Micho trims Cranes squad for South Sudan game

The Cranes at the final training in readiness for the South Sudan game

Uganda Cranes Head coach Milutin ‘Micho’ Sredojevic has named the final 18 players out of the 25 that were taking part in training at Mandela National stadium for the game in Juba.

The Cranes take on South Sudan tomorrow in the first leg of the CHAN 2018 qualifiers, while the return leg will be at Phillip Omondi stadium in Lugogo, Kampala on July 22.

Throughout the campaign KCCA leading striker Geoffrey Sserunkuuma will be the captain of the team assisted by Nicolas Wadada of Vipers SC and SC Villa Jogoo’s Bernard Muwanga.

Brian Majwega made it to the final team despite lack of playing time this season at his club KCCA.

The team is expected to land in South Sudan on Thursday evening.

The final team:

Deposit Protection Fund hits Shs465bn

Latest report from the Bank of Uganda (BoU) show that the market value of the Uganda Deposit Protection Fund stood at Shs465 billion at end of May, 2017 paving the way for officials at the Central Bank to set up a separate team to run the entity on an investment basis.

The DPF acts as a deposit insurance scheme for customers of contributing financial institutions in the case of a bank failure, and is funded by regulated financial institutions which pay premiums. The DPF will pay off depositors an amount of up to Shs3, 000,000 if a financial institution is closed but according to BoU, the possibility of raising this cap is being reviewed. Prior to the amended FIA, the DPF was under statutory management of BoU.

“BoU has seconded an interim team of officials to operationalise the Deposit Protection Fund (DPF). DPF is a newly established institution following the enactment of the Financial Institutions (Amendment) Act (FIA) 2016,” a statement by BoU reads in part.

The new team led by a Chief Executive Officer will ensure that premiums remitted by financial institutions regulated by the BoU are securely maintained and invested prudently.

“DPF now has its own Board and Management, and this is expected to help the Fund grow in leaps and bounds as more opportunities for investment are explored. Furthermore, the Fund will now have proper procedures to ensure depositors are quickly paid off in the case of a bank failure,” The CEO Ms. Julia Oyet says.

The Fund will also act as the ‘second watchful eye’ over the sector, and will liaise with the BOU to ensure safety and soundness of the financial sector.

“The public should know that their deposits are well protected; people should put their money in regulated financial institutions and enjoy the benefits of financial inclusion which include access to cheaper credit and ability to access your savings.” Ms Oyet noted.

The establishment of the DPF as a body corporate is yet another step in efforts to strengthen the financial sector and provide a robust framework for the protection of depositors’ funds, Oyet added.

Contributing institutions to the DPF are the commercial banks, credit institutions and microfinance deposit-taking Institutions. The Financial Institutions Act (FIA) also grants the BoU power to appoint DPF as receiver or liquidator of a financial institution if the need should arise.

By November 2016, there were more than 4.1 million depositors in Uganda’s commercial banks.

The Uganda Deposit Protection Fund became operational in 1997, with each account protected up to shs5 million.

The Depositor Insurance Law was enacted by Parliament and states that all depositors must be paid within 90 days of a bank’s failure and that the failing institution must be sold by the auctioning of its assets within six months of its seizure by the Central Bank.

If the Central Bank determines that the failed institution will fetch a better economic return, if sold as a whole, then it will re-open under new ownership and management, provided the new owners and managers meet the approval of the BoU, case in point being the recent takeover of Crane Bank by the Dfcu Group.

City tycoon Kirumira threatens to sue The New Vision for defamation

BUSINESS ASSOCIATES: Godfrey Kirumira and Sudhir Ruparelia

Flamboyant city businessman Godfrey Kirumira has threatened to sue the New Vision Printing and Publication Company, the publisher of The New Vision and Bukedde newspapers for alleged defamation.

According to a letter addressed to the Chief News Editor, Kirumira, through his lawyers of Tumusiime, Kabega & Co, accuses The New Vision and Bukedde newspapers for defaming him in the series of Sudhir’s Shs400 billion alleged fraud stories the two papers have been running all this week.

A close friend and business associate to Sudhir, Kirumira is cited by the two papers as an accomplice in the alleged fraud in Crane Bank that have put the bank’s biggest shareholder’s image as one of Africa’s top businessmen, on the line.

‘As you may be aware the stories you have published are false against our client as our client is neither a shareholder or a director in Crane Bank and has not in his business dealings involved in any fraudulent transactions as you have portrayed him. In any case he is not in the suit filed against Sudhir in court’, his advocates wrote.

Kirumira is not new to financial controversy and in August 2012, he was questioned by the police for reportedly facilitating the illegal transfer of Shs190 million from Bank of Baroda onto his account. The money at the time was supposed to be utilised by Kiruhura District but was not, and hence was to be returned to the Treasury.

However, the case against the tycoon was dropped.

Former Cranes Captain Massa shot

SHOT: Former Cranes captain Geofrey Massa

Mercurial former Cranes Captain Geoffrey Massa is nursing wounds as he was shot by police last night in Kireka, a city suburb.

Sources told EagleOnline that Massa, who had parked on the roadside late in the night, was in the company of a lady and sped off as police ordered him to stop.

By press time efforts to contact the police spokesperson were futile. But earlier Kampala Metropolitan Police Spokesperson Emilian Kayima hsad confirmed the shooting of Massa .

Massa recently retired from the Cranes after captaining the national team for about 10 years.

NBS ‘poaches’ two more senior journalists

The new media battle lines in Uganda will be fought in the television sector as the clamour for supremacy rages on between several TV stations, notably NBS and NTV.

Already, seasoned journalist Edris Kiggundu is headed for NBS TV as a Senior Investigative Reporter, while sources have intimated to the EagleOnline that another top journo from a rival station will also soon join the Kira-Road station in the same capacity.

‘After 12 years at the great institution, which is The Observer, time has come for me to move on and pursue other career interests… As some of you could have already heard, I am equally elated to be joining another great institution, NBS TV. Over the last couple of years, NBS has made great strides towards becoming the leading TV station in Uganda and the region. They have revamped their operations and tried to tighten the bolts and nuts here and there. There is still some work to do and a long way to go. The management of NBS TV believes I should be part of this exciting journey in a senior role. They have wonderful projects coming up and I am only flattered for the confidence and trust they have placed in me, to be part of that effort’ Kiggundu posted on his Facebook page.

With a wealth of professional experience, Kiggundu recently announced his resignation from The Observer newspaper.

Meanwhile, it is worth noting that over the past several months NBS TV has ‘poached’ several senior journalists from NTV among them Charles Odongtho, Rukh Shana Namuyimba, Solomon Serwanja, MC Kats and Moses Walugembe.

MPs quiz Muhakanizi over missing billions from foreign missions

Top officials from the Ministry of Finance, Planning and Economic Development, were this morning quizzed by legislators on Parliamentary Accounts Committee (PAC) over funds remitted from missions abroad that disappeared from the Consolidated Fund.

The Finance team led by Secretary to Treasury, Keith Muhakanizi and Accountant General Lawrence Ssemakula, had been summoned to answer audit queries raised in the 2014/15 Auditor General’s report.

In his report to Parliament, the Auditor General John Muwanga, revealed that billions of shillings from foreign missions including Shs276m collected as Non-Tax Revenue from the Mission in Nairobi isn’t reflected in the Consolidated Fund despite the fact that the mission wired money to the Ministry.

Kiira Municipality MP Ssemujju Nganda asked the Ministry to produce all Non Tax Revenue receipts from all Missions starting 2014 to date.

He revealed that the Missions told MPs that although they deposited money with Finance, there was no single document from Finance to show that money was received. They even accused officials from Ministry of Finance of failing to issue acknowledgement receipts when they (officials from foreign missions) come to pick them.

“The Ministry keeps washing their hands clean and keeps blaming the Committee. You can’t tell me none of you looked at the Auditor General report,” Ssemujju Nganda said.

Both Muhakanizi and Ssemakula confessed not having knowledge about where the monies went, claiming they came to the meeting with no idea of what was going to be discussed.

“We agree that we will look at it. Frankly speaking, I had no idea why I was called,” the Treasury boss said.

The responses enlisted furious response from MPs who wondered how the Secretary to Treasury, who is mandated to post accounting officers, has never read a 2014 audit report, to date.

Ssemujju told off the duo: “We shouldn’t be the ones to tell you what to do. It is your duty to look at the Auditor General’s report before you remit the money in the next financial year,” Ssemujju said.

It was also revealed that the officials from the Mission in Khartoum have been bringing money in sacks, collected from Visa fees and rental payments.

This was due to the fact that Sudan is under international sanctions over war crimes, which makes it had to bank the money.

However, despite the circumstances, the officials in Khartoum told MPs during the visit that the money collected during the 2014/15 Financial year was handed over to Ministry of Finance, but the entity never issued a receipt acknowledging receiving the money.

The Accountant General admitted that the Ministry still has challenges receiving money from Missions in Iran, Sudan and Somalia due to sanctions.

Another MP, Mbwatekamwa Gaffa pointed out that the Mission in Kigali also banked the monies collected from visas, but the money isn’t reflected on the Consolidated Account to date.

Additionally, the auditors also revealed that Shs803, 476,992m from the Mission in Beijing was also remitted to Finance, but isn’t reflected in the Consolidated Fund.

With no responses coming by, the MPs threw out the Finance officials and ordered them to return on Friday.

Buchaman ‘swears in’ as new Ghetto President

As his former boss Robert Kyagulanyi aka Bobi Wine was swearing in as a Member of Parliament, singer Mark Bugembe aka Buchaman was also ‘swearing in’ as the new the ‘Ghetto President’.

At the event which took place in Nakulabye just next to Chez Jonhson Hotel, Buchaman, accompanied by about nine dreadlocked men took to the stage holding what their ‘boss’ called the ‘new Ghetto bible’.

With the aid of a sound system that was in place, he received the microphone and took a vow not to betray the Ghetto people like his former boss.

He accused Bobi Wine of having betrayed his ghetto people and joined what he called the ‘Babylon system’. Buchaman was later joined by some other people who pledged allegiance to him and he took them through a prayer before winding up the ceremony with a performance.

Buchaman is the longest-serving ‘Vice President of Fire Base/Ghetto Republic’. He however, fell out with Bobi Wine in 2012 and the two dont see eye to eye ever since.

Not surprisingly, Buchaman even supported Bobi Wine’s rival, Apollo Kantinti in the just concluded elections, where Bobi wine was elected MP for Kyadondo East.

Eddy Kenzo was nominated in the Best Africa Male Artiste and will battle it out with Casper Nyovest [SA], Stonebwoy [GH], Diamond Platnumz [TZ], Sarkodie [GH], Sauti Sol [KQ], Nasty C [SA] and Toofan [TG].

The Jubilation singer also received a nomination in the Ghana Music Awards UK 2017, competing for the African Artiste of the Year with Runtown, Tekno, Wizkid and Mr. Eazi.

The Ghana Music Awards UK are in their 2nd edition and will be held on 16th September, 2017 in London, while the 12th Nigeria Entertainment Awards will take place in New York, US, on September 3.

The Nigeria Entertainment Awards is an annual award ceremony with primary objective of recognizing the contributions of Nigerian and African Entertainers. They are not only focused on recognizing Nigerian entertainers but also highlight Nigerians who continue to make an impact in the immediate communities in Nigeria or extended communities in the diaspora.

Wayne Rooney to make his second Everton debut in Tanzania

HERE WE COME: Wayne Rooney and his Everton teammates on arrival in Tanzania earlier today.

Wayne Rooney will make his first appearance back in an Everton shirt in the club’s pre-season friendly against Kenyan opponents Gor Mahia in Tanzania on Thursday.

Everton will play the Kenyan side during their trip to East Africa, which has been arranged as part of their partnership with new sponsors SportPesa.

The Premier League club arrived on Wednesday morning in Dar es Salaam, Tanzania, and Ugandan left back Godfrey Walusimbi who plays for Kenyan giants Gor Mahia, will be ready to take on Rooney and his teammates tomorrow.

The 31-year-old striker sealed an emotional return to his boyhood club this week and is poised to get stuck straight into the action when the Toffees prepare for the next Premier League season.

Rooney returns to Everton after spending 13 years at Manchester United where he has made 559 appearances, scoring 253 goals. He won 5 Premier League titles, one Champions League, one Europa League, three league cups and the FA Cup once after joining from Everton for £27m in 2004.

Rooney will wear the shirt 10 jersey which has been vacated by Romelu Lukaku who completed his move to Manchester United in a £75m deal.

Rooney rejected several chances to go to China when it became clear United boss Jose Mourinho wanted him out this summer.

Oil refinery project has distorted our families – Hoima women tell MPs

CRYING FOUL: Some of the people affected by the oil refinery project

Women from households whose land was part of the over 29 sq kms acquired by government more than five years ago for the proposed Shs15.3 trillion oil refinery in Kabaale-Buseruka, Hoima district, have written to their Members of Parliament (MPs) and other stakeholders to come their rescue.

The women, who are part of 83 households that are yet to be relocated by government, are demanding for their immediate relocation, food, restoration of education and health services in addition to reinstatement of their cultural rights and the right to life.

“There is a lot of hunger in our homes because government refused us to grow crops such as cassava, bananas, oranges, mangoes, guavas and pawpaws. With the bad weather conditions that we experienced last year, our crops like cassava were destroyed, leaving us without food,” they say in a statement, adding that they are living ‘threatening’, ‘stressful” and ‘depressing’ lives.

The women also blame government for stopping them from growing cash crops such as coffee and tobacco which they say  has left them without money to cater for family basic needs.

Without food and income, their children have been left to suffer. “We are suffering too much. Our children keep demanding for food and other basic needs but we cannot provide these needs because we neither have food nor money,” the women say.

Yet food is not the only right that their children are being denied.

“Schools such as Nyahaira Primary School and Kyapaloni were closed because following compensation, some pupils and teachers relocated to other areas,” the women say, adding that without food and teachers, pupils dropped out of school. Moreover, those who finished P7 and were headed to secondary schools could not proceed because there was no money for school fees. “Some of our boys and girls are at home doing nothing and we fear that the girls will become pregnant,” the women say.

According to the statement, the refinery project affected 926 pupils and 1, 344 children under five. Today, over 400 children whose families are yet to be relocated by government are out of school.

The women also allege the children are missing out on the ongoing national identity card registration exercise whose deadline is August 30, 2017. The data captured during the exercise will be used in the issuance of index and registration numbers, reports have noted.

The women note that their cultural rights and the right to life are not being respected. “The distance to the nearest health centre is too far and with no sources of income, we do not have money to use for transport to the health centres or buy medicine. Our patients have ended up dying yet finding a burial place is a problem,” the women say.

the refinery project affected people’s property including grave yards to the extent that finding alternative burial places for loved ones has been problematic, the women say. “Four deaths have been experienced as the 83 families await relocation and each death brings with it the pain of burying loved ones in burial grounds forbidden by culture,” they say.

The women also note: “Amidst us, we have widows who stay with orphans and have no one to lend them a hand. We also have elderly women and men and there are also people who are HIV positive. The people with HIV are supposed to have a balanced diet but they cannot because they are poor and are not allowed to grow fruits. These people’s lives are in danger because of too much depression, stress and fatigue.”

The refinery project affected 7, 118 people of whom 181 were elderly, 106 were chronically ill and 201 were disabled.

Because of the above stressful and desperate situation, some women have been abandoned by their husbands.

“Our husbands abandoned our homes because there is no food. They now have other women who are taking care of their needs,” the women say.

The women say over 10 households have also found themselves homeless as their houses collapsed.

The women want government to relocate their families within one month, return their children to school, provide food relief and adequate health services.

They also want government to provide water and electricity in the settlement area and to also follow the recommendations of the refinery project’s Resettlement Action Plan (RAP) and to avoid forcing them into a camp where their traditional lifestyles will be affected.
