on vision issued by the World Health Organization.

The report, launched ahead of World Sight Day on 10 October, found that ageing populations, changing lifestyles and limited access to eye care, particularly in low- and middle-income countries, are among the main drivers of the rising numbers of people living with vision impairment.

“Eye conditions and vision impairment are widespread, and far too often they still go untreated,” says Dr Tedros Adhanom Ghebreyesus, WHO Director-General. “People who need eye care must be able to receive quality interventions without suffering financial hardship. Including eye care in national health plans and essential packages of care is an important part of every country’s journey towards universal health coverage.”

Dr Tedros adds: “It is unacceptable that 65 million people are blind or have impaired sight when their vision could have been corrected overnight with a cataract operation, or that over 800 million struggle in everyday activities because they lack access to a pair of glasses.”

Globally, at least 2.2 billion people have a vision impairment or blindness, of whom at least 1 billion have a vision impairment that could have been prevented or has yet to be addressed.

Other main findings of the report include:

The burden of eye conditions and vision impairment is not borne equally: it is often far greater in people living in rural areas, those with low incomes, women, older people, and people with disabilities, ethnic minorities and indigenous populations.

The unmet need of distance vision impairment in low- and middle-income regions is estimated to be four times higher than in high-income regions.

Low- and middle-income regions of western and eastern sub-Saharan Africa and South Asia have rates of blindness that are eight times higher than in all high-income countries. Rates of cataract and trachomatous trichiasis are higher among women, particularly in low- and middle-income countries.

US$14.3 billion is needed to address the backlog of 1 billion people living with vision impairment or blindness due to short and far sightedness, and cataracts.

Main causes of rising cases of vision impairment

Eye conditions that can cause vision impairment and blindness – such as cataract, trachoma and refractive error – are the main focus of national prevention and other eye care strategies. But eye conditions that do not typically impair vision, including dry eye and conjunctivitis, must not be overlooked as they are among the main reasons for people to seek eye health care services in all countries, the report states.

The combination of a growing and ageing population will significantly increase the total number of people with eye conditions and vision impairment, since prevalence increases with age.

Other main drivers of the most common eye conditions include:

Myopia (near-sightedness): Increased time spent indoors and increased “near work” activities are leading to more people suffering from myopia. Increased outdoor time can reduce this risk.

Diabetic retinopathy: increasing numbers of people are living with diabetes, particularly Type 2, which can impact vision if not detected and treated. Nearly all people with diabetes will have some form of retinopathy in their lifetimes. Routine eye checks and good diabetes control can protect people’s vision from this condition.

Late detection: Due to weak or poorly integrated eye care services, many people lack access to routine checks that can detect conditions and lead to the delivery of appropriate preventive care or treatment.

Access to services

Stronger integration of eye care is needed within national health services, including at primary health care level, to ensure that the eye care needs of more people are addressed, including through prevention, early detection, treatment and rehabilitation, the report found.

Dr Alarcos Cieza, who heads WHO’s work to address blindness and vision impairment, says: “Millions of people have severe vision impairment and are not able to participate in society to their fullest because they can’t access rehabilitation services. In a world built on the ability to see, l eye care services, including rehabilitation, must be provided closer to communities for people to achieve their maximum potential.”

The report states that all people living with blindness and severe vision impairment who cannot be treated are still able to lead independent lives if they access rehabilitation services. Options include optical magnifiers and reading use Braille, to smartphone wayfinders

The 37-year-old will play as goalie (netminder) for Guildford Phoenix which is located close to where Cech lives. When his Chelsea Football Club schedule allows, he is ready to help them in their league games.

“I am delighted to have the opportunity to play with the Phoenix to get the match experience,” Cech told the club’s website.

“I hope I can help this young team to achieve their goals for the season and try to win as many games as possible when I have the chance to play.

“After 20 years of professional football this is going to be a wonderful experience for me to play the game I loved to watch and play as a kid.”

He later added: “Some people seem to think I changed my job. No I didn’t. Luckily my job is as the technical and performance advisor at Chelsea FC doesn’t stop me in my spare time from playing the game I loved as a kid which I’ve been playing for years.

“While being a professional footballer I couldn’t play the game for obvious reasons. Now I can.”

Guildford’s head coach Milos Melicherik added: ‘We are very excited to have Petr join the Phoenix team and we are looking forward to seeing him in action this weekend. He has improved a lot since I first saw him on the ice and I am excited to see him play.’

That first game is a home one this Sunday when Swindon Wildcats 2 will be the first side Cech will be trying to keep out of his goal.

Cech won four Premier League titles, four FA Cups, three League Cups, the Champions League and the Europa League during his Chelsea career, with a further FA Cup success coming at Arsenal.

Museveni assures manufacturers on cutting cost of production

President Museveni

President Yoweri Museveni has assured manufacturers in Uganda that his government is committed to solving all major cost pushers to ensure that business operators are able to benefit from their business operations.

Museveni was speaking at the on-going 27th Uganda International Trade Fair at Uganda Manufacturers Association (UMA) Show Grounds in Lugogo, Kampala where manufacturers and exhibitors are showcasing their numerous industrial merchandise.

“Business is about profits. When you make profits business grows and in order to make profits you need to minimise costs,” he said.
He enumerated the four major cost pushers as being high cost of transport, electricity, money and labour adding that all the efforts by Government to address these challenges are under way.

“The economy of Uganda has been growing in spite of these bottlenecks. Even now, we have not solved them wholly, but the economy is doing well because of peace and liberalization,” he observed.

This year’s International Trade Fair, whose theme is ‘Promoting Job Creation through Industrialization, has attracted the participation of over 27 countries. The one-week long event started on 2nd and is slated to end on October 10, 2019.

Museveni informed the manufacturers and exhibitors that the Government of Uganda is continuing to build infrastructure, such as roads, among others as it also promotes partnering with the neighbouring countries of Kenya and Tanzania to build modern railway line as well as expanding electricity generation in order to reduce the cost of doing business in the country.

Regarding the issue of the cost of money (high interest rates), President Museveni explained to the manufacturers that the government capitalize government banks namely the Uganda Development Bank and Post Bank so that they give loans to borrowers at no more than 12% per annum.

An Ethiopian Airlines jet made an emergency landing in Dakar with one of its engines on fire, but all 90 passengers and crew were unharmed, airport and airline officials said.

The Boeing 767 aircraft had just taken off from Dakar airport en route to Addis Ababa when the pilot asked to return and make an emergency landing, Tidiane Tamba, a spokesperson for the Senegal airport said.

Ethiopian Airlines confirmed one of its jets had suffered a “mechanical problem” and had safely returned to its point of departure, without giving more details on the cause.

The airline said all those onboard were safe.

The Dakar incident came after an Ethiopian Airlines Boeing 737 MAX crashed in March shortly after taking off from Addis Ababa, killing all 157 people onboard.
