Museveni tours Equatorial Guinea’s oil and gas complex

Host President Obiang Nguema Mbasogo, leads President Museveni to the oil and gas complex

President Yoweri Museveni, who is in Equatorial Guinea for a four-day state visit, spent Saturday touring the port of Malabo and the oil and gas complex.

Conducted around by host President Obiang Nguema Mbasogo, President Museveni first toured the Port of Malabo, where he observed operations largely involving passenger and cargo ships.

Accompanied by Energy Minister Irene Muloni and the ministry’s newly-named acting Permanent Secretary Robert Kasande, among other government officials, President Museveni then moved to the Punta Europa project that is involved in production of Liquefied Natural Gas and thermal electricity generation.

The first stop at this project was at the compressor gas manufacturing plant. Here, Presidents Museveni and Mbasogo were taken through the operations of the plant that is making gas compressors which will soon be used to power public service buses, discarding the use of diesel engines.

With the project piloting already a success, the initiative, which will be launched soon, will see the buses reduce their fuel intake by 50%.

Next was an hour-long tour of the Atlantic Methanol Production Company. The methanol plant, with a capacity of producing one million tonnes a year, is run jointly by the Equatorial Guinea government and two other companies; Noble and Marathon Oil.

Equatorial Guinea exports the product to Europe and the East Coast of the USA.

The plant desalinates sea water and ensures that it is good for both the domestic and industrial consumption.

The two principals observed operations at the jetty that involve the pumping of methanol into the ships for the export market.

The facility, which employs 400 people (80% of them locals), generates its own thermal electricity that powers the machines and runs other operations.

The gas is transported from the off shore wells by pipelines covering a distance of 45 kilometers. The LNG is frozen to a temperature of -600’ Celsius before it is transported for export.

All the waste from the production line is processed and treated before being pushed back into the sea. The giant project operates its internal fire station that is designed to address fire hazards.

President Museveni concluded his tour of the Equatorial Guinea capital by visiting the lush Malabo National Leisure Park. Shortly after, in company of his host President Obiang, he left for Bata City on the mainland where he will tour the main maritime walkway and sea port before heading to another city of Djibloho.

In Djibloho, President Museveni is expected to visit the Afro-American University, look at the city’s social housing scheme and also tour the High Institute of Telecommunications and New Technologies.

On Friday evening, shortly after President Museveni’s arrival, he was hosted to a state dinner, where President Obiang bestowed on him the Great Collar of Independence Award, the highest honour Equatorial Guinea can give a guest.

President Museveni, who said he was humbled by the unexpected award, was recognized by the people of Equatorial Guinea for his outstanding contribution to the African cause.

President Museveni’s visit to Equatorial Guinea comes four months after Mr Obiang visited Uganda, and the two countries signed bilateral agreements to cover the fields of cultural, technological and foreign affairs cooperation.

Busoga Kyabazinga 3rd Coronation Anniversary: Let’s know about the King!

Kyabazinga William Wilberforce Kadhumbula Gabula Nadiope IV

Born on November 1, 1988, William Wilberforce Kadhumbula Gabula Nadiope IV is the reigning Kyabazinga of Busoga, a constitutional kingdom in modern-day Uganda. He is the fourth Kyabazinga of Busoga, the reigning King from 2014 to date.

The current Kyabazinga is the son of Wilson Gabula Nadiope II, one time minister of tourism in the Ugandan Cabinet, who died in 1991, and mother Josephine Nadiope, who died in 1993.

His paternal grandfather is William Wilberforce Kadhumbula Nadiope III, ruled as Kyabazinga from 1949 until 1955 and from 1962 until 1966. Nadiope III was also the first Vice President of Uganda, from 1962 until 1966.

Gabula Nadiope was unanimously elected by the ten Busoga Royal Chiefs, who convened at Bugembe on 23 August 2014 for the purpose of electing a new Kyabazinga.

Then Prince William Gabula was crowned as the 4th Kyabazinga of Busoga at Bugembe on Saturday, September 13, 2014, and President Yoweri Museveni attended the coronation.

Government confirms Aug 30 as switch off date for unregistered SIM cards

UNREGISTERED SIMCARDS TO BE SWITCHED OFF: Prime Minister Dr. Ruhakana Rugunda

Prime Minister Dr Ruhakana Rugunda has reiterated that the Uganda Communications Commission (UCC) will switch off all the unregistered telecom simcards come August 30, 2017.

In a statement Dr Rugunda said the decision was reached at during a meeting with high profile officials from the Cabinet, Parliament and telecom companies. Security Minister Lt. Gen. Henry Tumukunde, and the Minister for Internal Affairs, Gen. Jeje Odong attended the meeting held on August 24.

“The deadline for deactivating all unregistered, unverified and unvalidated sim cards as directed by H.E. President Yoweri Museveni, and in accordance with the law, will be enforced come midnight 30th August 2017,” Dr. Rugunda wrote.

Dr. Rugunda said that approximately 98% of active sim cards in Uganda are compliant to the requirements of the current sim validation and verification exercise.

At first government had set May 19 as the date for de-registration of all unregistered SIM cards but extended the period for over 3 months to allow for a smooth process of all users.

30th August deadline stands: Verify your SIM card to avoid being cut off air

 On 24th of August 2017, a meeting was held at the Office of the Prime Minister focusing on the implementation of the 30thAugust 2017 deadline for the on-going SIM card verification and validation exercise using National IDs for citizens, passports for foreigners and authorized documents for refugees.

In attendance at this meeting were senior officials from National Identification and Registration Authority (NIRA), Uganda Communication Commission (UCC) and the National Information Technology Authority (NITA), each of the seven mobile network operators in Uganda, and Members of Parliament representing different but relevant Committees.

The meeting was chaired by myself, as Prime Minister, supported by my colleagues from Cabinet, the Minister of Security, Lt. Gen. Henry Tumukunde, and the Minister for Internal Affairs, Gen. Jeje Odong.

In this meeting, it was noted that approximately 98% of active SIM cards in Uganda are compliant to the requirements of the current SIM validation and verification exercise. Consequently, the meeting decided as follows:

1)     The deadline for deactivating all unregistered, unverified and unvalidated SIM cards as directed by H.E. President Yoweri Museveni, and in accordance with the law, will be enforced come midnight 30th August 2017. The process of SIM card registration and verification is to implement provisions of the law as contained in the Regulation of Interception of Communications Act 2010 and the Registration of Persons Act 2015 which makes it mandatory for everyone in Uganda to register their SIM card using National Identity Numbers (NIN) if Ugandan, Passport if foreigner, alien IDs if visiting for more than 90 days and valid identification documents for refugees issued by the Prime Minister’s office.

2)     There will be established, a high level technical committee with representatives from Mobile Network Operators, NIRA, NITA, UCC and Ministry of Security to ensure the seamless implementation and enforcement of the 30th August 2017 deadline. This technical committee will have the full and unequivocal backing of the political leadership of the relevant line ministries.

3)     Persons, who at the coming into effect of this deadline, will not have complied, but still have positive balances on their Mobile Money accounts, will have a limited window to ONLY withdraw their money. They will not be allowed to make deposits unless they submitted their SIM cards for validation with a NIN, and, which NIN has been verified and confirmed by NIRA.

4)     NIRA will, after the deadline of 30th August 2017, continue to register and issue National IDs and verify the NINs of those who apply to have their SIM cards registered and verified.
It will only be after confirmed verification of a submitted NIN by NIRA, that any SIM cards that will have been cut off on 30th August 2017, will be reactivated. This process will be further improved by the implementation of a real-time interface that will allow for instantaneous verification greatly cutting down on the verification time.

5) People who registered with NIRA for National IDs and whose applications have been verified should collect them from their respective District Headquarters.

6) Foreigners will continue to register and verify their SIM cards using Passports or Alien cards

7) Minors (anyone under 18) will register and verify their SIM cards through the NINs of their parents or guardians.

On behalf of Government, we would like to stress that the purpose of the SIM card validation and verification exercise is to ensure the security of persons and property, and to prevent bad elements amongst us from using SIM card enabled devices from committing crime.

Responsible Government agencies are directed to swiftly play their roles to expedite the process of verification to avoid unnecessary delays and inconveniences to the wananchi and business.

Bebe Cool Attacked Over Shs5m ‘Danz Kumapeesa Challenge’

Musician Bebe Cool is under attack for starting up what he dubbed the Shs5million challenge to save ailing music producer Danz Kumapeesa, who was attacked by thugs three months back and is now battling for his life.

“…5 million challenge for DANS KUMAPESA.. Am calling upon the following Ugandan musicians to take a stand and pay these bills for this fellow Ugandan, a producer and youthful soul,” Bebe Cool shared on social media.

And according to the singer, those challenged were able to raise the money without much ado.

“Am sure the list below can afford the kind gesture of 5m ugsh about (1500 US dollars). Bebe Cool -5 million; Jose Chameleon -5 million; Bobi wine -5 million; James Wasula -5 million; Promoter Balam -5 million and Promoter Kavuma-5 million.”

Whereas he was applauded for the move, a section of the public was not happy with the development, and among those is Bobi Wine’s longest serving ‘aide’, popularly known as Eddie Mutwe.

“Some pipo are dangerously dense. How do you call a 5m donation a challenge!!! Ok, who are you challenging and what is at stake for winner?” he began his rant.

“Hon. Kyagulanyi has never worked with Danz but he still gave help to the mum without inviting cameras to capture the moment. Winnie Nwagi did the same. How on earth can a sane person in his real sense try to auction or franchise one’s hospital bills,” wrote a seemingly furious Mutwe, who had also handed Shs1million to Danz Kumapeesa’s mother.

Raila’s opposition MPs to boycott Parliament first sitting

MPs allied to the National Super Alliance (Nasa) have vowed to stay away from the first sitting of Parliament until the Supreme Court makes a decision on the legality of President Uhuru Kenyatta’s election.

President Kenyatta has through a notice in the Kenya gazette summoned the 12th Parliament for the first sitting on Thursday next week.

But MPs affiliated to Nasa insist they will boycott the ceremony until the matters surrounding President Kenyatta ‘supposed’ re-election are heard and “credibly” determined.

In a statement, Suna East MP Junet Mohamed said Nasa will not be party to processes geared towards sanitising ‘fraud’.

“There is a rush certainly, suicidal in our view, by Mr Kenyatta to defraud Kenyans into believing that all is well and that he is rightly and properly in office. Nasa rejects this fraudulent attempt by Jubilee to bury reality,” Mr Junet said.

He added: “It is a psychological war that is meant to make Kenyans adjust into accepting a third stolen election as they await a fourth similar fraud in 2022.”

Mr Junet, who issued the statement on behalf of Nasa steering committee, challenged the President to seek to overcome the divisions in Kenyan society that the campaign and “his so-called victory” have highlighted since he was declared as the winner on August 11.

“Recognising and respecting the fact that he has only a disputed mandate as yet and that his so-called victory is being challenged would be a useful first step in calming down our increasingly restive society,” he said.

The legislator said the move by the President will deepen the crisis of governance that has troubled the country in the past 10 years.

Prime Minister to regulate foreign trips of ministers

LAUNCHED 2nd APRM REVIEW: PM Ruhakana Rugunda.

In what appears a new measure to cut spending on unnecessary foreign trips by ministers and other top government officials, the Cabinet has decided that the officials will have to be cleared by the Prime Minister Dr Ruhakana Rugunda before they can travel.

“…clearance for ministers, ministers of state, specified officers, head of public service, deputy head of public service, permanent secretaries and chief administrative officers will be the responsibility of the Rt. Hon. Prime Minister,” the Minister of ICT and National Guidance and also Cabinet Spokesperson, Frank Tumwebaze said Friday in press release.

However, the meeting chaired by Dr Rugunda held that clearance for other public officers below the rank of permanent secretaries and chief administrative officers would be the responsibility of the respective minister.

The current practice has been that all travels abroad would be cleared by the Prime Minister.

“The change of practice is premised on the need to reduce the work load of the Right Hon. Prime Minister and to enable ministers to take full charge of the affairs of their ministries and therefore be accountable as political heads,” it further reads.

Tumwebaze said the measure is also intended to reduce on the cost of travels abroad through rationalization of trips at any given time.

According to analysts, the measure will reduce on the recurrent expenditure and probably the money be switched to infrastructure development. “It is an open secret that government has little money to spend on infrastructure. Regulation of foreign trips is one way of raising money internally to cover up gaps in infrastructure development,” a top politician who preferred to remain anonymous said.

Meanwhile, the Cabinet has also approved the National Export Development Strategy (NEDS)
2017/18 -2021/2022. The strategy will operationalise the policy on export promotion and coordinate all efforts of different ministries.

The strategy will see ministers undertake sectoral budget re-prioritization in context of its implementation using the available resources.

The Minister of Trade Amelia Kyambade is expected to address the press next week on Monday to give highlights on the strategy.

Kampala University on spot for issuing ‘fake’ papers to another Kenyan Governor

Kampala University could once again be in trouble for reportedly selling academic papers to a Kenyan politician after it allegedly refused to produce evidence that the said person studied from the institution.

Drama started after Kenyan lawyers last week wrote to the Academic Registrar of Kampala University to furnish them with details of one of the Governors who was sworn in recently.

In a letter dated August 18, 2017, Kenyan lawyers Nchogu, Omwanza and Nyasimi Advocates wrote: ‘Request for academic credentials in relation to Abdi Mohamed Mahamud, course: Business Administration, year of graduation; 2012’.

“We hereby request your good office to supply us with particulars of information concerning the above referred person who was allegedly a student in your institution.” “Kindly supply us with the following information; whether the person was indeed a bonafide student at your institution. If so, whether he completed his studies and indeed graduated from your institution,” reads the letter in part.

‘Copies of his academic credentials including degree certificate, academic transcripts from 1st-4th year, and registration documents including birth certificate, Kenya certificate of secondary education and a copy of his admission letter,” Nchogu, Omwanza and Nyasimi Advocates wrote further.

In Kenya for one to contest for governorship, they must be holders of a bachelor’s degree.

However, Mahamud’s name is missing from the list of graduates published in local media for that particular intake.

Kampala University Vice Chancellor Badru Katerega was quoted by local media as saying it was not mandatory for one’s name to appear on the graduation list to prove that they graduated; raising more concerns that something fishy could be going on.

“There is what we call the Dean’s list. That one can also be used to determine whether the person graduated or not,” Prof. Kateregga said at the time.

However, this is not the first time Katerega and the Kampala University have run into trouble over academic credentials of Kenyan politicians.

In 2014, a committee set up to authenticate a degree awarded to a Kenyan politician Ali Hassan Joho recommended that the award be withdrawn. It also recommended that an investigation be carried out on all students who graduated at the same university on the same day.

The committee, set up by the National Council for Higher Education (NCHE) to probe Bachelor of Business Administration degree awarded to then Mombasa governor Joho by the Kampala University, also instructed NCHE not to recognise the degree awarded to the governor on February 28, 2013.

Mahamud is under pressure to prove to the Ethics and Anti-Corruption Commission and the Criminal Investigations Department that he schooled at Kampala University.

The two bodies stepped in following allegations that the newly-elected Governor of Wajir County is not qualified to hold the position as he was not a student at Kampala University as claimed.

According to the records submitted to the Independent Electoral and Boundaries Commission, Mr Mahamud, who was sworn in on Monday this week as the Governor, graduated in 2012. However, this has been a subject of debate from different quarters. In the contest, Mr Mahamud beat the outgoing Governor Ahmed Abdullahi Mohamad by about 13,000 votes. Analysts say if it is proved that the new Governor for Wajir is not a university graduate, then his victory would be nullified and a by-election held within three months.

Foreign-based players join as Cranes travel to Bukedea

Joseph-Ochaya tussling it out aganist SC Villa players in friendly match

The Uganda Cranes team continue preparations for the Pharaohs of Egypt clash scheduled for next week on Thursday, with the team travelling to Bukedea for the North Eastern Regional tour.

Some foreign based players like the Cranes captain Dennis Onyango and teammate Joseph Ochaya have already joined the team, while the rest will join after the tour.

The Cranes team had a friendly with SC Villa on Thursday evening at Namboole Stadium that ended in a goalless draw. Joseph Ocahaya featured as a substitute for Shafic Kagimu.

The first leg of the 2018 World Cup qualifier against the Pharaohs will be played on Thursday, August 31 at the Mandela National Stadium.

Egypt lead Group D with six points, followed by Uganda with four points, Ghana with one point and Congo with zero points.

Meanwhile, Ghana will take on Congo on September 1.

The Cranes team traveled to Bukedea on Friday morning.

Bebe Cool leads musicians to support ailing ‘Mbozi Z’amalwa’ producer

RIP: An ailing Danz Kumapeesa in Hospital

Ugandan musicians have come together to save ailing music producer Daniel Mukisa also known as Danz Kumapeesa, with plans to relocate him from Nsambya Hospital, where he has been undergoing treatment to a foreign medical facility for specialised treatment.

Danz Kumapeesa was beaten into coma three months back by thugs who broke into his home. His health has never been the same since then and has been in hospital for over two months.

The first to call for a fundraising drive was Bebe Cool, for who the ailing Danz Kumapeesa produced ‘Mbozi Zamalwa’, the latter’s latest collabo done with Kenyan musicians Sauti Sol.

Bebe Cool contributed Shs5million and called upon his colleagues including Bobi Wine and Jose Chameleone among others to join what he called the ‘Shs5million challenge’. But before the two prominent musicians colud respond, Bebe Cool was immediately joined by showy socialite, SK Mbuga, who contributed Shs3 million.

However, Bobi Wine’s fans didn’t receive the ‘challenge’ with open hands. They argued that unlike Bobi Wine, who hasn’t even ever met Danz Kumapeesa, Bebe Cool should have paid more than his colleagues because he together with Fille and Winnie Nwagi are the biggest beneficiaries of Danz Kumapeesa’s talent. He has produced them several songs many which are hits. Actually, it was claimed that Bebe Cool’s ‘Mbozi Zamalwa’ was a free offer from the ailing producer.

Nonetheless, these quarrels over who should contribute more couldn’t help better Danz Kumapeesa’s health, and it’s the reason musicians have come together as a family to save one of their own. They have organised a charity concert slated for September 24 at Calendar, Makindye, Kampala.

Among the musicians scheduled to perform include Bobi Wine, Jose Chameleone, Bebe Cool, Juliana Kanyomoozi and Eddy Kenzo.

Danz Kumapeesa is known for producing hit singles like ‘Musaawo’ and ‘Magic’ for Winnie Nwagi, ‘Juice wa Mango’ of Rema Namakula, ‘Mbozzi za Malwa’ of Bebe Cool and Sauti Soul and other hit songs.
