Primary education levels in Uganda still low – Twaweza

Primary education levels in Uganda are poor despite the marked progress registered in increasing access to education, a survey has established.

According to a report titled ‘Are our children learning? Five Stories on the State of Education in Uganda in 2015 and beyond,’ released by Uwezo at Twaweza, Uganda has not fully met its commitments under the Education for All Goals.

Uwezo, a not-for-profit organization working in the three East African countries of Uganda, Kenya and Tanzania, noted that ‘the improved national average figures conceal stark contrasts between the different districts and wealth classes of Uganda’.

The Uwezo Uganda Director Dr Mary Goretti Nakabugo, said at the launch of the report that there has been an intensive policy and resource focus on primary education at the expense of early childhood development, adult literacy and vocational and other training for young people. She however, noted that even in primary education, the high investment in primary education has not translated into learning outcomes; too many children in Primary 3 to 7 are unable to complete Primary 2 level work.

“It is (also) clear that primary education has been prioritised at the expense of other aspects of the education system. And even in primary education, learning outcomes are low and inequitable. We need to make primary education more efficient and effective, increase government’s role in the provision of early childhood development and education, and expand adult literacy and youth training programs,” Dr Goretti says about the findings of the fifth Uwezo assessment that was carried out in 2014 and a review of available evidence.

The data was collected from a nationally representative sample of 28 districts in Uganda, and is clustered around the six Education for All (EFA) Goals: early childhood education; access to and completion of primary education for all; adult literacy and lifelong learning; inequalities including gender and learning outcomes on the quality of education.

John Mugo, Director of Data and Voice at Twaweza said the new Sustainable Development Goal for education emphasises equity and holistic provision of education.

“The Uwezo data provide a strong baseline for where we are in these areas so that we can re-focus and re-prioritise to ensure that all Ugandans are provided with the skills and opportunities to be healthy, wealthy and happy citizens,” Mr Mugo added.

US$8,000 pan African photo competition on

Agility, a global leader in integrated logistics, has launched its US$8,000 Africa 2016 Photo Competition, an effort to inspire and showcase images that illustrate the breathtaking pace of change across modern Africa.

The annual contest, now in its second year, is the first pan-Africa photography competition to focus on Africa’s rapid modernization. It is open to professional and amateur photographers alike.

The competition seeks to highlight the progress and development on a continent of contrasts, documenting an Africa booming with youthful consumers, new technology, urbanizing populations and promising economic prospects.

“Africa’s modern spirit and rapid evolution are obvious to those of us doing business there every day,” says Geoffrey White, CEO of Agility Africa. “It’s important for the rest of the world to recognize the drive, ambition and creativity powering development across the continent. The Africa 2016 Photo Competition is one way we can bring attention to it.”

The competition started yesterday and will go on up to Sept. 1, 2016, with Agility awarding a US$2,000 cash prize to the winner of each of three categories: cities, industry and technology. A further US$2,000 grand cash prize will go to the photographer who shoots the overall winning image, deemed to best illustrate development and growth across Africa; giving photographers a chance to win up to $4,000.

The winning photographs will be shown on a CNBC Africa telecast and published in Forbes Africa and be featured in Agility social media, promotions and advertising.

The competition will be judged by an independent panel consisting of Sneha Shah, Managing Director, Thomson Reuters Africa; Bronwyn Nielsen, Executive Director of the Africa Business News Group and Editor-in-Chief of CNBC Africa; and Salim Amin, photographer, filmmaker and chairman of Africa 24 Media and Camerapix.

The Africa 2015 Photo Competition drew 700 entries submitted by photographers in 33 countries. Winning entries were dramatic images that captured the capital city of Luanda, Angola; wheat fields in Kenya and a child holding a smart phone in Uganda.

“Across our Africa business, we’re seeing the impact infrastructure improvements and technology are making in African life,” White says, adding: “The contest is an engaging way for us to try to reflect the modernization we see, from sustainable farming to manufacturing to energy production. Our hope is that perceptions of Africa will become more balanced, and people elsewhere will come to see Africa as an increasingly significant contributor to the world economy.”

Agility, a publicly traded company with more than $4.3 billion in revenue and more than 22,000 employees in over 500 offices across 100 countries, is investing in Africa and is committed to building new logistics capacity and infrastructure to support the development of global and SME businesses across the continent.

The company’s strategy also includes a strong social and environmental program, focused on education, training and health.

EA Council of PwDs to be formed – Kivejinja

The East African Community will establish the Regional Council for People with Disabilities in the Financial Year 2016/17, Uganda’s Minister for East African Affairs has said.

Alhajji Kirunda Kivejinja, who represented the EAC Council of Ministers and is also the Ugandan Third Deputy Prime Minister, made the revelation in Arusha during the passing of legislation granting Persons with Disabilities with full protection to enjoy their rights as enjoyed by other citizens of the region.

Moved by Hon Dr James Ndahiro, the East African Community Persons with Disability Bill, 2015, is premised under Article 120 (c) of the EAC Treaty, and in his justification Dr Ndahiro said it was necessary for PWDs to access all the infrastructure within their social systems.

The debate on the Bill was preceded by the Report of the Committee on General Purpose on the same subject matter presented by the Chairperson, Hon Dr Odette Nyiramilimo.

The report was a culmination of public hearings held in the Partner States and it followed intensive consultation with various stakeholders. The Committee also observed that the Partner States largely agreed on most provisions of the Bill which were among others need for assessment and interventions at all levels including pre-school inclusiveness education, sensitisation and awareness raising, equal opportunities and affirmative action.

The Committee further seeks the provision of tax exempted free mobile assisted devices, learning materials, need for disaggregated data by disability groupings, vulnerability and marginalization, as well as a financial assistance through cash transfers grants and various specific amenities.
During debate Hon Abubakar Zein noted that the rights of PWDS amounts to human rights. He challenged the Assembly to amend its Standing Orders to ensure the rights of all PWDs was also taken into consideration.

Hon Dora Byamukama remarked that a timeframe was necessary to determine when the Council of Ministers establishes a Regional Council for People with Disabilities. The legislator said data and statistics collection on matters around PWDs were key for consideration as it enhances decision making.
Hon Leonce Ndarubagiye said the treatment of PWDs in society needs to change, while  Hon Christophe Bazivamo termed the passage of the Bill as timely.

Others who supported the debate included EALA MPs Emerence Bucumi,  Frederic Ngenzebuhoro,  AbuBakr Ogle, Hafsa Mossi, Judith Pareno and Isabelle Ndahayo. Dr Martin Nduwimana and Mike Sebalu also supported the Bill.

Let government seize properties of the corrupt

So the Commission of Inquiry into the management of Uganda National Roads Authority (UNRA) established that the road agency cumulatively lost four trillion shillings over a period of seven years.

It is quite disturbing to know that this humongous amount was lost to white and blue collar fraudsters, some of who are entrusted with the responsibility to protect government assets on behalf of the people of Uganda.

There is no doubt that corruption in Uganda is endemic and the depth of this can be exemplified by President Yoweri Museveni’s State of the Nation Address, in which he even castigated his ministers for asking for bribes from foreign investors.

Suffice to say; despite voicing his concern over corruption on very many occasions, this was the second time Mr Museveni was publicly ridiculing his officials in regard to the gravity of corruption in Uganda, the first having been done in Kigali, Rwanda, where he decried the rampant theft that crippled government programmes in Uganda.

Indeed, to his credit, on all the many occasions he has spoken out against corruption, the President has threatened to deal with wayward officials involved in the vice. But if the findings of the Justice Bamugemereire UNRA Commission are anything to go by, then his efforts have been clinically circumvented by the fraudsters, who seem to enjoy unlimited powers of being protected.

Uganda has some of the best anti-corruption laws in the region, and the country is also home several institutions that were established to fight and contain corruption namely: the Anti-corruption court, the Inspectorate of Government, the CIID, and the Financial Intelligence Authority (FIA) and Uganda Revenue Authority among others. In fact, some of the institutions’ roles seem to overlap!

However, it seems that the individuals at all these institutions that are charged with the duty of ensuring the safety of the tax payers money have failed to nail the real thieves of public funds, instead choosing to always parade the ‘small fish’. And the game goes on.

But questions abound: where do these thieves keep their loot? Do they siphon the money out of the country? If so, then how do they do it? All these questions and many more need answers if the country is to tackle the issue of corruption effectively.

Lastly, as a deterrent, there is need to operationalize the seizure of properties of those found culpable for corruption as the move will instill fear in these thieves.

That way we can even begin talking about achieving a middle-income status by 2020.

Wapa’s daughter appointed Uganda oil boss

Josephine Wapakhabulo, daughter of former Speaker of Parliament, James Wapakhabulo has been appointed Chief Executive Officer of Uganda National Oil Company.

Dr. Wapakhabulo holds a PhD in information science among other qualifications that have seen her out compete other applicants for the same job.

Announcing her as the best candidate, UNOC board chairman, Emmanuel Katongole said “UNOC board of Directors is confident that brings experience, energy, drive and enthusiasm to the UNOC

The NOC Board led by Quality Chemical chairman Emmanuel Katongole late last year embarked on constituting the body’s management structure and early this February, put out a notice of recruitment for several positions, notably the CEO, chief exploration manager, chief development and operations manager, legal and corporate affairs manager, human resource, and finance/administration manager.
Deadline for application of all the jobs was March 18.

Candidates interested in the CEO job, according to the notice had to possess at least a master’s degree in engineering, law, economics and finance and petroleum Geoscience. According to the PEPD Act, the CEO as the accounting officer of the body reports to the board and is responsible for daily management activities and effective management of the body.

Some of the  applicants included former Tullow Oil corporate affairs director Conrad Nkutu; Assistant Commissioner for Pipelines Development in the Petroleum Directorate John Habomugisha; former Uganda Communications Commission director for consumer affairs David Ogong; Hashi Energy marketing manager Samuel Bagonza; head of Midststream Petroleum unit in Energy ministry Gerald Banaga-Baingi, and Abdul Byakagaba, formerly with government’s Petroleum Exploration and Production Department (PEPD) and currently employed by Tullow Oil.
Others are  former Public Procurement and Disposal of Public Assets boss Edgar Agaba; former UNRA acting executive director James Okiror and Phillip Odoki, recently working with Uganda Law Reform Commission.

Others are Dozith Abeinomugisha, assistant commissioner in the Petroleum Directorate; Uganda Revenue Authority (URA) head of oil and gas unit Martin Muhangi; National Planning Authority senior planner Rogers Matte, URA commissioner for investigations Patrick Mukiibi and Dr Josephine Wapakhabulo, an IT engineer and daughter of former Parliament Speaker James Wapakhabulo. She previously worked with renowned British car-manufacturer—Rolls Royce.

However, recently the Inspector General of Government, Ms Irene Mulyagonja, commenced a preliminary inquiry into allegations that methods, influence peddling, and short-circuiting of procedures in the ongoing recruitment to fill the lucrative job positions for the composition of the Uganda National Oil Company (NOC) management.

The investigation follows an April 20 petition to the ombudsman claiming that the search process to fill the position of NOC chief executive officer is riddled with “irregularities.”

Spark TV champions female empowerment

On Monday, Spark TV (NTV’s sister station) in partnership with GIZ announced the introduction of a TV reality show spun off a female mentorship program dubbed “My World”. My World is a mentorship program that attaches young female graduates to successful, professionally savvy, and highly qualified Ugandan women with different professional backgrounds drawn from Uganda’s corporate world.

The TV show was launched at a cocktail at the Kampala Serena Hotel and was attended by a number of high powered Kampala women drawn from a number of professions; media and broadcasting, legal, civil society, banking and finance, to mention but a few. The chief guest at the event was the Inspector General of Government, Ms. Irene Mulyagonja.

The My World mentorship program was introduced in 2016 by GIZ after realizing that the Ugandan market boasts of a good number of well qualified female graduates and there is a need to empower them by giving them guidance in developing their career path and advice on how to achieve both their career ambitions and personal plans (e.g. family).

In her opening remarks, Aggie Asiimwe Konde, Managing Director of NTV and one of the mentors attributed her success and achievements to receiving guidance from individuals who had mentored her. “Mentorship is about sharing experiences, passing on knowledge and guidance to your mentees. It’s our role as women to empower and bring out the best in one another which will as a result increase productivity in the work place, “she said. She added that through the TV reality show that will air on Spark TV every Sunday, the mentorship program would reach even more young women than the 24 who are currently undergoing the mentorship journey.

“Despite living in the 21st century, today’s woman still faces a number of bottle necks in the work place. These include disparity in equal pay (in comparison to male counterparts), harassment, limited advanced career opportunities, difficulty in maintaining a work life balance and having children while building a career. This program is here to help address those challenges by allowing young women the opportunity to learn from those that have been through it and can share their life lessons and experience, “Ms. Annette Boliba Juma from GIZ added.

In a panel discussion, the mentors gave the young women in attendance tips on how to make it in a male dominated world, how to achieve a work-life balance and the importance of constant self-evaluation to be able to achieve their dreams. Ms. Mulyagonja narrated her experience as a female lawyer in a male dominated profession and noted that with focus and determination, it is possible for a woman to rise up the ranks and achieve success in the work place.

The 13 mentors who have been selected to mentor the 24 young women in the My World program have attained success and are at the top of their careers. They are;

State levies fresh terrorism charges against 5 acquitted Kampala terror suspects

The Chief Magistrates Court in Jinja district has today, Wednesday, June 1, 2016, instituted fresh charges of terrorism and related conspiracy against the five suspects acquitted last week in relation to the 2010 Kampala twin bombings in which 76 lives were lost.

The five, Omar Awadh Omar, Muhamad Hamid Suleiman, Yahya Suleiman Mbuthia, Batematyo Abubakar and Dr Ismael Kalule, were acquitted of terrorism, murder and attempted murder in a judgment delivered on Thursday last week by Justice Alphonse Owiny Dollo, only to be rearrested immediately.

At the time, police said then the men were being held outside the capital for their own safety.

Besides the five who were acquitted, five other suspects convicted of terrorism were given life sentences; two others were given 50 year jail sentences, while and another man was convicted of a lesser accessory charge.

The suspects’ lawyer Caleb Alaka told EagleOnline that the group that was re-arrested moments after regaining their freedom and that their whereabouts are still unknown until today when they were freshly charged in Jinja.

The five had been acquitted on ground that prosecution failed to provide evidence linking them to the bombings but EagleOnline understands that a re-investigation was hurriedly carried out by state prosecutors who aver that hand written documents and related materials asking members to conduct hostile reconnaissance around security facilities and other vital installations, in preparation for violence, were seized and fresh evidence of the new plot that connected the suspects to the materials, recovered.

The new charge sheets states that while at Luzira Upper prisons, the rearrested five allegedly created documents and materials connected with preparations to facilitate, assist or engage co-conspirators to undertake terrorist acts.

It should however be noted that Justice Owiny Dollo had also dropped the charges of belonging to a terrorist organisation brought against the suspects, saying Al Shabaab, which they are linked to, isn’t a designated a terror organisation in the Ugandan law books.

In a related development, Police spokesperson Fred Enanga confirmed the developments and revealed that the force and sister security agencies continue to maintain vigilance to thwart threats of terrorism.

“We encourage the public to always remain alert and report any suspicious activity to the police, other security personnel or local council officials for immediate attention,” Enanga said on Monday evening.

The contingent from Uganda includes among others Abacus African Vacations, Asyanut Incentives and Safaris, Brovad Tours & Travel, Churchill Safaris, Jewel Safaris, Kagera Safaris, Lake Kitandara Tours & Travel, Nkuringo Walking Safaris, Platinum Tours, and Trek East Africa.

Other tourism partners participating in the fair are members of Uganda Community Tourism Association (UCOTA), Uganda Hotel Owners Association (UHOA), Uganda Safari Guides Association (USAGA) and the Association of Uganda Tour Operators (AUTO).

This year’s Kilimanjaro Tourism & Industry show will be held from 3rd – 5th June 2016 at Ushirika Sports Stadium, Moshi, Tanzania.

B2B networking sessions between Ugandan and Tanzanian Tour Operators / Lodge Owners will be arranged on the sidelines of the expo.
