Lord Mayor Lukwago, Minister Beti Kamya in new row

The Lord Mayor Erias Lukwago and Kampala Minister Beti Olive Kamya are loggerheads after the latter cancelled the former’s trip to Malaysia for a World Bank conference that started on Wednesday.

The World Bank invited, paid for the Lord Mayor’s ticket and secured him a visa to the one-week World Urban Forum in Kuala Lumpur, Malaysia that started on February 7.

But, according to sources Kamya, in a letter reportedly addressed to Kampala Capital City Authority (KCCA) Executive Director Jenifer Musisi, and without giving reasons for cancelling Lukwago’s trip wrote:  “…his Worship the Lord Mayor for Kampala is not cleared to travel to Malaysia for a conference that is aimed at discussing various way of implementing urban programs.”

She then instead chose Kawempe Division Mayor Emmanuel Sserunjogi to represent the authority. By press time this website tried to contact Minister Kamya but her known number was off.

Over time Lukwago and Kamya have been bickering, with the minister accusing the Lord Mayor of retarding the development of Kampala by engaging in protests against some policies by KCCA.

Last year the two leaders clashed over the taking of KCCA councilors for leadership training in Kyankwazi, with Lukwago accusing Kamya of bribing the councilors with Shs7 billion, allegedly from President Yoweri Museveni, for them to support the removal of the presidential age limit.

Uganda set for Africa-Turkey Review Conference

Uganda is among a few African countries that will participate in the Second Review Conference on Africa-Turkey Partnership slated to take place on February 12, 2018 in Istanbul, Turkey.

According to a media statement, the conference is co-organized by the Ministry of Foreign Affairs of Turkey and the African Union Commission. The latest conference is being held four years after the Second Africa-Turkey Summit held in Malabo, Equatorial Guinea in November 2014.

Uganda’s State Minister of Foreign Affairs Henry Okello Oryem is expected to represent the country at the meeting that will also have the representatives from Rwanda, Guinea, Egypt, Nigeria, Algeria, Senegal, Libya, South Africa, Uganda, Madagascar, Ethiopia, Togo, Gabon, Chad and the African Union Commission.

“Djibouti, Ivory Coast, Sudan, Somalia and Tanzania would be invited by Turkey as observers. Objectives:  Review the preparations for the Third Turkey-Africa Cooperation,” says part of the press statement.

The Conference coincides with the 10th Anniversary of the African Union Summit of 2008 in which Turkey was declared a strategic partner of the AU.

“The Ministers, taking into account the importance of the anniversary, will see how they can combine their efforts to further expand Africa-Turkey Partnership at all levels and in all fields based on equality and mutual benefit,” the statement indicates further.

Participants will review the progress achieved with regards to the partnership and discuss steps that can be taken in order to strengthen the cooperation between Africa and Turkey. They will also review the preparations for the Third Turkey-Africa Cooperation Summit which will take place in Istanbul, Turkey in 2019.

According to the statement, the partnership between Africa and Turkey focuses on socio-economic development, equality and mutual benefit.

Analysts say Turkey’s Africa policy has ushered in a new phase and gained momentum sine 2013. In 2009, there were only 12 Turkish embassies in Africa but these have grown to 35 and more are to open. On the other hand there has been a growing number of African embassies in Ankara, growing to 28 from 10, five years ago.

The partnership they say led to people to people contacts intensify tremendously as a result of direct fights between Turkey and African countries as well as ever growing number of students, business people and tourists travelling both sides.

The partnership has also seen Africa benefit in health especially countries like Sudan, Somalia, Ethiopia, Niger. Whereas Turkey has earned contracts worth about US$30b by 2013.

Zuma not immune from prosecution – ANC MPs

ANC president Cyril Ramaphosa has told the party’s Parliamentary caucus that immunity from prosecution for President Jacob Zuma is not part of ‘transition’ discussions.

He also assured the MPs that the talks would be concluded in a ‘day or two’.

Ramaphosa addressed the caucus, flanked by party secretary-general Ace Magashule and chief whip Jackson Mthembu.

The meeting was seen as extraordinary, as the ANC usually holds its caucuses after the State of the Nation Address (SONA), which is considered the official opening of Parliament.

SONA was indefinitely postponed this week.

“Immunity from prosecution is not even on the table.  It is not in my powers to give him that,” the sources quoted Ramaphosa as having said.

The MPs said that Ramaphosa wanted to end speculation in the media that his Tuesday meeting with Zuma involved protecting him from possible corruption charges.

National Director of Public Prosecutions Shaun Abrahams still has to decide if he will reinstate fraud and corruption charges against Zuma.

Zuma is also a subject of the inquiry into state capture, headed by Deputy Chief Justice Raymond Zondo. He has powers to recommend that those implicated should face criminal charges.

“He [Ramaphosa] was emphatic that he could not engage in anything unlawful, or engage with Zuma on anything that is not within the jurisdiction of the executive. He said he couldn’t venture into that space,” an MP said.

The MPs said Ramaphosa said the talks would be concluded in coming days, amid growing speculation that he is due to have another meeting with Zuma today.

“He said they were now finding each other on transition, which of course we interpreted as the axing of Zuma,” another MP said.

ANC members are growing anxious, after Ramaphosa dramatically cancelled the national executive committee meeting after what he called a ‘constructive and fruitful’ meeting with Zuma on Tuesday.

The NEC, which is the highest decision-making body in the party, was due to take a final decision on Zuma’s future, with his detractors confident that he would have been recalled.

Since then the country has been on tenterhooks. Opposition parties and ANC members are now planning Zuma Must Go protests, piling pressure on Ramaphosa.

Some of his supporters said that they were ‘frustrated with how he is managing the transition’, demanding a speedy and more public ousting of Zuma.

“People are beginning to question his credibility and intentions here. If we don’t get rid of Zuma now, we will pay for it come election time,” said one supporter, who campaigned for Ramaphosa.

Another lobbyist in the Free State said that those who support Ramaphosa were trying to encourage each other from feeling disheartened.

“Everyone must trust Comrade Cyril. We need to be patient and support him as he handles this matter. We know it’s done. It’s just a question of how,” he said.

Former Free State ANC deputy chairperson Thabo Manyoni says he is fully aware of some of these sentiments and agrees with them to an extent.

“He, in terms of his public stance and as a leader of the party, must show that he is firm and at the same time fair,” said Manyoni.

Manyoni said he appreciated that Ramaphosa faced a complex situation in that he does not make decisions alone, but that it was important for him to weigh his options and be seen to be acting with more vigour on the matter.

Ramaphosa has said countless times that the new leadership of the ANC would not humiliate Zuma but Manyoni said he did not believe Zuma even deserved that courtesy.

“He has humiliated South Africa more than anyone else. His removal will allow us to unhumiliate ourselves,” said Manyoni.

It’s either South Africa or Zuma, he added.

But a close ally of Ramaphosa said that no one understood the monster the ANC president was facing.

“That man [Zuma] does not care about this country, not even its people. I know Cyril, he will be able to handle this situation just give him a week. I know his ability when it comes to dealing with such matters,” said the source.

The source, who was close to Ramaphosa, said his actions were aimed at preventing bloodshed in the country.

“He [Zuma] wanted to drag the country into civil war. It’s important for this country to make sure people aren’t going to lose lives. He [Zuma] doesn’t care. Cyril wants to deal with this in a way that people don’t lose lives,” he said.

Former Pope Benedict says he is in ‘last phase’ of his life

In a rare public statement, Pope Emeritus Benedict XVI has said that he is becoming increasingly frail but is at peace with the prospect of death.

Benedict became the first Pope in 600 years to resign from the Seat of St Peter when he stepped down in February 2013.

His papacy was dogged by a series of crises and controversies on issues ranging from the widespread abuse of children by Catholic priests to the Church’s attitudes to Islam and homosexuality.

The 90-year-old wrote a letter to Corriere della Sera, one of Italy’s leading dailies, in response to queries from readers as to his health and state of mind.

The letter, marked “urgent, by hand” was delivered to the newspaper’s offices in Rome from Benedict’s home – “Mater Ecclesiae monastery, V-120, Vatican City.”

He was deeply moved that “so many readers want to know how I am spending this last period of my life,” he wrote in the letter, which the newspaper printed on its front page on Wednesday.

“I can only say that with the slow waning of my physical forces, I’m on a pilgrimage towards home.

“It is a great gift for me to be surrounded, on this last stretch of this sometimes tiring road, by a degree of love and goodwill that I could never have imagined.”

He wrote the letter as the fifth anniversary of his historic resignation approaches.

Benedict stunned the world, including the Roman Catholic Church and his closest confidantes within the Vatican, when he unexpectedly announced his intention to resign.

He made the announcement during a gathering of cardinals in the Vatican, choosing to deliver the bombshell in Latin.

Many of the cardinals did not immediately understand what he had said, but the news was picked up by a sharp-eared correspondent from an Italian news agency, who happened to be well versed in Latin and landed herself a worldwide scoop.

Since then he has been living in a former monastery within the walls of the Vatican, a few hundred yards from where Pope Francis lives.

Benedict has appeared frail and thin during his few public appearances over the last couple of years, although aides say he has lost none of his mental acuity.

Pope Francis, his successor, was elected like all popes during a secret conclave of cardinals who gathered in the Sistine Chapel.

He is the first non-European pontiff in 1,300 years, the first Jesuit Pope and the first from the Americas.

Dei Technologies expresses interest in buying Vodafone Uganda

Vodafone Uganda could soon be sold to a new company-Dei Technologies International (DTIL), a technology arm of Dei Group of Companies International Limited (DGCIL).
DTIL tendered in its letter of intention to buy Vodafone Uganda Limited on February 1, 2018. The letter was addressed to the Chief Executive Officer of Vodafone Uganda Limited.
“This letter establishes the intention of Dei Technologies International…to acquire Vodafone Uganda Limited,” Dr Paul Bamutaze, who is the company’s Head of Business Development, wrote.
DTIL intends to acquire Vodafone including its offices, warehouses, shops, equipment, its brand identity and logo as well as customer lists. “The details of the financial statements and tax returns as well as the customer lists before finalizing the purchase and giving the deposit can be discussed,” reads part of the confidential letter.
According Dr. Bamutaze, DTIL is ready and willing to engage in any discussion that may lead to the purchase of Vodafone.
DTIL runs Deiplaces (www.deiplaces.com), a social networking site developed to market Africa’s tourism potential more aggressively to the rest of the world.
Its mother company-Dei Group is a consortium of companies dealing in mining, manufacturing, value addition, food processing, oil and gas, medicine research, import and export, farming and ICT.
Vodafone Uganda has of late been in the local media with some local telecom sector analysts predicting that the company that is one of the newest in the market could exit sooner than later due to bad business that has led to the closure of some of its outlets in Kampala.
It is not clear whether DTIL will take over the employees as well as the letter not specific on that matter.
Vodafone Uganda is part of the Vodafone family, the world’s second largest mobile telecommunications company and one of the most valuable brands in the world. It entered the Ugandan market about three years ago, promising real 4G internet and later added voice.

Uganda Cranes to get US $125,000 from Chan

Confederation of African Football, has officially released the cash benefits of all teams that participated at Chan in Morocco.
Uganda Cranes which finished 3rd in group stages is earning US $125,000 and not what was rumored earlier.
Other teams moving away with cash are Morocco which is pocketing US $750,000 as the hosts and champions, the second team Nigeria which moved with the silver medal will also pocket US $400,000 and the semifinalist Sudan who moved with the bronze medal and Libya which was fourth will all take US $250,000 each.In addition to the above, the teams that made it to the quarter final that is to say Angola,Congo,Namibia,Zambia, will pocket US $175,000 each.
According to CAF executive committee member Amaju Pinnick said” no team has received its share yet but in a few weeks after auditing the teams will get the money”

Police withdraws torture charges against Kirumira

The police has withdrawn torture charges that were previously levelled against former Buyende District Police Commander (DPC) Assistant Superintendent of Police Muhammad Kirumira.

Police Prosecutor Catherine Kusemererwa informed court presided over by Senior Commissioner of Police (SCP) Denis Odongpiny, that she did not have sufficient evidence to pin ASP Kirumira on two counts of irregular conduct: neglect of duty contrary to Section 44(1) Code 19 and corruption practices contrary to Section 44(1) Code 23(a).

According to Ms. Kusemererwa, the witness, Mr Milton Tumusiime, a journalist formerly attached to one of the local tabloids, was no longer ready to testify against the former DPC.

The Court Chairman SCP Denis Odongpiny, granted the Prosecutor leave to withdraw the charges, saying court could not continue with the cases without witnesses.

Last week Kirumira was arrested from his home in Ggogonya, Bulenga, Wakiso District following his announcement on television that he was to ‘resign’ from the police force.

Following the announcement, operatives of the Flying Squad Unit (FSU) forced their way into Kirumira’s after a standoff, before whisking him off to detention, reportedly at notorious Nalufenya police detention facility in Jinja District.

Education Minister warns schools against fees increment

Education and Sports Minister, Janet Museveni.

The Minister of Education and Sports Janet Museveni has warned head teachers and directors of schools against the incessant increment of school fees.

In a speech read for her by the State Minister in charge of Higher Education John Chrysosotom Muyingo, while officiating at the release of the UCE results on Wednesday at the Prime Minister’s office, Mrs. Museveni observed that the practice is exploitative to the parents.

“Schools should not increase fees without the approval of the Permanent Secretary,” the Minister directed, and also warned school authorities against levying charges like ‘building fund’.

According to Mrs. Museveni, such costs make education expensive, leading to a high dropout rate which in turn increases the rate of illiteracy.

“I have directed the Permanent Secretary to investigate the matter so that appropriate action can be taken,” she revealed.

In the past many schools have gone against government directives and increased school fees structures, while others are in the habit of asking for various requirements.

Meanwhile, the selection of S5 students will take place on Feb 14-15, 2018 at UMA Show Grounds.

URA FC unveil seven new signings

URA new signings

Uganda Revenue Authority (URA) FC have today unveiled seven new signings at Namboole stadium ahead of the second round of the 2017/18 Azam Premier League season that starts on Saturday.

Among them is a former league golden boot winner, Herman Wasswa who scored 20 league goals during the 2012/13 season with KCCA before joining Kenyan Premier League side Sofoapaka.

The tax collectors are currently seventh with 20 points, 12 points behind the table leaders SC Villa.

URA start their campaign against Bul at Kakindu stadium in Jinja, a club coached by their former manager Kefa Kisala.

The head coach, Paul Nkata, who replaced Ibrahim Kirya in December last year, said he was delighted to have finally secured the services of the players.

“We are delighted to have finally secured the services of the above players and we believe that they have all the qualities to make an immediate impact at the club,” he said.

URA last won the league in 2010/11 season and they seek to strengthen the squad to challenge for the title.

“They are good acquisitions, and I hope that they add value in our tough campaign ahead.” He added.
