Museveni appoints new ISO DG

President Yoweri Museveni has appointed Kaka Bagyenda as the new Director General of Internal Security Organisation (ISO), replacing Brigadier Ronnie Balya, who now becomes Ambassador-designate.

Little is known about Kaka Bagyenda but his predecessor has served in the army for 31 years, most of them in ISO, where he became DG in July 2010.

Born in Kabarole, Toro in 1961, Brig. Balya (56) joined the then National Resistance Army (NRA) in 1985. He had earlier graduated from Makerere University with a Bachelor of Social Sciences degree. He also holds a Masters Degree in Diplomacy and International Studies.

Bagyenda retired at the rank of major and was promoted to colonel upon retirment. He hails from Ibanda district, he particiated in the 1981-86 war that brought President Museveni to power and upon capturing power, Bagyenda was posted to Military Police before he was moved to Directorate of Military Intelligence.

He retired in the mid 1990s and went into private businss(tourism sector) where he runs a tourist site in Kalangala. He is reported to be among the officers that we are sidelined in the 1990s and that explains why he opted out.

However, with his appointment, it suprises many as those in the system didn’t see it coming. He replaces Brig. Balya who has been posted to Juba as Uganda’s Ambassador.
