Gen. Katumba Wamala: Public reaction to Kaweesi’s murder should be lesson to security officers

Slain Assistant Inspector General of Police, Andrew Felix Kaweesi has been laid to rest this evening at his ancestral home in Lwengo district.
Among the thousands of mourners who turned up for the burial was former Chief of Defence Forces and Inspector General of Police, Gen Katumba Wamala.
Addressing mourners, Gen. Katumba Wamala, under whose reign Kaweesi was recruited, described Kaweesi as a hardworking person.
“Kaweesi was recommended to join the police force by Ssempijja. He was a boy who was self-driven and hardworking. He has been a humble man and true to his word. He was the kind that would be given duty and require no supervision,” Gen. katumba Wamala said. He added that it is these qualities that saw the deceased rise through the ranks to that of AIGP.
“Kaweesi was one of the police officials that underwent military training. That was why he was professional with duty. He had no God-father in police. I didn’t know him. It was his work that saw him rise through the ranks to where he was contrary to the thinking of the majority that to raise to the top you must be having someone to give you a push. I appointed Kaweesi to oversee Ntugamo but when I wanted him back for training. The O.C didn’t want him to leave,” Gen. Katumba Wamala said, and urged the men in uniform to emulate AIGP Kaweesi.

“The public reaction to Kaweesi’s murder should be a reminder to uniformed men that we belong to people. The death of Kaweesi has had thousands of people react heartrendingly. It teaches us that people are following affairs,” he said.

Speaking about the deceased officer, the Inspector General of Police, (IGP) Gen. Kale Kayihura told mourners that Kaweesi’s murder had left a huge gap in the police force.
“He has been my mouthpiece. He was my assistant. He was very reliable. I had even stopped appearing in media. I deployed Kaweesi in Kampala region during the walk to work demonstrations and he handled them without much chaos.”

Though, he maintained that Kaweesi’s murder doesn’t mean everything was out of hand, adding that ‘Kaweesi is not dead but just fallen’. “Yes we are going to strengthen our security, but I cannot agree with those who say situation is out of hand. I am here to celebrate Kaweesi’s life and not to mourn. He has gone to join a small group of our real fighters,” Gen. Kayihura said.

He hinted at establishing a ‘Hall of Fame’ at the police headquarters to archive the profile of people like AIGP Kaweesi.
On his part, the Lwengo district LC5 Chairman, George Mutabazi said that AIGP Kaweesi has been very instrumental in educating children of Kyazanga.
“He made sure all S.4’s sit for exams. We are going to name a road after him. We’ll also name a school after him. I am going to do this without consulting anyone,” said Mutabazi amidst ululations.

The minister of Internal Affairs Gen Jeje Odongo assured the window, who is scheduled to have an operation tomorrow that the government was going to support the family.“As police, we pledge to offer support to you. Your children have to achieve their dreams,” he said.
Meanwhile, he also cautioned policemen to front professionalism while on duty.
“The hundreds of people that have gathered to bid farewell to Kaweesi shows what kind of man he has been. It is important how we live as it is important how we die. We should be mindful how we will be buried,” Gen. Odongo said.

AIGP Kaweesi was killed in a hail of bullets near his home in Kulambiro last Friday morning. He has this evening been laid to rest at his ancestral home in Kitwekyanjovu in Lwengo district.

Born in 1974, AIGP Kaweesi joined the police in 2001. He is survived by a widow Annette and young children.

Gen. Katumba Wamala warns against speculation over Kaweesi death

The former Chief of Defence Forces (CDF) General Edward Katumba Wamala has asked politicians not to speculate about the death of Assistant Inspector General of Police Andrew Felix Kaweesi and instead leave police to carry out investigations.

Gen. Katumba Wamala, the State Minister of Works and who was a Inspector General of Police (IGP) when Kaweesi was recruited in the police in 2001, was addressing mourners during the burial of AIGP Kaweesi, the slain senior police officer who was killed in a hail of bullets near his home in Kulambiro last Friday morning.

The late AIGP Kaweesi has this evening been laid to rest at his ancestral home in Kitwekyanjovu in Lwengo district, and according to Gen. Katumba Wamala, politicians can use the late Kaweesi’s killing to promote their individual beliefs and propaganda.

He hailed the deceased officer, saying he was an officer of high caliber who loved his job.

“Kaweesi went through a military training that’s why he was such a humble and true to his words, kind  and when given any duty, he required no supervision,” Gen. Katumba Wamala added.

Giving a brief background of the deceased’s time in the police force, Gen. Katumba Wamala said he first posted then Assistant Superintendent of Police (ASP) Kaweesi to Ntungamo after his cadet training, before recalling him for training, to the disappointment of his superior, the Officer in Charge.

“The officer in command didn’t want him to leave due to his responses to work assigned. Therefore will this country produce another fruitful Kaweesi to serve the nation?” he asked.

He also noted that the late Kaweesi was a person who expressed humility at all times.

“His death has led to over 1000 reactions wholeheartedly, and this reaction from the public should act as a reminder to all uniform men [security officials] and women that they belong to people,” he added.

Born in 1974, AIGP Kaweesi graduated from Makerere University before  joining the police force in 2001. He is survived by a widow Annet, and young children.

KCB Group earnings grow to over Shs1tn

Kenya Commercial Bank (KCB) Group rode on a strong loan and deposit growth and improved operating efficiencies to post UGX. 1.01tn in Pre-Tax profit for the full year ending December 31, 2016.

Earnings before tax rose 10% from UGX 923.7 billion posted the same period last year, KCB Group CEO and MD, Joshua Oigara, said, attributing the headway to the Bank’s continued and deliberate focus on growth, efficiency, and value creation for shareholders.

“Our strategic focus to consistently deliver on excellent customer experience, drive credit growth and secure new business opportunities has helped guarantee positive performance. We are committed to bolstering this model to build a sustainable business for the future,” said Mr Oigara.

He further noted that the Bank is on a strong technology foundation that should drive the business stronger into the future.

“We are rolling out an elaborate fintech proposition this year that will significantly transform the way we interact with our customers. This will also enhance our capacity to innovate rapidly and quickly in our current environment,” said Mr Oigara.

He added: “It is our view that fintech is the future of the Bank and we are therefore re-engineering our set up to bring in more simplicity and efficiency while expanding our channel. The acceleration of technology today allows us to imagine unprecedented growth of our business”.

KCB Group Chairman Ngeny Biwott said the bank was resilient despite the hard economic times in the East African region.

“We saw sustained business resilience in a relatively tough macro-economic environment across the East African region. Markets like South Sudan, Burundi and Uganda experienced business shocks, as was the case with Kenya where an interest capping regime redefined the operating environment,” Mr. Biwott said.

In February, Bank of Uganda (BoU) reduced the Central Bank Rate (CBR) by 0.5 percentage points to 11.5 per cent, saying the move is meant to stimulate economic activities in the country which have persistently remained low. The Central Bank also reduced Uganda’s economic growth rate to 4.5 per cent for this financial year ending June 30, 2017.

Latest data from the BoU’s State of the Economy Report released last December indicated that ‘the domestic economic growth outlook remains subdued’.

“We have in place a responsive operating model which came into play through the difficult times in the year. We are optimistic of an improved macro-economic environment in 2017, even as Kenya and Rwanda go through elections later in the year,” Mr. Biwott said.

In August last year, the Bank upgraded its core banking system, an investment that is expected to guarantee reliability and speed, effectively providing excellence in customer experience.

Meanwhile, the contribution of the international business dropped to less than 5% as a result of the devaluation of the South Sudan Pound and accounting for the Hyperinflationary environment in the country resulting in an overall negative impact on net monetary position.

US billionaire David Rockefeller passes on

David Rockefeller, a philanthropist and billionaire, has passed on.

David Rockefeller, philanthropist and billionaire was declared dead after he passed on in his sleep at his home in New York, Pocantico Hills at the age of 101, his spokesman Fraser P. Seitel, has announced.

He was the youngest of John D. Rockefeller Jnr’s brood of five and grandson to oil magnate John D. Rockefeller. David was the head as well as guardian of his family’s vast fortune.

He is claimed to have been one of the last notable American billionaires although his success isn’t entirely propagated from his family’s vast fortune: He was quite prominent in the spurring of projects that led to the establishment of the World trade.

Unlike his family members who usually shied away from the spot light, Rockefeller embraced the world: meeting more than 100 heads of state in his lifestyle as well as upholding his family’s patronage for the arts and philanthropy.

A graduate of Harvard (class of 1936) he went ahead to acquire a doctorate in economics from the University of Chicago in 1940. After serving in the army during the World War II Rockefeller returned to pursue his career in international banking where he rose in hierarchy eventually landing him the presidency of Chase Bank and a key asset in its merger with the Manhattan Company.

Michael Bloomberg, a former mayor and fellow billionaire described him as a great contributor to the commercial and civic life of New York whilst other called him a true statesman.

Former Sinn Fein militant dies

DEAD: Former IRA Chief of Staff Martin McGuinness

Former Northern Ireland Deputy First Minister and former Irish Republic Army (IRA) chief-of-staff Martin McGuinness has died at the age of 66.

Mr McGuinness resigned as Deputy First Minister in January after a decade in the power sharing role with the Democratic Unionists which helped to end 30 years of conflict in the country.

A statement from his Sinn Fein party said he died today in Londonderry following a short illness.

He was diagnosed with a rare heart condition at the end of last year, and died in hospital in his hometown surrounded by his family.

Sinn Fein President Gerry Adams said: “Throughout his life Martin showed great determination, dignity and humility and it was no different during his short illness.

“He was a passionate republican who worked tirelessly for peace and reconciliation and for the re-unification of this country. But above all he loved his family and the people of Derry and he was immensely proud of both.”

Democratic Unionist Party (DUP) leader Arlene Foster said his death “will come as a shock to many people”.

She said: “History will record differing views and opinions on the role of Martin McGuinness played throughout the recent and not so recent past but history will also show that his contribution to the political and peace process was significant.”

Mr McGuinness’ resignation in January, which triggered a snap election, came after he gave Mrs Foster an ultimatum to step aside over the “cash for ash” energy scandal.

Ireland President Michael D Higgins said in a statement: “As President of Ireland, I wish to pay tribute to his immense contribution to the advancement of peace and reconciliation in Northern Ireland – a contribution which has rightly been recognised across all shades of opinion.”

Mr McGuinness helped to negotiate the 1998 Good Friday peace agreement, secured IRA arms decommissioning in 2005 and then shared government with unionist leader Reverend Ian Paisley as deputy first minister.

Prime Minister Theresa May said: “While I can never condone the path he took in the earlier part of his life, Martin McGuinness ultimately played a defining role in leading the republican movement away from violence.

“In doing so, he made an essential and historic contribution to the extraordinary journey of Northern Ireland from conflict to peace.”

In a statement, former Prime Minister Tony Blair said: “There will be some who cannot forget the bitter legacy of the war. And for those who lost loved ones in it that is completely understandable.

“But for those of us able finally to bring about the Northern Ireland peace agreement, we know we could never have done it without Martin’s leadership, courage and quiet insistence that the past should not define the future.”

Ulster Unionist leader Mike Nesbitt said: “I believe no-one needed to die to get Northern Ireland to where it is today.

“Clearly Martin McGuinness very actively disagreed with that analysis, but I also accept in his later years he was on a journey to create change through politics, becoming a pivotal figure at Stormont.”

Mr McGuinness was a former butcher who rose to become a commander in the IRA and promised to lead the republican movement to a united Ireland.

He did not join the IRA until after the British Army had been sent to Northern Ireland in August 1969 to restore order after a pitched battle between the RUC and people in his neighbourhood of Bogside.

Mr McGuinness was jailed for six months in the Republic of Ireland after being caught in a car containing large quantities of explosives and ammunition.

A teetotal, non-smoker who enjoyed Gaelic football, cricket and fishing, he said he left the IRA in 1974.

Other accounts suggest he was made chief of staff of the organisation in 1978 and streamlined it into an urban guerrilla force comprised of small cells.

But years later, in 2012, he was pictured shaking hands with and toasting the Queen in what he hoped would help define “a new relationship between Britain and Ireland and between the Irish people themselves”.

He is survived by his wife Bernie and four children.

Lotteries and gaming regulatory board announces round one of licensing

The Lotteries and Gaming Regulatory Board (LGRB) is a body corporate established under the Lotteries and Gaming Act No. 7 of 2016.The Board came in to effect on the 8th of April 2016.The supporting Regulations came in to effect on 26th May 2016.This is the first licensing round under the Act.

The LGRB was established to enforce the law relating to the conduct of lotteries, gaming, betting and casinos, to establish the national lotteries and gaming regulatory board, to provide for licensing and regulation of lotteries, gaming and betting; to provide for taxation of casinos, gaming and betting activities.

The Board is therefore mandated by law to supervise and regulate the establishment, management and operation of lotteries, gaming betting and casinos in Uganda, and to protect the citizens from the adverse effects of gaming and betting in Uganda.

LICENSING

The activities licensed are:

  1. Lotteries
  2. Casinos
  3. Betting houses
  4. Slot Machine operations

Licensing requirements and criterion;

  1. Applications shall be open to registered companies only (proof of incorporation).
  2. Investment License for Foreign owned companies i.e. more than 50% foreign owned
  • Audited books of accounts for existing operators and Proof of capital adequacy in relation for Lotteries and Gaming (Capital adequacy) Regulations
  1. Detailed description of the games you intend to promote /machines you intend to use and how they work. Attach a copy of the specific rules applicable to each game to be introduced.
  2. Details of Equipment as to serial numbers, make/model, origin and proof of certification by recognized gaming standard of the equipment and / software intended to be used.
  3. Proof of Intended physical address of business/principal location and any other secondary locations if identified. Applicant should attach proof of ownership or intention to lease premises identified or proof of any such arrangements. Premises must comply with premises guideline.
  • Detailed business plan. This should detail the following;
  1. Clear statement of project objectives,
  2. Applicants profile,
  3. Details of investment costs and how the proposed investment will be finance: name specific sources of funds and their contracts, terms and conditions of loans if applicable.
  4. Projected financial and economic analysis
  5. Expected employment generation in Uganda.
  6. Proposed implementation schedule and any other relevant information.
  • Proof of Tax Registration and attach tax clearance certificate if company has been existing for more than 12 months.
  1. Particulars of Directors of the Company. This should include proof of citizenship, their legal status in Uganda and detailed curricula vitae highlighting experience in activities license is sought for.
  2. Particulars of key employees (Chief Executive, Chief of Operations, Chief of Accounts and Branch Manager/ Gaming Floor Managers for Casinos).
  3. In case of foreign Directors/ foreign key employees work permits, Interpol clearance.
  • Bank account details and evidence of start-up funds for New Applicants.
  • Security guarantee of prescribed amount as per activity license is sought in the prescribed format (guarantee to be submitted after approval of application by the Board).
  • Proof of payment of prescribed fees (application fees). License fees to be paid after application is approved by the Board.

Pope apologises to Rwanda over genocide

Popoe Francis and Rwandan President Paul Kagame hold talks

The Holy Father, Pope Francis, has today held talks with Rwandan President Paul Kagame at the Apostolic Palace in Vatican City, with the latter apologizing over the Catholic Church’s involvement in the 1994 genocide.

Foreign Minister Louise Mushikiwabo, who accompanied President Kagame to the Vatican, said the two discussed the Catholic Church’s role in the most tragic chapters of Rwanda’s past, the Tutsi genocide in 1994.:

“Today’s meeting was characterised by a spirit of openness and mutual respect. It is a positive step forward in the relationship between Rwanda and the Holy See, based on a frank and shared understanding of Rwanda’s history and the imperative to combat genocide ideology. It allows us to build a stronger base for restoring harmony between Rwandans and the Catholic Church.

Minister Mushikiwabo also said the President commended the Church’s contributions to Rwanda’s socio-economic development, particularly in the education and health sectors.”

Rwanda’s progress in reconciliation and economic development was also noted, including the fact that survivors and repentant perpetrators have learned to live and work side-by-side, and that shared Catholic faith has facilitated these efforts and provided comfort.

Uganda Cranes begins preparations for World Cup qualifiers

In preparation for World Cup and AFCON 2019 qualifiers, the Uganda Cranes team defeated the Eastern Uganda select team in the first regional tour of 2017 played at Kamuli Park Municipal Stadium in Kamuli, Eastern Uganda.

Since 2015, the Uganda Cranes have been playing regional tournaments against select regional teams as part of efforts by Airtel Uganda, their official sponsor, to offer different regions in the country an opportunity to play against the national team.

These tours have also served as training for the Uganda Cranes, who are bidding to qualify for the 2018 World Cup and 2019 AFCON tournaments.

The balanced Uganda Cranes team with a couple of experienced and youth players edged the Eastern select team 3-0.

During the first half, the Cranes showed class with the passing of the ball and had numerous attempts on target which eventually resulted in 3 goals against the Eastern Select side.

The first goal was scored by Proline Striker Nelson Senkatuka in the 111th minute, swiftly followed by two goals in the 22nd and 30th minutes from SC Villa’s attacking force of Martin Kiiza and Emma Okwi respectively.  Half time ended 3-0 in favor of the Uganda Cranes and the game ended 3-0.

Speaking after the match, Airtel Uganda’s Brand Strategy Manager, Noella Byuma congratulated the Uganda Cranes upon their win and thanked the fans for showing support towards the national team. She also spoke about the company’s efforts to rally Ugandans to support the national team in the two upcoming qualifiers.

“As the official sponsor of Uganda cranes, Airtel Uganda is calling upon all Ugandans to support the team and as they endeavor to qualify for World Cup 2018 and AFCON 2019,” Byuma concluded.

‘Big Brother Naija’ takes interesting twist

The Big Brother Nigeria 2017 Housemates at the beginning of the show.

After 78 days of exciting moments in the house, ThinTallTony has been evicted from the on-going Big Brother Naija competition, putting an end to his dream of winning the coveted prize of 25m Naira and an SUV.

This came following last week’s nomination which put up four housemates: Efe, Debie-Rise, TBoss, and ThinTallTony for eviction. After a suspense-filled moment, which sparked tension among the nominated housemates, Ebuka Obi-Uchendu, the show host announced that Efe and Debie-Rise had been saved from eviction.

Their joy knew no bounds as Efe fell flat on the floor while Debie-Rise was momentarily speechless.  This limited the contest to TBoss and ThinTallTony. As fate would have it, ThinTallTony was announced the seventh real housemate to be evicted from the big brother house.

Interestingly, Efe led in this week’s popularity test with a wide margin of 51.97 percent. Debie-Rise came a distant second with 21.78 percent, followed by TBoss and ThinTallTony with 14.57 percent and 11.68 percent respectively.

When ThinTallTony was asked to leave the house, his female ally, Bisola buried her face in her palms and wept inconsolably. Bally on the other hand was transfixed momentarily as ThinTallTony made his way out of the house.

While on stage with Ebuka, the 5ft 7 dancer said: “I’ve waited for 12 years to be here. I lived it to the fullest. I’m living the dream.” He added, “It is heartbreaking that I was evicted, but it’s all good. Life goes on.”

When asked about his romantic relationship with Bisola, ThinTallTony said: “That wasn’t real. No offense to anybody but that’s pure honesty. She is an incredible woman, but we spoke about it and she took it maturely”. He however said his friendship with her would remain for life.

Then Ebuka brought up the much talked about issue of his marriage, the now ex-BBN housemate openly stated, ‘Like I said in the game, I never spoke about my family. I kept it really separate, I don’t want anyone to know about that part of my life because the truth is, I’ve done research before about people, humans, and how they think, not just in Nigeria but around Africa.

When I did that research, I realized there is a way people look at you when you are married, especially in the game, and I’m married. Nobody knows I am.” He was however shocked when Ebuka told him that his marriage was public knowledge, even to his fellow housemates.

ThinTallTony however pointed out that he was misquoted. He said: “When I said my family is dead, what I was referring to are my grannies, brother and sister who I hold in high esteem.”

In what appears to be a shift from the norm, the Head of House task, which used to be a Monday affair was done immediately after the eviction.

This time, the housemates were asked to burst lots of balloons to uncover some hidden ballots containing different alphabets to correctly spell “Head of House”. According to Biggie, whoever wins this task will automatically become the ultimate Head of House. Efe beat fellow housemates in the HoH race to emerge winner.  Efe’s victory has abruptly ended Bassey’s reign as HoH.

FDC calls for special investigations into high profile killings

MP Paul Mwiru

The deputy spokesperson of Forum for Democratic Change (FDC) Paul Mwiru has called for an independent investigation into the gruesome and high profile killings in Uganda including the one of Assistant Inspector General of Police (AIGP), Andrew Felix Kaweesi.

Addressing the media today, Mwiru first paid tribute to the late Kaweesi and later recounted those who had fallen victim of assassins, including Prosecutor Joan Kagezi and 12 Muslim clerics including Major Sheikh Muhammad Kiggundu. He also talked about last year’s killings in Kasese and other incidents that include the burning of the Kasubi Royal Tombs, Owino and Park Yard markets.

“They should resolve conflicts surrounding these murders and should not hesitate to seek professional help from international investigators  in order to get the root cause of all these gruesome murders and restore public confidence,” Mwiru, a former Member of Parliament, said.

Asked on comments related to President’s remarks about boda boda cyclists when the Head of State visited the slain officer’s home in Kulambiro, Mwiru said: “The President is in the state of panic and therefore he was not serious about it. However, they should collaborate with the outside security agencies such as FBI to bring these culprits to book.”

Mwiru also called for the restructuring of security agencies in the country, saying they could be a haven for criminals.
