Killers linked to ADF – ISO boss

Former ISO boss Colonel Frank Kaka Bagyenda

The Director General of Internal Security Organization Colonel (Rtd) Frank Kaka Bagyenda has said that those carrying out indiscriminate killings of high profile Ugandans are linked to the Allied Democratic Front (ADF).

According to Col. Kaka, the ISO is currently closing in on the killers. “These professional massive killers are linked to ADF, however, we have surrounded them but we are yet to establish the motive behind their actions and who funds them,” Col. Kaka told the EagleOnline in an exclusive interview at his offices.

Speaking about the threatening messages sent to security personnel including the police spokesperson, Assistant Inspector General of Police Asan Kasingye, Col. Kaka said the killers were now in panic mode and had resorted to threats.

“Those are the kicks of a dying horse and the threats are due to the amount of pressure we have exerted on them,” he said, adding that the death of slain AIGP Andrew Felix Kaweesi should goad all security personnel to hunt down the killers.

He however, decried security personnel who engage in criminality, and said they would be dealt with ruthlessly.

“I will liaise with all security agencies to vet security officers who engage in criminality,” he said, in reference to President Yoweri Museveni’s remarks while eulogizing the late AIGP Kaweesi, that the police is infiltrated with the ‘mafia’.

“The death of AIGP Kaweesi is a rude reminder to all security agencies to work hard and bring the criminals down,” Col. Kaka said, adding: “Matters of investigations are so complex and takes time to be executed professionally. Therefore, I advise the public to be patient because we are to table reports of all who have been killed.

He aslo said that the joint operations by the police and other security agencies had helped bring down political gangs like the Forum for Democratic Change’s (FDC) Power 10 (P10) which terrorized people in Rakai, Lwengo, Kalungu among other areas.

All the agencies are ready and Ugandans should feel free because we won’t go wrong,” Col. Kaka said.

A well-trained and long-serving spy, Col. Kaka was appointed ISO DG in February this year, replacing Brigadier Ronnie Balya.

Robbers handed 15 years, ordered to refund 50m

The High Court in Kasese has sentenced three men to 15 years in prison over robbery.

Ibrahim Ssenfuka, Isima Ssenyonga and Adam Kalanzi were indicted with two counts, Count I of Aggravated Robbery Contrary to Sections 285 & 285 (2) of the Penal Code Act, and Count II of Conspiracy to commit a Felony Contrary to Section 390 of the Penal Code Act.

Prosecution proved beyond reasonable doubt that the accused persons and others still at large on  April 10, at Bwera, Kasese District robbed Enos Bwambale of 14605 Kgs of unprocessed coffee valued at Shs50,230,000, a mobile phone worth Shs70,000 and cash Shs160,000.

And during the robbery, it was found that the trio caused grievous bodily harm on Bwambale.

Bwambale told Court that he first saw the accused persons when they came asking for jobs at his work place, to transport coffee to Kampala. On the fateful day, they loaded the coffee and he went along with them to Kampala on the instructions of his manager.

On the way the vehicle was stopped and Ssenfuka and Kalanzi pulled him out of the vehicle, slapped him and carried him to the bush and sprayed him with chloroform.

However, Ssenfuka confirmed that only Ssenyonga was present when they were loading the vehicle with coffee and only heard about in Court, contradicting his earlier statement.

But one of prosecution witness, Gera Bosco told Court that only Ssenfuka was known to him because he is the one that came with a driver and a tata lorry, they loaded the coffee and were paid money for hiring the lorry.

That on the fateful day he was called by Kalanzi informing him that they had gotten a puncture but then never got any other communication until 14/4/2014 when he saw Bwambale staggering in Bwera town.

He was then taken to Hospital and a complainant lodged at Police. Gera further told Court that he was given Ssenyonga’s number by a Police Officer from Kampala who told him that he was linked to the theft of his coffee. Ssenyonga was known to him as a broker of trucks and Lorries.

He then reported to Police and Ssenyonga was arrested together with Kalanzi at his hotel. Gera confirmed to Court that Ssenyonga pleaded with him that he had been given Shs2million but he did not know how Kalanzi was arrested.

Another witness, Kibuka Mbaaga told Court that it was Kalanzi that sold to him Coffee on 14/4/2014 at Kyazanga Trading Centre through Mzee Kasaija. That he always bought coffee from and he was paid through Centenary bank and also by cash.

Hakim Adam, the Investigating Officer told Court that on 22/4/2014 the Police flying squad arrested Ssenfuka who led Police to the whereabouts of the lorry. Ssenfuka was arrested in Kawempe and was later transferred to Kasese Police Station and confessed to the theft and the involvement of Ssenyonga and Kalanzi in the same.

Dianah Kabanyoro, a banker confirmed to Court that A3’s bank account received large sums of money on various dates and and had a balance of Shs40million.

The trio denied committing the offence. Ssenfuka brought one witness, his wife, a one Kabugho Yamula who told Court that on the fateful day she was with him.

Musa Kalanzi testified on behalf of Kalanzi, his father confirming that the accused was with him in the store on that fateful day and they do sell produce among which is coffee.

“Although there were other people involved in the robbery who were never arrested, each of the accused persons is deemed to have committed the offence under the doctrine of common intention as per Section 20 of the Penal Code Act, Andrea Abonyo & Others versus Republic.  The accused persons in the instant case all raised a defence of alibi. The accused has the duty of raising the defence but has no duty of proving it. The accused persons gave their evidence, A1 and A3 even brought witnesses to aid them in their defence however I observed the demeanour of DW4 and she did not seem truthful by her conduct. She was laughing about like, it was a joke and not a serious matter. I did not find her credible and nor her evidence reliable.

“The evidence of DW5 was also full of contradictions and false hoods. In the circumstance I find that all the accused persons were sufficiently proved to have participated in the offence of aggravated Robbery by the Prosecution. This is a serious offence which attracts a maximum sentence of death and should be discouraged. However, I have taken into account the time the convicts have been on remand, their advanced age, their sicknesses, and families. I therefore sentence each of them to 10 years imprisonment on Count I and on Count II I sentence each of them to 5 years imprisonment and also to refund the money worth UGX 50,460,000/= upon completion of their sentence. Both sentences will run concurrently,” reads a court ruling by justice, Anthony Ojok.

Anna Kiiza, Resident Senior State Attorney appeared for the State and Counsel Edgar Tukahabwa for the accused on State Brief.

Court sentences man to 40 years for murder

The High Court in Kasese has sentenced a father of five to 40 years in prison for raping and killing a woman.

Moses Kumbukirwa was found guilty of murdering his girlfriend, a one Joy Biira, on January 22, 2014 at Kathasenda Village, Mukunyu Sub-County, Kasese.

Though no direct evidence was adduced by any eyewitness, there was overwhelming circumstantial evidence proving that the accused had a hand in the rape and killing of Biira.

“The post mortem report indicated that the deceased had vaginal bruises which mean that she must have had sexual intercourse before her death. The dead body was also found with the dress around the waist,” reads part of the court ruling.

Earlier, State Attorney Michael Kwesiga had prayed court to sentence the accused to death. “There is no record of previous acts, carries maximum sentence of death. Pray for a deterrent sentence.”

However, Kumbukirwa’s lawyer Edgar Tukahaabwa pleaded for a lighter sentence, saying the convict had been on remand for 3 years and two months.

He added: “He is a family man and father of five children. He is also a young man. I pray for 15 years.”

But Justice Anthony Ojok instead sentenced the accused to 40 years imprisonment.

“Prosecution was able to link the accused to the commission of the offence through circumstantial evidence. Circumstantial evidence can stand on its own so long as the Court subjects it to close scrutiny to determine that the inculpatory facts against the appellant are incompatible with innocence. This is the principle stated in the case of Kazibwe Kassim versus Uganda SCCA No. 1 of 2003 following many other decisions. I agree with the assessors’ opinion and find the accused guilty of the offence of murder contrary to Sections 188 and 189 of the Penal Code. He is hereby convicted as indicted,” the Judge ruled.

UNBS trains western region businessmen on standards

The Uganda National Bureau of Standards (UNBS) in conjunction with the Ministry of Trade, Industries and Cooperatives (MTIC) have today conducted a half day sensitisation workshop on the benefits of certification at Ankole Resort and Spa in the business community of Ntungamo.

Releasing the communication on the UNBS website, this is an implementation of the MTIC aimed at improving on the competitiveness of Ugandan produce and service delivery system within domestic, regional and international markets with support from Quality Infrastructure and Standards Programme (QISP)

SERIES: Religion and tribe play a big role in Uganda’s cabinet appointments

Uganda has had nine Presidents, with General Yoweri Kaguta Museveni, in power for 31 years now, taking a lion’s share of the 55 years since the country attained its political independence from the colonial masters. However, in all those years, all the Presidents have ignored the minority tribes in as far as cabinet appointments and other senior government jobs are concerned.

Research carried out by this Website shows that since Independence, no one from among other tribes, the Banyala, Bakenye, Tepeth, and Vonoma has ever been appointed a Minister, Permanent Secretary, Director or Commissioner in any of the government ministries and departments.

Similarly, the Banyole of Eastern Uganda have had one cabinet minister Dorothy Hyuha, who served as minister Without Port filo. However, after 2008, it became too hard for one to count President Museveni’s ministers because of the several cabinet reshuffles that have taken place.

How to find the ‘minority tribes’
The Vonoma, Nyangia and Dodoth are found in Kotido; the Napore and Ik are found in Kaabon, while the Ethur are found in Abim. The Jie are found in both Kotido and Pader.

The Pokot are found in Sebbi sub-region; the Kumam live around Lake Kyoga in-between Dokolo and Soroti districts and their dialect is almost similar to the Ateso.

The Bagwe are found in southern Samia and in Serere district (Bukedi sub-region) and are fussed together with the Basamia while Bakenyi are generally spread across the Lake Kyoga belt. Their major economic activity is fishing and cattle keeping.

Meanwhile, just like it is with the minority tribes, religions with few followers haven’t fared well in the area of appointments to influential jobs.

For instance, over the last 55 years Dr. Samson Kisekka was the only Seventh Day Adventist to have risen to prominence in government, when he served in the post-1986 government of President Museveni both as a Prime Minister and later on as Vice President. All his successors; Dr. Specioza Wandira Kazibwe, Prof. Gilbert Bukenya and Mr. Edward Kiwanuka Sekandi, are Catholics.

Meanwhile, between 1986 and 2008 Museveni appointed 46 Protestant Ministers and State Ministers; nine Muslim Ministers and State Ministers and, 46 Catholic Ministers and Ministers of State.

Sex scandal rips Makerere top don’s family apart

The wife of one of Makerere’s top dons is engaged in bitter fight with a Secretary at the University for romping with her hubby.

The man at the center of the office sex romp with his Secretary, a woman almost half his age, is highly respected in the Catholic Church circles but has two wives.

Sources said he has been having steamy encounters with his Secretary without the knowledge of his ‘wives’ since 2015 and, distraught, one of his wives attacked the Secretary after getting information from her workmates about the ‘carpet interviews’.

During the verbal attack between the two charged ladies, the don was hiding in his posh office at the Main Building and efforts by the security personnel to intervene and calm the situation were of no value because shame and harm had already been inflicted on the don and his romp mate. The issue was reserved as a top secret from the University administration and staff.

However, the sex pest Don was never moved by this incident as he openly continued with the affair with his mistress, who in turn is making life uncomfortable for some of her nemesis at the workplace.

US issues travel alert over Kenya elections

The US has warned Americans living in or planning to travel to Kenya about possible outbreaks of violence before the country’s August 8 general elections.

In a travel alert issued the State Department said, ‘rallies, demonstrations, and protests may occur with little notice and even those intended to be peaceful can escalate into violence’.

The alert added that “criminal elements or terrorists” could target demonstrators and visitors.

Opposition leader Raila Odinga warned in February of possible mass protests if the results of the upcoming elections are falsified.

There is a recent history of political unrest in Kenya. In 2007, more than 1,200 people were killed after political protests over a disputed poll intensified into ethnic fighting. Elections in 2013 were peaceful.

MPs rap government over poor economic performance

Members of Parliament from across the political divide, mostly those from the opposition, have expressed disappointment at the way the economy has been managed. They were reacting to a report by the committee on national economy, highlighting the performance of the economy between 2015/16.

First to fire off was Aswa county MP Reagan Okumu, who said the state of Uganda’s economy is akin to a ‘ boda boda economy’.

“My concern though is the inequality, how many classes do we have?” he asked, adding: “What is the impact that corruption has on our economy? The committee didn’t bring this out. When it comes to security, is Govt focusing more on suppression and ignoring other parts of security?”

BLASTED RULING PARTY MPs: Kira Municipality MP Ibrahim Ssemujju Nganda

Kiira Municipality MP Ibrahim Ssemujju Nganda also had no kind words for the poor performance of the economy.

“If we have all MPs on government side lamenting that we can’t manage the economy, what are you doing in Government?”

“If you in Government are lamenting about a failed economy, what are you doing in Government? We have Ugandans who are just living on food handouts.

“Museveni has aged, look at those nearest to him, from the VP to PM, they are all candidates for retirement. Museveni recently called those in Finance thieves, this is what we in defiance have been saying, maybe he is joining,” Ssemujju said.

Just like Okumu and Ssemujju, Pian County MP, Remigio Achia said Uganda’s economy is under stress given the private sector borrowing.

“We have borrowed internationally in dollars yet our shilling is weakening and we have to pay back in dollars.”

“When we look at the goods coming into the country and those leaving, is there a balance?” Kampala Women MP, Nabillah Nagayi wondered.

Alex Ruhunda, MP for Fort Portal said that when it comes to economic growth in East Africa, only Rwanda has the most competent leaders.

“When you look at the economic growth in EA, the leadership of Rwanda takes competence very seriously.”

REVISE CREDIT MODEL: Masaka Municipality MP Mathias Mpuuga,

Masaka Municipality MP, Mathias Mpuuga called for the revision of our credit model if we are to build our economy.

“Our borrowing is impulsive, we are going to mortgage this country if we are not careful.”

“The back bone of our economy is agriculture, how much money have we invested in agriculture?” Mbale Municipality MP, Jack Wamanga asked.

However, the State Minister for Economic Planning David Bahati laughed them off, urging them to compare Uganda’s GDP in 1986 (when president Museveni assumed power) with that of today.

“In 1986 our GDP was in negatives now it is 24 trillion. This is a serious Government,” he said.

But MP Ruhunda, a member of the budget committee was not satisfied, and tasked Bahati to explain why select companies that are making huge profits are allowed to fleece Ugandans of hard earned taxes and money.

Thugs attack former EALA Speaker Margaret Zziwa’s home

HOME ATTACKED: Former EALA Speaker Margaret Zziwa

The home of former East African Legislative Assembly (EALA) Speaker Margaret Zziwa in Matugga, Wakiso District has been attacked today by three men.

Though the motive of their attack is yet to be known, police says the men raided the home between 01:00 and 2:00am.

When police officers deployed to guard the home saw the intruders, they intervened prompting two to take off.

The one who remained behind apparently attacked police with a hammer, and according to Kampala Metropolitan police spokesperson Emilian Kayima, one of the guards shot the man in self defence.

The man, who has been identified as Musa Karenge, died as he was being rushed to hospital for medical attention.

Zziwa, who is married to politician Edward Francis Babu, was elected Speaker of EALA in 2011 but was impeached in December 2014 after members of the Assembly accused her of inappropriate conduct.

However, in February this year the East African Court of Justice ruled that her suspension and impeachment were illegitimate.

Somalia President Mohamed Abdullahi Farmajo has declared war against al-Shabaab but also given the militants 60 days to surrender.

A dual US-Somali citizen, Abdullahi Farmajo was elected President in February this year, replacing Hassan Sheikh Mohamed.

Supported by the African Union Mission (Amisom) peacekeeping troops from Uganda, Kenya and Burundi, the governments of Sheikh Mohamed and Mohamed Abdullahi have engaged in a deadly war with the Al Shabaab militants that has caused tens of thousands of deaths.
