Catholic Bishop quits Kiir ‘dialogue’ team

Bishop Emeritus Paride Taban, a retired Catholic prelate appointed as co-chairperson for the national dialogue formed by South Sudan President Salva Kiir last year, has quit due to what he attributed to old age and other commitments.

In a letter addressed to President Kiir, Bishop Taban, said he would continue to give advice to the national dialogue committee, if consulted.

“Thank you [President Kiir] for your trust and confidence in me (…). However I hope His Excellency will understand that I am now 81 years old. I have already retired, from formal and official involvement since 2004, when I retired from the administration of Catholic Diocese of Torit,” partly reads the March 1 letter.

President Kiir formed the National Dialogue Steering Committee in December 2016, to be headed by Bishop Taban and Prof. Moses Machar Kachuol. There are 50 other members of the committee, including officials of renowned Juba-based think tanks.

In his letter, the retired Bishop said he should be ‘excused’ because he needed rest.

“I appeal to all of us, South Sudanese and I appeal to the God fearing men and women worldwide to join hands in supporting this Noble Initiative for National Dialogue,” he said.

Bishop Taban is the second Catholic leader to decline invitation from President Kiir.

At a church sermon last week, the Auxiliary Catholic Bishop Rev. Santo Laku described as ‘political’ and ‘mockery’ national prayers scheduled for Friday, March 10.

The two African countries affected by the new travel ban announced by US President Donald Trump on Monday have attacked the move that places a 90-day ban on their citizens alongside those from four other mainly Muslim countries.

According to Trump administration officials the order was presented as a means to strengthen US national security against terror threats.

But On Tuesday Somalia and Sudan said the new ban which takes effect March 16 was ‘unjustified’ and Somalia’s president Mohamed Abdullahi Mohamed – a dual US-Somali citizen – expressed his concern over the new ban.

He said the estimated 150,000 Somalis in the US ‘have contributed to the US economy and the US society in different ways, and we have to talk about what the Somali people have contributed rather than a few people who may cause a problem’.

Sudan’s ministry of foreign affairs, meanwhile, spoke of its ‘deep regret and discontent’ that a new ban was issued.

‘Sudanese citizens have never been involved in any crimes or terrorism in the United States’, the statement said.

What the order means

  • Citizens of Iran, Libya, Syria, Somalia, Sudan and Yemen, six of the countries on the original 27 January order, are again subject to a 90-day travel ban
  • Iraq has been taken off the list because its government has boosted visa screening and data sharing
  • Refugees already approved by the State Department can enter the US. An indefinite ban on all Syrian refugees is also lifted
  • Green Card holders (legal permanent residents of the US) from the named countries will not be affected
  • Priority is not given to religious minorities, unlike the previous directive

PAP MPs protest against robbery in South Africa

The Pan African Members of Parliament currently in South Africa have debated their security concerns and taken a common position which shall be submitted to the South African government and the Heads of State of the various African nations represented in the continental legislature.

The unanimous decision follows an armed attack on Pan African Parliament legislators in Midrand, South Africa on Sunday night, March 5, as the continental MPs converged for the Fourth Parliament’s extraordinary plenary session, which ends March 11. The thugs trailed a delegation composed of MPs from Kenya, Mozambique and Tanzania from OR Tambo Airport, Johannesburg, to Mercure Hotel where they robbed them at gunpoint. An interpreter to the Kenyan delegation was seriously injured when thugs hit her on the forehead with a pistol butt, and then the thugs made off with personal property including money, passports and bags.

“We had assurances from Police and the Government of South Africa that such incidences would not happen again,” PAP President, Roger Nkodo said, adding that the issues of security were the responsibility of the host country and not the PAP Speaker.

This is the second time the MPs are being robbed in South Africa; in August last year, four Uganda legislators were attacked by armed robbers on arrival at the gate of their hotel, KariBou-Inn Guest House, in Johannesburg where they were robbed of money and travel documents. The MPs were headed to Durban for a benchmark visit to the Amandla fertilizer plant.

In the same month, Hon. Aissatou Sow Diawara (Senegal) was shot and critically injured while enroute to her hotel from the airport. There have been reported attacks on MPs in August 2015, October 2015, March 2016 and July 2016

Legislators demanded to know the interim measures that the continental Parliament had put in place in the wake of the recent attacks.

“We are the most important VVIPs from our governments. We are not tourists.  What is the way forward in the interim?” a visibly angry legislator asked.

Ugandan legislator Hon. Jacquiline Amongin, who is also the leader of the PAP delegation, reiterated the Members’ security concerns and said MPs should be provided police escorts to and from the airport with guards manning the hotels.

Kiraso edged out of continental job in PAP through messy ‘elections’

The former Deputy Secretary General of the East African Community and former Member of Parliament for Kabarole District, Beatrice Kiraso, has been unscrupulously edged out of the race for the Clerk to the Pan African Parliament. The position was advertised in September 2016.

While presenting before the plenary for debate the appointment process for the Clerk and Deputy Clerk of the Pan African Parliament, the First Vice President of the PAP, Hon. Eduardo Joaquim Mulembwe, informed the House that the successful candidates were Vipya Harawa (Malawi) for Clerk, while the post of Deputy Clerk was taken by Gali Massa Harou (Chad).

The endorsement by the plenary of the successful candidates was not without chaos with sections of the legislators claiming foul play. Members started questioning the criteria used for selection of successful candidates, and why the third best candidate was given the job for Clerk.

“If you want anarchy, we can create anarchy,” PAP President Roger Nkodo told the rowdy House. He then proceeded to quote Rule 50 of the Rules of Procedure where it states that the Presiding Officer shall be responsible for conducting debate and that his decisions cannot be appealed. After reading the Rules, he put the matter to a vote. The report was adopted amid disagreements from MPs. The House could not conduct any business and was adjourned.

According to Hon. Rachel Shebesh (Kenya), while the Bureau gave reasons as to why it did not give the job for Clerk to the best candidate from Sierra Leone, it gave no reasons as to why it could not give the job to the second best candidate, from Uganda, but instead went ahead to give to the third best from Malawi.

It was such unclear procedures that raised the angst in the eastern region Members.

“In Africa, everything is about regional balance and inclusivity. We cannot be a region that is being silenced simply because another one can marshal support from other regions. That kind of politics in the PAP is cheap,” Hon. Shebesh said adding “As the Eastern region, we are disappointed because this lady is highly qualified.”

The Bureau, which comprises the PAP President and four Vice-Presidents, is charged with the administration and management of the Assembly.

“You don’t shift selection criteria when you are confronted with a candidate. You define that criteria in the advertisement. So to suggest that Hon. Beatrice Kiraso was a former Member of Parliament and therefore could not be selected yet she was second best is unacceptable,” Prof. Ogenga-Latigo said.

The aggrieved legislators have vowed to challenge the decision of the House in the courts of the law.

Renegade South Sudan General vows to overthrow Kiir

A renegade South Sudanese general says President Salva Kiir is destroying the East African nation and must be overthrown.

General Thomas Cirillo Swaka spoke from an undisclosed location, soon after announcing the launch of a new rebel group, the National Salvation Front.

“Kiir is killing our people, Kiir has betrayed the aspiration, the hope of our people,” he said. “So it is a must for the people of South Sudan … to come out at this historical juncture to see into it that Kiir is not there.”

South Sudan has been mired in war since fighting between pro- and anti-Kiir factions broke out at the end of 2013. The war has displaced more than two million people from their homes and triggered ongoing food shortages in many areas.

Cirillo said his group will ‘use every means possible’ to bring down Kiir, but was evasive about the size of his forces.

“My army is our people who love peace. My army is our people who love to be together, who love to be in unity,” he said.

Cirillo, a veteran of South Sudan’s two-decade battle for independence from Sudan, was the army’s deputy chief of staff for logistics before resigning his position last month. In a manifesto released Monday, he accused the Kiir administration of seizing power and property for the president’s own Dinka tribe at the expense of other ethnic groups.

Cirillo said he holds other opposition leaders in high regard and expressed hope they can come together to, in his words, “rescue the nation.”

Kiir and rebel leader Riek Machar signed a peace deal in August 2015, but the agreement has made little progress since fighting in the capital, Juba, last July killed 300 people and forced Machar to flee the country.

The power struggle between President Kiir and his former deputy Machar broke out in December 2013, after the president accused Machar and 10 others of attempting a coup d’etat.

USE launches investor online portal

The Uganda Securities Exchange (USE) has today launched its new online customer self-service portal in a move that is expected to ease information access for investors, locally and abroad.

Easy Portal, an online customer self-service portal allows investors to view their stock performance, monitor their account balances and view statements. Previously, all this information was sourced from stockbrokers.

“The portal will provide an option for investors take charge of their portfolio by personally monitoring their accounts. It is a self-service portfolio management solution. In addition to that, Ugandans in the Diaspora can now monitor their investment portfolios online,” said Mr. Paul Bwiso, the CEO of the Uganda Securities Exchange, in his keynote address.

Mr. Bwiso added that the USE plays a vital role in the growth and development of the country and has now placed the power of investments in the hands of the investor.

The move by the securities exchange is expected to ease the investment information process for those interested in investing in the listed companies’ shares.

To use the platform, potential investors will have to open an account or existing investors will sign up for the service. The service will have a 24-hour access. The portal also provides an IPO application service for existing investors to participate in public offers.

“Investors have been yearning for new online investment solutions and the Easy portal is one step in meeting their needs. This initiative of the Exchange is offering improved service delivery and customer satisfaction and is a step in the right direction for investors growing their investment portfolios,” Mr. Bwiso said.

Vodafone, NSSF in joint effort to refurbish city schools

CHARITY: Officials display the cheque bearing the contribution of Vodafone towards the refurbishment of KCCA schools.

Vodafone has contributed Ushs10 million towards the NSSF Kampala Hash Run which is aimed at collecting funds to renovate public schools in the city.

Organisers said the second edition this year targets to raise Shs200 million which will go towards the renovation of three primary schools – Makerere Primary School, Summit View Army Primary School and completion of works at Nakivubo Settlement Primary School.

The selected schools are in dire need for an overhaul, they are characterized with leaking roofs, mud floors, dilapidated walls with no windows, and Kampala Capital City Authority (KCCA) is mandated to provide and support them with quality learning environment.

The City authority is challenged with a limited budget coupled with Land compensation for schools sitting on land owned by private individuals which leaves a lot of these schools in a vulnerable state, with the children studying in a less than desirable learning environment.

KCCA this year has budgeted Ushs500million, an amount which can only facilitate refurbishment of one school out of the six neediest, however, 90% of the 79 city schools remain in need of refurbishment.

“Education is one of Vodafone Uganda’s key focus areas and ‘Next Generationers’ are a key segment in our business. We partnered with the NSSF as our contribution to the transformation of a generation we foresee as tomorrow’s leaders, and providing a conducive learning environment is critical to building this nation,” Ms. Progress Chisenga noted.

Last year’s Hash Run raised about Shs65 million which went into the renovation of Nakivubo Settlement Primary School and the construction of a water facility at St. Ponsiano Kyamula Primary School.

The Hash Run is set take place on March 12, 2017 – starting from Pearl Africa Primary School, Nsambya, and covering 21Kms around the seven major hills of Kampala city (Nakasero, Kibuli, Old Kampala, Namirembe, Rubaga, Lubiri and Nsambya). It is expected to draw around 1,000 runners, all driven by dedication to improving the lives of children in schools managed by KCCA.

Stella Nyanzi speaks out on interrogation

Controversial academic Stella Nyanzi has spoken out about her interrogation today, saying the police told her President Yoweri Museveni is the complainant in her case. Apparently, she says Mr. Museveni was offended by one of her posts.

“Offended? I laughed because the president has been offending very many us for a very long time. If a poor woman like me decides to speak out about what I spoke about, he shouldn’t take offence because he has been offending us. For how long shall we remain silent?”  the outspoken Makerere University academic told journalists after the interrogation.

Asked by the journalists whether she was seeking attention, Dr. Nyanzi said: “Attention from who? Seriously I am an aggrieved Ugandan because the people who are supposed to be leading my country are not leading us. We have a leadership deficit in this country. The media has been gagged out of fear. Parliament, silent. Judiciary, you saw what happened to the vote…you saw what happened in the judiciary. Attention for what? I have ample attention on Facebook.”

“If I am using the only skill I have; my body and language…allow me to speak. Does attention bring back my dead parents? Does attention put medicine in hospitals? Does attention deal with the rot in UPE? Does attention Scr** the government the way I am Scr**ing it. He ordered for my arrest because I spoke in the language he understands?”

Dr. Nyanzi further vowed not stop with her criticism, saying shutting her up can only be achieved by killing her.

Singer Maureen Nantume at ‘war’ with Bukedde TV presenter

Golden Band musician Maureen Nantume has a new song, ‘Maridadi’, which has a good video but it has all the same been strongly criticized by the public.

One of those is renowned entertainment writer and critique, Edgar Batte, whose comments seem to have rubbed Nantuume the wrong way..

“The video is very good and the production is also on point though. Her only biggest contribution to the song is her wig. Her wig is so beautiful. I am impressed,” Batte commented on the song while appearing on Bukedde TV.

He rated the song at 2 out of 10. Similarly, renowned music producer Joe Tabula also rated Nantuume’s song at 2 out of 10, saying she had a lot to do on her voice on that particular video.

Responding to the criticism, Nantume threatened to beat up Batte.

“One day I’ll walk slowly (to his office) and slap an old man then later tell him the reason as to why I slapped him. You guys should leave people alone. Silence doesn’t mean being a fool,” she shared on social media.

Pros in the mix as The Singleton Challenge enters its third round

Some of the country’s biggest names in golf will be in Entebbe this weekend as the Singleton Golf Challenge resumes with its third round on Saturday, March 11, 2017. The highlight at the Entebbe Club will be the professional golfers such as Fred Wanzala, Denis Anguyo, Deo Akope and Phillip Kasozi.

They will be joining the 16 pairs left in the tourney that teed off in mid-January this year.
