Parliamentary commissioners to be elected by secret ballot- Kadaga

Parliamentary commissioners will have to be elected by secret ballot at the end of the tenure of the current position holders, the Speaker of Parliament has ruled.

The Parliamentary Commission, which is established by the Administration of Parliament Act, is the top most administrative body in the Legislature. Chaired by the Speaker, it among others comprises, the Leader of Government Business, the Leader of the Opposition, the Minister of Finance, Planning and Economic Development; and four back bench MPs.

The current commissioners were designated by the government and opposition sides at the start of the 10th Parliament, and announced or presented during a sitting of the House. Their term is due to end this December 2018.

Parliament commissioners serve for a period of two and half years.

The current back bench MPs/Commissioners are: Workers MP Arinaitwe Rwakajara, Kakumiro district MP Robinah Nabbanja, Usuk County MP Peter Ogwang who had been re-designated to serve a second term. The Opposition FDC had designated Buhweju County Francis Mwijukye to replace Cecilia Ogwal.

In a detailed ruling, Speaker Kadaga said that although the government and Opposition always designated the backbench commissioners, the House is the constituent college for purposes of election of the representatives.

“I find that the House is designated as the constituent college for purpose of election, from among nominated candidates, of the four back bench commissioners. This is especially so because it is the Members who are the direct beneficiaries of the choice,” said Kadaga.

“These [Parliamentary commissioners] are their representatives to the Commission. In any event, all the decisions of this House are made by voting,” Kadaga added.

She however noted that there was a contradiction between the Administration of Parliament Act, which provides for nomination of candidates for the election; and the Parliament Rules of Procedure, which provide for designation or re-designation of the commissioners.

“To avoid ambiguity we shall read the word designation to mean nomination,” she said.

During the sitting, the Government Chief Whip, Ruth Nankabirwa protested the Speaker’s ruling saying the procedure for filling the positions of commissioner should not change now but could rather apply during the next Parliament.

“I am going to challenge the decision by introducing a motion pushing for the designation instead of the election of the commission members,” she said.

Opposition Chief Whip, Hon. Ibrahim Ssemujju also noted that FDC structures had already taken decisions on the subject.

“This leaves us hanging in limbo because Hon. Francis Mwijukye was ready to take office effective next month,” Ssemujju said.

Quiin Abenakyo flies into country, meets Museveni

Newly crowned Miss World-Africa Quiin Abenakyo has returned to Uganda amidst joy and celebration from fans who escorted her after touching down at Entebbe, the Uganda’s only airport.

Abenakyo was the name on every Ugandan’s lips when she finished among the top five at the just concluded 68th Miss World pageant that was held on December 8, 2018 in Sanya, China. She was there after crown Miss World Africa.

Abenakyo who was accompanied by the CEO of miss Uganda foundation Brenda Nanyonjo, Jetted into the country a board fly emirates.

She was welcomed by the members of Uganda tourism board (UTB), Minister of foreign affairs Sm Kuteesa, state minister of tourism Godfrey Kiwanda Suubi, former minister of lands Daudi Migereko friends and family and is expected to have a dinner president Museveni at state house Entebbe.

“I was glad that I was able to do this for my country, thank you for receiving us, for the love and support, we are excited to be back home. For God and My Country for God and my country,” Ms Abenakyo said after her arrival at Entebbe Airport.

Tomorrow there will be a general welcome dinner organised to celebrate Abenakyo’s success at Kampala Sheraton Hotel.

Mexican national, Ms Vanessa Ponce was crown miss world after beating 118 contestants, followed by Nicolene Pichapa Limsnukan -Thailand, Maria Vasilevich- Belarus, Kadijah Robinson – Jamaica, Quiin Abenakyo –Uganda among other 115 entrants.

KCCA FC ranked 5th among top African clubs

African football governing body, CAF, has ranked Ugandan team, Kampala Capital City Authority FC fifth among the 32 sides competing in the 2018/19 Caf Confederation Cup.

KCCA FC represent Uganda in the CAF Confederations Cup this year after they won the Uganda Cup last season.

The Kasasiro boys take a 3-0 advantage in the return leg against Tanzania’s Mtibwa Sufar FC in Dar-e-Salaam at the Manungu Stadium on 23rd December.

The victor will await a draw where they will face one of the sides that will have been eliminated from the Caf Champions League at the first round stage.

The List of the top 10 ranked clubs is; Etoile du Sahel (Tunisia), Zamalek (Egypt), Raja Casablanca (Morocco), Al Masry (Egypt), KCCA (Uganda), Al Ahly Tripoli (Libya), CS Sfaxien (Tunisia), RS Berkane (Morocco), Al Hilal Obeid (Sudan) and Djoliba (Mali).

The rankings are made according to the performance of the clubs in the previous 5 years in continental competitions held by the Confederation of African Football (Caf Champions League and Caf Confederations Cup).

Uganda Premier League reigning champions Vipers are among the 30 competing sides in the Champions League. They face Algeria’s Constantine in the second leg on Saturday in Kitende when they are 1-0 down from the first leg.

Should The Venoms drop out from the champions league, there is a chance they would face fellow Ugandan outfit KCCA in the Caf Confederations cup final qualification round.

The draw for the 2018/19 CAF Champions League group stage will take place on 28th December 2018.

The ongoing competitions are due to end in May 2019, before the African Cup of Nations (Afcon) which also has a new schedule of June/July as opposed to January/February. The next club season will then look to start after the Afcon and follow a new calendar.

BoU has corrupt officials-Bigirimana

The Permanent Secretary in the Ministry of Gender, Labour and Social Development (MGLSD) Pius Bigirimana has come out to say that the Bank of Uganda (BoU) has corrupt officials who landed him in trouble while he was serving at the same level in the Office of the Prime Minister (OPM) when billions of shillings meant for northern Uganda rehabilitation went missing from the bank accounts.

Mr. Bigirimana told a gathering in Kampala on Wednesday that some BoU officials connived with former principal accountant in OPM Geoffrey Kazinda to fleece government of money that was meant to rebuild northern Uganda after government defeated Joseph Kony’s Lord’s Resistance Army (LRA).

“This things you are seeing at Bank of Uganda now, I saw them long time ago and I warned the country about them…when my signature was forged during OPM scandal and instead I was attacked yet the corrupt were there,” Bigirimana said while speaking at a Laspnet event at Hotel Africana.

Mr. Bigirimana said that the BoU officials did not at any time call him to ascertain the authenticity of his signature as required as they dealt with Kazinda.

He said the BoU corrupt officials did not even bother to call him to reconcile accounts as required. “We are required to reconcile accounts every day, every month but they called me,” he said. Bigirimana would later establish the fraud and raised an alarm that led to the imprisonment of Kazinda. It’s not clear whether government has recovered a fraction of the money.

Mr. Bigirimana’s utterances come at the time when BoU top officials are being grilled by MPs over the controversial closure of seven commercial banks in which some are said to have profited given the disappearance of some of the documents related to the closure and liquidation of the banks.

BoU officials have for instance failed to account for Shs478.8 billion they claim they sank in Crane Bank Limited (CBL) during its takeover between October 20, 2016 and January 20 , 2017 when CBL was put under receivership, DFCU Bank having agreed to pay BoU Shs200 billion in instalments .

BoU officials also sold assets of Greenland Bank, International Credit Bank and Cooperative Bank at a huge discount of 93 percent to the mysterious Nile River Acquisition Company (NRAC) which paid US$5.2 million (about Shs8.8 billion) of the possible Shs134 billion. Their explanations did not convince the MPs of the parliament’s committee on Commissions Statutory Authorities and State Enterprises (Cosase).

The BoU officials further made matters worse when they closed Global Trust Bank Uganda for being insolvent and undercapitalised and sold its assets in one day, thus on July 25, 2014. The buyer (DFCU Bank), was sought over telephone by the then executive director for bank supervision Ms Justine Bagyenda. It came to light that BoU staff have shares of over just 1 percent in DFCU Bank, which brings about conflict of interest. The same staff are said to have shares in Bank of Baroda and Stanbic Bank Uganda Limited (now Stanbic Holding Limited).

Over 800 torture victims receive treatment and counseling

African Centre for the Treatment and Rehabilitation of Torture Victims (ACTV), treated and gave counseling services to 800 torture victims last year. 429 victims of torture given the services were from northern Uganda while 405 from central Uganda.

Speaking to journalists in Gulu Town, Alfred Oketayot, the managing director of the organisation said victims of torture face livelihood and stigmatization challenges, adding that most of the perpetrators of the torture are mostly police and other military agencies.

Tony Ojok, the legal officer , said one is liable on conviction to life imprisonment for 15 years or a fine of Shs7.2 million or both if he commits an any form of torture. That punishment he said, is according to the Anti-torture Act 2012.

Isaac Ogwal the clinical psychologist at the Centre said that tormentors torture their victims in a bid to get information or make confession. He said that their aim is not to kill but it can but that sometimes can lead to the death of the captive.

According to the 2017 report, torture was perpetrated by security agents. In the report, the Uganda Police Force alone had 1,016 torture complaints against it since 2012, while the Uganda People’s Defence Forces follow closely with 275 cases.

ACTV is accredited by the Ministry of Health to operate a medical referral centre that provides physical and psychological care that supports the process of rehabilitation of victims of torture by security agencies or by rebels in Uganda and neighboring countries.

The organisation is also accredited to International Rehabilitation Council for Torture Victims (IRCT)

Museveni breaks ground on flyover project

President Yoweri Museveni on Wednesday launched the Shs295 billion Kampala Flyover Project at Nakivubo Blue Primary school. The project is funded by the Japan International Cooperation Agency (JICA).

Speaking to guests who included ministers and Japanese among others, Museveni said his government has accomplished tarmacking many road projects, connecting to most border points such as Katuna, Mutukula and other border points. He said government is funding the construction of Mbale-Manafwa-Lwakhakha road on the border with Kenya.

Museveni time has come to modernize Uganda’s roads, with the help of Chinese and Japanese governments. He said government would also do roads in big towns like Jinja, Mbale, Mbarara and Gulu.

He said the Kampala flyover project will serve those who do business in Kampala as well as passengers on long journeys that pass through Kampala. The project he said, will also serve truckers. He said government would also expand the section of the road from Busega to Kibuye.

The president said the government wants truckers who carry cargo to use the planned standard gauge railway instead of using roads which should be for light vehicles. He said water transport is to be improved to serve traders as they export and import merchandise.

He said government in the near future wants to introduce vehicles which carry more people around the city. He hinted that taxis and Bodaboda numbers will phase out in the future and urged them to plan accordingly as government modernizes transportation.

Museveni appreciated Japan for the assistance it renders to Uganda but at the same time said Uganda has been a trading partner with the Japanese, buying its products such as Toyota vehicles. “I want to thank the Japan government for helping us not only with the Kampala Flyover project but other projects like the source of the Nile Bridge,” he said.

The technology to be used in this project is one that conforms to the international standards, said UNRA Board Chairman Fred Jachan Omach.

The completion of the first phase at Clock-Tower section is expected by 2021. Phase two will see flyovers at Kitgum round about on Jinja Road.

But Phase two of the Kampala Flyover Project, whose funding and design is being finalized, will be part of the Kampala-Jinja Expressway and will start at Lugogo and end with flyovers at Kitgum house roundabout. The project is to be carried out by Japan’s Shimizu-Konoike JV as the contractor.

A flyover at Clock-Tower Junction will see the expansion of Queens Way and upgrading Mukwano road that will cater for new Kibuli and Nsambya-Gaba junctions all the way to Kitgum round-about.

The 3.5km Kampala flyover project will be funded partly by the Government of Uganda with support from the Government of Japan through Japanese International Corporation Agency (JICA). The Uganda National Roads Authority (UNRA) and Kampala Capital City Authority (KCCA) will be heavily involved.

Kapchorwa road accident death toll rises to 21, relatives yet to pick remains

The number of people who have died as a result of the bus that overturned along Mbale-Kapchorwa road last evening has risen to 21, according to Rogers Taitika, Sipi regional Police Spokesperson.

The accident happened at Siipi in Kapchorwa where 19 people died on spot. The Police in Kapchorwa say they started this morning the process of identifying the accident victims at Kapchorwa main hospital.

According to the Siipi regional police commander, Ignatius Otang, the Police is in touch with some of the relatives of the victims.

He said to the long distances where the victims had traveled had delayed some of the relatives to arrive in time to pick the remains of their relatives.

“We have also identified victims who came from Dokolo, Lira, Kirayandongo, Masindi, Kole and other surrounding districts. They were staff from Kiryandongo that asked their bosses to allow them tour Kapchorwa and Siipi Falls,” he said.

Otang said they have used media houses to call upon the victims’ relatives to go to Kapchorwa referral hospital and identify the bodies so that they can be taken for burial.

He said some of the bodies were beyond recognition which will require DNA tests to avoid people taking bodies that do not belong to them,” he said.

The regional traffic officer Siipi sub-region, Tom Mpaisi, said the victims were in Mbale for the end of year retreat and the bus belonged to Kiryandongo district local government education department.

He said the bus had over 30 passengers. He said the driver was not seriously injured and was receiving treatment at Kapchorwa referral hospital. He said he would be charged with reckless driving.

“We are waiting for the survivors and the driver to get better so that they can give us what actually happened. According to eye witness, the driver hit the rock, causing the vehicle to overturn six times.

By 9:00am Wednesday morning, no relative had arrived to identify and pick the bodies of their relatives and as we speak the baby sitters and babies to some the accident victims are now stranded at Wash and Wills.

Meanwhile a night accident in Njeru has claimed 10 lives, and injured 19 others. That happened when a truck rammed into fans dancing to Kadodi.

NCS applauds best performing sports federations in 2018

The Government of Uganda through the National Council of Sports (NCS) under the Ministry of Sports and Education recognised the top performing Sports federations in the 2018 calendar year.

The recognition was made on Tuesday evening during an end of year awards convention-cum-dinner held at the MTN Indoor Arena, Lugogo for NCS with all the over 45 sports federations in the country.

Eight federations were recognized for their excellent work and tremendous efforts for their results delivered throughout the year 2018.

Federation of Uganda Football Associations (FUFA), Uganda Netball Federation (UNF), Uganda Athletics Federation (UAF), Uganda Cricket Association (UCA), Uganda Rugby Union (URU), Uganda Woodball Federation(UWbF), Association Of Uganda University Sports (AUUS) and Federation of Motorsport Clubs of Uganda (FMU) were all recognised for the outstanding performances in the closing year.

Chairman of the National Council of Sports Bosco Onyik called upon all the sports federations to prepare adequately since they manage sporting affairs directly with the players. He also hinted of the new sporting federations added to the already swelling list in the year 2018.

Several employees of the National Council of Sports were also appreciated with cash prize worth 500,000 each and plaques.

Speaking on behalf of all the sports federations in the country, Eng. Magogo appreciated the Government for the continued support to sports development and mainly financially.

He also hinted on the desire to perform well since the platform to compete on the international scene has been created before he highlighted the challenges faced by the respective sports federations and associations.

Hon. Bakabulindi thanked the efforts of Sports federations in their respective roles to promote sports in the country. He vowed to continue lobbying for their improved facilitation as the New Year comes knocking.

FUFA has had a wonderful year 2018 where the Uganda Cranes Qualified for the Africa Cup of Nations 2019, Uganda U-17 National team (Cubs) made it to the AFCON U-17 Finals for the first time. KCCA FC also became the first Ugandan club to reach the Group stages of the CAF Champions League.

The Uganda Women National team took part in the CECAFA Women Championship in Rwanda and COSAFA in South African finishing 2nd and 3rd respectively.

Uganda’s coffee exports fetch $454m

Uganda’s coffee exports for the last 12 (November 2017 to October 2018) totalled to 4.27 million bags worth US $454 million comprising Robusta 3.19 million bags worth US $322 million and Arabica 1.11 million bags worth US $140 million, according to the Uganda Coffee Development Authority (UCDA).

Meanwhile, UCDA in its October report says coffee exports during the month amounted to 350,743 60-kilo bags worth US $ 35.22 million. This comprised 242,870 bags (US $23.59 million) of Robusta and 107,873 bags (US $11.62 million) of Arabica. This was a decrease of 8.09 per cent and 19.48 per cent in quantity and value respectively from the same month last year.

By comparing quantity of coffee exported by type in the same month of last coffee year (September 2017/18 and 2018/19), both Robusta and Arabica registered a percentage decrease in both Quantity and Value; Robusta (6.36 per cent and 17.08 per cent) respectively, Arabica (11.80 per cent and 23.93 per cent) respectively. Coffee exports for a year were 10.56 per cent and 19.61 per cent lower in both quantity and value respectively compared to the previous year.

Some of the factors that led to this were: Low global prices on account of higher crop in Brazil which affected export prices as well as lower production from the main harvest in Masaka and South-Western regions compared to the previous year, new trees coming into production notwithstanding.

Uganda’s coffee exports by destination

Coffee exports to EU countries amounted to 243,964 bags higher than 179,978 bags exported in the previous month. This represented a 69.56 per cent of total exports. EU was followed by Sudan with 29,020 bags (8.27 per cent) compared to 45,454 bags (15.50 per cent) the previous month.

USA imported 15,794 (4.50 per cent) compared to 16,627 (5.67 per cent), India 12,164 bags (4.15 percent) compared to 18,520 (5.31 per cent) and Morocco 8,100 (2.76 per cent) compared to 14,292(4.10 per cent).

Coffee exports to Africa amounted to 44,304 bags, a market share of 13 per cent compared to 60,699 (20.70 per cent) bags exported in the previous month.
