Lawyers threaten to drag Makerere to court over Stella Nyanzi’s suspension

Finally the suspension letters that have been circulating on social media got to Makerere University researcher, Dr. Stella Nyanzi.

She acknowledges having received two letters dated 6 March 2017 and 31 March 2017 yesterday, and has responded through her lawyers, Legal Aid.

And in a response issued today and addressed to the Director Human Resource, Makerere University, the lawyers warned the University, saying the charges being brought against their client are inconsistent with her right to freedom of expression.

“Let it be stated once more that the charges currently framed against our client relating to her alleged social media comments are inconsistent with her right to freedom of expression and several other constitutional imperatives, including academic freedom which is also enshrined in the 2001 Universities and Other Tertiary Institutions Act (as amended),” reads the response in part.

“By dint of Article 20(2) of the Constitution, the University, as a public authority, is obliged not to act in a way which is incompatible with any constitutionally guaranteed right. By attempting to suppress our client’s freedom of expression irrationally, unfairly, arbitrarily and disproportionately through the impugned citations of an ungazetted Human Resources Manual and the unjustified warning and suspension decisions of the Appointments Board, the University has demonstrably failed to appreciate not only the importance of our client’s right to freedom of expression, but also her rights to equal protection of the law and to fair and just treatment by an administrative body.”

They warned the University ‘to cease and desist not only from acting like the thought police in a tyrannical regime’.

The lawyers further warned against they called “’misguided campaign’ of harassment, intimidation, victimization and oppression of our client through unending, baseless and irregular disciplinary proceedings.”

“Consequently, we urge you once more to immediately terminate these so-called disciplinary proceedings and make the necessary arrangements to give our client sufficient reparations for the inconvenience and injury so far caused to her.”

In the letter dated 31 March, 2017 written by Bruce Kabaasa, the chairperson of the appointments board, directed Makerere University Chancellor, Prof. Dumba Ssentamu to suspend Dr. Stella Nyanzi for continually insulting First Lady Janet Museveni, who is also the minister for education.

“This communication is therefore, to require you to implement the decision of the Appointments Board referred to above by suspending Dr. Stella Nyanzi from University Service with immediate effect,” the letter read in part.

Sack IGP Kayihura, JEEMA implores Museveni

WANTS IGP SACKED: JEEMA spokesperson Abdunoor Ssentongo Kyamundu

The Justice Forum (JEEMA), a political party led by lawyer Asuman Basalirwa has asked President Yoweri Museveni to relieve the Inspector General of Police General Kale Kayihura of his job.

Addressing a press conference today JEEMA spokesperson Abdulnoor Ssentongo Kyamundu said Kayihura should be fired because he has failed to solve several mysterious killings and to produce reports detailing the murders carried out in different parts of the country.

“Whenever these gruesome murders occur, Kale Kayihura issues statements about who he thinks are the perpetrators of the murder without carrying out investigations; therefore I advise him to allow the CIID to investigate before making allegations,” Ssentongo said.

He also made reference to the IGP’s statement in which he said the police and other security agencies had been infiltrated by ‘mafias’, something that was echoed by President Museveni when he went to mourn the slain Assistant Inspector General of Police Andrew Felix Kaweesi.

AIGP Kaweesi, in the company of his bodyguard Kenneth Erau and drive Geoffrey Mambewa, was brought down in a hail of 30 bullets by unknown assailants reportedly travelling on two motorcycles, who ambushed him near his home in Kulambiro, on the outskirts of the city.

Previously, gun-wielding thugs travelling on motorcycles have killed 10 Muslim clerics in different parts of Uganda and a senior judicial official, Principal State Attorney Joan Kagezi.

“They have gone ahead to claim people’s lives therefore, a lot has to be done and failure to do so, the IGP should be sacked or both should resign,” Ssentongo said.

According to Ssentongo, JEEMA believes there is a serious moral problem in the security forces especially the police due to poor working conditions, low pay and nepotism in awarding promotions and in deployment to lucrative posts and assignments.

‘’It is time to frankly address this favoritism of a section of Ugandans over the others and agree on a power-sharing formula that will reflect the true character of Uganda’s composition,” Ssentongo added.

Chameleone in bitter exchange with singer Serena Bata

There is an ongoing verbal fight between singers Jose Chameleone and Serena Bata. It all begun this morning when Chameleone made online posts claiming that Bata’s husband, music promoter Charles Olim, popularly known as Sipapa, is a burglar.

This message didn’t go down well with Serena Bata to whom Sipapa is both a manager and husband; she immediately took to the same forum to hit back at Chameleone, threatening to ‘expose’ how he ended up breaking his legs years back.

“Am here by defeating this Guy’s words he wrote earlier this morning
If #chameleone says that #SIPAPA (my husband) is a burglar, the question is how did he know that Sipapa is a burglar? Unless he’s a burglar too; birds of the same feathers?” she writes.
“And do you want us also to tell the world what really happened to your legs? Since we are not of the same mindset I won’t go deep into that the way you’ve done but let me make this clear to the world that my husband (#SIPAPA) is well LIVE and kicking..”

Serena also roused the case of Robert Karamagi, a man who was found burnt to death at Chameleone’s house in 2012. No person has ever been tried over his painful death.

“Do want us also to reveal how Karamagi died so that the whole world can know how murderous you are?” she asked.

“Thanks Chameleone because for the goods and friendship we’ve showed you this is the way you’ve paid us back. Remember #GOD‘S eye is ever open and watching you ……may the Almighty bless you sir…”

Indeed Chameleone has been a good friend of Sipapa, a man who reportedly shot to fame as a filthy rich musician’s manager.

Their friendship began when Chameleone recorded a song, ‘Nkoleki’ with Melody, one of the artistes then signed to Sipapa. Apparently, Sipapa gave him a Range Rover Sport to secure the collabo.

In his post, Chameleone acknowledged he has been a close friend to Sipapa but “I realize I made fake friends, who have continuously abused my kindness and love”.

“From the day I knew Sipapa was a burglar, he got uncomfortable and we lost the logistics of friendship!
It’s sad it’s all been interpreted in the name of a family conflict! Yes. Daniella ain’t happy with some of my ways but above all I am not going to be belittled by a thief, burglar, posing as a boss to disguise himself in my family issues.
“Last week after discovering he’s burglar, he got uncomfortable with our friendship. Worst most posing as a millionaire with no permanent address. Mr. you have terrorized Prince Charles Avenue Kololo and should put effort to prove me wrong. I was your friend and never knew you break into people’s houses for a living!! That’s why I asked my wife to stay away from you. But since you are proving me wrong,
please explain. Why you were almost killed for breaking into Jalal Elachkar House at 3:am, and Bob Kabonero’s house some day! Its the truth and it’s your duty to defend it!!.”

Ironically, the fight comes at a time when Sipapa had just secured another collabo with Chameleone for one of his artistes, none other than Serena Bata!

Serena Bata and Chameleone have a collabo together which is barely a month old. Whereas less has been revealed between the fallout of the once close friends, word has it that the bitter differences began when Sipapa wanted to ‘get close’ to Chameleone’s wife, Daniella Atim.

Police officer injures self during protest against FUFA boss

An unidentified police officer shot and injured himself while trying to restrain protesters from accessing FUFA House in Mengo.

According to Peter Mukasa, an eye witness, the unidentified policeman, part of a group of four, shot his leg after his gun accidentally went off.

‘’On the arrival they cocked their guns and moved to the gate to stop the rival group (of FUFA) from accessing the offices. In the meantime, they exchange words and shoved each other, then I herd the gunshots. Suddenly the officer fell down saying ‘Solomon you have killed me’’’. Mukasa said. He said the injured officer was taken to hospital  for treatment as police investigates the incident.

The protesters led by ex-internationals George Semwogerere and Dan Walusimbi aka Jjajja Walu say FUFA boss Moses Magogo is corrupt and want him out.

Both Walusimbi and Semwogerere were released recently following their arrest about two weeks ago for the same transgression.

Experts to deliberate on Uganda economy

KEYNOTE ADDRESS: Dr. Arkebe Oqubay, the Minister and Special Advisor to the Prime Minister of Ethiopia

The Ministry of Trade, Industry and Cooperatives and the United Nations Development Programme (UNDP) in collaboration with the Office of the Prime Minister (OPM) have organised a High-Level Dialogue on the Economy of Uganda.

The dialogue will be held on Tuesday, April 11 at Imperial Royale Hotel starting at 8:00 am with a theme: ‘Realising the promises of Green Growth – Promoting Sustainable Industrialisation in Uganda’.

The key note address will be delivered by Dr. Arkebe Oqubay, the Minister and Special Advisor to the Prime Minister of Ethiopia, who authored the widely quoted book: ‘Made in Africa’.

The book examines how and why outcomes of industrial policy are shaped by particular factors and it also scrutinises the industrial structures associated with global value chains to demonstrate the challenges faced by African firms in international markets.

 

Experts from the academia, policy makers from government, members of the private sector and manufacturers’ associations will discuss that needs to be done to unlock Uganda’s industrial growth while observing inclusive green growth.

Zuena’s 30th Birthday leaves a lot of unanswered questions from fans

Bebe Cool’s wife Zuena Kirema celebrated her 30th year birthday yesterday, but unlike the previous years when her husband  gave her birthday gifts like cars, this time he decided to get inked with her name around the neck.

Zuena is indeed happy with the ‘gift’ and posted on Facebook.  “And he decides to ink my name on his neck..yippeee. Am truly loved, What more can I ask for on my birthday…thank you for loving me book.”

However, her age has caused a storm on social media as many of her fans believe she is lying about her age.

Indeed fans have a reason to think Zuena is lying about her age; she  contested in the 2001 Miss Uganda pageant and emerged winner of Miss Uganda Eastern region. This was after she beat all other contestants in Jinja to the prize.

However, for one to contest for in the Miss Uganda pageant, she has to be between 18 years and 25 year, and assuming Zuena was 18 in 2001, she would be 34 today.

Also, claiming she is 30 years means she gave birth to her first born, Alpha Thiery when she was just 16 years or that she contested for Miss Uganda when she was just 13 years. Alpha is only a few months away from turning 14 years old.

This could be the reason why one of the fans called for the arrest of Bebe Cool.

ANC allies abandon President Jacob Zuma

ANTI-ZUMA PROTESTERS! South African protesters against President Jacob Zuma's rule

South Africa’s powerful trade union federation Cosatu has called for President Jacob Zuma to step down.

Its Secretary General Bheki Ntshalintshali said he was no longer the “right person” to lead the country.

Anti-apartheid struggle veterans have also called on the African National Congress (ANC) to recall the president.

Mr Zuma has been under growing pressure following a major cabinet reshuffle which included the sacking of respected Finance Minister Pravin Gordhan.

That led to South Africa’s credit rating being cut to junk status putting more pressure on a troubled economy.

The Congress of South African Trade Unions (Cosatu), a key part of the governing alliance, says it has 1.8 million members.

It forms part of what is called the Tripartite Alliance along with the the African National Congress (ANC) and the South African Communist Party (SACP).

The SACP has also called on Mr Zuma to go.

Cosatu General Secretary of Bheki Ntshalintshali told a media briefing that the union’s decision was driven by Mr Zuma’s failure to consult it before making changes to his cabinet.

He termed the president’s leadership as “inattentive, negligent… and disruptive”.

He added that the organisation was not concerned about Mr Gordhan’s sacking because he was, like his predecessors, “not a friend of the workers”.

“We will support the new minister where necessary and fight with him where necessary,” he added.

Mr Ntshalintshali also criticised ratings agency Standard and Poor’s decision to downgrade South Africa to junk status saying the union views it as political interference.

ANC veterans, who include former high commissioners, ministers and many respected anti-apartheid activists, also told a media briefing in Johannesburg that the ANC should do “the honourable thing and recall the president”, especially after the party’s integrity commission advised that he should resign.

President Jacob Zuma is certainly politically weaker today than he was over the weekend. Cosatu’s call for him to step down is a crushing blow to the beleaguered head of state.

The workers’ union federation had been a reliable backer of Mr Zuma against unrelenting calls for his removal. Focus now shifts to the National Working Committee (NWC) of the ANC.

However, regardless of the outcome of that meeting, deep divisions within the body will entrench positions between the pro and anti-Zuma factions.

Mr Zuma is due to step down in 2019 at the end of his second five-year term as president.

Last week, Deputy President Cyril Ramaphosa called the sacking of Mr Gordhan “totally unacceptable”.

Later, in a speech at the weekend, which has been interpreted as a public broadside against Mr Zuma, he called for a renewal of the country and criticised “greedy and corrupt people”.

Former President Kgalema Motlanthe also said that it was difficult for Mr Zuma to command respect after the constitutional court found him in breach of the law when he failed to repay government money spent on his private home.

But President Zuma’s obituary has been written many times before only for him to rise from the ashes, says the BBC’s Milton Nkosi in Johannesburg..

Despite the reported scandals that have dogged his administration, several attempts to remove Mr Zuma have foundered.

Meanwhile, new Finance Minsiter Malusi Gigaba has been working to reassure South Africans about the state of the economy.

Luxurious Speke Apartments to boost Uganda’s tourism

Located in the heart of Kampala, Speke Apartments are the latest addition to the growing hotel and accommodation facilities in Uganda.

The apartments that are located hardly two kilometers from the city centre offer leisure facilities for travelers and holiday makers, because of the serene environs that remind one of ‘a home away from home’.

 

“While the hotel and tourism industry has been growing exponentially, Speke Apartments are unique because of the facilities offered,” Mr Shrestha Nimes, the manager of the facility, said while taking us on a guided tour of the facility.

There is also a spa and two swimming pools, one for adults and the other for children, Mr. Nimes added.

He also said the entire facility boasts of high speed internet, 24-hour daily housekeeping; 128 security cameras to specifically to monitor people right from the gate, reception area, corridors to the apartments.

 

Further, Mr Nimes says the Speke Apartments are built on British standards and boast of a provision for USB sockets and that once a guest has a USB cable, there is no need for an extension to tap power. He also says the facility caters for people with special needs.

 

“At Speke Apartments, we have standup showers, bathtub showers as well as sit down showers because some people who tend to take much time showering prefer sitting. But this also helps persons with specials needs who may not stand,” Mr Nimes said.

 

According to the Manager, the facility also boasts of one bedroom apartments, two bedroom apartments and the pent houses (Presidential suites). In all suites at Speke Apartments, the floor is furnished with polished wooden tiles and for one to access any suite, he or she must have a swap card.

 

RATES:

The single room or one bedroomed apartment goes for US $150 per day and US $ 2,100 a month and have a fully equipped sitting room with a 55 inch TV smart Samsung HD set with a five seat sofa, six chairs and a table. The singles also have an open kitchen with breakfast bar, while the bedrooms are fitted with 44 inch TV smart Samsung HD.

 

The double rooms  or two bed roomed apartments go for US $ 225 for a day and US $3, 800 a month, while the three bed-roomed villas go for US $300 a day and US $ 4,500 a month.

The double-room apartments have a seven-seat sofa with a six a seat dining table fixed near the kitchen, complete with accessories like a ‘child proof cooker’.

The sitting room for the double roomed apartments is bigger and better than most of the presidential suites in the existing five star hotels, Mr. Nimes says.

Going for US$350 a day and US$6, 000 a month, the Penthouses are the most luxurious, have more space and a good view of all the other suites. Located on 8th floor, the guests get treated to a view of scenic Kampala. The Penthouses also have bedrooms upstairs that are equipped with an office.

Gen. Tumwiine, Muhoozi Kainerugaba join NSC

COOPTED ON NSC: Gen. Elly Tumwine,

General Elly Tumwine, Senior Presidential Advisor on Operations, Major General Muhoozi Kainerugaba and National Resistance Movement (NRM) Secretary General Justin Kasule Lumumba have been co-opted on the National Security Council (NSC).

According to sources, Gen. Tumwine will represent the NRM Historicals, Maj. Gen. Muhoozi Kainerugaba will represent children of the NRM Historicals, while Ms Lumumba will represent the NRM party. Also, the sources said the three will be joined by a representative of the former child soldiers commonly referred to as Kadogos.

Previously, the NSC comprised of the Ministers of Internal Affairs and Security; police and army chiefs, and all serving chiefs of the intelligence agencies in the country and Attorney General.

The three where introduced last week to the group when they met in State House to review the state of security after the assassination of Assistant Inspector of Police Andrew Felix Kaweesi.

NGO warns against disclosure of individuals’ data to telecom companies

WARNED ON BREACH: Unwanted Witness boss Godfrey Wokulira Ssebagala

The Chief Executive Officer of Unwanted Witness Uganda Godfrey Wokulira Ssebagala has advised the government to desist from surrendering citizens’ personal data to private business entities.

According to Mr. Ssebagala, there is no law that allows the government to share people’s private data with private entities like the telecom companies.

Ssebagala’s concern comes in the wake of the Uganda Communications Commission (UCC) and, the National Identity and Registration Authority (NIRA) allegedly giving in to a request by the telecom companies, to furnish the latter with individuals’ National ID data, to reinforce the identification of subscribers through Sim Card registration.

Sim card registration in Uganda started way back in 2013 with over 15 million subscribers, and Ssebagala says his organization is not opposed to the process.

Meanwhile, Ssebagala also noted that if implemented, the revelation of private individuals data will contravene Article 27(2) of the 1995 Constitution that deals with the privacy of individual Ugandans.

“It is the responsibility of the government to uphold and protect people’s freedom and rights to anonymity and privacy,” he said, adding that subscribers’ data has been in the hands of the telecom companies unlawfully.
