State of the Nation Address: Museveni insists police must clean its image

The Police leadership must listen to the public and therefore clean its image by routing the ‘rotten elements’, President Yoweri Museveni has said.

Speaking at the State of the Nation Address (SONA) today Mr. Museveni said the police should not wait for the public to react in order to get committed to their work.

The President also reiterated his directive to the police to to have cameras fixed at strategic places to help curb crime.

“The absence of cameras put a lot of burden on the CID to discover the one who committed the crime using eye witnesses

I have given instructions to close this gap. We are going to acquire those cameras for the towns,” he said, and implored rich businessmen and residents that can afford to install cameras around their homes and businesses.

The President further noted that through good intelligence, most crimes can be prevented.

“Inspite of the gaps, an annual event, with all terrorists hovering the place, could not disturb the peace; the police force will continue to grow stronger as it was intended,” Mr. Museveni said.

He also said the force had over the years, recruited competent officers capable of handling demanding assignments. “I can inform the public that since 1986 we recruited capable leaders,” he said at the Serena Conference Centre.

He noted that so far 77 people had been arrested in connection with the throwing of threatening leaflets in the rural areas, mostly in Masaka and Mpigi.

He also cautioned the police against sporadic arrests of youth. “The other day I was in Kalerwe and the youth were complaining of police arrests for being idle. But that must stop. They are idle because they have no jobs,” the President said.

MP wants Museveni stripped of powers to appoint EC commissioners

STRIP MUSEVENI OF POWERS OVER EC APPOINTMENTS: Kalungu West MP Joseph Sewungu

The Kalungu West Member of Parliament Joseph Sewungu has called for a revision of the Electoral Commission Act, to strip President Yoweri Museveni of the powers to appoint the EC commissioners.

Sewungu said the EC is wrought by incompetence, citing the over 100 petitions filed in high courts that he said, are as a result of returning officers’ mistakes including wrong tallying of the results, smuggling in of declaration forms and the avoidance of announcing the real winners of the election.

“People must apply for the various posts in the Electoral Commission body and later be approved by the Parliament not head picking as it is done,” MP Sewungu said, noting that the government has lost over one billion shillings in conducting the various by elections in the country which resulted from EC’s failure to observe electoral laws among others.

‘’I must initiate the resignation or firing of Kalungu district returning Jacqueline Muhindo who smuggled in already tallied results and declared NRM’s  candidate Richard Kyabagu,” Sewungu said during a press conference held at Democratic Party headquarters at City House in Kampala.

He said the Court of Appeal had directed the EC to conduct fresh elections.

By press time EC spokesperson Jotham Taremwa could not be reached for comment.

Machar rebels reject ‘Yei State peace deal’ signed in Kampala

FAMILY NOT HAPPY: South Sudan rebel leader Riek Machar

A cease-fire has taken effect in South Sudan’s war-torn Yei River state. The deal was signed in Uganda between a breakaway faction from the SPLA in opposition and the government. But top leaders of Riek Machar’s opposition SPLM-IO say they do not recognize the deal.

A peace agreement for Yei River state came after a four day joint military committee meeting in Kampala to discuss a cessation of hostilities, permanent cease-fire, national dialogue, and the opening of all roads leading to and from Yei town in South Sudan.

The key agreement was the Sudan People’s Liberation Army in opposition agreed to declare a permanent cease-fire and for both sides to ensure Yei River State is not a battleground.

Brigadier General Hillary Edson Yakani represented the SPLA in opposition and explained some of their demands.

“We have seen there are a lot of challenges, especially from the behavior of some military persons who were misusing their positions in mishandling our citizens, so this is one of our greatest demands, asking the government to bring in a well-balanced national army who will really handle people with all the respect and what is required of a national army,” said Yakani.

Lead government negotiator Major General Marshal Stephen Babanen says the agreement signed Sunday is going to be fully operational in 18 weeks, including the integration of the former rebels into the national army.

“As we have signed the agreement and the permanent cease fire, they are going to move to pre-assembly areas which will take them one to two weeks and then in the said week they will go to the assembly areas where all the activities of screening, training and integration will take place,” he said.

But when VOA contacted the main opposition SPLM-IO deputy spokesman Colonel Lam Paul Gabriel he said they do not recognize the group led by Brigadier General Yakani. Gabriel said those who signed the “fake” peace deal are individuals who deserted opposition leader Riek Machar.

But Yakani says he represents more than 16,000 armed troops in Yei River State.

“When we went to the bush we did not sign a document with Riek Machar, but we all went to the bush because there was problem, so now that we are coming back, we command the forces in Yei River State, it is not Riek Machar who commands the forces,” he said.

The agreement was a result of a request from South Sudan’s President Salva Kiir to Uganda’s Yoweri Museveni.

The grassroots peace initiative process follows a January visit to Yei by Kiir.

Yei was a headquarters of the SPLA during the struggle with Sudan and has been at the heart of the fighting in South Sudan. The U.N. human rights office released a report in May alleging pro-government forces killed at least 114 civilians in and around Yei town from July 2016 to January 2017. The army has denied those allegations.

Yei town was considered mostly peaceful until the flare-up of violence in July 2016, following Machar’s departure from Juba. Since that time, many residents have fled, often to refugee settlements in neighboring Uganda.
