Ugandan legislator elected president of global youth body

Arua Member of Parliament Morine Osoru has been elected President of the Forum of Young Parliamentarians of the Inter Parliamentary Union (IPU).

Osoru was elected yesterday, after beating competition from Russia and Zambia.

The legislator is part of the Ugandan delegation that is attending the 136th IPU Meeting in Dhaka, Bangladesh from April 1-5, 2017.

Osoru says her ascension to the presidency of the youth body is an opportunity to amplify youth issues worldwide.

“I am going to use my position as President to tackle youth challenges such as unemployment and poverty which sometimes predispose young people to being radicalized into terrorism as we have seen in some parts of the world,” Osoru said.

The Speaker of Parliament Rebecca Kadaga received the news of the election of Osuro with delight.

“I am very excited for Hon. Osoru because it was only yesterday at the African Geopolitical Group meeting that I presented her name to contest for that position,” Kadaga said, adding: “I congratulate her and the youth of Uganda, the people of Arua and the NRM government for making it possible for her to be here.”

As the President of the youth forum, Osuro is tasked with ensuring that youth voices are heard in the global political and decision making fora and that they actively participate in matters that affect them.

In her capacity as President, Osoru will steer a board composed of 12 persons from each of the six geo-political groups. The President of the youth forum is elected every two years.

UN to discuss deployment of regional force in South Sudan

The United Nations Security Council which will be chaired this month by the United States for the first time since the election of President Donald Trump will discuss the deployment of the regional force in South Sudan.

The 15-member Council will discuss a report on the deployment of the long-time awaited Regional Protection Force (RPF), and expected to endorse a decision on its imminent arrival in the troubled country.

The American Administration under the new President Donald Trump has not yet appointed a new special envoy for the Sudan, but the State Department continues to implement the same policy defined by the former envoy Donald Booth.

As the new US Ambassador Nikki Haley will chair the Security Council in April, the new administration will have the occasion to indicate any change in its policy towards the two Sudans.

During a visit to Juba last March, the former head of the UN peacekeeping department Hervé Ladsous explained the reasons behind the delay in the deployment of the RPF and announced it would be deployed within weeks.

“I think I can say that in the next few weeks you will see the first vanguard of the Regional Protection Force being deployed here in Juba,” he said.

The former US Ambassador Samantha Power failed in December 2016 to convince the UNSC members to endorse a draft resolution imposing targeted sanctions and an arms embargo on South Sudan.

It is not clear if the new American Ambassador Haley would reintroduce this draft resolution. Last March the US mission in the United Nations said that an arms embargo and targeted sanctions as tools available to the Council.

However, Egypt and Russia remain strongly opposed to such a move against South Sudan.

UN cuts MONUSC force by over 3000 troops

The United Nations Security Council has renewed the mandate of the peacekeeping force in the Democratic Republic of Congo but decided to cut its numbers by 3600 troops.

The 15-member council o unanimously renewed the $1.2bn mission for another year amid warnings that violence was spreading across the country before elections this year.

The French-drafted resolution reduced the authorised size of the military component of the MONUSCO mission from 19,815 to 16,215 troops, but the force is already under-strength and, in practice, fewer than 500 will go home.

The document is the first adopted since the United States began a review of the 16 UN peacekeeping missions as part of its plan to cut foreign aid and reform the world body’s operations.

It also calls for a dialogue between the UN and the Congolese government, led by President Joseph Kabila, on an ‘exit strategy’.The resolution authorises the replacement of some troops with better-trained specialised units and gives the force a green light to intervene anywhere in the country if needed and not just in the volatile east.

Support of the resolution by all 15 council members reflects widespread backing for the US goal of streamlining the UN’s operations that deploy over 107,000 troops and civilians at an annual cost of more than $7.8bn.

MONUSCO is the biggest and costliest UN mission with about 22,400 people, including nearly 17,000 soldiers and over 1,350 police.

Nikki Haley, the US ambassador to the UN, told the council she was ‘very proud’ that all members had voted to cut the troop ceiling and make the mission stronger and more effective.

The UN force is going ‘to make sure the elections are safe, to make sure that we’re keeping people safe, and that we’re actually looking at the political problems on the ground’, she said.

Exiled Ugandan renegade Col. Samson Mande missing

Exiled Uganda People’s Defence Forces (UPDF) renegade Col. Samson Mande’s whereabouts are unknown according to his family, relatives and close friends.

Col. Mande was said to be the commander of People’s Redemption Army (PRA), a shadowy rebel outfit which was allegedly based in the northern part of the border between Uganda and Democratic Republic Congo.

Friends say Mande was last seen in South Africa, while other reports indicate Mande was captured in the neighbouring Tanzania, were Allied Democratic Forces (ADF) commander, Jamil Mukulu was also arrested and handed over to Ugandan security.

Contacted, top security bosses declined to comment on the matter. Col: Mande and with others like a one Robert Kityo Sengooba, were accused of forming a rebel group, the PRADF.

The duo were jailed following the Military Intelligence ‘tip off’ and police Intelligence Unit carried out an operation.

Col. Mande subsequently deserted the UPDF and to Sweden were he declared  war on current regime.

 

Sengooba

The two, Mande and Sengooba, who is also in Europe, have been appearing in different media outlets, saying that they will return to the country anytime.

Sengooba is a son to the ex-Ugandan envoy at Ugandan mission in Tokyo/Japan and Rome, late John B Kityo  who, it is believed, wasn’t okay about the power sharing deal which they agreed upon in late 1990’s in Stockholm Sweden, that is why Sengooba is reported to be against the Uganda government.

EagleOnline has learnt that Mr Sengooba is in hands of Swiss authorities, where it is believed he secured his political asylum. It should be remembered that Sengooba, while appearing on a political talk show on Radio Equator, was quoted to have called for President, Museven’s overthrow.

Several PRADF alleged agents were subsequently arrested in various parts of the country.

Later on investigations were geared up which resulted into arrest of Sengooba, Kabili, Mugerwa, Capt. Benson Nuwamanya and Col. Edison Muzoora.

Janet Museveni, Stella Nyanzi in secret meet

President Yoweri Museveni and his wife Janet during prayers.

First lady and Minister of Education Janet Kataha Museveni and her fierce critic, Makerere University Researcher Stella Nyanzi,  met last night and resolved their differences.

Impeccable sources told the EagleOnline that Mrs. Museveni reached out to outgoing Makerere University Vice Chancellor Professor Sentamu Ddumba, an uncle to Dr. Stella Nyanzi, who convinced his niece to attend the meeting at State House Entebbe in the wee hours of the morning. President Yoweri Museveni also attended the meeting.

“Yes, it is true they (Janet Museveni and Stella Nyanzi) met; President Museveni was the arbiter and everything was resolved,” a senior presidential aide told this website.

The aide added that Dr. Nyanzi was also given Shs200 million as contribution towards her project of supplying sanitary pads to school-going girls.

It should be recalled that Dr. Nyanzi has previously used vulgar and offensive language to criticize the First Lady over the issue of sanitary pads for adoloscent girls and also for her comments on boda bodas transporting young school-going children.

It also comes at the time when Makerere University appointments board chairman Bruce Balaba had written to Prof.  Ddumba to suspend her. Don’t forget that today is April 1 fool’s day.

The “Neera” hit maker has been approached by the G World Entertainment based in Nigeria founded by Festus Ehimare in 2007, the label is specialised in Afrobeat, RnB, Reggae & Soul Music, it was initially for promoting musical talents and in 2013 it reformed and signed Kiss Daniel as its first Artist.

Later on signed Sugar Boy in 2015 however, G World Ent has its goal of signing the best artist from each country in Africa and it has chosen our own Mozey Radio solely leaving out his team mate Weasle.

However, this has made Weasle to get to Alert and get to his sole act also he has now his latest released called “Binkubye” Nevertheless, sources close to the two say they are  still in good terms and will sing together.

Top UNEB official cited in sex molestation

A sex scandal is threatening to engulf the Uganda’s examinations assessment body, the Uganda National Examinations Board (UNEB), with a top official being accused of sexual harassment and molestation.

News reaching our investigations desk indicates that the official who was recently elevated to a very lucrative position had been seeking for sexual favours from his juniors in exchange for bigger roles or money, even before he assumed his new position.

According to an employee who spoke on condition of anonymity for fear of retribution, some of these sexual activities and harassment take place within UNEB premises.

The source, who requested anonymity, claimed a colleague had received a number of text messages from the said official, with one of them reading: “You look great, hope we do it again.”

The source said that after that the official would regularly message the woman and request her to keep quiet about the affair.

In another claim, it is alleged the top official made several sexual advances to another female employee, with threats that she would lose her contract if she rejected the advances. She reportedly lost the job for not responding positively to his demands.

“The harassment story is no secret and new in UNEB circles but we didn’t realize its extent,” a senior female employee said. “Some of his victims specifically in the claim are still working here, it is very embarrassing for them, one is even a cleaner,” she said.

The source further said that another very senior official who left UNEB last year had a mistress “who made life so uncomfortable for some of her nemesis that she could recommend their sacking at will.”

Makerere wants Dr. Nyanzi suspended

The Appointments Board of Makerere University has asked the Vice Chancellor to suspend controversial academic Dr. Stella Nyanzi.

The letter dated March 3 and signed by the Chairperson of the Appointments Board Bruce Kabaasa, comes in the wake of Dr. Nyanzi’ vociferous social media outbursts against the First Lady and Minister of Education Janet Museveni.

In the letter Mr. Kabaasa cites the various university restrictive measures on the use of social media by the Makerere members of staff, imputing that Dr. Nyanzi has breached them.

‘This communication is therefore, to require you to implement the decision of the Appointments Board referred to above by suspending Dr. Stella Nyanzi from University Service with immediate effect,’ the letter reads in part.

However, contacted the VC said he was unaware of the development but hastened to add that the matter was being handled administratively.

“Those talks to suspend or not to suspend have been going on but who has said that she has been suspended?  We were going to have a meeting to resolve that matter but I can’t talk much” Prof. Ddumba Sentamu told EagleOnline.
