Salim Jamal reports Al-Hilal to FIFA over unpaid salaries

Ugandan international goalkeeper Jamal Salim Magoola has reported his current club, Al-Hilal of Sudan to FIFA over unpaid salaries.

Through his representatives Juan de Dios, Crespo Perez, Alfonso Leon and Gytis Rackauskas, the player wrote to FIFA head of player status Erika Montemor Ferreira. Jamal wants FIFA to force the Sudanese club to allow him terminate the contractual obligations between the two parties.

“Statement of claim against the Sudan football club Al-Hilal Sports Club before FIFA dispute Resolution chamber with regards to the present international employment related contractual dispute between the claimant and the respondent,” reads part of the statement.

“In connection with the unilateral premature termination of the employment contract with just cause for outstanding salaries pursuant to the provision of the article 14b is of the FIFA regulations on the status and transfer of players.”

Jamal joined Al-Hilal in 2018 from bitter rivals Al-Merrikh after almost four years with them.

The former KCCA FC and Express FC shot-stopper made his international debut for the Cranes in 2012 against South Sudan and has featured six times since then.

#Covid-19: Ministry of Finance registers 21 positive cases

Twenty one Ministry of Finance staff have tested positive for Covid-19 following a testing exercise carried out between August 19 and 21.

Finance staff under-went mandatory COVID-19 tests and the results, according to a letter released by the Secretary to the treasury Keith Muhakanizi, confirmed that 21 of the staff members had the virus.

Muhakanizi said “they have contacted the affected staff and placed them under medical care.”

He added that their immediate “close contacts will be subjected to mandatory isolation and quarantined in line with the ministry of Finance safety and procedures and ministry of Health guidelines.”

 

Some of the other workplaces that have so far registered Covid-19 cases include; Toyota Uganda, Eagle Holdings, NRM Secretariat, NBS TV, NTV, BBS and New Vision, among others.

On Monday, the Ministry of Health confirmed 99 new cases and two new deaths.

The cases have tremendously increased since June when the government eased on lockdown, allowing most businesses to open for work.

Omar Kalinge Nnyago, Nyakecho to head Gen. Tumukunde campaigns as he names structures

Renewed Uganda Presidential aspirant, Lt. Gen. Henry Tumukunde has named JEEMA strongman Omar Kalinge Nnyago has head of his task-force for the 2021 elections.

Mr Nnyago was deputized by Tororo County North Member of Parliament, Annet Nyakecho. Both Nyakecho and former Deputy Secretary General of the East African Community  Beatrice Kiraso have been key building up structures across the country.

Both Nnyago and Gen. Tumukunde are old students of Kibuli Secondary School.

Ms Kiraso has been named as Chief of Staff whose role will be to man the whole campaign structure and coordinate the centre and the rest of the country.

Meanwhile Renewed Uganda has decried the continued state harassment and blackmailing of its candidate saying the struggle to ‘free Uganda’ should never narrow down to individuals but rather the overall goal of liberating the country.

“RU wishes to be record that this struggle is not one of an individual, but of a well organised team, brought together by the aspiration to bring peaceful change in Uganda’s governance. We advocate for lawful and democratic means as provided for under the Constitution of the Republic of Uganda” reads RU statement.

Gen. Tumukunde has been summoned by Criminal Investigation and Intelligence Directorate (CIID) at Kibuli for allegedly meeting veterans. He denies ever meeting the said veterans saying it is a concoction being brought up against him.

UNRA confirms six positive cases of #Covid-19

The Uganda National Roads Authority (UNRA) has confirmed that six of their staff members have tested positive for #Covid-19.

This was confirmed by UNRA through a statement released on their social media platforms.

Of the six cases, five have been confirmed at UNRA Headquarters, Nakawa Business Park and one at UNRA Masindi Station Office.

The confirmed cases are from 494 samples taken on 19th and 20th August 2020 for which results for 222 samples have been received.

Kyambogo staff route for homegrown University leaders

A section of staff at Kyambogo University are advancing a move to have leaders who have a strong foundational background.

The staff say the university council, which is the supreme governing body of the university has previously created recruitment guidelines that disfavor staff, and favor those from other institutions.

This, they say, has created disharmony and lack of confidence among staff who have previously started their professional careers from Kyambogo University.

Rev. Dr. Grace Lubaale, the newly elected academic staff association’s representative to the Kyambogo University Council discloses that the university appointments board has been putting across adverts for senior management positions that tend to exclude Kyambogo University staff.

He argues that majority members of the university’s senior management are all from outside, which he says has its shortcomings as they lack a grasp of the university philosophical background.

According to Dr. Lubaale, the Vice Chancellor Professor Eli Katunguka Rwakishaya was head-hunted from Makerere University and all his deputies. He observes that Professor Maria Musoke, the Kyambogo Deputy VC in charge of Academic affairs is also from Makerere University. He also says Fabian Nabugomu, the Deputy VC for Finance and Administration is also from UCU.

Dr. Lubaale says he will advocate for a review of the requirements for some of the administrative positions in order to allow chance for staff within Kyambogo to be able to compete for them.

Currently, for one to be a Vice Chancellor at Kyambogo, you are required to be between 45-70 years of age. One is also expected to have eight years of experience serving in senior management position such as Dean or Principal.

But Dr. Lubaale says the current requirements only favor candidates who come from outside Kyambogo University.

“It is true that the jobs were advertised and these people competed and they got the jobs. But they are from outside. It is also true that they have impacted both positively and negatively,” Dr. Lubaale observes.

Adding that; “Although they come with new and fresh ideas, they don’t understand the philosophy and mission of this university. And part of the problems this university is having is having people from outside who don’t understand its philosophy and its foundational background.”

Kyambogo University council guidelines for one to be Vice Chancellor indicates that one should be at a rank of a Professor or an Associate Professor, with 8 years of management experience and be between 45-70 years.

But Dr. Lubaale says he will advance revisions in the current guidelines once the new council’s term of office resumes.

Dr. Alexander Paul Isiko, the out-going KYUASA representative to Council says the attitudes of university managers who come from other institutions are largely biased.

He says a person who is selected from within Kyambogo university is likely to manage well since they know the issues at the institution.

Dr. Robert Ojambo, a Senior Lecturer at Kyambogo University’s Department of History and Political Science says there is a need to encourage and motivate staff to work hard and become part of management.

“We need our homegrown leaders. We need a bursar who has grown from this place who understands it, we need a University Secretary who has grown through systems. Why should we be picking people from local government to come and be our University Secretaries here. I think it is not right. Because even local governments operate differently from how a university does its things,” Dr. Ojambo says.

Dr. OJambo, who also represents academic staff on the governing body –council, argues that there is a general feeling of concern among staff at Kyambogo over ‘imported’ staff who become senior members of management.

Katunguka has been Vice Chancellor of Kyambogo University since February 2014. His term of office is expected to come to a close next year.

DP Women leaders vow to focus on rebuilding party

A section of women leaders who belong to Democratic Party have promised to work hard in order to bring back the strength and glory of the party.

They are saying that as women and mothers in the oldest party, they are not happy seeing how their members are defecting to other new parties that have even no grass roots.

Their vowing follows the defection of 11 members of the party to the platform, a new political outfit led by Kyadondo East MP Robert Kyagulanyi Sentamu.

Some of the MPs who crossed to NUP include Mathias Mpuuga, Medard Lubega Ssegona, Joseph Ssewungu Gonzaga, Betty Nambooze, Muwanga Kivumbi, Allan Ssewanyana, Ssempala Kigozi, Robinah Ssentongo, Veronica Namaganda and Florence Namayanja.

The move left the Democratic Party with only 5 MPs who include Masaka Woman MP Mary Babirye Kabanda, Bukomansimbi South MP Deogratious Kiyingi, Nakaseke South MP Ssemakula Luttamaguzi, Gulu Municipality MP Lyandro Komakech and Tochi County MP Peter Okot.

Speaking to Eagle online, Aisha Waliggo, the aspiring woman member of parliament of Kalungu district, she says that the party is suffering all these challenges because the party members are fighting personal wars. They are blaming each other, which is very bad when it comes to running a party.

Waliggo notes that, as women in the party, they are much concerned and they will fight hard to make sure that democratic party is strong again.

She however expresses that they are not experiencing these defections for the first time. Adding that they are working hard to resolve some issues that they think are not moving on well.

Christine Mugerwa Kasule, the former Minister for Cabinet and Buganda Lukiiko who is also the legal adviser to KCCA also a staunch member of DP says, they have experienced these challenges before and they are playing great role as women to rebuild the party by resolving some of the conflicts.

“DP is the most resilient, being the oldest surviving political party in Uganda. We are strong as ever and we shall work hard to make sure that the party has no more conflicts,” Says Mugerwa.

Eugenia Nassolo, the aspiring member of parliament for Rubaga south, urges women in Democratic party to join politics and offer better leadership to the party. Nassolo says, the few women leaders they have in DP have served the party with obediently.

DP was founded in 1954 by Benedicto Kiwanuka, the first Prime Minister of Uganda. It was previously led by Paul Kawanga Ssemwogerere for 25-years, John Ssebaana Kizito, and now Norbert Mao. However even being one of the oldest political party, DP members have bickered and split into more than two factions.

Kim Jong-Un reportedly in coma, sister to takeover!

A former aide to South Korea’s late president Kim Dae-Jung, has come out to claim that the North Korean Leader, Kim Jong Un has been in a comatose state for a while now and his sister Kim Yo-jong is set to replace him as the de-facto leader. Chang Song-min made these claims on a social media post, stating that he had a reliable source within china.

Although there has been a lot of speculation concerning the North Korean leader’s health in the recent months, all rumors and hearsay were debunked shortly after when the North Korean leader was seen in public on 11th April presiding over a Worker’s Party meeting and several days later on May 2nd at a  stately function, including the commissioning of Fertilizer factory.

However, Chang has come out to further claim that all pictures of Kim released by North Korean state run media are false and nothing more than a ruse designed to keep the questions and any doubts concerning his health and competence at bay.

“I assess him (Kim Jong Un) to be in a coma, but his life has not ended,” Chang explained to media houses, “A complete succession structure has not been formed, so Kim Yo-jong is being brought to the fore as the vacuum cannot be maintained for a prolonged period.”

The former Political affairs secretary to Kim Dae-Jung believes that it would be completely out of character for a North Korean leader to entrust his power and authority to another unless they were very ill or perhaps removed from power through a coup.

Little is known about the Kingdoms second in command-Kim Yo-Jong, but many believe ill leader’s sister to be next in line to the throne although sources claim that she will merely play a huge role in maintaining the country’s international relations, especially with the United States of America and China since the restructuring of power within the country is far from obvious.

Namboole stadium finally acquires its land titles

Land within Uganda has always been an issue as it is being grabbed with in different parts of the country and bloodshed in certain areas.

Over the years, it has been reported that Namboole land had more than 200 encroachers who had been helped by the unavailability of the land title which in 2006, had been reported missing by the lands commission.

However today, the stadium has acquired its land titles from the Ministry of Lands, Housing and Urban Development.

“Today (24th August, 2020) Mandela National Stadium, Namboole finally gets it’s land titles after years of protracted pursuit. The land around the stadium was facing encroachment from various people.” State Minister for Sports Denis Hamson Obua tweeted.

Kireka Veterans Group, Kasumba Warehouse, Prayer Palace, former Kiira Town Council mayor Mamerito Mugerwa, Samsuding Night Parking, Byakuleka Lodge and Inn, Terazone Construction, who claim to be renting from Mugerwa and Brig. Hudson Mukasa, Capt Haruna, and Bweyogerere Central Market were last year listed as some of the encroachers.

Namboole National stadium was opened in 1997, has a capacity of 45,202 and was built with a grant from the People’s Republic of China.

Acquiring the title ownership will now guarantee the authorities to develop the land.

Phase two of the sports complex that includes an Olympic size swimming pool, sports halls, and outdoor grounds, has never taken off after the first phase was completed.

#Covid-19: Police breaks up illegal parties as country tries to avoid another lockdown

Police on Sunday night arrested and detained seven partiers who were caught holding a house party in contravention with Covid19 guidelines that were issued by President Yoweri Museveni.

The seven were picked up from an apartment located in Balintuma village, near Firidina road in Kiwatule, Kampala.

According to Kampala Metropolitan Police spokesperson Luke Owoyesigire, the operation was carried out by the Kira Road Police station after being alerted by complaints from neighbors of the apartment.

“A lot of people would gather in the apartment, drinking with loud music. There was fear that their inconsiderate behavior could spread Covid19 in their village,” he said.

“Our officers managed to access the apartment and arrested seven suspects who are currently being detained at Kira Road Police station on charges of disobeying lawful orders and doing a negligent act that is likely to spread Covid19.”

Since the presidential directive on opening of bars, people had resorted to hosting house parties where they invite their friends and drink alcohol.

The trend grew more common following the re-opening of public transport and extension of curfew from 7:00PM to 9:00PM.

In a related incident, Kabalagala Police also carried out an operation in Bunga at Nomads Bar where 49 people including the owner of the bar, Fred Kamau, and his eight managers were arrested.

All are detained at Kabalagala Police Station on allegations of doing a negligent act likely to spread an infection of a disease.

Over the weekend, Uganda confirmed 318 cases, the highest number of cases confirmed in a single day in the country and the President is expected to address the nation this week.

Vipers Sports Club releases 13 players

Reigning Uganda Premier League Vipers Sports Club has confirmed that various players are leaving the club on mutual consent as Head Coach Fred Kajoba shapes his squad in readiness for the upcoming 2020/21 season.

Leading the list of departures is midfielder Brian Nkuubi who has been at Kitende for five years establishing himself as a vital cog within the team before injuries left him out of favour. Vipers SC confirmed all the departures on their website on Monday morning.

With no offer of an extension to his contract following the arrival of David Bagoole from Busoga United, Vipers can now confirm the midfielder’s exit from the club.

The 26 year old is unlikely to be short of offers now that he is a free agent due to his experience with almost 8 seasons under his belt since making debut with Kira Young in 2012.

He is not the only one leaving St Marys stadium, there are other twelve players departing during this transfer window as Kajoba endeavours to fill all yawning gaps.

Goalkeeper Derrick Ochan whose contract still had two years to wind up, mutually consented with the club on his departure to seek for more playing time elsewhere.

Left back Dan Birikwalira who impressed when Vipers won the 2014/15 league title, is also on his way out, having seen the recent loan with Kyetume United hampered by injury.

Janjali Joseph who was on loan at Bright stars together with Dickens Okwir (Paidha Black Angels), Ibrahim Kiyemba (Wakiso Giants), Duncan Seninde (Wakiso Giants) and Farouk Musisi are also leaving after mutually terminating their existing contracts.

Tom Masiko just like Nkuubi, Steven Mukwala and Tito Okello, saw off their contracts to the end so is Fred Atuhwera as well as Baden Mujahid who are all exiting as free agents.

The Venoms will also see out Brian Kalumba on loan to yet to be confirmed club and its possible others will follow later as negotiations for their destinations continue.

Vipers has already acquired Disan Galiwango (Express), Ibrahim (Mbarara City), Jamil Kalisa (Bright Stars) and David Bagoole (Busoga United) to beef up the team ahead of a demanding season.
