EC kicks off nomination of candidates for Gogonyo MP by-election

The Electoral commission (EC) has started nomination of candidates to contest in the by-election of Member of Parliament for Gogonyo County Constituency in Pallisa District.

The nomination of candidates will be conducted for two days; on Monday 1st and Tuesday 2nd August, 2022 at the Office of the District Returning Officer, Pallisa.

Nominated candidates will conduct campaign meetings for seven (7) days, that is, from Wednesday 3rd August till Tuesday 9th August, 2022.

Polling and tallying of results for by-election of Member of Parliament will be conducted on Thursday 11th August, 2022 at all the sixty-two (62) polling stations in Gogonyo County.

The Parliamentary seat for Gogonyo County fell vacant following a court ruling which set aside the results of the 2021 Elections.

Mukula Francis, an independent aspirant in the Gogonyo by-election race last week agreed to withdraw and support the NRM candidate Orone Derrick.

The Court of Appeal on June 6 ordered fresh elections in Gogonyo County after finding that there was sufficient evidence showing that Derrick Orone campaigned on the voting day.

Court ruled that Orone illegally moved with armed police officers at various polling stations while asking for votes on polling day.

Mbale flash floods: 10 more bodies retrieved from River Nabiyonga

At least ten more bodies have been retrieved from the Nabiyonga River, Eagle Online has learnt. The revelation was made by Irene Nakasiita, the spokesperson of Uganda Red Cross society.

On Saturday River Nabiyonga burst its banks following heavy rains which led to flooding in Mbale and other areas in the Elgon region. Rivers Namatsi and Namatala were confirmed to have an overflow.

“Houses and Cars submerged, crops and gardens washed away. Our teams are working with many other stakeholders in the emergency medical services and the Police to support the affected families,” she said.

The rescue efforts have been scaled to help the hundreds of people who have been displaced as a result of floods.

Yesterday, seven people were confirmed dead in Mbale and three others in Kapchorwa District after a heavy downpour which triggered massive floods in the Elgon Region.

Yesterday, the Prime Minister Robinah Nabbanja visited the Elgon region and condoled the families and friends who lost their loved ones.

“My Condolences to our people in Mbale City and the greater Bugisu and Sebei regions who have lost lives, property and got displaced by heavy rains that burst river banks leaving a trail of destruction,” she said.

Museveni appoints new press secretary

President Yoweri Museveni has appointed Sandor Walusimbi as his new senior press secretary.

Walusimbi who has been the head of communication at the State House Anti-corruption Unit was appointed on Sunday.

He is replacing Lindah Nabusayi who according to sources, has been retired.

Nabusayi has been in the position since April 2021 when she replaced Don Wanyama after he was appointed the Managing Director of Vision Group.

Kampala’s night economy expands with the Lithuli Night Market

The Lithuli Night Avenue Market is being hosted for the second time on 5th August at the popular Bugolobi restaurant, bar and African art center, Casa de Roy.

The night market phenomenon is the brainchild of Sue O’Chola de roy (proprietor of Casaderoy), Martina Wetaya and Rinah Wamagezi who have been working behind the scenes to give Uganda’s creative industry another stage on which they can perform, sell, and showcase their goods and services.

“The night market is a celebration of creators, culture, food, music and community,” said de Roy.

Martina Wetaya added; “it’s a space where small businesses and creators can sell their products, promote their businesses and network with like-minded people all while having a great time with live acoustic music and the most amazing food.”

The Lithuli Ave night market is taking place on 5th August 2022 at Casaderoy located on plot 16A Lithuli Avenue from 5pm till late.

Indian community to celebrate 50th anniversary since Amin’s expulsion

This year marks the 50th anniversary of the expulsion of the Asian population from Uganda by former President, the late Gen. Idi Amin.

Amin announced the expulsion of Asians on August 4, 1972 and gave them 90 days to depart from Uganda. It is considered one of the darkest events in the Ugandan history, especially for Asians.

On August 4, 2022, it will be the 50th anniversary of the expulsion.

Thousands of Indians who had heavily invested in Uganda and regarded it as their home, were forced to flee their country as their businesses were dished to Amin’s cronies, soldiers and Government officials.

To mark this momentous occasion, a team of Indians led by Bharat Ghelani, who is the Chief Planner and Organiser Uganda Reunion 2022, are planning a gathering in Uganda for those who are interested in visiting their birthplace.

In an interview with the New Vision at Munyonyo Speke Resort on Friday, Bharat said they had planned a mega celebration that will see hundreds of Indians fly into Uganda to celebrate.

“For those who wished to extend their stay to visit Kenya or Tanzania, additional tours were made available through our travel partners. This reunion will form a poignant memory, where we were born, how we grew up, the schools we attended and the businesses we set-up with our families,” Bharat said.

He said the celebrations will offer the Indian community, “a time to reflect on the expulsion from Uganda, the traumatic journey, new beginnings and life today, after leaving Uganda the future that we built, how remarkably successful the ex-Ugandan Asians have become wherever they happened to settle in the world. 

Particularly in the UK and Canada, the Ugandan Asians are well respected for their business acumen they have become extremely successful and still contribute enormously to the economies of their current countries of residence,” Bharat said.

Asked why he opted to organize the celebrations, Bharat said his main aim was to promote tourism in this beautiful country and as such many different tours of Uganda by our guests. 

“It will bring together a range of excursions and activities that will make this a trip of a lifetime, giving everyone the opportunity to reunite with their old friends from across the globe. In other words we want to ensure that the trip is befitting of this momentous occasion,” he told the New Vision.

Bharat said he has been working in the UK with a range of arts organizations, community groups and the media in planning celebrations in the UK as well as in Uganda.

“Words cannot express how delighted I personally feel, that we will all be here, together, smiling and catching up with each other after so long. It will be a feeling of sheer joy, seeing that spring has sprung and 50 years have passed so quickly since we left this beautiful country,” he stated.

Bharat noted that although distance separates us all that close, lifelong friendship bonds remain stronger than ever.

Seeing us all here together will bring back so many memories of all the years passed. Regrettably there are many Ex-Ugandan Asians who are unable to attend the gathering due to various reasons! Sadly we have also lost many of our dear friends, we dearly miss you all but I am sure their spirit will be with us all on the day,” he explained.

He exepressed his heartfelt thanks to his fellow committee members who included Ramesh Bharania from USA, Khalil Allahdin and Maurice Fernandes, both from Canada who have all worked tirelessly with him to organise, plan and execute this unique gathering.

“We do not stop enjoying because we are old; we grow old because we stop enjoying. You’ve got to have that dream and desire to continue in some capacity with the life that we all love so dearly, when you lose that passion to live, you physically die,” Bharat stated.

He said there is a huge difference between growing older and growing up. Anybody can grow older. That doesn’t take any talent or ability.

“The idea is to grow up by always finding the opportunity to change. Have no regrets. The elderly usually don’t have regrets for what they did, but rather for things they did not do. It is time to celebrate all the living we still have left to do and commit ourselves to making positive changes, small and large, within ourselves, within our family, our society and thereby in the world we live in,” Bharat said.

He said they will have many legends, both from overseas and locally who are willing to provide a platform for all the younger generation Ugandan Asians today to let everyone’s love and dedication, so that yesterday’s sentiment, today’s persistence, and tomorrow’s pursuit can be true.

“Friendship is a flower that exudes a warm fragrance and makes people feel the beauty of the world. Friendship is a drop of water that nourishes the thirst of the heart, and makes the body taste warm to the human world,” he said.

He said he hoped the gathering will be a wonderful legacy for our youngsters.

“I have to thank sincerely and from the bottom of my heart to the fabulous team here at Munyonyo, working under the stewardship of Sudhir Ruparelia, for giving me a free hand in my responsibility for the welfare and success of this prestigious event at this scrumptious Speke Munyonyo Commonwealth Resort. 

Without their unswerving support, guidance and professionalism from the team at Munyonyo, it would not have been possible to organise, plan and execute this event, surely a once in a lifetime opportunity for all my Ugandan friends,” Bharat stated.

He also expressed his sincere gratitude and enormous encouragement and support that he had have received from my many local friends here in Kampala. 

“I am confident that everyone coming will have a wonderful time over the coming few days,” Bharat summed it up.

Lukwago recounts ordeal with Ofwono Opondo at NBS Frontline

Kampala City Lord Mayor Erias Lukwago has opened up a Criminal Case against government spokesperson Ofwono Opondo following an altercation during NBS TV’s live talk-show, The Frontline that airs every Thursday.

Lukwago this morning recorded a statement at Kira Road Police Station and also moved to NBS and met with the Management to secure the Closed Circuit Television (CCTV) footage.

Below is his full account;

Last night, I happened to be a Panelist at the NBS TV Talkshow that runs from 10:00pm to midnight. The debate was about the sham Soroti East Member of Parliament By-election. Midway the debate, hell broke loose when the Government Spokesperson, who is a regular Panelist (Frontliner) on the show, ran berserk and started throwing tantrums. Out of the blue, he sprung up, charged at me and threatened to evict me from the studios. He pushed his hand into the pocket and around his waist, in a manner that suggested he wanted to draw a pistol at me.

I dared him to shoot at me. He instead pounced on my neck and attempted to strangle me. I did not fight back but instead struggled to wriggle out of his grip. He them punched me in the chest and grabbed both collars of my jacket while huffing and puffing like a cobra. The Moderator, Charles Mwangushya moved in to restrain him but to no avail. He was joined by a Co-Panelist, the Hon. Winnie Kiiza, former Leader of Opposition but the now wild Opondo would not relent as he continued to maul me, while battering and kicking me in the stomach.

Being civilized and mindful of the law of unintended consequences, which could turn out to be catastrophic, I chose not to engage in a fist fight. I instead concentrated on shielding my face with both palms. It was at this moment that another Panelist, the Hon. Chris Baryomunsi, Minister for ICT and National Guidance, who had all along been witnessing the melodrama, joined the duo to prevail over a rampaging Opondo.

The Talkshow ended prematurely and Opondo was shouting at the top of his voice that he was going to finish me off in the corridors of NBS TV or outside the building. He made frantic calls to people I did not understand, requesting for “reinforcement.”

The DPC, Kira Road Police Station, Ssebuyungo, together with the Commander Operations, Aden Muzawula, entered appearance with several police personnel. They made arrangements with Hon. Baryomunsi to escort me back home.

Today morning, I went to Kira Road Police Station and opened up a Criminal Case before the O.C C.I.D and other Police Officers. I also moved to NBS and met with the Management to secure the Closed Circuit Television (CCTV) footage of the said ugly scene but my efforts are yet to yield positive results. In my language, we have an old adage that; “Olaba nkaabira mubikire, naye ate ankutukidde mungalo…!!!”

I will stop at nothing in search for Justice. In addition to the aforesaid criminal proceedings, civil action will also be pursued in Courts of Law in an effort to deal with impunity in our country.

SOROTI CITY EAST BY-ELECTION: Mukula accuses VP Alupo of working with Opposition

Following the conclusion of the Soroti City East by-election, National Resistance Movement (NRM) vice chairperson for Eastern Uganda, Capt. Mike Mukula has accused the Vice President Jessica Alupo of working with the Opposition.

While addressing the press today, Mukula said he is very concerned as the chairman of the region that the NRM is a very strong party but the movement is being drawn into personal attacks and personal wars.

The by-election was won by NRM’s Herbert Edmund Ariko who polled 9,407 votes while his closest contender, Moses Attan of the opposition Forum for Democratic Change (FDC) got 8,771 votes.

Mukula said he noticed in these campaigns that “people and groups were working in avoiding the structures of the party and working in silos,” adding that “a party cannot work like this, a party must remain cohesive.”

He accused the Vice President Alupo of camping in another area to avoid getting in contact with the Secretary General and him as the region’s chairman.

Mukula said; “And I want to say without mincing my words, that I noted that even during this time, my sister, the Vice President, her excellency, Rtd Major Jessica Alupo was working in isolation, in silos, camped in another area and avoided getting in contact with the Secretary General, not even one call, not getting in touch with the chairman of the city where the activity is taking place.”

“She was what I sometimes call working in when with Opposition, this is very unfortunate, the members, the ministers were divided, she has caused such internal contradictions in the Teso sub region, that you now have ministers who are loyal to her and others are loyal to another camp, you have members of parliament who are working with her and others who are not working for her,” Mukula added.

“This is not the way the party works, you are either for NRM or you are on the other side, this is a very serious concern, because this internal contradictions will weaken the party so that you have movements. Some of you might have seen how working with the people who have been rejected by people here. And you could see the reaction of the people in Madera where they actual embarrassed the Vice President, people rejecting association with her. So to me, I want to say that without mincing my words, and some of them will deepen internally, that this internal contradiction is alive.””

Mukula said he is very concerned that some people play the cards of intrigue, scheming, manipulation, and they need to be brought out to the open, saying the region should never be divided. “During our time, we have never had two parliamentary groups, one parliamentary group on one side, another parliamentary group on one side, how do you work like that?” he said.

He said he would rather step aside from being a vice chairman of the region than accept confusion in the party.

“How do you have two parliamentary groups in Teso. I rather step aside from being a vice chairman of the region than to divide my people that I will not accept, either step aside from being a chairman of the region but I will not accept confusion in the party.”

“Once you are appointed as the vice president of a country you are a mother of the country, embrace everybody. I encourage my sister to learn to work, like President Museveni, who works with everybody can even talk to people who are fighting him, embracing everybody,” he said.

“I am the National Vice Chairman of the party, we should be proud of that. But the moment we start fighting as leaders in the region, we’re embarrassing the President, we’re embarrassing the people and putting the region into a very difficult position.”

Mukula called upon the president to address these issues, because they caused a lot of problems for them on the ground.

Ex-Cranes coach McKinstry named new Gor Mahia manager

Former Uganda Cranes head coach Johnathan McKinstry has been unveiled as the new head coach of Kenyan Premier League side Gor Mahia.

The North Irishman who has been out of a coaching job since leaving Uganda in April 2021, signed a two-year deal at an event held in Nairobi.

He has previously also handled Rwanda and Sierra Leone national teams.

As Head Coach of the Uganda National Team, 2019 – 2021, he led Uganda to win the CECAFA 2019 in Kampala.

He was International Manager and Head Coach of the Rwanda National Football Team (2015-16). He led Rwanda to a number of highs – including their first ever appearance in the knockout stages of a major international tournament (Quarter-finals of CHAN, Jan 2016) and finished runner-up in CECAFA (Dec 2105).

Across 2013-14, he was Head Coach of the Sierra Leone National Men’s Football team. Within just over a year, he had led Sierra Leone to their highest ever FIFA World and African rankings – 7th in Africa and 50th in the World (August 2014).

He has also been Head Coach of Saif Sporting Club, Bangladesh Premier League (2018-19); and FK Kauno Zalgiris, Lithuanian A-Lyga (2017-18). He is a European (UEFA), American (NSCAA) and university-qualified football coach.

Former Masaka hospital boss quizzed over Shs2.5b inflated contract

MPs on Parliament’s Committee on Public Accounts-Central Government have put former Masaka Regional Referral Hospital Director Dr Nathan Onyachi on the spot for a Shs2.5 billion contract inflation.

Dr Onyachi has told Parliament’s Public Accounts Committee (Central) that he approved a 24 per cent contract price increment for a hospital complex, without prior clearance from the Attorney General.

The increment worth shs2.5 billion raised MPs’ eyebrows, owing to Dr Onyachi’s failure to follow requisite Public Procurement and Disposal of Assets regulations in the transaction.

Dr Onyachi attributed the increment in the total contract price for the construction of a Maternity and Children’s Complex, to changes in costs of inputs used in the project.

He said this while appearing before the Committee on Thursday, 28 July 2022, to answer to audit queries raised by the Auditor General.

The procurement issue was observed by the Auditor General in his review of budget releases to Masaka Regional Referral Hospital for the financial year 2020/2021.

The contract signed with Tirupati Development (U) Limited on 30 May 2014 to execute the project, was costed shs10.6 billion but was later revised to shs13.1 billion.

The Auditor General observed that although the contractor recommended an increment of shs2.5 billion, no independent technical audit of the project was done by Health Ministry engineers to establish the cost of the remaining civil works and the condition of the contract.

He also cited Regulation 55 6(c) of the Public Procurement and Disposal of Assets (Contracts) Regulations 2014 that states that a contract amendment shall not be issued to a provider without obtaining approval from other concerned bodies including the Attorney General.

“I noted that the Director communicated price increment to the contractor without the approval of the Attorney General. In the absence of adequate documentation and required approvals makes it difficult to confirm authenticity of the price increments,” observed the Auditor General.

According to Dr Onyachi, the slow release of funds from Government caused the contract which was expected to initially run for three years, to be extended several times.

He said prices kept increasing and in 2018, the contractor asked for a price increment variation at shs3.3 billion with evidence from Uganda Bureau of Statistics, which was handed over to the supervising engineer to verify the claims.

“The information was shared with the Ministry of Health Infrastructure Division and eventually an approval of a price increment variation of shs2.5 billion was made,” Dr Onyachi said.

While chairing the meeting, Sarah Opendi (NRM, Woman MP Tororo) tasked the Dr Onyachi to justify his approval of the shs2.5 billion contract variation price without input from the Attorney General, Solicitor General and PPDA.

In response, Mr  Dismus Wandera, the hospital Procurement officer told the Committee that during the course of the project, some items kept changing like the functionality of the rooms and putting some material that was not initially in the design.

He added that the project is at 96 per cent works, however, they are “grappling with extra works requiring an additional shs1.7 billion”.

Dr Onyachi told the Committee that the hospital management has submitted two variation claims to the Solicitor General for clearance, where one has been approved whereas the other remains pending.

UCU student dies in car accident on way to his graduation

A student of Uganda Christian University (UCU) has died in a road accident today morning while on his way to the main campus to attend today’s graduation ceremony.

“We are sad to inform you about the tragic death of one of our graduands, Alex Khaukha, and his father. They were involved in an accident while on their way from Mbale to the UCU Main Campus for the ongoing graduation ceremony,” UCU said in statement.

Khaukha Alex, aged 24, and Gidudu Siraj aged 50 years died on arrival at Mbale regional referral hospital.

According to the Traffic Police spokesperson, Faridah Nampiima, the fatal accident happened in Kamonkoli village along Mbale-Tirinyi road.

The two were all residents of Nasasa village, Busambe parish, Bumbobi sub-county in Mbale district.

“The accident involved motor vehicle registration number UAY 740k (Toyota Noah) that rammed into a stationary broken down motor vehicle registration number UAS 427P (Sino truck), killing one on spot,” Nampiima said.

She added that the injured have been identified as Mukoya Babra aged 25 years and Wegosasa Ketty, 40, who are both admitted at Mbale regional referral hospital.

The dead bodies were conveyed to Mbale city mortuary pending postmortem examination.
