Museveni, EAC presidents meet to pave way for Peace and Security in DRC

The East African presidents are in Kenya for the third East African Community (EAC) Heads of State Conclave on Inter-Congolese Dialogue of the Nairobi Process on the Peace and Security Situation in Eastern DR Congo.

The presidents include; President Uhuru Kenyatta (Kenya)  Yoweri Museveni (Uganda), Paul Kagame (Rwanda), Evariste Ndayishimiye (Burundi), Salva Kiir Mayardit (South Sudan) and Felix Tshisekedi (DR Congo).

President Samia Suluhu Hassan of the United Republic of Tanzania is represented by ambassador to Kenya, High Commissioner John Stephen Simbachawene.

“As the Co-Convener of the Peace Process and Chairperson of EAC, the meeting is an acceleration of ongoing regional efforts to attain sustainable peace and security in Eastern DR Congo,” Kenyatta said

According to Museveni the crisis in Congo needs a collective approach from all regional members of the East African Community. “We must insist on working together because these people have suffered a lot,” he said.

Since January, North Kivu and Ituri provinces in the DRC have been engulfed by insecurity and unrest. The situation remains unpredictable and complex. Thousands of Congolese have since sought refuge in Uganda.  

The insecurity is being fueled by the M23 rebels and the allied democratic Forces (ADF). Last year, Uganda Peoples Defence Forces (UPDF) and Armed Forces of the Democratic Republic of the Congo (FARDC) have been carrying out operations to weed out ADF terrorist in the Eastern part of the county.

Since the launch of operations in November 2021, the joint forces captured over 34 ADF terrorists, killed and injured scores of them. Last month, the DRC renewed UPDF’S contract maintaining its presence in Felix Tshekedi’s country.

The two Forces are currently engaged in road construction and rehabilitation works to facilitate and further secure the movement of soldiers and the displaced civilian population, particularly on Mbau- Kamango and Mobili axes, Kamango-Semuliki- Beni.

Over the weekend, authorities in DRC accused Rwanda of being behind M23 operations terrorizing Congolese.

Court of Appeal dismisses election petition against MP Connie Galiwango

The Court of Appeal has dismissed an election petition against Mbale City Woman Member of Parliament Connie Nakayenze Galiwango.

In October 2021, Lydia Wanyoto Mutende, the National Resistance Movement (NRM) flag bearer petitioned the Court of Appeal challenging the lower court’s decision.

In September 2021, High Court in Mbale dismissed with costs an electoral petition challenging the election of Connie Nakayenze Galiwango as Mbale City Woman Member of Parliament.

“Galiwango resoundingly won the election with 40,729 votes against the 25,276 votes. That is a wild margin given that there were four other candidates in the race. The success of such a winning candidate at election cannot be interfered with or taken away without any justification. It should be upheld, having found that the petitioner is not entitled to any remedies. The petition is therefore, dismissed in its entirety with costs to first and second respondent,” Judge Andrew Byabashaija ruled.

In February 2021, Lydia Wanyoto Mutende, the National Resistance Movement (NRM) flag bearer petitioned the court challenging the election of Connie Galiwango. According to Wanyoto, the election was marred with violence, voter bribery and intimidation of voters.

According to Electoral Commission results, Connie Galiwango who contested as an Independent candidate after losing the NRM primaries to Wanyoto, polled 40,729 votes while Ms Wanyoto got 25,276 votes in the January 14 general election.

NSSF Board Chairman urges MPs to create alternative sources of income

The National Social Security Fund (NSSF) Board Chairman Dr. Peter Kimbowa has urged MPs to embrace creation of alternative sources of income and ensure proper monetary discipline measures if they are to become financially independent.

“The new poor are the immediate former MPs who didn’t plan well, in a bid to have financial independence, you must have a source of income that can deliver up to 80% of your Parliament salary,” he stated.

Dr. Kimbowa was speaking during the closing of a three-day orientation workshop for 11th Parliament MPs at Imperial Royale Hotel, in Kampala on June 17th, 2022.

“You need to have a reserve fund of about 8 months of your emoluments at Parliament.”

He said many people have failed to progress because of factors such as investing in liabilities instead of assets, believing that they can save their way to wealth, high debt burden, cultural black mail and dependency ratio among others.

On investment areas with high returns, he cited treasury bonds and bills, corporate bonds, unit trusts, shares/stocks and offshore investments.

The Prime Minister Robinah Nabbanjasaid MPs must take the lead in fighting poverty among households through embracing the Parish Development Model which seeks to move 39% of Ugandans to the money economy.

“Colleagues, as MPs, support the Parish Development Model irrespective of our political affiliation. The Parish Development Model was given a lot of money and therefore let’s monitor and ensure that the money is put to proper use that is improving the livelihoods of our people.”

Nabbanja added: “Once our people have improved in terms of livelihood, the pressure we all have as MPs to meet their personal needs will reduce. If people have money, they will instead contribute to you, so we have no choice but to use the media and platforms to explain the critical importance of this game changer (Parish Development Model).”

NRM’s Todwong commends Luzira prison on skilling prisoners, wardens’ spouses

The Secretary-General of the ruling National Resistance Movement (NRM) party Rt Hon Richard Todwong has applauded the Luzira prisons leadership for their deliberate initiative that empowers and prepares prisoners with necessary income-generating skills ahead of release.

Todwong spent the better part of Sunday afternoon in the precincts of Luzira prison touring various projects like furniture making, baking, carpentry and joinery among others that were being undertaken by the correctional facility. 

The NRM boss first visited the Upper Maximum prison section to interact with prison heads and thereafter went on to check on the conditions of the inmates. He was later led on a two-hour tour to the furniture workshop and showroom, bakery section of wardens’ spouses, and a visit inside the state-of-the-art market with over 1000 traders’ capacity that is still under construction.

In his speech as Chief Guest to a section of political leaders of Luzira prisons parish and spouses of prison wardens who were gathered at the Prisons Academy and Training facility, Todwong said he was thrilled by the outstanding works being done in the barracks. 

He promised to lobby government and private enterprises for support and seek markets for their products to encourage mass production.   

“I have been challenged by the works presented to me by the wives of prison wardens and inmates at the bakery and the high quality and competitive furniture respectively. These initiatives are in line with NRM’s current manifesto and the president’s call for socio-economic transformation,” Todwong said.      

Todwong also donated 20 million shillings to women to be invested in their SACCOs by buying more machinery required in their business income-generating activities like bakery, hairdressing, and tailoring among others.

The Commissioner of Prisons Service in charge of Estates and Engineering Mr Gelevas Tumuhimbise said the idea of projects is meant to equip prisoners who are serving their sentences to attain economic productive skills ahead of release. 

“For the last eight years, we have been training and equipping prisoners with life skill abilities ahead of post-prison release to adopt positive behaviour to enable the prisoners to deal effectively with demands and challenges of life after sentence. We are glad to be contributing to the growth and development of our country in this manner,” Estates Commissioner, Mr Tumuhimbise said. 

He stressed that the prison’s core mission is to transform every inmate into a responsible and productive citizen of Uganda, adding that: “This is part of the rehabilitation process that is part of our core mandate as an institution of the state.” 

The women who made their communication through a memorandum to the Secretary-General read by their leader praised the NRM party for being a pro-people hence enjoying massive support for now over three decades. 

The women who confessed their love for the ruling and mass party asked the party leadership to arrange for them training and orientation in the Kyankwanzi leadership institute to align with the right progressive ideology.

Emyooga and Parish model

On the invitation by the Rt.Hon.Todwong, the National Coordinator of the Emyooga program, Ritah Namuwenge said she had picked great interest in what the women were doing and promised to support them with financial assistance to boost production and increase homestead incomes. 

She revealed that 70% of families who were in the subsistence economy before the introduction Emyooga initiative had since reduced to 37%.

“This gives me great confidence that with the emergence of the parish development model together with the existing poverty alleviation initiatives, the remaining percentage still producing for the stomach will be integrated into the money economy,” Namuwenge said. 

The presidential initiative on wealth creation (Emyooga) was formed to provide seed capital, free financial literacy service, enterprise selection, and training in building social capital and build business patriotism to various people engaging in various enterprises.

CAF Awards set to return after two-year break

This year’s edition of the prestigious award ceremony for African football, the CAF Awards 2022, will return on Thursday, 21 July 2022 in Morocco.

The continental awards return this year after being cancelled in 2020 and 2021 due to the Covid-19 pandemic.

The CAF Awards will be held ahead of the final of Africa’s flagship women’s competitions, TotalEnergies Women’s Africa Cup of Nations Morocco 2022 scheduled to take place between 2nd July – 23rd July 2022.

The event will also coincide with the two-year anniversary of the launch of the CAF Women’s Football Strategy.

In line with that, a new category; Interclubs Women Player of the Year has been introduced following the successful roll-out of the TotalEnergies CAF Women’s Champions League in November 2021.

As in previous editions, there will be several categories to be presented, in addition to the coveted prizes: Player of the Year (Men & Women).

Other categories are include Interclub Player of the Year, Young Player of the Year, National Team of the Year, Coach of the Year, Club of the Year, Goal of the Year.

The winners will be decided by votes from captains and coaches of the Member Associations, selected journalists, CAF Technical Study Group and CAF Legends.

The period under review is from September 2021 until June 2022.

The previous edition of the CAF Awards was held 2019 in Hurghada, Egypt.

Senegalese forward Sadio Mane and Nigeria’s Asisat Oshoala scooped the African Player of the Year Men and Women respectively.

EC sets date for Bukimbiri County Parliamentary by-election

The Electoral Commission has released the programme for conducting the by-election of Member of Parliament for Bukimbiri County Constituency, Kisoro District.  

The by-election programme will commence with an update of the National Voters’ Register from Monday 20th to Friday 24th June, 2022 at update stations in each of the 24 parishes in Bukimbiri County.

The Commission has appointed Friday 24th June 2022 as the cut-off date for applying for registration as a voter and for transfer of voting location in the County. 

The registration and transfer of voters from one polling station to another within Bukimbiri County will not take place after Friday 24th June 2022.

The display of the Voters’ Register will be conducted for a period of ten (10) days, that is, from Tuesday 12th July to Thursday 21st July 2022, at all the seventy-two (72) polling stations in Bukimbiri County.

The Display of Parish Tribunal Recommendations for deletion from/or inclusion on the Register will be conducted for six days, that is, from Friday 22nd July to Wednesday 27th 2022 at the respective Parish Headquarters.

The nomination of candidates will be conducted on Monday 1st and Tuesday 2nd August, 2022 at the Office of the District Returning Officer, Kisoro. 

Nominated candidates will conduct campaign meetings for seven days, that is, from Wednesday 3rd August till Tuesday 9th August, 2022.  

Polling and tallying of results for by-election of Member of Parliament will be conducted on Thursday 11th August, 2022.  

The Parliamentary seat for Bukimbiri County fell vacant following a court ruling which set aside the results of the 2021 Elections.

ChildFund launches a five year strategy targeting four million vulnerable children in Uganda

ChildFund Uganda has launched a five year strategy plan aimed at supporting 4million vulnerable children in Uganda.

Speaking during the commemoration of the Day of the African Child at Soroti Hotel, Moses Otai, the Country Director of ChildFund Uganda said the organisation is planning raise USD 40milion (Shs 140b) to facilitate all the activities throughout the five year strategic plan.

The strategies include; ensuring that children aged zero to five years access nurturing care at home and access quality early learning outside the home, health, and nutrition in households that are economically resilient,

“We aim at seeing that children and young adolescents have increased access to equitable, inclusive and quality basic education and studying in improved school environments that promote life skills.”

It also aims at ensuring that youths have improved access to opportunities for employment, engagement and living a healthy life. The organisation will continue skilling youth and adolescents with all skills set based on their interests for them to earn income in a non exploitative way and be active contributors to their communities.

“We will focus on strengthening the prevention, response, resilience of communities to disasters and impact, ensuring that boys and girls and persons with living disabilities are actively engaged in programs and social affairs to equitably improve their lives.” he said

Mr. Otai said ChildFund Uganda  will work with different stakeholders to see that Community Based Child Protection Mechanisms (CBCPM) is being strengthened to prevent and respond to violence, abuse, neglect and exploitation of children in the country.

In tandem, ChildFund commemorated the day of African Child under the theme; under theme; fighting all harmful practices against children. Mr. Otai said; “Most of us have been African Children and we are parents of African Children. It is essential that we recognize value and elevate the dignity of Children.”

“It is my call that we become the ambassadors that will fight all harmful practices against any child starting from our households.” he said.  

In her speech, delivered by Peter Pex Paak, the Resident City Commissioner (RCC) Soroti City, the Vice President Jessica Alupo applauded the ChildFund Uganda and the local implementing partners for complementing on government programs, reaching out to hundreds of deprived children and youth in the country.

“ChildFund Uganda is a donor funded organisation. Due to the peaceful environment and country’s position in respect to children’s rights enshrined in the Children’s Act among others, the donors decided to invest in our children and we really appreciate it,” She said.

She decried the increasing numbers of street children in the country begging on streets especially in cities of Kampala, Soroti and others. She alluded the shooting numbers of street children to parental negligence, poverty and lack of basic needs at their homes.

She warned parents against Female genital mutilation which is practiced in Amudat and other parts of Karamoja Sub-Region, child marriage in areas where poverty is prevalent. She said Parents are mortgaging their children because they have nothing to feed on.

She in tandem said there social economic interventions put in place to support parents which include; Emyooga supporting 18 enterprises in  tailoring, salon, welding metal fabrication and others. The Myooga funds are meant to boost businesses. The Parish Development Model (PDM) is set to be rolled out in the next financial year where each sub-county will get Shs100M. She urged Ugandans to take part in the PDM program to improve their household income.

“The government has put up training centers in 18 sub regions where hundreds of the youth have been trained in various skills and given working tools to start up their businesses. The equipment include tailoring machines, salon equipment and others,” She said

Ministry of Energy and SNV launch Africa Biodigester Component project in Uganda

The Ministry of Energy and Mineral Development and SNV Netherlands Development Organisations (SNV) Uganda have today launched the Africa Biodigester Component (ABC) project, which aims to boost access to biodigesters for circular agriculture and renewable energy.

The four-year project running until 2025 is funded by the Netherlands Ministry of Foreign Affairs and managed by the Netherlands Enterprise Agency (RVO). The 3.7million Euros project targets the installation of at least 8,000 small scale biodigesters across Uganda, providing energy access for at least 40,000 people.

Speaking during the launch in Entebbe today, SNV Uganda Country Director Phomolo Maphosa said the energy sector is still dominated by solid biomass, mainly in the form of firewood and charcoal, which contributes 88.6% of the country’s consumable energy.

‘Biodigesters offer increased benefits in the form of clean energy for cooking, and organic fertilisers for agricultural production, which will mitigate against the effects of deforestation and soil degradation,’ she said.

Joost van Ettro, Head of Cooperation at the Embassy of the Netherlands in Kampala highlighted that at the current rate of deforestation, in 25 years Uganda would have very few trees left.

‘Interventions such as the ABC project are therefore critical if we are to retain our biodiversity.’

He reaffirmed the commitment of the Netherlands to work with the Government of Uganda towards this important objective.

ABC Uganda aims to promote the scaling of biodigester technology towards agricultural value chains, both tangible in terms of increased agricultural production, and more intangible benefits such as reducing exposure to indoor air pollution, long term soil improvement, water retention capacity and carbon capture.

To achieve this, the ABC project will adopt information and awareness raising, provision of Business Development Support to biodigester companies and strengthen the biodigester business model for end users. Furthermore, the project will support 2 Government and Sector Institutions developing an Enabling Environment that stimulates involvement of the private sector.

All these provide communities with renewable energy, agriculture, health, employment and environment benefits, such as the production of bio-slurry as organic fertiliser, job creation, improved livelihood, and reduced environmental pollution. The project will explore commercialisation of bio-slurry as organic fertiliser, to increase farm output as well as creating new revenue streams for biodigester owners.

In his remarks, Dr Brian Isabirye, representing the Permanent Secretary, Ministry of Energy and Mineral Development (MEMD) emphasized the importance of the innovation led approach in addition to technology-transfer in bolstering the biodigester market.

‘Political leaders are counting on ABC leadership to provide guidance, support and evidence to support the government in delivering the much-needed social outcomes’ he said.

The Guest of honour, Hon Peter Lokeris, State Minister for Mineral Development appreciated SNV and the ABC consortium for supporting the government’s Biomass strategy to promote modern technologies for cooking. ‘The project will also reinforce the government’s initiatives in achieving its National Development Plan (NDP) III targets to increase access to clean cooking and reduce the demand for firewood and charcoal, while creating employment for Ugandans,’ he said.

The project is implemented as a joint effort by a consortium of SNV, German Agency for International Cooperation (GIZ) and Biogas Solution Uganda Limited (BSUL) in codevelopment support of the Netherlands Enterprise Agency (RVO). SNV, as lead implementer, takes responsibility for overall project management and stakeholder coordination and in cooperation with BSUL, for the further strengthening of demand and supply of the sector. GIZ’s vast experience will be put to good use to support key sector actors to improve the enabling environment for the biodigester sub-sector in Uganda.

Rwanda forces kill Congolese army soldier at Rubavu border

Rwanda Defence Forces have shot dead a Congolese soldier inside their territory.

According to the statement issued by RDF, the killed Congolese soldier was shot in self defence after unidentified gunmen crossed into their country at Rubavu district bordering the two countries.

It is alleged that the Congolese soldiers injured two Rwandan police officers which prompted others officers to fire back.

“This morning at around 0845 am an unidentified Congolese soldier armed with an AK47-rifle crossed the ‘Petite Barriere’ border in Rubavu district and began shooting at Rwanda security personnel and civilians crossing the border, injuring two police officers. A Rwanda National Police officer on duty shot back in self defence to protect civilians crossing the border and border agents,” reads the statement from Kigali dated June, 17, 2022.

It further continues “The Congolese soldier was shot dead 25 meters inside Rwanda territory; the RDF has invited the Expanded Joint Verification Mechanism (EJVM) to investigate the matter. Rwanda has informed DRC authorities, and DRC-Rwanda border officials are visiting the scene”.

The Democratic Republic of the Congo’s military accused Rwanda of an invasion after M23 rebels captured a key border town of Bunagana, marking a dramatic escalation in tensions between the two neighbours.

DRC accuses Rwanda of supporting M23 rebels who are destabilizing the Kinshasa government through uncoordinated attacks that have seen civilians raped, injured, killed and properties destroyed.

On the other hand, Rwanda, a country that went through a genocide in 1994 where about a million people were killed, has denied the accusations by DR Congo and instead says rebels who want to topple the Kagame government in Kigali operate within Congo.

Rwanda has strongly denied accusations over the years that it supports the M23 rebels fighting in DRC. The two countries have long accused each other of supporting various rival armed groups.

The United Nations on Saturday called for immediate talks between DRC and Rwanda to resolve the growing cross-border crisis.

EC concludes compilation of Village Women Residents’ Registers

Today marks the final day for registration of women in preparation for the conduct of Women Councils and Committees Elections, 2022.

The registration exercise commenced on Friday 10th June 2022 and was scheduled to close on Monday 13th June 2022, but was extended for four more days, starting from Tuesday 14th June and ending today, Friday 17th June 2022.

The exercise has enabled willing Ugandan females of eighteen (18) years and above, countrywide, to register their respective cells/villages in order to participate in the elections of Women Councils and Committees.

The registration of female residents in each village throughout Uganda will not be conducted after this date.

The Commission shall display the Village Women Residents Register from Thursday 23rd to Friday 24th June 2022 in all the villages across the country.

The purpose of this display exercise is to enable voters to check for the correctness of their particulars on the Village Women Residents Register.

The display shall begin at 8:00am and end at 6:00pm at the designated public/open place in the respective village.
