UNBS raids stores selling expired goods

Tags showing the fake expiry dates of the seized products

The Uganda National Bureau of Standards (UNBS) has sealed off stores and seized confectioneries that include sweets and chocolates from Luck Star Business Link located in Ntinda industrial Area.

According to a statement by the standards’ agency, the products in store were found with conflicting and tampered-with expiry dates.

“Locally printed stickers that were being used to re-label the products were also recovered from the stores,” the statement reads in part. The products seized include ‘magnetic eggs’, ‘duo de le’, ‘lollipop and choco’ and milk.

‘UNBS officials seized the products in question as they are suspected to be expired and substandard,’ the statement indicates, adding that further investigations into the case were ongoing.

In late July UNBS has destroyed goods worth Shs900 million at Luweero Industries in Nakasongola. The destruction of goods followed countrywide seizures carried out the agency’s market surveillance team and Uganda Police Force.

UNBS is the custodian of national standards and quality. The agency develops and promotes as well as enforcing the standards.

In mid-June UNBS also destroyed substandard goods worth Shs50 million from Mbale and these included extension cables, solar panels, primary batteries, percolators, sockets and compact fluorescents.

Samosa, samoosa, sambusa, or samboksa is a fried or baked dish with a savoury filling, such as spiced potatoes, onions, carrots, peas, rice, chicken, minced lamb or minced beef. Served hot, these are super delicious and could be given as starters, put on a breakfast menu or had with tea, coffee or hot chocolate.

Mandazi

Mandazi   
Made from Milk or Coconut milk specifically, Yeast, Sugar, Flour and Water. Mandazi are another easy to make sweet delicacy that is very popular in Uganda and East Africa in general.

Fried-Ripe-Plantains/ Gonja

A delicacy in West and East Africa as well as the Caribbean such as Jamaica, fried plantain is an easy to make quick snack that is very delicious. Fried plantain may be served as a snack, a starter or as a side dish to a main course, such as with rice, meat and several sauces. It is made in different ways: salted or unsalted, cut into “ears”, “fingers”, can be diced, or fried whole.

Chapati
Chapati also known as roti, safati, shabaat in different parts of the world is a common easy to make snack here in Uganda. It can be eaten for breakfast, or as “kikomando” for lunch or supper. This meal mainly consists of chapatti and beans popularized by Campus students. Chapati is made of whole wheat flour salt and water mixed into dough and then flattened.

Kabalagala Pancakes
Made from the small sweet bananas or over ripe plantain and flour, this is a delicacy that many Ugandans enjoy at home and even many areas upcountry.

UN issues fraud alert

The release by the UN system in Uganda

Perhaps overwhelmed by the con-artistry ravaging the country, the United Nations (UN) System in Uganda has issued a fraud alert, asking people to be on the lookout for criminals posing as UN staff.

According to the UN, represented by 20 agencies in Uganda, some of the fraudsters solicit for money from unsuspecting people ostensibly to get them jobs and tenders, among other things.

‘The public is warned against fraudsters posing as United Nations staff members attempting to solicit money and other material benefits in exchange for jobs, tenders, food, international seminars and other benefits. Some of these fraudsters use forged identity cards or fake email addresses similar to those of UN agencies, conduct fake job interviews, offer fake letters of employment; and use forged contracts in an attempt to obtain goods and services. These scams are criminal offences that must be reported to government authorities immediately,’ a release by the UN indicates in part.

KCCA sets to crack the whip on reckless enforcement officers

Following endless mayhem orchestrated by the Kampala Capital City Authority (KCCA) law enforcement agents against vendors on the city streets, a law is reportedly in the pipeline to regulate their operations.

According to Samuel Sserunkuuma, the KCCA acting executive director, the proposed law was submitted to the Council on Wednesday. He added that if passed by the councilors it will help improve KCCA’s tainted image.

“We strongly believe that if an ordinance to regulate this enforcement team is made, it will help us get well trained personnel to enforce the law in the city,” Mr. Sserunkuuma said.

The development comes on the heels of a heated controversy surrounding the recruitment and deployment of the law enforcers whose crude way of operation that has so far claimed two lives, has been condemned by the public.

Early this month, KCCA Lord Mayor, Erias Lukwago, faulted KCCA law enforcers over the death of a woman identified as Olivia Basemera, 38, a resident of Mengo in Kampala, who jumped into the Nakivubo Channel in a desperate attempt to escape arrest, and drowned. Eyewitnesses said Basemera was vending handkerchiefs when she was confronted by the ruthless KCCA officers.

“I have personally been engaging several people who were at the scene and several accounts from eyewitnesses point to the reckless and criminal conduct of our officers,” Lukwago said while addressing journalists at his chambers.

But KCCA spokesperson Peter Kaujju maintains that on seeing the vehicle carrying enforcement officers, the deceased decided to run, ‘unfortunately falling’ in the channel where she drowned.

In a related development, four KCCA enforcement officers were arrested and charged for manslaughter before Lillian Bucyana, the Nakawa Chief Magistrate, contrary to section 187 and 190 of the Penal Code Act.

The four charged are Tito Kigiro, Eria Waswa, Moses Tebyasa and Farouk Mpima.

Ntwiba Kaine, the State Prosecutor told court that on August 4, 2017 while at Mukwano Round about in Central Division in Kampala District, the four unlawfully caused the death of Oliver Basemera.

This is not the first time the KCCA enforcement officers are cited in the death of hapless Ugandans; in 2014 their actions led to the death of toddler Ryan Ssemaganda, who was knocked by a KCCA vehicle at the Authority’s headquarters as the mother was waiting to be arraigned before court for street vending.

Over 35,000 buy tickets for Rotary Cancer Run

At least 35,000 people across the country, in more than 30 towns, have already bought tickets for this Sunday’s Rotary Cancer Run, organisers have said.

“We are expecting more than 30,000 people to take part in this year’s Rotary Cancer Run across the country. We have runs in 32 venues countrywide and the response so far has been very good,” said Denis Jjuuko, a member of the organising committee.

Last year, Rotary and its partners managed to get the Linear Accelerator, which is a cancer treatment machine that offers a safer alternative where cancerous cells are destroyed without affecting the surrounding tissue.

This year, the purpose of the run is to raise at least shs3.6 billion to build its bunker at the Rotary-Centenary Bank Cancer Centre at St. Raphael of St. Francis Hospital, Nsambya.

Statistics at the Uganda Cancer Institute indicate that on average 1,700 new patients are diagnosed with cancer each year, of these about 700 (40%) are children.

Besides the Kampala edition slated to be held at the Kololo Ceremonial Grounds, other runs will take place in Kisoro, Kabarole, Entebbe, Masindi, Apac, Arua, Bugiri, Bushenyi, Bwera, Gulu, Hoima, Iganga, Jinja, Kabale, Fort Portal, Kabwohe, Kalangala, Kasese, Kitgum, Kumi, Kyotera, Lira, Lukaya, Masaka, Mbale, Mbarara, Ntungamo, Rukungiri, Soroti, Tororo, among others, simultaneously.

Runners will take part in the 5km, 10km and 21km races.

Tickets for the run are still on sale at Centenary Bank branches, Game Stores and all Capital Shoppers branches at Shs20,000.

Oil refinery project: Bunyoro MPs to meet Hoima residents

The community of Kabaale, Buseruka-Hoima District, did write a petition to the Speaker Rebecca Kadaga about their plight in regard to the oil refinery that is to be constructed in their area

The Members of Parliament from Bunyoro sub region will Friday meet with the refinery affected women of Kabaale parish, Buseruka sub-county, Hoima district with the view of engaging them on the challenges of land acquisition and resettlement processes.

Other legislators will also attend the meeting under different fora such as the Natural Resources Committee, Parliamentary Forum on Oil and Gas (PFOG) and Uganda Women’s Parliamentary Association (UWPA).

According the sources, the main objective of the meeting that is facilitated by the Africa Institute for Energy Governance (AFIEGO), will be to enable MPs from the region to meet and listen to the grievances of the ‘refinery affected women, children and men’ after which the issues will be addressed by Parliament for action through its oversight powers.

The meeting will also enable MPs to collect views of the affected communities regarding the Constitutional Amendment No. 13 on Article 26 of the Constitution that seeks to give government powers to compulsorily acquire one’s property before prompt payment of fair and adequate compensation.

The residents of Buseruka area now fear that proposed amendment will not only worsen impacts of resettlement processes which include impoverishment human rights abuses, and isolation of communities, but have dire socio-economic and biodiversity conservation consequences too.

It is hoped that the views of the refinery-affected people who have waited for their compensation for over five years in vain, will be critical in informing the positions of the MPs on the bill before Parliament.

The refinery-affected people, journalists from Bunyoro sub-region and AFIEGO staff will also participate in the meeting expected to draw a clear way forward for the local people as they struggle to relocate.

In a letter dated July 10, 2017, nearly 50 women belonging to households whose land was part of the over 29 square kilometres that was acquired by government more than five years ago for Uganda’s proposed oil refinery in Kabaale-Buseruka Hoima district wrote to their MPs requesting them to find solutions to the depressing conditions they are living in.

Addressed to all MPs from Bunyoro sub-region, the women decried the hunger in their homes since government placed a cut-off date of June 2, 2012 stopping families from growing drought-resistant perennial crops such as cassava, bananas, fruits and others.

Furthermore, they decried the lack of education of their children totaling to over 400 who have missed and continue to miss school since 2012.

Ssekabaka Mutesa UK home in exile for rent

HISTORICAL: The first floor 3-bedroom flat on block 28 Orchard House, Rotherhithe in South London in which Kabaka Mutesa lived.

The flat in which the late SseKabaka of Buganda Fredrick Luwangula Walugembe Mutesa II lived in after being exiled to the United Kingdom by President Apollo Milton Obote, is up for rent and possible sale.

Sources in the UK indicate the first floor 3-bedroom flat on block 28 Orchard House, Rotherhithe in South London, which at the time housed Mutesa’s British friend Major Richard Carr-Gomm, is going for £2,250 a month, which is about Shs10 million.

Sources indicate that the whole block of flats is in the range of £400,000 and some Ugandans in the UK are urging the Buganda Kingdom to consider purchasing the property ‘for historical purposes’.

SseKabaka Mutesa, the first President of post-Independence Uganda, fled the country after the attack on his residence, the Lubiri, on May 24 1966, which was carried out by troops led by then Army Commander, Major General Idi Amin.

SseKabaka Mutesa died in exile in the South London flat on November 21, 1969 and Gen. Amin, who was later to oust President Obote in a coup on January 25, 1971, ordered the return of his body for decent burial in Uganda.

SseKabaka Mutesa was father of current Buganda King Ronald Muwenda Mutebi.

Radio & Weasel pull out of KCCA Carnival over ‘disrespect’

PULLED OUT OF KCCA CARNIVAL: Singers Radio and Weasel

East Africa’s ‘dynamic duo’ of Radio and Weasel has protested over the discrepancies in payments made to them, as compared to the amount paid to Tanzanian musician Diamond Platnumz to perform at the KCCA carnival in October.

According to available information, Radio and Weasel have pulled out of the carnival claiming they were belittled after being

offered Shs10million to perform at the Carnival, compared to the Shs90million that was paid to Diamond Platnumz.

Ironically, the sum paid to Ugandan musicians altogether, including Bebe Cool, Bobi Wine and Geo Steady, among others, isn’t anywhere near the amount that was paid to Diamond Platnumz.

So Radio and Weasel rejected the offer in protest, accusing KCCA of disrespecting the home grown talent while glorifying foreign talent.

The three-day KCCA Carnival will start on Friday October 6 to Sunday October 8.

Owiny Dollo replaces Kavuma as Deputy Chief Justice

President Yoweri Museveni has appointed Justice Owiny Dollo as new Deputy Chief Justice, replacing Justice Steven Kavuma, who is set to retire.

Justice Kavuma had clocked retirement age and he at one time held both slots of Deputy Chief Justice and Chief Justice.

At the time of his appointment, Justice Owiny-Dollo has been head of International Crimes Division of the High Court.

President Museveni has also appointed Justices Richard Butera and Paul Mugamba as judges of the Supreme Court.

“In exercise of powers vested in the president by Article 142 (1) of the 1995 Constitution, I have, acting on advice of the judicial service commission  appointed persons  listed below as Deputy Chief Justice and Justices of the Supreme Court, Deputy Chief Justice, Justice Alphonse Owiny Dollo, Supreme Court, Justice Richard Butera, Justice Pual Mugamba.” President Museveni wrote in his August 18, letter to the Speaker of Parliament, Rebecca Kadaga.

He added: “This is therefore, to forwarded to you their names and Curriculum vitae for parliamentary approval”

The current deputy CJ, Justice Kavuma, is due to retire in September when he turns 70, the retirement age.

Eight nominees applied for the slot of Deputy Chief Justice. The eight include Irene Mulyagonja, Esther Kisaakye, Hellen Obura, Solome Bossa, Stella Arach, Lillian Tibatemwa, Owiny Dollo and Egonda Ntende.

Stanbic schools championship winners off to South Africa

Stanbic Bank Uganda (SBU) has flown off Tracy Arinda and Evelyne Mugisha, students of Mary Hill High School Mbarara from Western Uganda, for an educational all-expenses paid trip to South Africa.

This is part of the top prize for emerging as the overall winners of the Stanbic Bank National Schools Championship 2017 competition, which saw over 3,000 students from 40 secondary schools participate in a series of educational activities ranging from class debates, quiz competitions and dynamic group projects.

While seeing off the winners, Daniel Ogong, Head of Marketing at Stanbic Bank Uganda said, one of the core initiatives of Stanbic Bank is investing in education.

“We have a strong belief that the development of any country begins with the proper education of its young people,” Mr. Ogong said, adding:  “We trust that competitions such as these, among students, are one clear way to improve academic performance. This competition therefore aims to encourage and challenge the students in critical thinking and provide exposure to vast knowledge beyond the classroom.”

Cathy Adengo, Head of Communications and CSI Stanbic Bank said, Mary Hill High School managed to impress the judges and the audience with their Co-operative Union Project Proposal Bank Simulation Project that scored 83%, and she suggested more schools participate in next year’s competition.

The first runners up was the team of Kibuli SS from the Central region who walked away with an Apple iPad Air 2 each on top of winning a fully installed water system worth Shs10 million for the school.

The second runners up was Sacred Heart Girls Secondary School from the Northern region, who won savings accounts worth Shs1 million for each participant  while the third runners up, Teso College Aloet Secondary School from the Eastern region, earned themselves a savings accounts worth Shs500,000 each.
