While updating media at Uganda Media Centre, the Minister for Information, Communication and Technology, Frank Tumwebaze said the switch off will disable voice communication on the affected SIM cards, the exercise of verification continues just as registration of citizens is continuous.

The Minister’s statement follows Parliamentarians anxiety to government to extend sim card registration and verification for at least one year. The motion was moved on by the Leader of Opposition Winnie Kiiza to cater for those who have not yet registered for national identity cards

‘’Overriding objective of this exercise is to ensure national security the government had set the first deadline a month ago which was found prudent to give an extension of one month so as to enable many Ugandans that had registered for the national IDs but had not collected them’’. Tumwebaze said.

The practice for the criminals has been to acquire new sim cards that either are unregistered in any names or fraudulently registered with wrong and falsified identities for use in the execution of their criminal operations and thereafter, discard them so that they are not traced is almost coming to an end.

In this process of disconnection, the Minister assured that Mobile money services will still stand for unregistered and unverified simcards and National Identification and Registration Authority (NIRA) will temporarily allow new ID applicants for some period of time.

‘’The switch off really is to penalize you for non-compliance during the said period’’ the minister said

He is also seeking court to place a permanent injunction against the Investigator restraining the publication, its editors and another employee from writing on him.

“By the defendants illegal and unconstitutional actions, the plaintiff’s standing status has been tarnished by the defendants, his reputation lowered in the estimation of the right thinking members of the public generally and the plaintiff is now shunned generally whereof he is entitled to compensation” reads the plaint.

Parliament blocks switching off sim cards

Speaker Rebecca Kadaga

With just hours left for Uganda Communications Commission to deactivate unregistered sim cards, Parliament has passed a motion ordering for the extension of the registration by not more than one year.

The motion was moved by the Leader of Opposition in Parliament, Winnie Kiiza.

“Most of the people have mobile money contributions in their Mobile Money. What would be the fate of this deadline? We must remember that the registration for National ID was first intended for persons of voting age?” she asked.

The motion was supported by her colleagues including Egunyu Nantume Janepher, the Woman MP for Buvuma.

“Considering that registration of people below 18 and above 5yrs is ongoing, i support extension but not for a year.Extension for a year is too long. This is why Uganda is weak in implementing laws.”

Commenting on the motion, Kadaga said, “The condition that would apply is that NIRA avails Ugandans with the information they captured. When these people were registering us, they found us in our villages. The machines are still available and can be used.

“Let us pass this motion, and let government come up with the date for ending it,” Rosemary Nankabirwa, the Govt Chief Whip, suggested.

Kizza suggested that the “Governmentt is not aware that people don’t have their ID cards. I would want NIRA to feature in the resolution.” She subsequently passed the resolution extending the registration exercise by not more than a year.

Lone South Sudan children fleeing to Uganda-report

Over 355 million children survive on less than $1.90 per day

More than 100 lone children cross into Uganda each day as they flee conflict in South Sudan, walking for days on end with no food or family to sustain them, an aid agency said on Thursday.

World Vision said at least 9,000 children had made the journey since last July and it expects another thousand to join them by mid-year.

“The majority of these children saw their parents being killed, while others lost touch with their families once fighting broke out. Some of them walk for more than a week to get to Uganda, with nothing to eat,” said Gilbert Kamanga, country director of World Vision in Uganda.

“This is one of the worst forms of violence against children. It must stop. Peace needs to prevail in South Sudan,” he said in a statement.

Uganda hosts some 898,000 refugees, with more than 2,000 people arriving daily, mostly women and children, according to the United Nations refugee agency UNHCR.

Children make up 62 percent of the 1.8 million people displaced by fighting in South Sudan, and more than 75,000 unaccompanied children have fled to Uganda, Kenya and Ethiopia, the UNHCR said.

Two years after independence, South Sudan plunged into conflict in 2013 after rivalry between President Salva Kiir and his then-vice president, Riek Machar, exploded into violence.

A 2015 peace deal was signed but the terms were never fully respected. Lingering suspicions between Machar and Kiir triggered a fresh bout of fighting in July 2016 and violence has since spread to large areas of the country.

United Nations agencies on Monday increased their 2017 appeal for South Sudan’s refugees, saying they needed at least US $1.4 billion to help support those fleeing fighting.

Norman Tumuhimbise

The High Court in Kampala has declined to block Uganda Communications’ Communication (UCC) from deactivating all unregistered sim-cards.

In a ruling delivered by Court today, Justice Steven Musota dismissed an application by activist Norman Tumuhimbise and an NGO, Rights Trumpet Ltd.
