Top Ministry of Justice official using sexual harassment allegations to fight proxy war

Samantha Mwesigye is said be fighting a proxy war.

A top official at the Ministry of Justice has been cited as the person behind Senior State Attorney Samantha Mwesigye in order to deny Deputy Solicitor General Christopher Gashirabake chance of being appointed judge at the Constitutional Court.

Mr Gashirabake and 23 others have applied for vacant posts at the Constitutional/Appeal Court but his application has robbed one of the officials at the ministry in the wrong and hence the allegation of sexual harassment.

The said official who is known to be uncooperative at ministry is alleged to be using Samantha Mwesigye because he has been fight Gashirabake but when they news of his being an applicant at the Constitutional Court. Sources say what is perturbing authorities is how come Ms Samantha Mwesigye is bringing the issue of sexual harassment in 11 years as she alleges.

“We are not ignoring the allegations but how come this lady is only resurrecting the issue now? And that is to say it happened. Why did she report it since she was an intern? However, what is worse is that this girl found it fit to return to the ministry and same department where the alleged rapist was/is. And what has happened that she is coming out to cry louder now?” said a top Ministry official who didn’t want to be quoted.

Sources say this top official never want Gashirabake to be Deputy Solicitor General but what is again perturbing is that it is the very official fighting Mr. Gashirabake from moving on as it would pave for way for him to carry on with his dealings.

KCCA flags off construction of five roads

A new set of roads have been handed over to two international firms to start construction work in effort to ease transportation around the city.

KCCA Executive Director Eng. Andrew Kitaka said while handing over the roads said, “After an exhaustive procurement process, KCCA has signed agreements with two firms to construct five roads. We assure residents of Kampala of quality work. All five roads will be completed within 18 months.”

The roads are to be constructed under the Kampala Institutional and Infrastructure Development Project Phase Two.

Eng. Kitaka said both construction firms were vetted and cleared by the project financier, the World Bank.

The planned new roads will have traffic signalized junctions, marked lanes, walkways, closed drainage, and solar street lights. The roads include: Acacia/John Babiiha Avenue – about two kilometers long; Nakawa-Ntinda Road – about three kilometers long; Kulambiro; Ring Road and Najeera Link – six kilometers long; Kabusu-Bunamwaya-Lweza Road – nine kilometers long and Lukuli Road – eight kilometers long.

Actual road construction, is anticipated to start in July 2019. The contractors have till end of June 2019 to relocate utilities – electricity, water, telephone lines, among others; confirm road designs; bring in equipment that will be used for road works; and recruit personnel and workers, and more.

Good roads are a must for over 2.5 million residents of Kampala who enter the city daily for work. These additional five roads shall improve commute challenges such as, time lost in travel and congestion during peak hours.

Remain in your country if you think Uganda isn’t safe, stop provoking Uganda and tarnish her image

Foreign Affairs Minister Sam Kutesa on Friday met diplomats accredited to Uganda to brief them on the status of the relationship between Uganda and its small neighbour Rwanda which has denied its own citizens the right to travel to Uganda on flimsy allegations that they are being mistreated security agencies in Uganda.

On Thursday, Kutesa had addressed journalists saying Rwanda was being provocative towards Uganda and indeed this is true especially when Rwanda prevents Uganda’s goods from entering its market and as well as sending its agents to do illegal activities in Uganda, including kidnaping and murdering those who are politically opposed to the Kigali regime many around the world see as ruthless.

Despite Rwanda’s allegations that Uganda mistreats its citizens, its citizens enjoy travelling to Uganda because they have friends and relatives who host them. Uganda as a country also welcomes any visitor as long as She/he abides by the set laws. Rwandans who have observed these laws are indeed enjoying life in Uganda, with a good number setting up businesses here but also getting employed as provided for by the East African Common Market Protocol. It is a bizarre that Rwandan political leaders who claim to be democratic can turn around to prevent their own citizens from travelling to Uganda to see their relatives and identify business opportunities.

Rwanda not interested in finding solution

Despite allegations by Rwanda that the Ugandan political leadership is not interested in providing a way forward to the tension between the two countries, Uganda has always been ready but the stubborn Rwandan leaders who think they can bring down Uganda are just adamant, always bringing up issues that they cannot substantiate, They are the cry-babies of the EAC region who think they are always right on anything, the reason they are being accused of assassinations of political opponents that escaped to live in other countries like South Africa and elsewhere.

Uganda not harbouring Rwandan rebels

Despite Rwanda’s allegations that Uganda has provided safe haven for those rebels opposed to Kigali, Uganda does not keep within its boundaries any rebels to cause havoc to its neighbours, given that Uganda is a peace-loving country contributing troops, for example to stabilise Somalia under AMISOM. Uganda has received international recognition for this effort and it seems this is a thorn in Rwanda’s flesh. President Trump has earmarked Uganda as one of the countries to visit in the near future. This is a big political statement within the EAC and it elevates Uganda’s status on the world political scene. Rwanda should learn to deal with its neighbours instead of peddling lies against them. In that way the leaders there will be able to grasp some knowledge as far as international relations is concerned. Uganda plays this very well especially when it is wrongfully accused by a neighbour that has no facts at hand to convince the world.

Rebels cannot use Uganda to launch activities

Yesterday Kutesa told diplomats that Uganda cannot allow its territory to be used to threaten the security of a neighbouring country, which is true because currently there is no any rebel group which has officially announced that they operate from Uganda or get political support from Uganda. Uganda does not have money to support such groups. The country is focused in developing its infrastructure like roads as well as boosting other sectors like agriculture, education, health as well as industrial development.

Rwanda accuses Uganda of hosting the Rwanda National Congress (RNC) which is not since President Yoweri Museveni said he received Charlotte Mukankusi and Eugene-Richard Gasana who had issues not related to rebellion.

Rwanda is also unhappy that its national Tribert Rujugiro, a prominent businessman who parted ways with Kagame regime is living in Uganda. Rujugira has denied accusations that he funds RNC and Rwandan government has no proof as well. The problem with the Kigali regime is that it wants to crush anybody that does not agree with it politically which is wrong. Gen. Nyamwasa Kayumba is a good example here. The late Karegeya is believed to have been murdered in South Africa by Rwandan security agents. The case of his murder is still ongoing.

Reports that there has open recruitment within Uganda of militants to attack Rwanda are outrageous and must be taken with the contempt they deserve. Rwanda should tell the world which Ugandan government officials are in charge of this activity and which part of Uganda is such recruitment happening. The Rwandan government is using this to deny their citizens to travel to Uganda.

No mistreatment of Rwandans

Another problem that Rwanda has raised with their Ugandan counterparts is the alleged continued mistreatment of Rwandan nationals on Ugandan territory. “For the past few years, Rwandans have continued to suffer abduction, torture, and illegal detention without due process,” Rwanda alleges, stating that 1,000 have been illegally deported to Rwanda with many released after lengthy incarceration by Ugandan security organs in ungazetted areas. Rwanda also alleges that hundreds of others continue to languish in those detention facilities.

But one asks the question, if Rwandans are being mistreated and tortured in Uganda, why do they come to Uganda? Why has government even gone ahead to stop them? The fact that government has stopped them means its citizens love coming to Uganda to see relatives, friends and do business. They don’t come here to do rebel activities, apart from agents sent by Kigali to do wrong to Uganda.

Stage managing events

Of course Rwanda has also stage managed events by presenting the so-called victims of torture. The so-called victims have been seen in the media recounting the suffering. This is laughable.

The Rwandan government alleges that it is the mistreatment of its nationals in Uganda that prompted leaders there to issue a travel warning to nationals against crossing into Uganda because their safety was not guaranteed. So what is happening to those Rwandans living in Uganda right now? Are they being tortured? We live with many Rwandans here in Uganda. They are our relatives, our friends, our business partners, our in-laws, our employers, our teachers, our nurses and the like. They are enjoying Uganda. And we love them and they are prospering. It is the care that Uganda gives Rwandans that threatens the Kigali regime.

Uganda only arrests wrong doers

Rwanda also claims that Uganda has arrested and kept in facilities run by Chieftaincy of Military Intelligence (CMI) hundreds of Rwandans. This is false information. Those kept in the facilities were Rwandan agents sent to destabilise Uganda as well as hunt for Rwandans who politically don’t agree with the regime in Kigali. Such could not escape the laws that govern Uganda. No country in the world allows that. Let Rwanda tell us how many Ugandans it has arrested as agents of Museveni regime meant to look for those who oppose him (Museveni) from Kigali. The Rwandan regime must learn to live with its political opponents. Let the Rwandan regime tell the world how many political opponents of Museveni are living in the Diaspora with fear? For Rwanda they are many and bad enough some are products of the Rwandan Patriotic Front (RPF). I have not seen those who were in Museveni’s NRM disagree with him and then escape to live outside the country for fear of their lives. They are all here in Uganda. This could tell there is something wrong with the Kigali regime, which has the urge to kidnap and kill its opponents wherever they are.

Kagame threatening to kill Kikwete

Have Rwandans and the world forgotten that President Kagame himself a few years ago threatened to kill former Tanzanian President Jakaye Kikwete? The world has also not forgotten that Rwandan parochial ministers hurled insults at President Kikwete.

Apart from Rwanda, Uganda has many trading partners

On trade whether Rwanda allows Ugandan goods into their borders or not, Uganda has many neighbours it trades with and offer a bigger market. Kenya, Tanzania, DRC, South Sudan, Sudan, Ethiopia. The Europeans, Chinese, Indians, Americans are also trading with Uganda.

COMESA deploys observers to tripartite elections in Malawi

The contenders

Comesa has deployed a short-term election observer mission to the Tripartite General Elections in Malawi set for May 21, 2019. The tripartite elections will include the election of the President, National Assembly members, and local government councilors.

The COMESA delegation now in Lilongwe, is led by Ambassador Mohamed Ahmed Abdelghaffar Karrar, a member of the COMESA Committee of Elders from the Republic of Sudan.

The observer mission comprises representatives from COMESA Member States and supported by members of staff from the Secretariat. The deployment of the mission follows an invitation by the Government of Malawi to COMESA through the Ministry of Foreign Affairs.

As part of its mission, the COMESA observers are undertaking pre-election observation which will include consultations with political parties, the Malawi Electoral Commission, security agencies, Civil Society Organizations (CSOs), the Media and other relevant electoral stakeholders.

The pre-election observation will inform the mission on election-related issues as well as enable the mission to assess the preparedness of the respective stakeholders ahead of the election. COMESA observation will be based on the Malawi electoral code of conduct, the constitution and other relevant international instruments governing the conduct of elections.

The observers will also engage with other election observer missions on the ground in the three regions of Northern, Central, and Southern. The findings of this election observer mission will be included into the detailed report that will be submitted to the MEC and the Government within 90 days from the election date.

The observer mission will use this opportunity to contribute to the strengthening and consolidating the democratic processes in the Republic of Malawi.

You are too conflicted: BoU kicks out Lue & Sebalu advocates

Bank of Uganda has thrown out conflicted city lawyers of Lule and Sebalu advocates and instead appointed Joseph Byamugisha to represent them in the recent suit that was filed by city business mogul Sudhir Ruparelia.

In a notice dated May 17, 2019 to the High Court, BoU says Mr Byamugisha had been appointed as their attorney. Last month, Commercial Court kicked out Sebalu & Lule Advocates, who were on April 29, declared conflicted and therefore unfit to Sudhir or BoU in a longstanding commercial dispute.

In December 2017, the Commercial Court disqualified city lawyers Mr Kanyererezi Masembe and Mr David Mpanga from the Sh397 billion Sudhir Ruparelia’s case against Bank of Uganda (BoU), also citing conflict of interest.

In his ruling delivered on December 21, 2017, the head of the commercial court division, Justice Wangutusi stated that Mr. David Mpanga of A.F. Mpanga Advocates and Timothy Masembe of MMAKS Advocates acted in violation of the Advocates (Professional Conduct) regulations.

Bank of Uganda in October 2016 closed Crane Bank Limited, previously one of the best performing banks before controversially selling it Dfcu Bank in January 2017 for a paltry Shs200 billion. The central bank has since come under the spotlight after the closure Crane Bank Ltd backfired with both Parliament and the Auditor General faulting the BoU officials in the middle of the transaction.

Deputy Registrar of the Commercial Court Festo Nsenga on Monday April 29, 2019 delivered a ruling in which city businessman Sudhir Ruparelia emerged the victor after seeking dismissal of Sebalu & Lule Advocates from a case involving Crane Management Services Limited (CMS) and Dfcu Bank Limited which had hired the law firm to defend it in a suit where CMS was seeking rent arrears of about Shs3 billion as well as recovering US $385,728.5 from the bank.

The Commercial court is yet to hear the pending applications in the case between Bank of Uganda (BoU) and Ruparelia over sale of Crane bank to Dfcu bank. The BoU sued Ruparelia and his Meera Investments Company for allegedly fleecing Crane bank of Shs397 billion in fraudulent transactions and transfers.
The third application was filed by Ruparelia, demanding dismissal of BoU pleadings. Crane bank was taken over by the central bank on October 20, 2016 and later sold to Dfcu bank in 2017. Ruparelia has denied the fraud accusations and instead counter-sued the central bank, seeking compensation of about Shs28 billion in damages for breach of contract between him and BoU.

However, April 29th’s ruling means that BoU and Dfcu Bank cannot hire any lawyers that were in the past employed by any company of the Ruparelia Group on the grounds that such lawyers or law firms have a privilege to some information that they can use against Sudhir and his companies, thus creating a scenario of conflict of interest as agreed by Justice Paul Gadenya Wolimbwa who said there exists an Advocate-client relationship between Sebalu & Lule Advocates and Meera Investments, a member of the Ruparelia Group.

Further the ruling which is a precursor to the main ruling puts BoU in a weaker position as officials BoU were hoping to bank on the knowledge of Sebalu and Lule Advocates in regard to Ruparelia Group businesses. Now they will have to look elsewhere for lawyers who have never worked for Sudhir. It will be hard for new lawyers to present evidence pinning Sudhir.

The ruling also came after parliament’s Committee on Commissions, State Authorities and State Enterprises (COSASE) established that Shs478 billion BoU claimed it put in Crane Bank during receivership was not all used as Shs320 billion is not accounted for. Interestingly CBL needed only Shs150 billion to remain operating, yet BoU handed over CBL assets to Dfcu Bank at Shs200 billion. BoU will have to prove how Sudhir fleeced CBL of Shs397 billion in alleged fraudulent transactions and transfers.

Kutesa castigates Rwanda for blocking Uganda’s exports, warns gov’t ready to deal with any threats

Uganda on Friday again blamed Rwanda for failing to lift an embargo on her goods destined for Rwandan market.

The Minister of Foreign Affairs Sam Kutesa made the claim while briefing the diplomatic corps in Kampala on the status of the Uganda-Rwanda relations and warned that any local or foreign threats against Uganda will be dealt with decisively whenever and wherever they occur.

On Rwanda’s restriction Uganda’s exports Kutesa said: “Export of Ugandan goods to Rwanda has been prohibited by Rwandan authorities. The same authorities have introduced an export permit system for people that intend to export goods to Uganda, which is practically impossible to obtain. I have previously described this as a trade embargo, which indeed it is.”

Kutesa continued: “Government of Uganda has not restricted any movement of goods and people from Uganda into Rwanda. The movement of people from Uganda to Rwanda has continued normally. This is consistent with our regional and 3 international obligations. What has continued to exist are the restrictions on the movement of goods and Rwandan citizens from Rwanda to Uganda.”

Closure of the Katuna border

Kutesa told diplomats that the decision by Rwanda to close Katuna border, which is a One Stop Border Post, was unilateral, sudden and took the Government of Uganda by surprise. “Rwanda diverted all traffic to Mirama Hills and Cyanika Customs Border Posts. The sudden closure of Katuna border post led to congestion and delays at Cyanika and Mirama Hills, resulting into increase in the cost of doing business and loss of business, especially of perishable goods,” he said.

He said the initial reason given by the Government of Rwanda for the closure was that they were going to carry out some repairs at the Katuna One Stop Border Post. “Whereas it is Rwanda’s sovereign right to carry out the repairs, courtesy would have required them to inform the Government of Uganda in advance about the repairs that would impede travel between the two countries across an international border. This would have been consistent with the methods of work employed by the two countries sharing the One Stop Border Post,” he said but the minister added that it turned out that the reason for closing the border was actually not to carry out repairs, but the closure was due to “political reasons.”

Allegations of restricting business with Rwanda

The minister said it was not true that Uganda has restricted business with Rwanda, stating that on the contrary, Uganda has been a vocal advocate for regional integration and building closer connectivity in trade between us and our neighbours, including Rwanda. This is essential for our common prosperity. It is, therefore, unfortunate that the movement of goods and people across our common border has been restricted, he said.

He said the restriction of business harms the economies and social interaction and also threatens the integration efforts under the East African Community, “which we have all worked hard to build.”

“Many of the people whose movement is being restricted have relatives found on either side of the border. Uganda is committed to addressing any trade related issues, because we are convinced that doing so strengthens our regional integration and also helps us integrate faster into the global economy,” he said.

Allegations of arrest, torture and harassment of Rwandans

The minister said that much as Rwanda has alleged illegal arrest, torture and harassment of Rwandans in Uganda, it is not true. “This also is totally false. Rwandans are welcome to visit Uganda. However, Uganda expects Rwandans who visit Uganda, just like any other visitors, to be law abiding. Anyone who breaks the law will be dealt with in accordance with the law,” he said.

He said several Rwandan nationals who have been arrested for breaking the law have either been charged in courts of law or deported back to Rwanda. “In addition, a number of Rwandan security operatives have been entering Uganda without following laid down procedures governing entry of security personnel into the country. A number of these, when apprehended, have been deported back to Rwanda,” he said.

The minister said Uganda takes seriously its duty and obligation to protect the security of its citizens and its borders. “Any local or foreign threats will continue to be dealt with decisively whenever and wherever they occur,” he said.

EC warns candidates, political parties ahead of 2021

The chairperson of Electoral Commission, Justice Byabakama Simon Mugenyi has called on people aspiring for various elective positions in the 2021 general election to refrain from conducting public meetings contrary to the campaign period set out in the electoral Road-map.

In a statement released by EC, Justice Byabakama said some aspirants have gone against electoral procedures and organize campaign meetings and addressed rallies, putting up posters, distributing campaign materials and soliciting for votes contrary to the campaign period set out in the electoral road-map issued by the Commission.

According to Section 3 of the Presidential Elections Act, 2005, provides for aspirants to consult in preparation for nominations. Consultations, however, should be distinguished from campaigns which take the form of distributing materials, campaigns, holding rallies and meetings and canvassing or soliciting for votes envisaged under Sections 21 and 24 of the Presidential Elections Act, 2005.

“At this moment in the electoral calendar, there are no persons nominated as candidates for Presidential, Parliamentary and Local Government Councils elections. All aspirants are therefore, urged to refrain from engaging in active campaigns for these elective positions.”

Consultative meetings and campaigns can however, take place internally within political parties and organisations, where their internal constitutions provide for such a process to choose the party flag bearers for various elective positions.

“Political parties and organisations are hereby advised to guide their members concerning such internal party electoral calendar, including issuing clear preparation (Road-map) for Party Primary Elections.”

In December last year, Justice Byabakama launched Shs868 billion 2021 electoral road-map that will take place between January 10 and February 8, 2021. The Road-map, campaigns for the various elective positions, as guided by law, commence after the Commission has duly nominated candidates for the respective elective offices.

EC vowed to improve in the electoral process, comprehensive voter education and sensitization to achieve better planning, implementation and activity coordination as well as timely implementation of scheduled electoral activities.

Candidates to sit for technical examinations rise 9.3% in 2019

The number of candidates prepared to sit for business and technical examinations in May to June 2019 examinations series has increased by 9.3 per cent to 24,161 from 23,560 candidates registered in last year’s examinations series, according to Uganda Business and Technical Examinations Board (UBTEB) which administers the examinations.

UBTEB is set to conduct its 16th examinations series for 24,161 students registered from 202 examinations centres across the country. The examinations started Friday and will end June 17, 2019.

According to UBTEB, The examinations are to be conducted in three phases. The first phase of the examinations that include Technical Diploma and Higher Diploma Programmes begins on May 17, with briefing of candidates and will end on May 31, 2019. Phase two examinations start May 28th and end June 13th. Phase three examinations commence May 31 to June 17.

UBTEB says in the press release that it has continued to register bigger enrollment of candidates in vocational training institutions and other training institutions accredited all over the country.

I adds: “The number of examinations centres has increased to 202 in 2019 from 173 in 2018. The increase in the number of students is attributed to the achievement of the Skilling Uganda Strategy which puts much emphasis on demand driven courses.”

The board further says it registered candidates for Business Diploma and Certificate programmes, Technical National Diploma and Higher Diploma programmes and other specialised training academic programmes like Fisheries, Meteorology, Agriculture, Wildlife, Lands and Survey.

Rwanda parades spokesperson of FLN

Rwanda Investigation Bureau (RIB) has paraded Self-styled Callixte Nsabimana alias Sankara, the spokesperson of a terror group that calls itself FLN, which has mounted terror attacks on Rwandan territory in areas around Nyungwe National Park.

At about 9.10am on Friday morning, a blue and white van carrying Nsabimana arrived at RIB headquarters in Kimihurura and paraded before tens of local and foreign journalists.

In handcuffs, Nsabimana was then led into the room by two police officers. He smiled as he went past the group of journalists. Clad in sunglasses, sky blue shirt, grey pants and black loafers and stood before the media for about two minutes and quickly whisked back to the van which promptly sped off.

The first of such attacks happened last year in June in Nyabimata Sector, Nyamagabe District where two people died and property was looted while other items like a vehicle were burned. Nsabimana would later claim responsibility of the incident in international press.

Another attack was launched a few months later in December, where three passenger service vehicles were attacked by assailants inside Nyungwe Forest.

Two people were killed, while eight were injured and a number of others taken hostage for days before they were rescued by Rwanda Defence Force.

FLN, which is led by another Rwandan dissident Paul Rusesabagina, is said to work in cohorts with other groups like Rwanda National Congress and the Democratic Forces for the Liberation of Rwanda (FDLR).

Upon his arrest last month, RIB said Nsabimana was being probed for number of crimes including formation of an irregular armed group, complicity in committing terrorist acts, conspiracy and incitement to commit terrorist acts, taking persons hostage, murder, and looting.

Warning issued

Addressing members of the media; the Spokesman of RIB; Modeste Mbabazi warned those seeking to destabilize the country that there is no place to hide when it comes to bringing to book those sought by the judiciary.

“No place is too far when it comes to seeking justice. Let anyone who wants to destabilize the peace that is enjoyed by Rwandans know that where you may be, you will be brought to book,” he said.

When asked whether the suspect could be visited by family and friends, Mbabazi said that it was still too soon but eventually that would be granted.

“Terrorism crimes have a specific law because they fall in a special category. Right now, he is still under investigation but in the future, there may be opportunities for those interested in visiting him to do so,” he said.

In good health

The accused’s lawyer, Moise Nkundabarashi, who Nsabimana specifically chose to represent him said that his client was in good health and getting access to whatever he needs in detention.

“My client is being detained lawfully. Every suspect has a right to seek medical attention. He is healthy and getting everything that he needs and as of today, he has not had any sickness,” he said.

He pointed out that the full extent of his client’s list of accusations was not yet clear since investigations are still ongoing.

“I have spent time with my client before and during his questioning. The crimes that he is being accused of are contained in a dossier that the Rwanda Bureau of Investigations is investigating and they are tied to terrorism. The details of the crimes that he is accused of will be available when he appears in court,” he said.

Nsabimana first attracted media attention during the trial of musician Kizito Mihigo, who was accused of working with foreign-based dissidents to conduct subversive activities on the Rwandan territory.

Kizito, who has since been tried, convicted and recently granted a presidential pardon, colluded with Nsabimana to plot assassinations of different officials in Rwanda, among other subversive activities.

Before he fled the country, Nsabimana had been dismissed by the then National University of Rwanda now University of Rwanda for what the university called ‘making the university ungovernable’.

He was later dismissed from the university.

Manchester City eye domestic treble ahead of FA Cup final against Watford

The Cityzens could become the first team to win the domestic treble in England, having already won the Premier League title and EFL Cup this season.

Manchester City are looking to become just the fourth team to win both major domestic cup competitions in the same season, after Arsenal in 1992-93, Liverpool in 2000-01 and Chelsea in 2006-07.

Manchester City are the ninth different team to reach both major domestic English cup finals within the same season, after Arsenal, Chelsea, Everton, Liverpool, Manchester United, Middlesbrough, Sheffield Wednesday and Tottenham Hotspur.

This will be Manchester City’s 11th appearance in an FA Cup Final and their first since 2013, when they lost 0-1 to Wigan. They’ve won the competition five times (1904, 1934, 1956, 1969 and 2011).

Watford’s only previous FA Cup Final appearance came in 1984 under manager Graham Taylor, losing 0-2 to Everton at Wembley.

Watford’s 35-year wait for a second FA Cup Final appearance is the longest since 1967, when Chelsea appeared in their second Final 52 years after first featuring in 1915.

No team to finish in the bottom half of the top-flight table has ever beaten the side to finish top in an FA Cup Final – the previous lowest was in 1957, when 10th-placed Aston Villa beat champions Manchester United.

Man City have eliminated Watford from The FA Cup in each of their previous three ties, winning 3-1 in 1996-97, 3-0 in 2012-13 and 4-2 in 2013-14; Watford’s only elimination of City in The FA Cup was in the 1985-86 season in the fourth round.

Manchester City have scored 20 goals in the Emirates FA Cup this season, the most by a team in a single season in the competition since Chelsea in 2011-12 (also 20).

Watford have lost their last 10 matches against Manchester City in all competitions, conceding 32 goals in those games. They are winless in 15 games against the Citizens (W0 D2 L13) since a 1-0 win in March 1989 in the second tier.

Gerard Deulofeu is Watford’s highest scorer in all competitions this season (12). Nine of his 12 goals this season have come in his last 13 games, with the Spaniard scoring Watford’s winner in their semi-final victory against Wolves.

Sergio Aguero has been involved in 12 goals in just seven appearances against Watford for Manchester City in all competitions (10 goals, 2 assists), including two hat-tricks – one of which was in a 4-2 FA Cup win in January 2014.

Sergio Aguero has scored 32 goals in all competitions for Man City this season – only in 2016-17 (33) has he scored more in a single campaign for the Citizens.

Since the start of the 2011-12 season, Man City striker Sergio Aguero has scored 18 FA Cup goals – three more than any other player; the Argentinian has scored in every round he’s played in barring the final, failing to score in the 2013 final against Wigan.

This will be the first FA Cup Final between two managers of the same nationality since 2008 (Dave Jones and Harry Redknapp). It’s only the second time it’s happened when the managers aren’t British, with the other being in 2001 between Frenchmen Arsene Wenger and Gerard Houllier.

Either Pep Guardiola or Javier Gracia will become the third Spanish manager to win The FA Cup, after Rafael Benitez (2006, Liverpool) and Roberto Martinez (2013, Wigan).

In his entire managerial career, Pep Guardiola only has a better 100 per cent win record against four teams than he does against Watford (six wins out of six) – Malaga (8/8) and Hannover 96, Werder Bremen and West Ham (7/7).

Pep Guardiola could become just the eighth manager to win the English top flight, League Cup and FA Cup, after Bill Nicholson, Don Revie, Joe Mercer, Kenny Dalglish, George Graham, Sir Alex Ferguson and Jose Mourinho; Mercer achieved the feat with Manchester City.
