Gen Sam Kavuma appeals to Wazalendo SACCO members to utilize funds

The Chairman of the UPDF Wazalendo SACCO (WSACCO) Board of Directors  Hon Maj Gen Sam Kavuma on Tuesday, 1st March,2022 challenged the WSACCO delegates , members of Staff, Command and the general membership of WSACCO to put into proper utilization the loans they get from the SACCO.

The Chairman of the UPDF Wazalendo SACCO (WSACCO) Board of Directors, who also doubles as the Deputy Chief Coordinator of Operation Wealth Creation and a Member of Parliament representing the UPDF Hon Maj Gen Sam Kavuma has today challenged the WSACCO delegates , members of Staff, Command and the general membership of WSACCO to put into proper utilization the loans they get from the SACCO.

He said that WSACCO, which has been in existence for 16 years, has registered tremendous growth while improving the welfare of its members. 

Gen Kavuma made the remarks while closing a two weeks delegates training and Pre-Annual General Meetings (AGM) held in the North, East, West, West Nile and Central regions of the country.

The final meeting covering the Central region was held at the Ministry of Defence and Veteran Affairs Headquarters in Mbuya, Kampala.

Gen Kavuma said WSACCO leadership designed a pre- AGM programme to be held  before the actual AGM, in order to have ample time with the delegates and members of Staff and Command.

During the pre-AGM regional meetings, the delegates are taken through the work being done by the WSACCO team, the recommendations, future plans and other proposals.

This enables them to return to their work stations and discuss with other members, collect their views and present them during the Annual General Meeting.

In his annual message to all members, the Chairman encouraged them to take advantage of this God given SACCO that has saved them from the hustle of commercial banks and other money lending entities in the country.

He further encouraged members to prepare their minds for the AGM and discuss the means of benefiting from WSACCO through proper utilization of funds borrowed, regular savings and prudent investment as a way to overcome the enemy called poverty.

He highlighted financial discipline and individual attitudes as key determinants of one’s ability to fight poverty.

Maj Gen Don Nabasa the Commandant Military Police Brigade, on behalf of UPDF Staff and Command appreciated the great job done by WSACCO Board and Management for the UPDF through member education in the fight against poverty.

“Everything has been done, the only thing remaining is for us to ensure that whoever is getting a loan knows that there is accountability and monitoring handson on its  utilisation. It is high time we opened our eyes and embraced the WSACCO opportunity to generate some income and plan for our retirement. Must we appeal whenever time for our retirement comes because of unpreparedness?” wondered Gen Nabasa.

The WSACCO Chief Executive Officer Col Joseph Freddy Onata thanked the Hon. Delegates and members of Staff and Command for the continuous support that has enabled the SACCO grow to greater heights.

“It takes trust by the entire membership for management to properly steer the SACCO to the members’ expectations,” Col. Onata said.

Col Onata briefed the members about the SACCO performance and progress in the financial year that ended 31st December 2021, which he said was a result of the collective effort, committed staff and support from BoD and entire membership.

He also noted that training members is one of the SACCO’s mandates in order to enable the members to participate on the basis of information and to be able to make informed decisions during the AGM.

According to Col Onata, the membership of WSACCO has grown from 80,198 in 2020  to over  91,000 in 2021. The share capital has grown from 213Bn in 2020 to  219.7Bn in 2021 and total savings from 180.5Bn in 2020 to 243.3 Bn 2021 while  surplus grew from 43Bn in 2020 to 54Bn in 2021. Then the loan portfolio grew from 388.4 Bn in 2020 to 484.4Bn in 2021.

In attendance were delegates of units of the Central Region, members of Staff and Command, Board of Directors and Management of WSACCO.

Vaccination shouldn’t be mandatory – Law Society

As Parliament processes the Public Health (Amendment) Bill, 2021, Uganda Law Society (ULS) wants the proposal for mandatory Covid-19 vaccination should be dropped and allow the public to consent to it.

They propose that the bill should consider circumstances under which an individual may reject vaccination and loosen on the punitive measures.

“Our view as Uganda Law Society is that there should be informed consent before any medical procedures are taken,” said Justinian Kateera an advocate and a member of ULS.

Citing International Health Rights and the International Human Rights Law, Kateera said there is need for the bill to protect and promote human rights even in the face of pandemics or critical public health issues.

“When subjected to medical examinations, the authorities should seek prior consent and carryout procedures that are non-intrusive. The preventive measures should comply with generally accepted standards of human rights”, Kateera said.

Kateera led a delegation of lawyers from ULS to the Committee of Health on Tuesday, 01 March 2022 where they made recommendations on the Public Health (Amendment) Bill.

Mbabazi. K Emejeit, a member of ULS and Executive Director at Diamond Trust Bank made a case on why the punitive measures for non-compliance to Covid-19 vaccination should be less stringent.

 Mbabazi said there are various circumstances under which a person may refuse vaccination.

“A person may have refused mandatory vaccination because they have other health conditions; we have seen people we know who passed away because they were vaccinated when they did not know they had underlying conditions,” Mbabazi said.

The bill proposes a six months jail term or Shs4 million for those who refuse vaccination against Covid-19.

On vaccination in children, she said the bill should provide for parents to consent for their children if they are to receive any vaccination as provided in the constitution.

“The bill is open about rights of children and does not provide consent of parties. This is contrary to article 34 of the constitution which provides that laws should be implemented to ensure that children have rights to be cared for by their parents or those entitled by the law to care for them,” Mbabazi said.

Legislators said there is need to strike a balance between observing human rights and saving lives. They said it would be imprudent to leave the public to decide on whether to take on vaccination or not during a pandemic like Covid-19 where one positive individual can infect an entire community.

“Immunization is not meant to protect one individual but the whole public. This should not be a matter of human rights; one’s right should not infringe on other people’s rights, because when you get meningitis you take it to others, when you get polio, you infect others” said Dr. Elisa Rutahigwa (NRM, Rukungiri Municipality).

The committee chairperson, Dr. Charles Ayume said in instances where the country is grappling with public health issues with severe impacts such as Covid-19, it is the duty of government to enforce compliance in prevention and treatment.

“What happens when we say that people should decide when there is a public health issue with a ripple effect and can lead to severe mortality and morbidity? Should we drag our feet?” Ayume asked adding that, ‘if we let the public determine when and how certain things should be, I think as a committee, we shall have failed’.

He acknowledged that the punitive measures for non-compliance to vaccination will be refined but stressed that they must be included in the bill.

“What happens if one comes to this meeting when there is Ebola and is not vaccinated simply because it is his right not to be vaccinated?” Ayume asked.

Cranes invited for 2022 Navruz Cup in Uzbekistan

Uganda Cranes has been invited for the 2022 Navruz Cup in Uzbekistan between 25th to 29th March.

The CECAFA member nation will play in the four nation tournament against Tajikistan, hosts Uzbekistan and Kyrgz Republic.

Uganda Cranes head coach Milutin ‘Micho’ Sredojevic speaks of the importance of this four national tournament.

“We are to have been invited for the Navruz Cup in Uzbekistan. This will be a general check-up for team in preparation of the Total Energies AFCON 2023 qualifiers,” Micho said.

Uganda Cranes open with Tajikistan on 25th March 2022. On the same day, Uzbekistan shall take on Krygz Republic.

The third place play-off and final matches will then be held on 29th March 2022.

All the matches will be played at Markaziy stadium in Namangan.

10 Waterfalls You Should Visit In Uganda This Year

Uganda is gifted by nature. Unfortunately it is very hard to simply have a waterfall experience outside Murchison falls and Sipi falls. For some of the best off the beaten path Uganda safari experiences, waterfall visits are highly recommended. 

In order to explore all these waterfalls at your own pace, it is recommended you hire a car from any respected car rental agency in Uganda. Alternatively, you can ask your travel agent to include for you a waterfall other than Murchison falls and Sipi falls since these are likely not to miss in most Uganda safari itineraries. 

Sipi Falls

Sipi falls is one of the most recommended weekend getaways. Located in Kapchorwa district the home town for Uganda’s most internationally decorated athlete; Joshua Cheptegei.  The community has four major waterfalls. 

The waterfall with the longest hike is found on the lower side of the road. It is also from the same waterfall where abseiling takes place. The upper side of the road has three waterfalls. Out of these three waterfalls, it is only one that offers a top of the falls experience where amazing photoshoots can be done.

In order to avoid an disappointments, it is recommended you get a tour guide from the tour guides office. 

Murchison Falls

Murchison falls; located within Murchison falls national park in northern Uganda are the world’s strongest waterfall. Adjacent to Murchison falls, the Nile forms another waterfall in the same location known as Uhuru falls.

Currently speaking, Murchison falls national park has the most paved roads compared to other national parks in Uganda making the park driving experience easy. It should also be noted the waterfalls offer mainly three spectacular experience; the boat cruise to the bottom of the falls, the hike to the top of the falls and sunset at the top of the falls. 

Ssezibwa Falls

One of the most ignored gems of Uganda. Ssezibwa falls are the closest waterfalls to Kampala’s capital Kampala. The waterfalls double as a cultural heritage center as well as a meditation location for different groups of people. Besides the marvelous views of the strange falls, there is an opportunity for community nature walks as well as mountaineering bikes. 

It is one of those locations in Uganda that have not been developed thus keeping the natural environment aura present until now. 

Itanda Falls

Grade 5 rafting is one of the adrenaline adventure activities that Uganda offers. But even for those not interested in rafting, the waterfalls are accessible all the yearlong. It is at Itanda falls that the craziest Nile rafts in Uganda take place. 

Visiting these waterfalls gives you an opportunity to spectate some of the craziest white water rafts Uganda has to offer. Similar to Sipi falls, Murchison falls and Ssezibwa falls, Itandafalls can easily be accessed even on a self drive safari to Uganda.

Busowoko Waterfalls

Busowoko waterfalls are undeniably one of the most spectacular waterfalls in Uganda. It is at these waterfalls that Nile water rafting begins from before proceeding to Itanda falls. Busowokowaterfalls have a rich cultural heritage worth exploring on your visit to this place.

Another important aspect to note about this place is the large parking space similar to that of Itanda falls. The waterfalls can be visited throughout the year. 

Sisiyi Waterfalls

Sisiyi waterfalls are the most organized waterfall destination in East Uganda. The waterfalls come before Sipi Falls on your way from Mbale. They are the second most popular waterfalls in Eastern Uganda after Sipi falls and are located close to Mount Elgon.

They waterfalls offer a special hiking experience in a relatively well administratively managed destination. They are part of the Mount Elgon hike and quite adventurous to hikers.

Aruu Falls

Aruu waterfalls are relatively the most distant waterfalls from Uganda’s capital. In order to visit these waterfalls, you will have to deliberately make it your destination on simply a detour. If these was a possibility for an aerial view, Aruu falls would have offered the best optical satisfaction among all waterfalls in Uganda. 

The waterfalls are found in Kabong. For those considering a visit to Kidepo valley national park, Aruu falls would be a recommended destination to include on your itinerary. 

Amabere Falls

Amabere ga Nyina Mwiru caves is one of the Fort Portal hidden gems. Many people are inspired to visit this place because of the caves and the cultural heritage attached to it. But the Amaberefalls are a unique icing to the Amabere ga Nyina Mwiru cave tour. 

The place has not had a lot of human activity making it offer a unique natural environment experience. You can also dare yourself to try out meditating from the same destination. 

Nkusi River Falls

Have you heard of Bugoma forest in western Uganda? Now Nkusi falls are hidden within the same forest. It is one of those waterfalls that you can simply watch and admire from a far because of its unique scenery. 

Like Gibuzare waterfalls, it is among those waterfalls that you likely not to find in popular Uganda safari itineraries. However based on its location; the waterfalls can be included in your Uganda gorilla safari itinerary and your chimpanzee safari in Kibale forest Itinerary. 

Gibuzare Water Falls

Gibuzare waterfalls are some of the unpopular and generally unknown waterfalls in Uganda. The waterfalls are found in  Bulambuli district. They are very similar to Sipi falls. There is a possibility that most people who have seen photos of these waterfalls have mistaken them for Sipi falls.

In the same community, there are two other small waterfalls offering some of the best community hikes in Uganda. It is very likely that you will not find these waterfalls in any itinerary. You will either have to speak to your tour agent to include or opt for a self-drive safari in Uganda off the beaten path.

Parliament to investigate Nakawa-Naguru land row

An adhoc committee of Parliament has been set up to investigate the Naguru-Nakawa land issues.

The Deputy Speaker, Anita Among who chaired the plenary sitting on Tuesday, 01 March 2022 said there are fights related to the Naguru – Nakawa land which she added has highlighted failures at the Ministry of Lands, Housing and Urban Development and the Uganda Lands Commission.

“The land has been parceled and is being cleared without these conflicts being resolved. It is a shame. It is time that we embarked on our oversight mandate to root out these vices from the operation of government departments and agencies,” Anita Among said.

On 23 February 2022, the State Minister for Lands, Hon Sam Mayanja wrote to the Prime Minister, Rt Hon. Robinah Nabbanja, urging her to weigh in on the matter.

He said stakeholders had agreed to stop all activities on the Nakawa-Naguru land for three months to allow government come up with a solution.

The land in question was allotted to an investor, Opec Prime Properties in 2007 to construct a satellite city.

In 2018, Cabinet resolved to terminate the contract between Government and Opec Prime Properties after the company defaulted on its obligations.

The land was then repossessed by the Government through the Uganda Land Commission (ULC) which agreed to reallocate the land to new developers.

Part of the land was allocated Internal Medicine of Virginia PC that has received 15 acres and Uganda Heart Institute, 10 acres.

The Presidential directive to give land to Internal Medicine of Virginia PC was made on 20 October 2019 when President Yoweri Museveni wrote to then Lands Housing and Urban Development Minister, Hon Betty Amongi.

According to Mayanja, 18 companies have been allocated land by the Uganda Land Commission.

The committee will be chaired by Hon Dan Atwijukire (NRM, Kazo County).

Other Members are Hon Agnes Apea, Anthony Akol, Aisha Kabanda, Asuman Basalirwa, Jonathan Ebwalu, Dickson Kateshumbwa, Sarah Opendi and Ritah Atukwasa.

Background

Last year, the then State Minister for Housing and Urban Development, Dr. Chris Baryomunsi, said the land has been earmarked for the construction of a specialized medical centre.

“The Naguru-Nakawa land was government land where they had constructed low cost houses in 1960s but we came up with an idea to develop modern housing units. However, Opec Prime Properties did not have the capacity. Government usually gives developers five years to execute projects but they failed,” Dr. Baryomunsi said last year while presenting the 2016-2021 National Resistance Movement party manifesto report on housing sector performance in Kampala.

The minister added that the land in question had been repossessed by the Land Commission on behalf of government. He said the medical hub will complement the Naguru-China Friendship Hospital, the Iran Hospital, and the Uganda Heart Institute, which has also been given 10 acres from the same land for purposes of constructing a new health facility, as well as a Kenyan medical company and another company from United States of America.

On October 15, 2007, Opec Prime Properties – Uganda Limited entered into a public-private partnership (PPP) agreement with the government to redevelop the estate. The agreement provided for the construction to start within four years from the date of sealing the contract.

The prioritization of the displaced tenants as beneficiaries of the first housing units was provided for in a Memorandum of Understanding between the prospective investors, tenants’ association and government.

On October 14, 2013, President Museveni laid the foundation stone for the construction of the estate.

The project dubbed: “New Kampala” was expected to see the 160-acre land, formerly home to the Naguru-Nakawa low-cost housing units, redeveloped to have 1,747 flats, bungalows, commercial buildings, a five-star hotel, a referral hospital, schools, houses of worship and recreational facilities. Opec group said the fights between the Inspectorate of Government over the ownership of the land was what led to their exit.

President Yoweri Museveni on October 20, 2019, wrote to Lands Minister, Betty Amongi directing her to allocate 15 acres of the land to Internal Medicine of Virginia P.C.

“Sometimes back, I met our Ugandans of Arab origin who used to own Bismillahi restaurant in Mbarara in the 1960s. Their children are specialized medical doctors who run several medical facilities in America. I convinced them to come to Uganda and establish a specialized hospital and nursing home which they agreed to. They requested for part of Nakawa-Naguru to set up the facility. Given the urgent need to stop medical tourism and enable access to affordable specialized treatment by Ugandans, I hereby, direct that you allocate 15 acres of the said land to Internal Medicines of Virginia P.C” Museveni wrote.

On May 11, 2021, the then Lands Minister, Beti Kamya wrote to the Chairperson of Uganda Land Commission notifying her about the resolution of parliament on the report of the committee on physical infrastructure on the status of land at the former Nakawa-Naguru housing estate.

“Further reference is made to the letter dated April 16, 2021, from the Chairperson Parliamentary Committee on Physical Infrastructure. In both cases, parliament upholds the supremacy of Article 239 of the constitution of the Republic of Uganda in management of government land. The purpose of this letter, therefore, is to bring this matter to your attention for appropriate management of Naguru land” Kamya wrote then.

On November 2, 2021, wrote to His Excellency President Yoweri Museveni requesting for guidance on Naguru land.

“Cabinet took a decision in Minute 131 (CT2017) to repossess Naguru land and terminated the contract with Opec Prime. Upon re-entry of Naguru land by government, the Uganda Land Commission (ULC) as per its mandate and in accordance with your directive has been in the process of allocating the land at Naguru to eligible investors” reads the letter.

It continues, “Your Excellency, The Uganda Land Commission finalized the process of implementing the presidential and cabinet directive of land at Naguru between February 9-12, 2021”.

The summary of allocation is as follows: 15 acres to Internal Medicines of Virginia PC and 10 acres to Uganda Heart Institute.

Institutions already in existence on the land; 3.01 acres Nakawa division offices, 1.06 acres to Naguru infant primary school, 038 acres to St. Peter’s Church of Uganda, Relocation of Ntinda wholesalers from Nakawa to Naguru (2 acres), Roko over 7 acres and Multi Consults Limited over 2 acres.

President Museveni replied the letter from Lands and said he had directed the Attorney General to expedite the efforts.

In the same letter of November 2, 2021 to the President on the status of Nakawa-Naguru sites, he writes “When site visits to the land were done, it was established that Roko had only built a slab on 1.7 acres. Roko had subcontracted M/S Multi Consult to build town houses on 1 acre of the land.

“In light of the above, in all humility, I implore you to give green light to conclude all the process. The faster we get this issue of Naguru land out of the way, the better in order to pave way for development of the Eco-Satellite city as well as getting rid of mushrooming illegal constructions. This was on the instructions of the senior Minister (Hon. Judith Nabakooba) who is currently out of the country on official duties” Dr. Sam Mayanja wrote.

However, Lands Minister Judith Nabakooba has disowned the above letter from Dr. Mayanja saying she never sanctioned for it.

“My instructions are always on record, I don’t give verbal instructions. How can I give instructions when I don’t even know any of the applicants? I don’t know those people, I don’t handle that matter. That letter on Naguru-Nakawa land was written in my absence as I had travelled out of the country, and I don’t remember instructing anybody to write to the president on my behalf”.

She added “I don’t instruct other people to write to the president on my behalf, I write my letters. I don’t remember telling anybody to the president, something must be wrong somewhere”.

Disaster Ministry warns ahead of March, April, May rainy season

The Minister of Relief, Disaster Preparedness and Refugees Anyakun Esther Davinia has warned of the March, April and May rainy season in the country.

Speaking earlier today, the minister said the first season rains are characterised by severe isolated thunderstorms associated with lightning and hailstorm and always results into destructive floods in several districts, landslides in mountainous areas, destructive winds that ravage plantations and houses in the whole country.

“Over 48 Lango, Teso, Bugishu, Karamoja, Bukeddi, Busoga, Bunyoro districts are at a higher risk of water logging, wind storms, hailstorms and landslides during the March, April and May rains,” she said.

She said many gardens, Houses are likely to be affected by water logging, wind storms and this will create a need for relief food and non-food items to support the affected communities.

She warned that the widening long crack running several kilometres from Manafwa to Sironko in Elgon Sub-region is a situation noting that people observe it with keen interest because it may result in landslides.

Over time, many regions have been grappling with Internally Displaced People (IDP) due to flooding; raising water levels in Ntoroko, Kampala, Kayunga, Amolatar, Wakiso, Nakasongola, Apac, Buliisa, Kasese however the minister said the OPM has embarked on resettling most of them in Ntoroko district.

“The ministry of works and transport will access the road infrastructure and update users to minimise weather related accidents during the rainy season. The OPM disaster preparedness and management department together with District Disaster Management Committees shall carry out assessment and come up with advisory to the communities in higher risk for temporary relocation,” she said.

She said during the period, the government will mobilise funds to ensure adequate and essential medicine is stocked in high risky places where the roads are usually cut off to ensure steady flow of medical services.

She urged farmers to best utilise the season to ensure quality and adequate food production.

DPP, URSB partner to strengthen prosecution of offences arising out of laws administered by the Bureau

DPP, URSB partner to strengthen prosecution of offences

The Office of the Director Public Prosecutions (ODPP) and Uganda Registration Services Bureau (URSB) have signed a Memorandum of Understanding aimed at strengthening prosecution of offences arising out of laws administered by URSB.

The MoU signing was witnessed by the DPP Jane Frances Abodo on behalf of the Office of the DPP, while URSB was represented by the Registrar General, Mercy Kainobwisho.

The MoU will also facilitate the collaboration between the two institutions in respect of strengthening the ability of URSB’s delegated prosecutors, to prosecute offences arising out of the laws administered by URSB, strengthening the overall performance of the ODPP in fulfilling its prosecutorial mandate, enabling both parties improve prosecution standards by compliance with the ODPP Prosecution Guidelines to enhance justice for all, easing investigation and prosecution of matters arising from breach of the laws administered by URSB, supporting the URSB Police Enforcement Unit in the process of investigating offences arising out of the laws administered by URSB.

“This collaboration will lead to joint prosecutions between Prosecutors in the ODPP and delegated prosecutors in URSB, and there will be opportunities of training for both prosecutors,” said the DPP Jane Frances Abodo.

Mercy Kainobwisho said the arrangement will enhance URSB’s ability to ensure laws are followed while executing the organisation’s mandate.

“The MOU would lead to many opportunities for prosecution under URSB related laws such as company laws, receivership laws among others, and an environment of respecting intellectual property and business property will be built.”She said.

The MOU will further enhance the appreciation by the public of the roles of the ODPP and URSB.

To meet the demanding requirements of key industrial applications such as power grid protection, industrial control, port logistics and telemedicine, ZTE proposed the Time Promised Communication (TPC) solution, which integrates 5G TSN/5GLAN/URLLC/SLA precise control, achieving the industry’s highest precision of less than 1us clock synchronization and ultra-low jitter, ultra-low deterministic latency of 1-20ms, and ultra-high reliability of more than 99.999%, making it possible to remotely control 5G wireless precision machines. Moreover, ZTE has launched in-house developed products such as 5G AGV components and AR digital twin platform. Joining hands with ZPMC, the company released the first integrated video gateway in the port field. MPs demand to meet Russian firm over vehicle surveillance project

Members of Parliament want to meet the management of the Russian firm contracted to implement the Intelligent Transport Monitoring System (ITMS).

During a joint meeting of the Committees of Defence and Internal Affairs and Physical Infrastructure on Tuesday, 01 March 2022, MPs proposed a direct engagement with the firm and where necessary provide a prototype to demonstrate how the project will be implemented.

“We would like to meet the people vending the project; let them come and demonstrate to us and we interrogate or if they have prototypes, then we can look at them so that we inform the House and the public just to be sure that the system is functional,” Hon David Karubanga, the Chairperson of the Committee on Physical Infrastructure said.

Government is in partnership with M/S Joint Stock Company Global Security, a Moscow based company to install new number plates with unique security features on all government and private vehicles to curb murders, robberies and car thefts.

The Vice Chairperson of the Committee, Hon Robert Kasolo, said that Parliament should not only interrogate how the motor vehicle tracking system works, but also interrogate the entire project including profiling the firm and how government reportedly signed the contract without competitive bidding.

“We need to know whether the system cannot be subjected to technical manipulation, cyber challenges and other encumbrances that come with a system of that nature,” Kasolo said.

Hon Moses Kabuusu (FDC, Kyamuswa County) proposed that a team from Parliament benchmarks and consults widely to establish if the Russian firm has actually successfully implemented a similar project elsewhere.

Citing past incidents where government procured junk helicopters, Hon Ronald Balimwezo (NUP, Nakawa East) called for due diligence to be carried out on the Russian firm. He also expressed fears that the installation of tracking devices would intrude into peoples’ right to privacy and would facilitate abuse of human rights by security operatives.

The probe arises from a motion tabled by Tororo District Woman MP, Hon Sarah Opendi on 30 November 2021 urging Government to examine the implementation of the ITMS to address public concerns related to extra cost to be incurred by the owners of vehicles, likelihood of intrusion into peoples’ right to privacy and assurances on value for money.

Opendi wants government to meet all costs required for installation of the tracking system. She also demands that government considers installing the tracking system on government vehicles, passenger service vehicles and assess its effectiveness before rolling out to all vehicles. 

The two committees are expected to have another joint meeting with the Ministers of Security and Works and Transport.

MPs want Senior Citizens’ Grant increased to at least Shs35,000

Members of Parliament are courting the Government to raise the senior citizens’ grant from the current Shs25,000 to at least Shs35,000.

Under the Social Assistance Grants for Empowerment (SAGE) programme implemented by the Ministry of Gender, Labour and Social Development, the senior citizens of 80 years and above are entitled to a monthly pay of Shs25,000 to facilitate their social wellbeing.

During a sensitization meeting organized by the Uganda Parliamentary Forum on Social Protection (UPFSP) on Monday, MPs demanded that the government gradually increases the money to at least Shs35,000 amidst high cost of living and inflation. The MPs also expressed their disappointment with the Government for delaying to pay the older persons since mid-last year.

The Chairperson of UPFSP, Hon Flavia Kabahenda Rwabuhoro, has urged MPs to use the forum to persuade the Government to bring a supplementary budget to clear the pending arrears.

“We are seeing supplementary budgets coming to Parliament for all sorts of things. Recently, a total of Shs17m was released for Parish Development Model without guidelines and it is currently not yet being spent. Why then is it hard to provide money for the senior citizens grant? We are claiming a right and not a favour from the Government,” Kabahenda said.

“I am told there is another supplementary budget coming in March; let us stampede it until arrears for the senior citizens are paid. It should not be reflected as domestic arrears for next year.”

According to Stephen Kasaija, the head, programme management unit at Gender Ministry, Government has unpaid arrears for the 4th quarter of FY 2020/2021 amounting to Shs36.08 billion for 270,203 beneficiaries. Kasaija said that whereas Shs120.7 billion has been allocated for FY 2022/2023, there is no commitment from the Ministry of Finance, Planning and Economic Development to offset the arrears for the 4th quarter of FY 2020/2021.

“We had proposed to use the funds remitted for FY 2021/2022 to clear the arrears, but the Ministry of Finance declined to give us the go ahead saying the arrears will be considered as a domestic arrears for FY 2022/23. This however, is not even reflected in the Budget Framework Paper up to date,” Kasaija said.

Kasaija said that this year’s delays to pay the senior citizens resulted from the ongoing migration process where the Government is considering moving from Post Bank to Centenary Bank.

“There is a delay by the older persons to open up accounts with Centenary Bank which is mostly resulting from lack of National IDs to complete the registration. However, we are working with NIRA to speed up the process. Otherwise, the funds for the older persons for this financial year are available,” he said.

MPs also want the eligibility age lowered from 80 to at least 70 years. Lowering the eligibility age from 80 to 70 will see a total of 764,945 beneficiaries covered from the current 358,420 and would require an additional budget of Shs158 billion. Since its inception in 2010, the SAGE programme has benefited 393,284 older persons to a tune of Shs479.7 billion.
