Makerere University’s Prof. Noble Banadda emerges first African recipient of the Pius XI Golden Medal Award

Makerere University’s Prof. Noble Banadda has emerged the first African recipient of the Pius XI Golden Medal Award received during the meeting of pontifical academy of science held in Vatican.

The exuberant Prof. Banadda was last night awarded with Golden Medal Award for Scientific Excellence and publication in the education sector.

“This afternoon I met the Holy See, Pope Francis at the Vatican and he personally awarded me the Pius XI Golden Medal Award for Scientific Excellence and publication. It is a great honor to me as the first African recipient of the golden award,” he said after receiving the accolade in Vatican.

In his remarks to the Pontifical Academy, His Holiness Pope Francis urged the recipients to accord greater attention to the values and fundamental goods that are at the basis of the relationship between people, society and science.

“You, dear scientists and friends of science, have been entrusted with the keys of knowledge. I would like to stand before you as the advocate of the peoples that receive only rarely and from afar the benefits of vast human knowledge and its achievements, especially in the areas of nutrition, health, education, connectivity, well-being and peace,”

He prayed that their research be beneficial to all, for peoples of the earth will be fed, given to drink, healed and educated. I bless all of you your work and your initiatives, I thank you wholeheartedly for all that you do, I company you with my prayers but don’t forget to pray for yourselves, ” read part of the His Holiness’ remarks.

Education ministry to launch bursary scheme for 600 learners in the Albertine region

There is going to be change for residents as the Ministry of Education and Sports (MoES) will on November 15, 2018 at the Booma grounds in Hoima, launch a Bursary Scheme targeting 600 beneficiaries from the Albertine Region, the Permanent Secretary of the ministry, Alex Kakooza, has said.

President Yoweri Museveni is expected to officiate at the launch of the Bursary scheme. The First Lady and Minister of Education and Sports Janet Katahaa Museveni will also attend the launch.

The scheme focuses on providing skills to learners from the districts of Nebbi, Nwoya, Buliisa, Masindi, Kiryandongo, Hoima, Kibaale, Bunyangabu, Kakumiro, Kagadi, Kyenjojo, Kabarole, and Ntoroko to support Uganda’s oil and gas industry.

According to Kakooza, The aim of the launch is to officially flag-off the implementation of the Bursary Scheme in the Albertine Region by Museveni. “Specifically, the launch will serve to: guarantee the populace of the Albertine region of government support towards skilling the youth in the region; and enhance publicity and national exposure of the Bursary Scheme,” PS Kakooza said in Monday’s press release.

Ministers from the Albertine Region, Members of Parliament, Religious and cultural leaders, Resident District Commissioners, District Chairpersons, Chief Administrative Officers, District Education Officers, Local Council 1 Chairpersons and members of the public will also be in attendance.

The Bursary Scheme is being implemented through the Albertine Region Sustainable Development Project (ARSDP), a five year US$ 145mln multi-sectoral project (US$ 27mln under MoES) formulated by the Government of Uganda in 2014 and funded by the World Bank. The Development Objective of the ARSDP is to improve regional and local access to infrastructure, markets, services and skills development in the Albertine region.

ARSDP is implemented by the Ministry of Lands, Housing and Urban Development (MoLHUD), the Uganda National Road Authority (UNRA), and MoES.

Through ARSDP Project, the Ministry of Education and Sports will also establish a Centre of Excellence for Agro-processing in Nwoya District and turn Uganda Petroleum Institute Kigumba (UPIK) and Uganda Technical College Kichwamba into Centres of Excellence for Oil and Gas Trades and Oil and Gas Construction Trades respectively.

The two Institutes have been partnered with renowned International Training Institutions namely: IFP France and Coventry University respectively. The international partners are working closely with these institutions to adapt their curricular to international standards, upgrade their training facilities, train instructors and improve their governance systems among others.

Museveni will also officially launch the twenty year Workforce Skills Development Strategy and Plan (WSDSP) for the oil and gas sub-sector which is in place to maximise the quantity and quality of employment opportunities for Ugandans in Oil & Gas and related sectors. The strategy spells out the activities required to close the gap between skills demand and supply in Oil & Gas and related sectors, detailing who is responsible for implementation and the sources of funding for each activity.

We don’t have inventory report- Mutebile, Kasekende tell MPs as investigation of collapse banks continues

The Bank of Uganda (BoU) liquidated and sold off seven commercial banks without carrying an inventory of the assets and liabilities held by the banks. This was disclosed on Monday as BoU officials led by the Governor Prof. Emmanuel Tumusiime-Mutebile appeared on Monday before parliament’s Committee on Commissions, Statutory Authorities and State Enterprises (Cosase).

“At the time of closure of Teefe, the laws was the 1969 Banking Act and the nature of the documents required at that time did not include an inventory. So we do not have an inventory. We have provided information relating to the financial institution of Teefe; the assets and liabilities,” BoU Deputy Governor told members of Cosase.

In his investigation of BoU, Auditor General, John Muwanga, as for all documentation in relation to all closed banks-specifically the inventory report, loan schedules, customer deposit schedules, statement of affairs and any reports supporting assets and liabilities relating to customer information, but BoU did not avail all these. “However, I was not availed with sufficient information relating to Teefe Bank to enable me fulfil the specific audit objectives. BoU explained that it will continue to search in the archives to get this information,” he said in his special audit report of BoU on defunct banks he published on August 27, 2018. The MPs are to use the report to pin Mutebile and his juniors.

Joseph Sewungu [Kalungu West, DP] urged Committee Chairman Abdu Katuntu to compel BoU officials to present all documents. “With your powers, you have to compel BoU to bring these documents. They have them,” he said.

MP Moses Kasibante (Rubaga North) added: “We are talking about banks that were closed before they failed to adhere to the normal standards. Now we are speaking to people who are confessing that there is something wrong with supervision at BoU. When BoU explained to the AG at the time if this report, it promised to search in the archives. When we were here last time, it asked for two days and got four. Now it is confession that this bank has no reason why it closed Teefe. Was the inventory report misplaced or it was never there?”

Another legislator Francis Mwijukye (Buhweju) said BoU officials were deliberately refusing to hand over documents of the inventories, “In respect to the inventory report not being there, does BoU know what it took over? Is it deliberate that they do not want to provide this report?” He said.

Beatrice Among (Kumi Woman MP) said: I do not want to believe that there is no inventory report. What do you use to make supervision reports?

Dr.Tumubweine Twinemanzi, Executive Director Supervision, BoU, said they would continue to search in the archives to get the information.

The members’ stance on having all documents forced Katuntu for the second time to kick out Bank Tumusiime-Mutebile and his juniors for failure to bring all documents related to the liquidation and sale of seven commercial banks.

On November 2, 2018, Cosase kicked Tumusiime-Mutebile and his staff for failure to bring all the required documents. The MPs on the committee were surprised again on Monday that the bank officials did not again come with all the documents, more so those relating to Teefe Trust Bank.

As Katuntu has tasked the Executive Director for Supervision Dr. Tumubweine Twinomanzi to present the required documents by 1PM on Wednesday and ordered that the BoU team appears again on Thursday at 10 AM without fail.

The documents must have a cover letter, addressed to chairperson, Cosase. “Make sure chairperson receives them in person,” Katuntu told Twinomanzi who joined BoU in February at the time when in a controversial way to replace Justine Bagyenda who had been sacked by Tumusiime-Mutebile as he made changes in senior positions.

“Statement of accountants presented makes no sense. It is so anonymous. Documents should answer the queries of the committee as raised by the auditor general,” Katuntu said as overruled his members on asking specific questions, reasoning that all documents have to be available before the MPs can raise such queries.

Katuntu also has asked that BoU staff appear together with their agents who were involved in the transactions to answer specific queries.

The defunct banks of interest are; Teefe Bank (1993), International Credit Bank Limited (1998), Greenland Bank (1999), Cooperative Bank (1999), National Bank of Commerce (2012), Global Trust Bank (2014) and sale of Crane Bank to dfcu in 2017.

Meanwhile, Mutebile while addressing the committee members cautioned that, resolution of banks is a complex exercise and each bank has had its own circumstances under which it was resolved.

“There are also a number of challenges involved including court cases, I want to appeal to this committee to be mindful of the ongoing court cases as they might have an effect on how much information we shall reveal during this probe,” he said.

Mutebile said they carried out bank resolutions before Bank of Uganda identified other banks that purchased assets of the defunct competitors.

Law firms demand BoU Shs25 billion

Meanwhile documents obtained from BoU by Cosase indicate that private law firms are demanding BoU more than Shs25 billion as indicated by the invoices presented by the law firms.

The law firms demanding BoU that huge amount of money include; Masembe, Makubuya, Adriko, Karugaba 7 Ssekataa (MMAKSS Advocates), Bowman’s Uganda, Cohen and Collins Solicitors and Notaries and Sebalu & Lule Advocates.

Some of the expenses BoU incurred as a result of hiring private lawyers despite having a legal directorate are; opposing conflict of interest case –Shs250 million, Perusing annexures-Shs32.7 million, Perusing summons- Shs575,000 and Drawing reply to written statement Shs4.6 million, among others.

The committee also want BoU to present minutes of the board meetings detailing the expenditures on external law firms contracted as BoU liquidated Teefe Bank (1993), International Credit Bank Limited (1998), Greenland Bank (1999), Cooperative Bank (1999), National Bank of Commerce (2012), Global Trust Bank (2014) and sale of Crane Bank to dfcu in 2017.

The cost for the outside lawyers began increasing in November 2016 as BoU hired MMAKS Advocates at US$251,045 (Shs943.3 million) as transaction adviser in the controversial Crane Bank takeover. The law firm would again ask BoU US $847,175 (about Shs3.2 billion) for allegedly recovering about 14.3 million (about 54.5 billion) from Crane Bank shareholders. BoU is said to have paid the money on May 12, 2017 though documents say MMAKS didn’t recover the money from Crane Bank.

BoU also spent Shs409.3 million as legal fees in regard to Global Trust Bank as well as paying Cohen and Collins Solicitors and Notaries Shs17.4 million for unspecific work.

In September 2017, stayed investigations into payment to private lawyers for legal services to the central bank in order not to interfere with the Auditor General’s forensic audit into closed banks, which was taking place at that time.

IGG uncovers more wealth of Luis Kasekende’s wife- Edith

Also the Inspector General of Government (IGG) has uncovered more cash belonging to Edith Kasekende, wife of Bank of Uganda (BoU) Deputy Governor Dr Louis Kasekende. The money is being held on her account in standard Chartered Bank.

On November 2, 2018, Edith Kasekende had a closing balance of about Shs1.3billion on her account in Standard Chartered Bank. The opening balance on that day was about Shs375.5 billion.

Weeks ago Eagle Online ran article where leaked bank documents showed that Edith transacting billions of shillings on her bank accounts and investigators are interested in finding out the sources of that money.

Her husband and host of other top officials at BoU are under investigation for their wealth. Edith runs an Easy Go account at Stanchart Bank number 0100111660500, which is used to transact hundreds of millions of shillings.

However, investigator are working to trace the source of this money which is transacted through her account, because she is not known to own any business venture that can accrue several millions of shillings within a short period of time.

Gov’t commits to finance Shs161.5b Busoga livestock project

Government has committed to finance a $42.3m (Shs161.5 billion) Busoga livestock project that is set to turn around farmers’ fortunes by increasing household income and ensuring food security.

The five-year project seeks to revitalize Kasolwe stock farm to international standard, introduce community breeding services and establish a functional market information system for small holder farmers.

Speaking at Imperial Royale Hotel in Kampala, Finance Minister Matia Kasaijja said in the next financial year, government will include the project in proposals for the next budget, for Parliament to allocate.

“We want to assure you that projects of this kind must be supported financially…when the costing has been concluded, we shall look for the US $43m, put it in the budget and Parliament will appropriate,” said Kasaijja.

The ‘revolutionizing livestock farming in the Greater Busoga’ is an initiative of the Speaker, and meant to be applied throughout Busoga sub region.

“Being the Minister responsible for this economy, I know rural Busoga; the level of poverty is very high. It is one way we can help our people in that part of the country to get out of poverty,” he said.

The project includes proposals to have a one-stop centre for livestock inputs, offering free consultation services to farmers and procuring better breed livestock for distribution to farmers.

At the launch of the project on Monday, Speaker Rebecca Kadaga said the project would lay emphasis on beef and milk production targeting international markets to end poverty in the sub region.

“We are here to discuss the use of livestock for sustainable development specifically in Busoga sub region to increase production and productivity,” said Kadaga.

She said Majority of farmers, rely on the local breed, which disappoints them with weak productivity.

Agriculture Minister, Vincent Ssempijja, said his ministry would love to support such projects, were it not for financial constraints.

“As a ministry we would have wanted this yesterday, but when it comes to finances, we get seven per cent but being a member of the executive, I don’t want to go into these details,” said Ssempijja.

Komuhangi said while Uganda had developed significant skills in the management of other communicable diseases, there were still significant bottlenecks such as cost, access to technology and limited numbers of experts that are hindering early and accurate detection, treatment and or management of some the above major NCDS.

Early testing and treatment presents higher chances of recovery for all cancers especially. We believe therefore, that this medical camp, will add on the efforts of other stakeholders in raising awareness about the importance of early testing and access to affordable treatment here in Uganda and in India,” she added.

Construction of the largest sewage treatment plant in East and Central Africa on final stages

Managing Director of National Water and Sewerage Corporation (NWSC), Dr.Silver Mugisha has revealed that the construction of the largest sewage treatment plant in East and Central Africa is substantially complete.

Speaking at NWSC headquarters, Eng. Silver Mugisha said the ongoing work near Centenary Park and the Electoral commission, is part of the final sewer mains interconnection works for the new plant.

“Works at Electoral commission commenced on 9th November 2018 and will go on for 21 days. Our contractor Sogea Satom, Uganda Police, KCCA and other stakeholders are working together to ensure that the road users are not inconvenienced during the working hours. We request the Public to bear with us and follow traffic diversion guidelines, especially at night as we work,” he said

He said Bugolobi sewage plant is meant to improve sanitation in Kampala saying the corporation has built capacity and acquired new machinery to handle any sewage over flow, anywhere in the system.

Director Engineering Services Engineer Alex Gisagara said that the construction of the 55 kilo meter bulk heavy duty DN1, 400 transmission mains, including a 15 million liters capacity water reservoir at Sonde hill and booster station in Namugongo are ongoing.

Katosi water works when completed will produce 160 million liters of water and cater for the growing demand for clean water services in the greater Kampala Metropolitan area.

CSOS fault NEMA on failure to follow the law in organising public hearings for Tilenga project

Civil society organisations (CSOs) working to protect the environment from oil and other development threats have faulted the National Environment Management Authority (NEMA) and the Petroleum Authority of Uganda (PAU) for violating environment laws while organising public hearings in Bullisa and Nwoya for the Tilenga oil project.

The public hearings are being organised by PAU under the supervision of NEMA to enable the public give their views on the Environmental and Social Impact Assessment (ESIA) report for the Tilenga oil project. The CSOs say that in organising the public hearings on November 12 and 15, 2018 in Buliisa and Nwoya respectively, NEMA and PAU are violating the Environmental Impact Assessment (EIA) Regulations of 1998 and the EIA Public Hearing Guidelines of 1999.

“The EIA Public Hearing Guidelines of 1999 mandate NEMA to give members of the public 21 days’ notice before any public hearing organised under the 1998 EIA regulations is had, unless NEMA directs otherwise with a reason. The public has not been given the stipulated 21 days to prepare for the public hearings however. The first notice for the public hearings was published in the New Vision newspaper of October 30, 2018. Through this notice, the public was informed that the first public hearing would be held in Buliisa on November 12, 2018 and the second in Nwoya on November 15, 2018.

With this, NEMA and PAU gave the public only 14 days’ notice prior to the first public hearing in Buliisa and 17 days’ notice to the hearing in Nwoya.

This is contrary to the 21 days’ notice that is provided for under Paragraph 7 (3) of the EIA Public Hearing Guidelines of 1999,” Mr Dickens Kamugisha, the CEO of Africa Institute for Energy Governance (AFIEGO), says. The above guidelines are not the only ones that are being violated! The 1998 EIA Regulations are also being violated.

The CSOs also note that NEMA and PAU are violating Regulation 22(2) which requires public hearings to be organised between 30 and 45 days from the last day NEMA receives comments from the public. “The deadline set by NEMA for receiving comments on the Tilenga ESIA report was today, November 9, 2018. The first public hearing is slated for November 12, 2018 in Bullisa and November 15, 2018 in Nwoya however.

This means that NEMA and PAU are organising the public hearings only four and seven days after the submission of comments by members of the public. In effect, the public has been denied up to 41 days within which they would have read the over 5,000 page Tilenga ESIA report to make meaningful comments at the public hearings. This will no doubt undermine effective public participation in the Tilenga ESIA public hearings, which could prove harmful to the environment and communities,” Mr Christopher Opio of the Oil Refinery Residents Association (ORRA) says.

The above are not the only consequences that could arise from NEMA violating the law. Aggrieved members of public may challenge the outcomes of the public hearings in court, the public challenging the decision of NEMA regarding approval or none-approval of the ESIA report and damaging of the reputation of government and institutions such as PAU, NEMA and others are some of the other consequences that could arise.

The above would lead to the loss of taxpayers’ money that would have been used in the public hearing processes as well as losing money arising out of litigation costs. Disregard of the law by NEMA and PAU also harms public confidence in government’s ability to enforce laws in the oil sector to protect the environment, communities and the public. “How can the public trust government when its agencies are violating the law in the Tilenga public hearing processes?

The CSOs are therefore calling on NEMA to ensure that at all times, lead agencies respect national and international laws to avoid consequences of violating laws.

Graca Machel, to deliver the 22nd Eminent Speakers’ lecture series

The African Development Institute will host Her Excellency, Graca Machel as the Special Guest Speaker of the institute’s Eminent Speakers’ Lecture Series on Friday, November 16, 2018. The lecture will held in the Babacar N’diaye Auditorium of the African Development Bank headquarters in Abidjan, Cote d’Ivoire.

Machel will speak on the topic: “Educating the Girl Child, Empowering Women, and Enhancing Female Entrepreneurship in Africa.”

A former freedom fighter and international advocate for the rights of women and children, Machel is Chair of the Graca Machel Trust. Founded in 2010, the Graça Machel Trust focuses on advocating for women’s economic and financial empowerment, food security and nutrition, education for all, as well as good governance.

Honored with an honorary British Dame by Queen Elizabeth II in 1997 for her humanitarian work, Machel was also the first Education and Culture Minister of Mozambique, following the country’s independence in 1975. She is the widow of the former South African President Nelson Mandela and former Mozambican President Samora Machel.

Dame Graça Machel serves on the board of several international organizations including The Elders, The African Leadership Forum, the International Crisis Group, and the Graca Machel Trust that works across Africa on protecting the rights of women and children. She is the recipient of the Africa Prize for Leadership for the Sustainable End of Hunger, The Nansen Medal for her service to the cause of child refugees, The Africare Distinguished Humanitarian Service Award and The Council of Europe’s North-South Prize, among others.

The African Development Institute, a major force in supporting African leaders’ needs for evidence-based policy guidance, training, capacity building, and policy dialogue to achieve inclusive development in Africa, uses the Eminent Speakers’ Seminar series, to share insights, and dialogue on development challenges in Africa.

About 20 eminent persons have delivered thought provoking lectures in previous editions of the Seminar. Police deploys to quench any possible protests and violence at St. Bernard SS Manya in Rakai

Police has heavily deployed at St. Bernard SS Manya in Kifampa Sub County in the newly created Kyotera district to man down any possible protests and violence that could be staged by angry students, parents and community members following the deaths of several learners.

Security team led by Minister of Security Gen. Elly Tumwine, Director General of Internal Organisation (ISO) Col. Kaka Bagyenda have paid a courtesy visit at school to grieve with community and establish the conclusive cause of the fire that gutted S.3 dormitory.

“Over 10 students of St. Bernard SS Manya are feared to have perished after their dormitory was set ablaze, over 50 students are nursing severe injuries in various health facilities in greater Masaka region,” Gen. Tumwine confirmed.

He said the fire started at midnight however, police and the community managed to put it down. He said reports indicate that some expelled S.4 students could have returned in the wee hours of the night and torched the dormitory.

According headteacher of the school, John Baptist Ssemwanga, the school is in a somber mood up to 108 senior six candidates are sitting for their final examinations at the same centre.

Police has linked the incident to the four suspended students that they might have comeback, locked students in the dormitory and torched it. Police spokesperson Patrick Onyango, has confirmed that dormitory guard and four students have been arrested to aid them in the investigations.

This the second of the tragic fire with many causalities second to Buddo junior school that killed over 15 pupils. Since then, the cause has not been established the report has not been compiled and it is a similar scenario on markets.
