Kampala-Former Coordinator of Intelligence and Security agencies, Gen David Sejusa and Sydney based Cardiologist; Dr. Aggrey Kiyingi claim that police is training several groups across the country to suffocate the opposition ahead of the 2016 general elections.
In statement sent to newsrooms and post on Free Uganda Website, Sejusa claims that revelations by Inspector General of Police, Gen. Kale Kayihura to students at YMCA Wandegeya On Friday May 15,last week is part of the grand plan by government to arm civilians and students ahead of the elections in 2016.
“The fact that the police chief, Kale Kayihura, came out to publically declare that the orders to expeditiously arm students and other non-combatants like farmers, shop keepers and boda-boda riders came directly from Museveni himself, signals a clear understanding on the part of Gen. Kayihura of the responsibility that must be borne by whoever gives the actual order for what is likely to become nothing less than a genocide. What Kayihura is doing is to tie that ultimate responsibility to his commander in chief.” Gen. Sejusa said in his statement.
He added “it’s not only the youth but some criminal elements are also trained.” said Gen. Sejusa.
However, Gen. Kayihura dismissed the claim saying that there was no such a plan before rebuking Sejusa as violent person who believes in violence all the time.
“Which group of people, let him show them to us because you know some of these people are just making reckless statements” Said Gen. Kayihura.
While at YMCA, Gen. Kayihura said they are only training crime preventers which is an open system. “We are arming the population to help them protect themselves.”
While visiting the Conservative Party head office in Namirembe Kampala, in his engagement with political parties, Gen. Sejusa warned government that it was taking a dangerous path arming civilians.
“I want the political and democratic forces to know that what they are facing is not only political oppression” Said Gen David Sejusa.
At the same function at YMCA, Gen. Kayihura revealed that President Yoweri Museveni had actually directed him to begin arming civilians especially students in universities and other institutions.
“The strategy is arming you and he has given us the directives which we are now working on. We shall come to consult you on how we shall train you” revealed Gen. Kayihura to students in the NTV footage on Friday.
He also said the Constitution empowers the police to arm Ugandans if need arises. Gen. Kayihura says this system will boost security as well as help in fighting terrorism in the country.
Kiyingi weighs in
In the same spirit, Dr Aggrey Kiyingi, on Friday said it was now official that guns were being given out by government in order to intimidate the population.
“It is snow confirmed that dictator Museveni is arming his clique of thugs and functionaries with guns and lethal weapons for the sole purpose of killing Ugandans should there be a revolt. This is to intimidate the public and he is planning a Rwanda type of genocide.” Kiyingi said.
Adding “However, the general public should not be intimidated; our people’s power is stronger than any of his henchmen, most of whom do not have Uganda as a country at heart. In the event of provocation and public slaughter by Museveni’s henchmen, we must be prepared to defend ourselves by any means possible. Museveni must go”
Dr Kiyingi has declared his interests to contest for the presidency of Uganda in the forthcoming elections but recently government implicated him in the killing of Muslim clerics. However, Dr, Kiyingi maintains that he is innocent and that the allegations are absolute not true.
