Museveni woos investors as German companies, Uganda sign pact

IUNVESTMENT: President Yoweri Museveni meeting some members of the German delegation to the World Economic Forum (WEF) in South Africa.

President Yoweri Museveni has asked German companies to invest in Uganda, saying the country offers a perfect investment environment.

The President, who is attending the World Economic Forum in Durban, South Africa, made the call as he witnessed the signing of Memoranda of Understanding between two German companies and the Uganda government on the sidelines of the forum.

The agreement between Uganda, Siemens and MMEC Mannesmann GmbH is about cooperation in the fields of power supply, industry, transportation and healthcare. Greater focus will be on increasing the country’s electricity generating capacities and connecting more Ugandans to the power grid.

Finance Minister Matia Kasaija signed on behalf of Uganda while Mr Joe Kaeser, the Chief Executive Officer of Siemens Group and Mr Mesut Sahim, the Chief Executive Officer of MMEC, signed on behalf of their companies.

Germany’s Federal Minister for Economics and Energy, Brigitte Zypries and Prof Klaus Schwab, the Chairman of the World Economic Forum, also witnessed the signing.

Siemens is a German conglomerate and the largest manufacturing and electronics Company in Europe. The company also has interests in industry, energy, healthcare and infrastructure and employs over 350,000 people across its global operations. MMEC on the other hand focuses on engineering with interests in oil and gas, chemicals, metals and mining.

Mr Kaeser announced that his company would inject more than Euros 3 billion in Africa by 2020 of which Uganda would be a key beneficiary of this investment.

President Museveni, who thanked the German government and companies for investing in Africa, said the continent and the developed countries could support each other for their citizens’ prosperity.

“Africa, Europe, USA, India, Japan, China and South East Asia can support the prosperity of one another through production and the sale of goods and services,” he said, adding: “I am pleased to know that Chancellor Angela Merkel has placed emphasis on Germany-African relationship. It should be two ways and balanced. That way, we shall all develop and prosper.”

The President pointed out that prosperity was only possible if manufacturers had effective demand, citing the near collapse of Capitalism at the start of the last century when the Industrial Revolution created a lot of production not matched by effective demand.

Uganda, said President Museveni, could benefit from Germany’s advanced technical skills and financial muscle, while Uganda and the region in return offered market, resources and manpower.

Minister Zypries said it was time the West recognized Africa as an equal partner, emphasizing that the continent had developed in a dynamic way and there’s a lot they could learn from Africa. She cited mobile money banking where Africa is a trailblazer, saying Germany could learn a lot.

She announced that her government would establish a start-up fund worth Euros 100 million to support Africa, while thanking German companies for offering to support vocational training in Africa since it has been a success back home.

“Africa has just begun to tap its potential and German companies can be of great help,” she said.

It is an opinion Mr Kaesar also echoed, saying: “Africa can develop its potential with the right partner. Siemens wants to support Africa’s sustainable development with solutions and projects in Africa, for Africa.”

He noted that Africa’s over one billion population and Uganda’s 40 million people offered a good market for partnerships and success.

“It is about listening. It is about taking action. I want this continent to be successful. The one billion people in Africa should have the same aspirations and opportunities as the wealthy in Germany,” he said.

Energy, Mr Kaeser said, would be critical in this push. “We can’t talk development without affordable, sustainable energy,” he said.

Magistrate orders transfer of suspects from Nalufenya

Nakawa Grade One Magistrate Noah Sajjabi has ordered the transfer of the 13 suspects charged with the murder of the Assistant Inspector General of Police Andrew Felix Kaweesi from Nalufenya prison to Luzira Prison.

The 13 were charged with murder, robbery and aggravated crime and appearing before court, 30-year old Sheikh Ahmed Shaban Senfuka, a teacher by profession, displayed injuries claiming that they are tortured at Nalufenya prison. The group requested for transfer to Luzira prison.

AIGP Kaweesi was gunned down on March in Kulambiro, a few metres from his home while he was heading to Uganda Christian University for career guidance.

The case has been adjourned to May 18.

Red Pepper ordered to pay over Shs400m to retired Chief Justice

AWARDED DAMAGES: Former Chief Justice Samuel Wako Wambuzi

The High Court has ordered the Red Pepper newspaper to pay Shs430million to retired Chief Justice, Samuel William Wako Wambuzi.

This is after the publications lost a case in which he had sought general and exemplary damages for libel, and for a permanent injunction and costs of the suit.

In a ruling delivered by Justice Patricia Basaza Wasswa, she ordered: “the Defendant (Red Pepper) shall pay to the Plaintiff (Justice Wambuzi) general damages for libel in the sum of UGX.375M/=”, reads the ruling. She further orders that Red Pepper pay extra Shs50million as exemplary damages.

“The Defendants shall pay interest on the sums awarded to the Plaintiff under (1) and (2) above at the rate of 6% per annum from the date of this judgment to the date that payment is made in full.”

A permanent injunction restraining Red Pepper or their agents from further publishing similar defamatory statements was also granted. Justice Wambuzi was also awarded costs of the suit.

Wambuzi took Red Pepper to court in 2015 over its story titled ‘Exposed! 100 most indebted personalities revealed’.

Wambuzi was one of the 100 personalities/tycoons who the publication alleged was struggling to pay off a business loan of Shs10bn that he obtained from a financial institution to pump into his GreenHill Academy, a posh city school.

According to Wambuzi, the wordings in the story meant that in common with the 100 other people that the newspaper was to serialize, he is extravagant as he lives beyond his means and finances, and depends on borrowing from financial institutions.

In his application Wambuzi stated that he had had a 40-year distinguished career in the judiciary and also served as Chief Justice on three occasions before retiring honourably.

He was represented by lawyers of Masembe, Makubuya, Adriko, Karugaba & Ssekatawa Advocates (MMAKS Advocates).

Madi county bye-elections for June

ANNOUNCED BYE-ELECTION: IEC Chairperson Justice Simon Byabakama Mugenyi takes oath.

The chairperson of the Electoral Commission Justice Simon Byabakama has set June 22 as the polling date for the bye- election of Upper Madi County, Arua district.

Addressing the media at the EC headquarters, Justice Byabakama said the nomination of candidates that will take place on May 31 and June 1.

“Candidates are obliged to observe law and order during this exercise and conduct their campaign meetings in accordance with the harmonized programme, hate language will not be tolerated,” Justice Byabakama said, adding: “Electoral observers are to be accredited by the EC between June 2 and June 20.”

He urged the aspiring candidates and other stakeholders to acquaint themselves with the relevant laws in order to appreciate their respective roles and responsibilities before, during and after the by-election.

The Upper Madi seat fell vacant after the nullification of NRM’s Isaac Joackino Etuuka by a three Justices of Court of Appeal on April 13.

Justices Remmy Kasule, Richard Buteera and Alfonso Owiny Dollo ruled that Etuuka was wrongly nominated and included on the ballot paper and they also faulted and ordered the EC and Etuuka to pay costs the appellant, John Arumadiru Drazu, both at the High Court and Court of Appeal.

Etuuka’s nomination as NRM flag bearer was cancelled during February 2016 general elections by a court order obtained by his rival Martin Drito.

Subsequently, the EC issued a public notice invalidating saying Etuuka’s nomination but Arua High Court judge Justice John Eudes Keitirima, upheld his election.

Boko Haram leader ‘injured’

INJURED? Boko Haram leader Abubakar Shekau

Nigerian security forces are believed to have wounded the contested leader of extremist militant group Boko Haram, Abubakar Shekau.

Sources with links to Boko Haram told AFP Wednesday that Shekau was wounded when two Nigerian Air Force jets bombarded militants who had gathered for prayers in Balla village, northeastern Nigeria, on April 28. Nigeria’s military has not responded to a request for comment.

“He [Shekau] is believed to be receiving treatment near the Nigerian border with Cameroon around Kolofata,” an unnamed source said. “Shekau was just leaving a house nearby for the mosque when the first jet struck. He was injured in the second strike.”

A member of the civilian militia that fights alongside the army against Boko Haram in Borno State, confirmed Shekau had been “ injured and a number of commanders killed.”

Boko Haram, fights against Western influence in Nigeria and aims to impose its version of Sharia law throughout occupied territories. In  2016 the group allied with the Islamic State militant group (ISIS). However, when ISIS replaced Shekau as leader with Abu Musab al-Barnawi, a former Boko Haram spokesperson, the group split within the group in to at least two factions.

The U.N. says at least 20,000 people have died in Nigeria and neighbouring states since its insurgency became violent in 2009. The conflict has also displaced at least 2.1 million people.

Nigerian authorities have previously believed they had killed or injured Shekau. In 2009, security forces claimed to have killed Shekau but had not. And in August 2013, the military thought it had killed the leader during a shootout in the Sambisa Forest, in Nigeria’s northeast. However, Shekau resurfaced in a video a month later saying he “could not die except by the will of Allah.”

Similarly, in August 2016, the army said in a statement following airstrikes by the Nigerian Air Force that Shekau was “fatally wounded.”However, Shekau appeared again a month later; in September 2016  a video purportedly showed the leader in “a happy state, in good health and in safety.”

David Otto, counter-terrorism expert who specializes in Boko Haram, believes that even if Shekau is killed, this will not stop Boko Haram’s fight to establish an Islamic caliphate.

“The [death] of Shekau will only have a short term effect, especially due to factional splits. Dead or wounded it makes no difference in the cessation of the ideology and the continued belief in the use of violence to achieve their [Boko Haram’s] local caliphate,” Otto tells Newsweek.

“The focus and anxiety to kill a leader in order to stop an insurgency has proved to be ineffective at best. Shekau will be replaced very quickly.  The answer to terrorism lies in the foundation of why insurgencies prosper despite repeated military suppression,” he adds.

Boko Haram used to control territories the size of Belgium. However, Nigeria’s ongoing military operation, Lafiya Dole, and a regional offensive—consisting of 8,700 troops from Nigeria, Niger, Chad, Cameroon and Benin—have scored some success, with soldiers recapturing key territories and releasing thousands of civilians held captive by the group.

As the military offensive against the militants continues, Nigeria’s biggest airline, Arik Air, said in a statement published Tuesday it is to resume flights to Maiduguri, the epicenter of Boko Haram’s insurgency as of May 9.

Comedian Kapere weds fiance in mass wedding

WE ARE ONE: Comedian John Mbuuse aka Kapere with his newly-wed wife Lydia Nabirye.

Comedian John Mbuuse popularly known as Kapere is officially off the shelf after walking his longtime fiancé, Lydia Nabirye, down the aisle.

The mass wedding, where 280 couples tied the knot.

Mocked as the ugliest man in Uganda, this did not deter Babirye from accepting Amarula Family’s Kapere as her lifetime soulmate, and she said “I do” today at a mass wedding where 280 couples were joined in matrimony today at ‘Pastor’ Robert Kayanja’s Church.

Kapere and Nabirye have been together for over four years. Originally scheduled for last year, Kapere has had to wait for over a year for the wedding to happen thanks to the 77Dogs that fully contributed towards the wedding in appreciation for his joining Kayanja’s church.

Kapere visited Nabirye’s parents in 2015 as part of the wedding rituals but the wedding couldn’t kick off because the comedian was broke.

This angered Nabirye that she briefly left his home, accusing him of failing ‘to buy meat’ at home while Kapere counter accused her of aborting his child.

However, Nabirye claimed the child had been lost through a miscarriage.

Fortunately, the couple was last year blessed with a son who is about a year now.

Ugandan schools to get Museveni’s ‘Sowing the Mustard Seed’

Every Ugandan state secondary school has been gifted two copies of President Yoweri Museveni’s autobiography, Sowing the Mustard Seed.

A statement from the ministry of education, which is headed by Mr Museveni’s wife, Janet, says that the book will ‘promote a proper understanding, appreciation and loyalty to Uganda’s national identity in a bid to foster peace and national cohesion for development’.

It says the book should be kept in each school’s library and students should be encouraged to read it.

The book, the statement says, ‘details the causes of our troubled national history, subsequent liberation and path to national recovery’.

However, critics say the move by the Museveni government, which has been in power for 31 years, is aimed at indoctrinating the youth, most of who have not known another President. Further, they claim that the book has since been re-edited, removing some of his former comrades in the five-year bush struggle like the late Sam Kalega Njuba.

‘Sowing the Mustard Seed’ was published in 1997 and it is largely based on a series of interviews Mr Museveni gave to British historian Kevin Shillington.

Mr Museveni, 73, is currently serving his fifth and last constitutional term.

Stella Nyanzi’s lawyer awarded German Africa Prize

Ugandan human rights lawyer Nicholas Opiyo has won the 2017 German Africa Prize.

According to Deustche Welle (DW) 37-year old Opiyo, who is representing Ugandan academic Stella Nyanzi, charged with ‘cyber harassment’ and ‘offensive communication’ for comments she made concerning President Yoweri Museveni, has been honored for his role in protecting peace, democracy and human rights.

Opiyo is a leading human rights lawyer and founder of the human rights organization Chapter Four Uganda. He has worked tirelessly since 2005 to defend civil liberties in Uganda, often for free and on behalf of society’s most vulnerable and marginalized.

“I’m very delighted to be the recipient of the award 2017. This award is very prestigious and I follow after extremely eminent Africans including the former South African public protector. It’s really humbling for me that this award was bestowed upon me,” Opiyo told DW.

Ugandan academic Stella Nyanzi, who was detained for calling President Yoweri Museveni “a pair of buttocks,” has appeared in court in Kampala and has been remanded in prison until May 10 pending a bail application.

Bobi Wine: MPs’ greed has pushed me to join politics

Whereas Robert Sentamu Kyagulanyi aka Bobi Wine has recently been very critical against the government, few expected him to join mainstream politics; the ‘Ghetto president’ is eyeing the Kyadondo East seat which was declared vacant last week.

Speaking to the press, Bobi Wine says the zeal to help other people has influenced him to join politics “because the previous MPs have been a huge disappointment.”

“When I had just come to Magere, Sitenda Ssebalu convinced us to send him to Parliament, promising to bring about a change in the livelihoods of the people of Kyadondo East. We believed him and sent him to parliament but on getting there, he appear to have worked for only his family and not the electorates that sent him,” he said  Wednesday while appearing on Delta TV.

Bobi Wine added: “When the term ended, we threw him out and replaced him with another person (Apollo Kantinti) who had successfully convinced us that he was different from the previous MP. Shockingly, after swearing in as MPs, we heard that our MPs had asked for salary increment. Before we could get over this, our MPs were asking for Shs200 million to buy themselves cars. Then came the demand for more allowances. Against all this, I can’t trust anyone else. I’ve come to realise we have eaters and not leaders. Their mouths are for eating only and not speaking for people they represent.”

Asked as whether it’s not the hefty benefits of MPs that has attracted him to join the race for parliament, Bobi Wine said: “I am not a politician. I am a leader. I want to see a change in my area and country otherwise I can make an MP’s earning in just one music show”.

According to the self-styled ‘Omubanda Wa Kabaka’ he has been a resident of Magere, Wakiso District for 15 years, and has done a lot to change the place.

“In this period, I personally took electricity to Magere as I connected power to my home. I feel saddened whenever I look at the livelihood of the people in my neighbourhood,” Bobi Wine said, adding that he and his wife Barbie Kyagulanyi have a big passion of bringing change to other people’s lives.

Barbie Kyagulanyi runs a charity organization, Caring Hearts, an NGO that has been giving free medicare to women and kids especially the disabled.
Early this year, the couple gave out free Medicare and over 500 mattresses and blankets to people on the Island of Sowe Island among other areas.

The couple was awarded in the previous years by Rotary International for their big hearts for the needy.

Many an MP, especially those formerly from the entertainment industry, are on verge of exiting Parliament over lack of the required academic documents. MPs like Peter Ssematimba, formerly a break dancer and radio presenter together with comedian Kato Lubwama, have been in and out of court over their academic documents.

But speaking about his education, Bobi Wine said he completed his secondary studies at Kitante Hill School for Ordinary Level and Advanced Level in 1998 at Kololo Secondary School after which he joined Makerere University.

“Glad all the schools I attended are still in existence. At least none was razed down by an investor…..you can go to these schools and confirm for yourself. Surprising to many, I always came first in my class through my life at School.”

He also used the opportunity to speak out on his political background, revealing that on joining Makerere, the first course he undertook had something to do with politics.
“I first undertook Social Sciences and Political Science but I later changed to Music, Dance and Drama because I couldn’t afford the first course,” Bobi Wine said.
In Kenya, singer Jaguar is among the candidates contesting for seats in Parliament while in Tanzania, rapper Prof Jay is already an MP.

Lawyers move to block Kayihura’s re-appointment as police boss

Two city lawyers have written to the Speaker of Parliament Rebecca Kadaga asking her to halt the re-appointment of the Inspector General of Police, Gen Kale Kayihura before approving his new contract.

In a letter to Kadaga issued yesterday, lawyers Brian Atuhaire and Andrew Karamagi also asked Kadaga to cause an investigation against General Kayihura, accusing him of among other things violation of human rights and participating in partisan politics.

“As citizens in both our private and official capacities, we (undersigned)are concerned about the record of Gen Kale Kayihura particularly as it relates to human rights observance, partisan politics and the substitution of institutions with parallel/informal mechanism such as Crime Preventers, the Kiboko Squad and the insurgent Kifeesi,” reads the letter in part.

Further, Atuhaire and Karamagi said the country is still reeling from the shock of Kayihura’s admission that the Uganda Police Force, both at rank-and-file and officer levels, has been infiltrated by criminals who have become abettors of violent crime.

“It did not help matters when at a Press Conference convened by Gen Kayihura himself at which he paraded alleged suspects accused of being part of the panga-wielding gangs that were wrecking terror and havoc in the countryside, one of the suspects confessed that they are protected and transported by police officers to and from their criminal activities. This is catastrophic, to say the least! One would have expected Gen Kayihura’s immediate resignation and prosecution,” their letter states.

It’s against such a background that the two asked the appointments committee not to confirm Kayihura as IGP.

“We hereby submit this careful compilation of human rights violations, partisan conduct of the police force leadership and the use of excessive force with a view to persuading the honourable Appointments Committee, in its wisdom, to halt the confirmation process of Gen Kayihura as Inspector General of Police.”

Kayihura’s name was seconded to Kadaga for reappointment as IGP in a March this year, and awaits vetting by Parliament at a yet to be communicated date.

Gen. Kayihura has been at the helm of police since 2005 when he succeeded current works minister Gen. Edward Katumba Wamala.
