Women’s day celebrations: CSOs call for implementation of legislations that protect the rights of women and girls

Civil Society Organizations (CSOs) led by Uganda Network on Law, Ethics and HIV/AIDS (UGANET) have called for implementation of legislations that protect the rights of women and girls in the country.

Speaking ahead of the Women’s Day celebrations, Akito Tracy Aloka, a legal associate at UGANET said women and girls hold a vital role in addressing the challenges of discrimination, embracing technology and therefore they should be prioritized since they are at the centre of gender equality and equity.

Women’s day celebrations come at a time when the president had just reopened the economy following two years of closure. The closure peddled at curbing the spread of Covid-19 pandemic.

According to the United Nations Population Fund (UNFPA), during the pandemic, Uganda registered over 100,000 teenage pregnancies. According to 2020 Police report, country registered high cases of defilement, Gender Based Violence and murder arising from domestic violence.

“The alarming cases of teenage pregnancies alluded to the two years lockdown which kept school going children at home and the SRHR services were not accessible. We therefore call for rolling out of sexuality education in schools for children to know what to do in case of any need,” said Krais Mubiru, the Executive director of Uganda Young Positives.

The organizations kick started women’s day celebrations with awareness campaigns at the various Roundabouts at Mulago Usafi, and sundry. The activists carried placards bearing messages calling for respecting the rights of women and girls.

“Women and girls participation leads to effective Sexual reproductive Health Rights (SRHR) programs and polices since they are better placed to voice their needs, realities and opinions. They need to take-up spaces where decisions are being made,” said Akito.

She urged the government to decisively look at the reported cases of defilement GBV and ensure that perpetrators are brought to book.

Moses Nsubuga aka Super Charger, the head of JABASA said the government should avail opportunities for  men and women to work together and learn effective approaches to livelihood sustainability, men will come to see the value of women’s work and more importantly the value of women.

Police sniffer dogs lead to arrest of 5 suspects, property recovered

The Police K9 Unit in Luuka, and Kakumiro districts and Kampala Metropolitan have in custody 6 suspects on cases of theft.

The five suspects were successfully traced and tracked down by the police Sniffer dogs and all the property they had stolen recovered.

“At Nawampiti Police station in Luuka District, the K9 team from Kamuli tracked and traced three suspects in a case of theft,” police said in a statement.

“At  Kasambira Police Station, our K9 Zulu was introduced at the scene, led  us for about 2km up to the house  of one Mumia Richard  and we recovered saving box that he had stolen.”

“At Nakinkoma cell Kihurumba Sub County Kakumiro district, a one Byangero Madalena reported theft of his cattle and two goats. Our K9 team visited the scene and one suspect arrested in the distance of about 01km from the scene of crime to his house. He confessed to the crime and efforts are underway to get his accomplices,” police said.

At Salama Police station, a 32 Inch flat TV screen was recovered from about 50 metres from where it had been stolen. The suspect remains on the run, but the TV was recovered.

Bukedde apologizes to Sudhir, Basajjabalaba and others over fake story

Bukedde newspaper has apologized to businessmen Sudhir Ruparelia, Hassan Basajjabalaba, Ephraim Ntaganda and Godfrey Kirumira over a fake story they published on February 12, 2022.

The story stated that President Museveni had ordered an investigation into the racket of city tycoons fleecing government of billions in fake land compensation.

Today the Luganda newspaper has apologized to the four saying that there is no any ongoing investigation by the IGG and their names were put in the story by mistake. They also apologized for the inconveniences and harm the fake story may have caused to the tycoons.

Nakasero Hospital launches Cardiac Cath Lab

Nakasero Hospital has organized a Cardiac Diagnostic Center Symposium under the theme ‘Understanding the capability of interventional procedures in managing heart disease’ which also marked the launch of its Cardiac Cath Lab.

Speaking at the symposium, Dr. Charles Olaro, Director Curative Services at the Ministry of Health applauded Nakasero Hospital for investing in a Cardiac Catheterization Laboratory as it will increases accessibility of the service to Ugandans thus supplementing government efforts:

“Cardiovascular diseases had the greatest impact on the economic burden of NCDs in Uganda, contributing about 65% of the burden of that amount lost, which is about UGX2 trillion. So, this investment is worthwhile as it brings services closer to the people. NCDs kill about 97,000 Ugandans per year with cardiovascular diseases contributing about 10% of this, followed by cancer at 9%, and Communicable diseases at 2% and diabetes at 2%. By acting now, the government of Uganda can reduce the burden of NCDs. But if you looked at the other four risks, tobacco control was the highest related investment of about 18% then alcohol followed by physical activity,” he said.

“We now need to work on affordability. Government of Uganda cannot do it alone and that’s why we need the public private partnership like the investment at Nakasero of a cardiac and wellness center. As a country, we are in the process of developing the specialized hospital bill. Once done, we shall have a framework of how we optimize the equipment, and human resources. So, when we have that then it shall be allowable that within that framework, you will find that probably one consultant can work at different facilities as long as there is a clear schedule. I congratulate Nakasero on this new investment and as a ministry, we applaud you and the founders for this initiative,” he applauded.

As one of the leading health providers in the industry, Nakasero Hospital has over the years taken steps to improve its capability in handling a wide range of heart related complications by introducing services that can diagnose and treat these conditions.

The hospital installed a Cardiac Catheterization Laboratory, commonly referred to as a Cath Lab, which is an examination room in a hospital or clinic with diagnostic imaging equipment used to visualize the arteries of the heart and the chambers of the heart and treat any abnormality found. This new modality completes the technical capability in one of the hospital’s Centers of Excellence-Cardiology. The Cath Lab is complemented by the existing Cardiac and Wellness Center which is the diagnostic arm of our cardiology department.

“We have been growing upwards and increasing our services over time. The objective for setting up Nakasero was to provide quality medical services and minimize referrals of patients abroad. We want to thank management for having designed this extra service in the hospital – Cardiac center. There may be some cardiac problems that may not allow you to go out of the country, so you cannot completely avoid local services even if you have the money. We are trying to bridge that gap so that services are available for all. Secondly, this is a facility that is supplementing what government has done in Mulago hospital for instance, supplementing rather than competing,” remarked Mbonye Ben, Chairman Nakasero Hospital.

Micho summons 35 players as Cranes embark on AFCON 2023 qualifiers

Uganda Cranes head coach Milutin ‘Micho’ Sredojevic has summoned 35 players ahead of the upcoming FIFA International window in March 2022 as the preparations for the Total AFCON 2023 qualifiers start.

The squad has a combination of players in the StarTimes Uganda Premier League (20) and those playing elsewhere (15).

There are 5 goalkeepers, 9 defenders, 6 central midfielders, 7 offensive midfielders and 8 forwards.

Some of the returning players include Faruku Miya, team captain Emmanuel Okwi, Allan Kyambadde with new faces like Marvin Youngman (Soltilo Bright Stars FC), reigning Airtel FUFA footballer of the year Bobosi Byaruhanga, young players ; goalkeeper Jack Komakech, Steven Sserwadda, Najib Yiga, Derrick Kakooza, Sadat Happy Anaku and Alfred Leku.

Micho intends to use this pool of players for the upcoming four nation mini-tournament (Navruz Cup 2022) in Uzbekistan that will be held between 25th to 29th March in Markaziy Stadium, Namangan city.

Uganda Cranes will play alongside Tajikistan, hosts Uzbekistan and the Kyrgz Republic.

“After qualifying for two consecutive AFCON finals in 2017 and 2019, Uganda Cranes missed out on the 2021 edition in Cameroon. We immediately went for early preparations to ensure qualification for AFCON 2023 in Ivory Coast with an international friendly match in South Africa, CECAFA senior challenge cup in Ethiopia (U-23), international build up in Ethiopia, six FIFA World Cup qualification matches and recently a UEFA-Asia tour,” Micho said.

“The upcoming mini-tournament in Uzbekistan will help us to conduct the main general check-up before the AFCON 2023 qualifiers in June 2022 (1st – 14th June). We have been in transition where several players have retired including captain Dennis Onyango, Hassan Wasswa, Mike Azira, Juuko and others. We have an important duty to make ourselves ready.”

The whole team training programme will be released soon where two internal regional tours have been planned to help assess the returning players and the local legion.

“We shall test the players with internal regional build up and tune the competitive mode since friendly matches are all about trying, testing and experimenting before naming the final 23 players who will travel to Uzbekistan,” Micho added.

The final team to Uzbekistan will then be named before travelling for the first game against Tajikistan on 25th March 2022.

The third place play-off and final matches will then be held on 29th March 2022. All matches will be played at Markaziy stadium in Namangan.

Jamaican Reggae artist Turbulence set for Kampala concert

Jamaican reggae and dancehall artist, Turbulence is set to perform at the Yard 1 Fest on Friday 11th March 2022 at the Uganda Museum.

Turbulence whose real name is Sheldon Ryan Augustus Campbell, is known for hit songs like Real Warrior, For Me, Love Can Make, Rasta Forever, As Sure As The Sunshine, What Is Words and many more and is expected in Kampala on Tuesday 8th March.

According to the organisers, One Time Marketing Group Uganda and Yard One Promote Jamaica – the artist will be in Uganda accompanied by the Lion Story Band as part of the One Reggae Music Ah Play tour the group is making around Africa.

His first performance was in Kenya on the 5th of March, followed by Uganda on the 11th, after which he will perform in Malawi on the 18th and end the tour in South Africa on the 26th of March.

Sponsored by Pilsner Lager, the show will feature Ugandan legends like Vampino, Shanks Vivi Dee and Henry Tigan, as well as a lineup of talented new generation artists like Lady Slyke, Sera Marley, Kunta Dukeplay and many more.

Revelers will be very well catered for as there will also be reggae sets played by some of Uganda’s biggest reggae DJs including members of the original Ras Clan like Ras Brown and DJ Nesta.

Government buying land for people will scale down wrangles, says Nabakooba

Lands Minister Judith Nabakooba has underscored the need for government to utilise the Land Fund as a way of putting an end to the various land wrangles.

Nabakooba who was meeting locals at Bugashe and Katojo wards in Mbarara South Division said the land fund is available to sort landlords that are willing to negotiate with the government much as the funds are limited.

“Government can buy land for its people using the Land Fund under the Uganda Land Commission, we have been using it in some areas and it has helped a number of people,” the minister said.

According to the minister, the money can be gotten much as the landlords who usually want to be paid are many yet the money is not enough but it can be got if the government.

At the two wards, landlords told the minister that they have for long co-existed with the bibanja holders for a long time and they don’t see a reason to chase them away from the land. They however tasked her to work with the government and buy the land for the tenants.

“What we are going to do is to open the boundaries for the three landlords and establish the status of these tenants (bona fide and lawful). Once we know the right acreage which is being covered by them, then the chief government valuer will give us a value that will enable government estimate the cost of the land,” Nabakooba said.

She shared that they are going to be in engagements with the landlords, district leadership, MPSs and the community to come up with complete practical recommendations that will help solve the matter to enable the tenants to also get titles in this area.

“I have liked the landlords here, they are willing to negotiate. They have said they live here with the tenants and they don’t see reason to be fighting with them over land. They want the government to come and value the land, pay it so that they can also remain with part of the land to conduct business and the tenants to get their titles too.”

She pledged to take this forward and begin negotiations with these landlords to see that this land is bought.

“When we are done with the processes and everything I will take a report to H.E the president and tell him that his people want him to buy them land.”

Way back in 2019, the government through the program of Systematic Land Adjudication and Certification (SLAC) under Mbarara District had started a project of processing titles of tenants in Bugashe and Katojo wards.

Unfortunately a caveat was instituted by Mr Peter Babigamba and Mr Katatumba William.

Residents that were led by Mr Edmond Ntimba requested the minister to give them a general survey of the lands in Katojo and Bugashe wards under the titles captioned since they do not know how much land and exact the exact person that claims their land.

“Land on Block 3 plots 67,68,72,73 and 78 should be surveyed, the quantity of the land and the mailo owners shall be determined.”

Ntimba also told the minister that they are under constant threats and insecurity of being forcefully evicted from our bibanja.

“A substantive number of our residents panicked and cheaply sold off their land to Bibagamba and are now landless,” he said.

Kabuleta punches holes in govt’s Parish Development Model, says its meant to keep Ugandans poor

President Yoweri Museveni last month launched the Parish Development Model (PDM). The Shs490 billion program is meant to eradicate poverty through execution of development activities at the parish level.

However according to Joseph Kabuleta, the Leader of National Economic Empowerment Dialogue (NEED), PDM is doomed to fail.

Addressing the people of Tooro Sub-Region on Friday, Kabuleta said PDM is already a failed government poverty eradication program just like the other past initiatives such as Operation Wealth Creation, Bonna Bagaggawale, Emyooga among others.

“I don’t have so much hope in Parish Development Model but I wish I did because I would love to see you people develop.The truth is, it was launched amidst blaze of publicity, a lot of money was spent in publicizing it; almost Shs300 billion taken to the Ministry of Agriculture to go and do what they called mindset change which is important, but then you see they are spending too much money on training you than what they are going to give you,” the former presidential candidate asserted.

“…. so you see in certain areas, people are going to be given Shs500 million but the amount of money used to train them is Shs3.3 billion. So they are using Shs3. 3 billion to train people on how to use Shs500 million.I don’t think its going to be any different from the other failed government programs. Its just a new one, a new kid on the block which is doomed to fail,”he added.

Kabuleta also lashed out at government for allegedly keeping Ugandans in poverty deliberately.

“President Museveni’s Government destabilized the market for our agricultural produce like coffee, tea, and vanilla. Every money generating enterprise which you could use to get money, government killed it and now they come pretending that they want to give you free money so that they alleviate you from poverty, thats not right,” the former journalist said.

“In NEED, we say all the agricultural ventures which you people undertake can help you generate a lot of money from them since they can be sold at relatively good prices in markets but government is making it impossible for you to benefit from your sweat by destabilizing the market through levying heavy taxes and hiking prices of commodities. All this is done to keep you poor.”

However, Kabuleta advised the NRM government to sensitize, create an enabling environment for Ugandans to work and benefit from their natural wealth. To Kabuleta, if government does that, the abject poverty among citizens will be no more.

“These heavy taxes which government levies discourage farmers and business people. How are we going to reduce them in that the ordinary people like you benefit from your sweat without being mistreated economically?” he wondered.

“Government can do alot of things to empower you without giving you free money which in the end just distracts you. As NEED we believe that instead of giving people fish, government should give them a hook so that they can go fishing by themselves. That’s is the only way you can escape poverty.”

What Rwenzori sub region locals say:

Simon Mugisa, an administer of Tooro Kingdom said, ” You cannot alleviate people from poverty when prices of commodities are so high yet people are earning less.Now we have the Parish Development Model but I dont think it will help to improve the livelihoods of Ugandans. We have had many government programs such as Emyooga, Bonna Bagaggawale, Youth Livelihood but they did not save the situation. Such programs are used to misuse taxpayers money.”

He added,” We don’t need free money from government, we can work for ourselves as long as the authorities create an enabling environment for us to carryout our businesses. You cannot manage well something which you have not worked for.”

Ssetumba Godfrey Tamale also noted,” Parish Development Model is not going to help just like the previous programs which also didn’t help. These people are just distracting us to keep us in poverty.

Currently, Kabuleta is on nationwide sensitization campaign premised on protecting Uganda’s national deposits that could be used by citizens to alleviate themselves from poverty.

Launched last year, NEED, a political movement under the stewardship of Kabuleta has so far managed to spread the economic empowerment message to Busoga, Buganda, Bugisu, Bukedi, Teso, Sebei, Lango, Acholi, West Nile and Tooro sub-regions.

Pope Francis set to visit DRC and South Sudan in July

Pope Francis is set to visit South Sudan in July this year of 2022, the Catholic Archbishop of Juba His Grace, Stephen Ameyu Mulla announced on Thursday.

Pope Francis will visit Democratic Republic of Congo from the 2nd to 5th of July and then travel to South Sudan on 5th-7th July 2022, after repeatedly delaying his trip due to security concerns in the country. The Apostolic Nunciature from the Vatican Embassy Mser Lonut Paul announced the visit.

“I would like to make this official announcement which is released at this same moment in the Vatican. At the invitation of their respective heads of state and bishops, His Holiness Pope Francis will make an apostolic journey to the Democratic Republic of Congo from the 2nd to 5th of July 2022 visiting the cities of Kinshasa and Goma, and to South Sudan from the 5th to 7th of July 2022 visiting Juba,” Mser Lonut Paul announced.

He added: “The program and the details of the journey will be announced in the due course.”

Archbishop Ameyu speaking at the same press conference said the Pope is concerned about the political situation in the country and the wellbeing of the people of South Sudan.

“The Holy Father would like to come to visit South Sudan because he is a pastor and it is from a religious perspective. But of course, he is not only coming to visit the religious but he has also other concerns. He is concerned about the lives of the people generally; he is concerned about politics in South Sudan. And so he will come in solidarity with the South Sudanese,” Archbishop Ameyu stated.

The Minister of Presidential Affairs Dr. Barnaba Marial assured the head of the catholic church of enhanced security during his visit.

“As far as South Sudan is concerned, the government is absolutely hundred percent sure that the security situation in this country is stable and we will be happy, you and me and all the citizens of this country that his Holiness the Pope visits us and this is the long-awaited request by the Christian community of this country that his Holiness visits,” he said.

Pope Francis is expected to visit South Sudan with the Anglican Bishop of Canterbury.

The Archbishop of Canterbury, Justin Welby, and the moderator of the Church of Scotland, Jim Wallace, are widely expected to join Francis for the South Sudan portion of the trip. Last month, Welby characterized the joint ecumenical travel plans as “history.”

The three faith leaders have sought to visit South Sudan since 2017, although past security concerns had foiled those plans.

Over the last five years, Francis has been especially attentive to South Sudan’s peace process, meeting together with the South Sudanese president and the country’s rebel leadership at the Vatican in 2019.

In a now memorable scene from that encounter, the pope knelt down and kissed the feet of the 5-member leadership delegation, begging both the president and the rebel leadership not to return to civil war. Nearly 400,000 people have been killed since the war began in December 2013 and an estimated 4 million people have been displaced.

Although a 2018 peace deal has brought relative peace to the country, implementation of key aspects has been stalled and could plunge the country back into conflict, analysts say.

The United Nations Mission in South Sudan (UNMISS) and the UN Human Rights Office published a report on the deaths of more than 400 civilians during fighting last year between two rebel groups in Tambura County, Western Equatoria State, this week.
