Policemen to be suspended for knocking down Besigye supporter

A police driver who knocked down an unidentified man on the roadside will be suspended together with the commander of the patrol vehicle.

On or around July 12 and 13, a police pick up truck was captured by a journalist on video, knocking down an unidentified man who was in a procession of supporters of Forum for Democratic Change (FDC) former presidential candidate Dr Kizza Besigye.

‘We do admit the alleged actions by the police driver in the footage are concerning and highly regrettable by the management. As a result, the Professional Standards Unit (PSU(, after reviewing the footage, is working hard to identify the victim, the police pick-up, its driver and the car commander which officers will have to be suspended from operational duties, pending outcome of the investigations…’ police spokesperson Fred Enanga wrote in a communiqué.

According to Enanga, due to the negative publicity generated by police ‘brutality’ over the past one month, the institution has stepped up its public order policing by engaging its officers on the ‘use of minimum force’. He, however, added that the gesture should not be misinterpreted by the populace to engage in disrupting police duties.

‘Although many questions have been asked about our policing and accountability have been asked in the last one month, we highly encourage the filming and release of videos on sensitive police related incidents, as a very important step in in promoting transparency in the course of our duties, provided it does not interfere with a police officer on duty…’ Mr Enanga said.

Of recent the police has come under severe criticism for beating peaceful citizens, and currently about 10 senior officers are facing disciplinary action.

Fufa offers discounted tickets for fans

Given that there is a slight increase in the ticket prices at all entries to Namboole stadium for the Comoros game, Fufa has decided to give back to the fans for their relentless support by offering discounted tickets.

The Federation offered a discount of 18% off the ordinary tickets for the first 2,600 fans. The discount of 4500/- is off the ticket of 25,000/- for the 2017 AFCON Qualifier match between Uganda and Comoros.

The discounted tickets will also be used to watch the friendly game between Kenya and the Cranes on the 30th August, 2016 at Namboole stadium. Other seats remain at the price of 60,000/-(VIP Blue seats) and 150,000/- (VVIP).

The tickets are only be purchased from the FUFA house in Mengo from the 1st to 10th of August, 2016 between 9am to 5pm.

Uganda must win and take the vital 3 points to qualify for the tournament in Gabon next year.

Ticket prices for the Uganda – Comoros game raised

Federation of Uganda Football Association (FUFA) has released new ticket charges for the Afcon qualifier game against Comoros next month.

As Uganda seeks to qualify for the African Nations Cup for the first time since 1978, fans remain optimistic with the must-win game for the Cranes to qualify for the

in Gabon next year.

There has been a slight increase in the price of the tickets this time at all entries to Namboole stadium, and the ticket selling points are to be announced soon, officials say.

The ordinary seats which were at Shs20, 000 increased to Shs 25,000. The VIP commonly known as the ‘Blue seats’ increased to Shs60,000, up from Shs50,000 and the VVIP are at Shs150,000, up from Shs120,000.

ICT Minister names team for UBC revamp

The Minister of Information and Communication Technology (ICT) and National Guidance Frank Tumwebaze has today unveiled a seven-man team to oversee the revamping of the Uganda Broadcasting Corporation.

Mr. Tumwebaze named renowned media professional Dr. Peter G Mwesige as chairman of the UBC review committee, to be assisted by Ms Peace Piwang, a human resource expert; media expert and academic Dr. Adolf Mbaine, lawyer Andrew Kibaya. Others are seasoned journalist and media practitioner Peter Okello Jabweli; public relations and communications specialist Odrek Rwabwogo and Engineer Kato Bitarabeho, an ICT expert and entrepreneur who has worked with broadcasting entities in Uganda, Gabon, the Democratic Republic of Congo and in Zambia.

According to the minister, the team, which is expected to carry out the task in between one and two months, will review the operations of the UBC, with the overall aim of ensuring it national broadcaster covers the whole country.

Also, the team will among other issues focus on assessing UBC’s organizational and innovative capacity; quality of content and services of all UBC channels and, benchmark ways on how government can support national broadcasters.

Mr Tumwebaze said the team will carry out its tasks in collaboration with the staff and board of the UBC.

‘UBC has a great potential to shine both within the country and on the airwaves worldwide. It is my intention therefore to have a strong and well managed national broadcaster able to cover the whole country, fully close the gap left by the private players  and help tell a true story about Uganda’s rich heritage,’ Mr. Tumwebaze wrote.

Started in 1963, the UBC was previously under the Ministry of Information and Broadcasting.

Gov’t, companies dragged to Court over Shs2tn bailout

Patrick Bitature, one of those whose companies are seeking for a bailout.

Forty eight companies and individuals that are reportedly seeking to be bailed out by government to the tune of Shs1.8 trillion have been dragged to court.

In a plaint filed through M/S Joel Olweny and Co. Advocates, a private citizen, Moses Musinguzi, is jointly suing the Attorney General, as the government representative, and 40 companies and eight individuals for shs5 billion, to be paid to the consolidated fund, for violating the Constitution.

In the first public interest case of its kind, Mr. Musinguzi, whose plaint was received by the AG’s Chambers on July 29, 2016, accuses the group of violating  articles 50, 21 (1)(2)(3); 26 (2)(a); 38 (1); 153,154 (1)(a)(2)(3)(4); 157, 159,(2), and 160(1). The plaintiff is also seeking a permanent injunction and punitive damages against the said companies and individuals.

‘The plaintiff is a male adult Ugandan of sound mind, a citizen of Uganda interested in good governance and respect for rule of law and brings this suit as a public interest litigation matter in enforcement of his fundamental rights and freedoms under article 50 of the Constitution of Uganda,’ his lawyers wrote.

Some of the prominent companies, personalities reportedly seeking bailout include Simba Telecom Ltd of tycoon Patrick Bitature; Silk Club of Elvis Ssekyanzi; Steel Rolling Mills of Abid Alam; Roofings Ltd of Sikander Lalani; and city businessmen Ephraim Ntaganda among others.

According to the business entities, they are financially distressed due to a number of factors including high interest rates on loans and a slow pace of business.

However, sections of the society are vehemently opposed to the bailout, with arguments that the move is intended to encroach on taxpayers’ money.

And last week, while addressing a press conference, the Democratic Party (DP) said the companies and individuals seeking bailout out had bankrolled the National Resistance Movement (NRM) during the presidential and parliamentary elections and that those claiming distress were simply seeking re-imbursement.

Recently, while addressing Ministers and Permanent Secretaries that were attending a weeklong retreat at the National Leadership Institute (NALI) in Kyankwanzi, President Yoweri Museveni weighed in on the matter and said government would consider bailing out companies that have been involved in carrying out supplies to war-torn South Sudan, and those that are involved in export trade.

Previously, government has bailed out businessman Hassan Basajjabalaba with billions after he claimed his hides and skins business was in distress. At the time the move attracted severe criticism from several quarters, but no one took the bold move like Mr Musinguzi has done.

Uganda picks Nigerian, Australian firms for oil licensing

KAMPALA – Uganda has picked three Nigerian companies and one from Australia for its oil exploration licensing round, inviting them to negotiate for production sharing agreements, it said on Monday.

It announced its first competitive bidding round for six exploration blocks, covering a total of 3,000 square kilometres (1,150 square miles), in February 2015.

Bidding documents were issued to 16 oil firms but only seven submitted bids.

The Ministry of Energy and Mineral Development said it selected Nigerian firms WalterSmithPetroman Oil Limited, Oranto Petroleum International, Niger Delta Petroleum Resources and Australia’s Armour Energy Limited.

The four companies will negotiate for five production sharing agreements (PSAs) covering four blocks.

“Negotiations for these PSAs is the final milestone before granting exploration rights,” the ministry said in a statement. Issues for negotiation would include exploration work programmes and how the financial proceeds will be shared.

Crude oil reserves estimated by government geologists at 3.5 billion barrels were discovered in the Albertine rift basin along Uganda’s border with Democratic Republic of Congo (DRC) in 2006 but production has repeatedly been pushed back.

Spats over taxation, disagreements over field development strategies and delays in erecting infrastructure such as the export pipeline agreed with Tanzania in April have all been blamed.

The jointly developed pipeline will carry Ugandan crude oil to Tanzania’s Indian Ocean port of Tanga for export.

The three oil firms already operating in Uganda – London-listed Tullow Oil, France’s Total and China’s CNOOC – did not participate in this bidding round

Motorcycle thieves on the run in Kyejonjo

Kyejonjo police are on the lookout for two men in relation to a burglary in Ketooke, where several motor cycles have been stolen.

Police received a report of a burglary at a rented residential property in Kato one. The motorcycle store was broken into and a number of them are reportedly to be missing.

Neighbours told police that they saw two unknown men loading motorcycles into the boot of red vehicle outside the building between 6:00 pm and 7:30 pm.

One man is described as tall with short dark hair wearing a grey hood while the  other man is described as in his 20s, tall with short dark hair and wearing a black hood as well. It is unclear which of the two men drove the car, but witnesses report that the driver had distinctive tattoos on his arms.

Kyejonjo police commander, Superintendent, Wilberforce Muhangi said police took the issue “seriously “.

“We would like to reassure the public that this incident is being treated seriously and encourage anyone who has any information relating to this, or notices any suspicious behavior to contact police”.

The DPC says police are also interested in hearing from anyone who may have been offered or heard of any motorcycles for sale since Monday evening.

Police boss pins juniors over the beating of Besigye supporters

The Operations Commander of Kampala Metropolitan Police Assistant Commissioner Police (ACP) James Akiki  Ruhweza has today testified against his juniors in a case involving the beating of Forum for Democratic Change (FDC) strongman Dr Kizza Besigye’s supporters by police, following the latter’s release from Luzira prison on bail.

ACP Ruhweza, the second principal witness, first narrated the retinue which the police followed to escort Besigye to his home in Kasangati before pinning Assistant Superintendent of Police (ASP) Moses Nanoka, the District Police Commander of Wandegeya, and Police Constable Robert Wanzala of the Central Police Station in Kampala for some operational blunders.

Mr Ruhweza was testifying in an inquiry ordered by the IGP General Kale Kayihura, in regard to accusations of misconduct leveled against several police officers, who were reportedly involved in the wanton July 12 beatings that have since portrayed the police in negative light.

“I briefed all the DPCs of Wandegeya, CPS, Kira Road, FFU commander Kampala, and Tactical Support Unit commander, and told them that they should keep law and order as they escort Besigye to his home,” ACP Ruhweza told the police administrative court presided over by Senior Commissioner of Police (SCP) Denis Odongpiny.

Ruhweza added: “I asked DPC Aaron Baguma to get me three officers to escort me and the vehicle which he did and one of those officers was PC Wanzala.”

According to Ruhweza, during the procession he was called by ACP (Jonathan) Baroza, who told him that some of the police officers in the procession were engaged in the beating up of civilians.

“I then called Aaron (Baguma) and told him to share instructions that there should not be any beating of civilians,” Ruhweza told the court, adding that he did not give any junior officer instructions and was not aware of whatever transpired in front or behind his car. Further, he said, his main duty that day was to engage the driver of the car in which Besigye was, to make sure he keeps driving towards the intended destination.

The third principal witness, Corporal Mark Opolot of the Police Standards Unit (PSU) told the court that he had watched the footage of a news bulletin on NTV, and saw his colleagues beat up civilians.

Opolot, who is attached to Kira Police barracks, said that was totally unprofessional and that the image of the police was tarnished to the extent that he even felt shy to identify himself as a police officer due to the public opinion.

Prosecutor, Detective Senior Superintendent of Police (D/SSP) Katherine Kusemererwa said the main purpose of the last two witnesses, Ruhweza and Opolot, was to identify the errant officers who took part in the beating and also know how their misconduct affected the image of the police in the eyes of the public.

The chairperson SCP Odongpiny adjourned the court to Thursday August 11, to allow for more time to analyze the presented evidence and help the court determine whether the officers “have a case to answer or not.”

Meanwhile, in a related development Prosecutor Kusemererwa has requested for some more time to present more witnesses for another related case involving SSP Andrew Kagwa, SSP Samuel Bamuzibire, ASP Patrick Muhumuza, police constables Willy Kalyango, Sula Kato, Dennis Muhangi, Mosses Agaba and crime preventer Dan Tandeka, who are charged with beating civilians who were following Dr Besigye’s car along Namasole, Busabala, Najjanankumbi and Entebbe roads on July 13, as he went to the FDC offices in Najjanankumbi. Their case was adjourned to Thursday August 4.

Amazon’s Bezos now world’s third richest man

Jeff Bezos has overtaken Warren Buffett as the world’s third richest man after his firm Amazon reported better than expected results.

Mr Bezos’ fortune stood at $65.3bn (£49.6bn) as of Thursday morning, after the US markets closed for the day.

Forbes said that now puts him ahead of Mr Buffett’s wealth of $64.9bn (£49.3bn).

Microsoft co-founder Bill Gates remains the world’s richest person, at $77.7bn (£59.1bn), while Spain’s Amancio Ortega, who founded the Zara clothing group, was second at $72.7bn (£55.3bn).

Facebook’s co-founder and chief executive Mark Zuckerberg was fifth, at $54bn (£41bn).

Mr Bezos, 52, owns nearly 18% of Amazon.

The company has in recent years expanded beyond its core business of internet retail sales with the launch of web services and entertainment.

Amazon said its net sales rose 31.1% to $30.40bn (£23.1bn) in the second quarter, giving it earnings of $857m (£651m).

It forecast sales of between $31.0bn and $33.5bn in the current quarter, compared to Wall Street’s expectations of $31.6bn.

Amazon shares were up 2% in after-hours trading.

Another internet giant to impress the markets was Alphabet , the parent company of Google, which reported second quarter profits up 43% from last year to $4.9bn (£3.7bn).

Revenue jumped 21% to $21.5bn (£16.3bn), the California tech firm said, prompting the price of its shares to rise.

Mr Buffett, 85, owns nearly 18% of Berkshire Hathaway Inc, but his drop to fourth place in the world’s richest came after he donated $2.86bn (£2.17bn) of Berkshire stock to the Bill & Melinda Gates Foundation and four family charities.

He has donated more than $24.3bn (£18.5bn) to the Gates Foundation and family charities since 2006.

Wing part found in Tanzania is ‘highly likely’ from MH370 – Australia minister

An aircraft wing part found in Tanzania is ‘highly likely’ to be part of missing Malaysia Airlines flight MH370, an Australian government minister said on Friday, in what would be the second confirmed piece of the jetliner.

Flight MH370 disappeared in March 2014 with 239 passengers and crew on board shortly after taking off from Kuala Lumpur bound for Beijing, and investigators believe someone may have deliberately switched off the plane’s transponder before diverting it thousands of miles off course over the Indian Ocean.

The wing part found in Tanzania is being examined in Australia.

“It is highly likely that the latest piece of debris being analysed is from missing Malaysia Airlines flight MH370,” Minister for Infrastructure and Transport Darren Chester said in a statement.

“The experts will continue to analyse this piece to assess what information can be determined from it.”

Investigators have confirmed a piece of plane debris found on the French island of Reunion in July 2015 as being part of MH370.

They have said several other pieces of debris found in Mozambique, South Africa and Rodrigues Island, a territory of Mauritius, are likely to be parts of the missing plane.

A search for the Boeing 777 has been going on in the Indian Ocean for more than two years but no sign of the main wreckage has been found.

Malaysia, China and Australia said last week the hunt would be suspended if the aircraft was not found in an area now being searched.
