DP accuses NRM of complicity in ‘bailout’ to indebted businessmen

GOVERNMENT IS COMPLICIT IN BAILOUT: DP Publicity Secretary Paul Kenneth Kakande

The Democratic Party (DP) has said that the government’s intention to bailout out indebted businessmen is a cover up for paying back funds that were advanced to the National Resistance Movement (NRM) for campaigns.

Addressing a press conference earlier today, DP Publicity Secretary Paul Kenneth Kakande, accompanied by eminent party member Abdallah Kiwanuka, a former Mukono Municipality MP aspirant said Mr. Yoweri Museveni’s party, the NRM, acquired huge sums of money from the city tycoons to fund its activities during the election period, adding that it was now ‘pay back time’.

Recently, the media carried several stories about a reported Shs1.5 trillion bailout to 65 distressed companies, but the government has since denied any such plans.

And, according to Kakande and Kiwanuka, the money being touted around as ‘bailout’ is far less than what the businessmen allegedly lent to the NRM, adding that the figure had been doubled or tripled.

“The NRM government and Mr. Museveni acquired huge sums of money from these city tycoons during the recently concluded campaigns and elections and it was time to pay them back and using an excuse of bailing out indebted businessmen was just a disguise to blindfold the people of Uganda,” Kakande charged.

He argued that the money could as well have been used for other ventures that are beneficial to a larger number of citizens.

“We as Democratic Party happened to visit a number of hospitals in the country and their conditions are extremely poor,” Kakande said, adding that they were dismayed at the deplorable conditions they encountered on visits to Agago, Kawoolo, Abim and Kitagata hospitals.

“Some of the hospitals we went to and had no equipment, medical personnel, and the ones that had the medical personnel, had few personnel who could not even operate the little equipment they have,” he said. by press time efforts to get comment from the NRM were futile, however, senior finance ministry officials have said they are not aware of the said bailout.

In a related development, Kakande said the DP vice president for Buganda region and MP for Mukono municipality Betty Nambooze, who had been bedridden for several months and needed US$140.000 for treatment in the US, had returned from South Africa where she underwent treatment.

“The huge amounts used for treating of government officials that are always flown out should be re-invested in Ugandan hospitals to promote better health in the country,” Kakande said, before lauding the Forum for Democratic Change (FDC) chapter in South Africa for being so supportive towards the treatment of Nambooze.

Further, Kakande said, the DP was organizing organizing a fundraising dinner scheduled for August 12 at Hotel Africana, to help offset some of Nambooze’s medical costs.

SC VILLA: Karim Ndugwa believed to be closer to AS Kigali deal

Rwanda Premier League side AS Kigali are understood to have concluded a two-year deal to sign Ugandan striker Karim Ndugwa from SC Villa – for a sign-on fee in the region of UShs 20million.

Ndugwa replaces celebrated Rwanda international Sugira Ernest who during the 2016 CHAN tournament in Kigali three goals and inspiring the team to their first ever knockout stage in the biennial showpiece. Sugira has moved to Congolese side AS Vita Club in lucrative move while Villa recruited striker Alex Ssemuyaba, signed from Busujju in the Masaza Cup to cover the void left by talisman.

The 30-year-old’s agent met AS officials led by Team Manager Joseph Nshimiyimana yesterday to discuss personal terms on behalf of the player after the club had agreed a sign-on fee at the end of last week.

Ndugwa is already involved in the Rwandan side’s pre-season training and underwent a medical before putting the finishing touches to the move on Monday night pending an International Transfer Certificate. The other top signing for the Kigali moneyed side is Kabange Twite formerly of APR FC (Rwanda) and FC Saint Éloi Lupopo (DRC).

The Mityana born ace has previously played for UTODA, Wabigalo FC, Kikadde FC, Busubizi FC, Singo, Express FC, Victors FC, URA FC and Kenyan giants Sofapaka.

Ndugwa is a celebrity in Nairobi after he produced a heroic performance in goal as trouble ridden AFC Leopards edged out Sofapaka 1-0 in a Kenyan Premier League (KPL) match at Nyayo National Stadium last June.

And while it was widely reported that SC Villa asked Ndugwa to get a club where he would be loaned to, EagleOnline understands the Ndugwa’s status is actually free-agency considering he was one of the seven players’ contracts terminated by the club boss Eng Ben Misagga for what the club describes as “indiscipline.”

The other terminated players include Nicholas Ssebwato, Jonathan Mugabi, Misi Katende, Abdul Ssebuliba, Suleiman Ochero and Isaac Muleme.

Ndugwa and the other players had in the past however complained about delayed salaries at the club while others claim not to ever have been paid sign on fees.

None of the players who started the season two years back remain at the club that also saw up to 12 players released before the start of last season.

Army explains presence at Gen. Sejusa’s home

The military police has come to explain their presence this afternoon at the home of controversial army general David Sejusa in Naguru, a Kampala suburb, with officers seen talking to people there.

Military Police Spokesperson, Maj. Stanley Birungi told EagleOnline that whereas, they were seen at the home of General David Sejusa, the purpose of the visit was not to arrest or do anything but rather to drop food supplies for their officers who are deployed at his home.

“It is true, our soldiers have been there doing those other duties and like we do to any other high ranking officials and generals, we deploy officers in their home,” Maj. Birungi said.

EagleOnline had earlier reported about the Military Police being present at the General’s house.

Ronnie Balya, in which he claimed President Yoweri Museveni was hatching a plan to have his son Muhoozi Kainerugaba, succeed him. In the same dossier the General also claimed there were plans to eliminate him and some senior political and military figures including then Prime Minister John Patrick Amama Mbabazi and then Internal Affairs minister, the late Gen Aronda Nyakairima, among other people.

‘Hyena’ arrested for sex crime

A man who  featured in a viral story as being involved in an initiation ceremony to “cleanse” young girls by having sex with them, has been arrested.

Malawian Eric Aniva had been arrested on President Peter Mutharika’s orders, a government spokesman has told the BBC’s Focus on Africa radio programme.

He said Mr Aniva, nicknamed “hyena” for his role in the initiation, would be prosecuted for violating children’s rights.

He also said that the president was disturbed by the revelations made in the story and has vowed to crackdown on the cultural practice.

The man revealed in the feature that he had had sex with more than 100 girls and that he was HIV positive.

The sex cleansing practice is a traditional custom endorsed and funded by some communities in southern Malawi but the government has been trying to stop it.

BREAKING: Military surrounds Gen Sejusa Naguru house

The Military Police has surrounded General David Sejusa’s house in Naguru, a Kampala suburb, with officers questioning people at his home.

It has not been possible to establish the exact reason the ‘red top’ cordoned off the house but observers attribute the development to the General’s activities that have seen him ally with the opposition since he returned from a self-imposed exile in December 2015.

Contacted for comment army spokesperson Lt. Col. Paddy Ankunda said he was ‘not aware’ of the development but promised to establish the cause of the cordon and get back to the EagleOnline.

Police ignores Besigye, to report back to Court on August 9

Dr. Kizza Besigye wades the crowds as he campaigned in Kampala.

Opposition strongman Kizza Besigye has today had a hustle-free reign in town as he left court, where he had gone to fulfil his bail obligations.

The former Forum for Democratic Change (FDC) presidential candidate, who is facing treason charges, was earlier this month given a Shs100 million non-cash bail by High Court judge Wilson Masalu Musene and ordered to report to the Registrar of the court once every two weeks, starting July 26. Dramatically, when he obliged today, he was told the Registrar, Mary Eleanor Khainza, was away attending a conference in Entebbe. He was then told to report back to court on August 9.

Then, followed by a procession of chanting supporters and his two lawyers, Ernest Kalibala and Frederick Mpanga, Dr Besigye made his way through the City Center. However, this time there was no heavy security deployment and blocking of roads as is usually done, with observers saying that the development was prompted by the police’s condemnation by Parliament and the civil society for brutalising opposition supporters.

Yesterday, a case of disobeying lawful order against Dr Besigye and Kampala City Lord Mayor Erias Lukwago was dismissed by Makindye court, only for the opposition figure to be arrested and detained at Jinja Road Police station, from where he was set free at 9pm.

It is just one of many cases he is facing in different courts since he challenged long-serving President Yoweri Museveni in February’s disputed election.

The most serious charge –  that of treason – has not yet been dropped.

It was brought after Mr Besigye rejected Mr Museveni’s victory as a sham, and said he was the democratically elected president.

Mr Besigye is currently out on bail, and says he will also be cleared of the treason charge.

Ten killed in Mogadishu bomb blasts

A large plume of smoke rose into the sky after the blasts

At least 10 people have been killed in two car bomb attacks near an entrance to the airport in Mogadishu, Somali police and eyewitnesses have said.

Thick smoke could be seen rising from the area, where there is also a base for African Union (AU) peacekeepers.

Local journalists said one of the bombs was detonated by a suicide attacker near a checkpoint. Another blast hit the airport’s perimeter wall.

Those killed were believed to include security guards at the checkpoint.

The militant Islamist group, al-Shabab, has said it was behind the blasts and its target was the AU force’s headquarters.

The AU mission in Somalia condemned “these senseless attacks that aim to disrupt and cripple the lives of ordinary Somalis”.

Al-Shabab has carried out frequent attacks in Somalia, including in Mogadishu, in an attempt to oust the UN-backed government.

The group, which is allied to al-Qaeda, has been pushed out of most of the main towns it once controlled, but analysts say it remains a potent threat.

It has been increasing its attacks ahead of planned elections in Somalia.

Hotels have been attacked by car bombs and then armed assault teams over the past few weeks.

The large airport area in Mogadishu is a secure “green zone” for UN operations, the AU peacekeeping force and foreign embassies.

The Somali government, with the help of AU forces, is fighting al-Shabab militants in several parts of the country.

Kiir fires Machar

South Sudan President Salva Kiir Mayardit has relieved his First Vice President Riek Machar Teng of office, leading to speculation that the country may slowly slide into chaos again.

Announced through a presidential decree ‘appointment of the first vice president of the Republic of South Sudan’, Mr Kiir appointed General Taban Deng Gai the new vice president.

South Sudan became independent five years ago, but two years down the road the country broke out into war that was temporarily contained when the two warring factions signed a peace deal in August 2015 in Addis Ababa, Ethiopia.

However, two weeks ago forces loyal to Kiir and Machar engaged in a bitter exchange of fire, forcing the latter to flee Juba and go into hiding.

But Kiir gave him an ultimatum to go back to the city by last Saturday, a ‘directive’ Machar ignored, leading to the Monday announcement of Deng Gai as vice president.

Over the years since Independence in 2011 the relations between President Kiir, Machar and Deng Gai has not been a rosy affair, and in July 2013, Kiir dismissed Machar as his deputy and also fired Gen Deng Gai from the governorship of Unity State.

Kibuku MP Kinobere thrown out of Parliament

DEFEATED: Former long-serving Kibuku MP Lt (rtd) Saleh Kamba

The Mbale High Court on Monday nullified the election of Kibuku MP Tom Herbert Kinobere in favour of Godfrey Wairagara Kamba on grounds that the former lacks academic papers. Kinobere was also found guilty of vote stuffing during the February 18th parliamentary elections in the eastern district of Kibuku.

The two are fighting to succeed long-serving Kibuku legislator Lt Saleh Kamba, who been area MP for over 10 years. The prominent legislator was one time and was one time named State Minister for Bunyoro Affairs, but was rejected by the parliament’s appointment committee folack of the requisite academic qualifications.

Meanwhile, earlier on Monday, there was jubilation at Soroti High Court, Alice Alaso Asianut, was declared winner of a petition case against the newly-elected Serere District Woman Member of Parliament Hellen Adoa (NRM).

“Court found out that there was fraudulent distribution of sugar, soap and salt across the constituency coupled with the use of government motor vehicles taken to every rally,” the verdict by Soroti Chief Magistrate, Ruth Nabaasa read.

Meanwhile, court also dismissed the election petition of Nakapiripirit District Woman Member of Parliament.

Court found out that the court petition logged by Nakapiripirit former Woman MP, Rose Iriama against the newly elected woman MP Esther Davinia Anyakun could not overturn the results and the elections.

Police issue tough guidelines for boda boda cyclists

Police have issued a raft of tough guidelines for boda boda cyclists, and any breach will make the errant rider face heavy penalties. The development follows a meeting convened by the traffic commander Kampala Metropolitan Police (KMP) Norman Musinga earlier today, held at the Sharing Hall in Nsambya.

In a communication released today and signed by Mr Musinga, the cyclists were warned against dangerous riding, riding without a reflector jacket, riding on the pillions, disrespecting traffic lights and riding numberless motor cycles among other omissions.

According to Mr Musinga, every cyclist will also be required to have fulfilled all the requirements including having a driving permit and license in three weeks, ending August 16.

Over the years Boda Boda cyclists have ‘enjoyed’ a exhibited a high level of impunity on the roads, something that has led to the deaths of thousands of people who hire their services.

‘To better understand the danger posed by the errant cyclists, a visit to Mulago Hospital where the administration opened a ward specifically to handle victims of boda boda accidents, will suffice,’ one Jamil Ssenyange remarked on the sidelines of the meeting today.
