Ugandan Ministers, EALA MPs meet over EAC integration

The second week of the sensitisation of stakeholders in the Partner States has commenced and will see EALA Members continue with its outreach to regional stakeholders.  The sensitisation activities which run up to the back-end of next week are themed:”EAC Integration Agenda: Accessing the Gains”.

In Uganda the Members met a number of stakeholders, with the country’s chapter’s outreach programme including courtesy calls on cabinet ministers and high ranking government officials.

During the meeting with Mr Otafiire the highlights of discussions focused on strengthening integration in readiness for the political federation, with the Minister assuring the legislators that the region was fully committed to the integration dispensation.

The EALA Chapter led by Hon Nusura Tiperu also met with the Minister for Trade, Hon Amelia Kyambadde where both parties agreed that Partner States need to ensure standardization of goods and to create an environment that facilitates trade. The legislators then paid a courtesy call on the Minister for Finance, Hon. Mattia Kasaijja and other parastatals.  The EALA Members were joined by a section of their colleagues from the Burundi chapter.

Meanwhile, in Kigali, the EALA Chapter led by the Chairperson Hon Patricia Hajabakiga, held an interactive session with representatives and the membership of the Private Sector Federation (PSF) Rwanda led by the Chief Executive officer, Stephen Ruzibiza.

The PSF members urged EALA to ensure the total and complete elimination of Non-Tariff Barriers on the corridors especially the Northern Corridor.  Last year, EALA enacted the EAC Elimination of NTBs Bill 2015 and the piece of legislation is currently undergoing assent in the Partner States.

The sensitisation and outreach programs of the Assembly in the Republics of Kenya, Burundi and the United Republic of Tanzania were also on course.

This is the second phase of the outreach programme following a successful phase held in the Partner States in April 2016.  The three-week activity hopes to sensitise EAC citizens on the overall integration process and to promote liaision with key stakeholders in the process.

Stakeholders include representatives of local Government associations, and Universities and learning institutions. Other stakeholders are media, Parliaments, women and youth councils, the Private Sector and the women and youth organisations.

Sensitisation is a key component of EALA’s work.  The EALA Strategic Plan (2013-2018) envisages a people-centred approach to widening and deepening of the integration agenda.

UN South Sudan peacekeepers to be reprimanded over camp attack

An unspecified number of peacekeepers from Rwanda, Ethiopia and India could be headed home soon after the United Nations accused them of  ‘lack of responsiveness’ during a bloody attack on a UN-run camp in South Sudan in February.

UN peacekeeping chief Herve Ladsous acknowledged today that an investigation had found ‘inadequacies’ in peacekeepers’ response when gunmen in military uniform stormed the camp in the northeastern town of Malakal on February 17 and 18, firing on civilians and setting shelters ablaze.

The attack on the camp, where about 48,000 people were sheltering, left at least 40 dead and 123 wounded.

Nearly 20,000 people lost their homes after they were torched by the attackers based on the occupants’ tribal affiliation.

“There was a lack of responsiveness by some, a lack of understanding of the rules of engagement by some,” said Ladsous, who refused to single out any individuals.

“I will not name names but there will be repatriations of units and of individual officers.”

At the time of the attack, the peacekeeping force was made up of contingents from Ethiopia, India and Rwanda.

“I can assure you that there will be a follow-up as there has been in other theatres of operation,” Ladsous said.

Initial findings of an internal UN investigation found that “there was confusion with respect to command and control” and “a lack of coordination among the various civilian and uniformed peacekeepers” during the attack.

A UN military official in Malakal said that Ethiopian peacekeepers had abandoned their posts during the attack.

The same official said that the peacekeeping contingent from Rwanda had asked, in writing, for permission to fire their weapons as the base came under attack, even though peacekeepers are licensed to use force to protect civilians.

Many of those who sought shelter at the UN site in Malakal arrived shortly after Sudan’s civil war began in December 2013 after President Salva Kiir accused his former deputy Riek Machar, who he had sacked earlier that year, of plotting a coup.

Civil war broke out when soldiers from Kiir’s Dinka ethnic group disarmed and targeted troops of Machar’s Nuer ethnic group. Machar and commanders loyal to him fled, and tens of thousands of people died in the civil war that followed.

A peace agreement signed in August collapsed and fighting continues in many parts of the country, despite both leaders joining a unity government two months ago.

The attack in Malakal threatens to deepen the conflict further. Leaders of the Shilluk ethnic group, the third largest tribe in the country who hail from Malakal, say that if they are not given their land back, fighting could ensue.

Kenyatta signs anti-doping law

Mr Uhuru Kenyatta said Kenya was now waiting for the World Anti-Doping Agency to declare it compliant with its rules – a move which will open the way for Kenyan athletes to take part in the Olympic Games in Brazil in August.

“Kenya has always supported clean sport and will continue to do so,” he added.

Kenya, an athletics giant, missed two Wada deadlines to show it is tackling cheating in sport. The country won 11 medals at the London 2012 Olympics and topped the table at the World Championships in Beijing last year with 16 medals.

But the country has become mired in doping and bribery allegations, with more than 40 athletes failing drugs tests since 2011. Wada placed it on a “watch list” of nations at risk of breaching its code and gave it until April 5 to comply.

PHOTOS: Principal Judge, Americans visit Mbarara inmates

The Principal Judge, Dr Yorokamu Bamwine has commissioned a hands-on training on Plea Bargaining at Mbarara Main Prison on Wednesday.

According to a brief from Judiciary spokesman Solomon Muyita, a team of 26 Americans (judges, law professors, attorneys and law students from Pepperdine University) are in the country to share experiences as well as build local capacity.

Kibaki appointed UNESCO Special Envoy

A certificate for the appointment was presented to him on Wednesday at his private office in Nairobi by Water Cabinet Secretary Eugene Wamalwa who picked it up on his behalf in Paris, France.

Former Kenyan President Mwai Kibaki has formally started work as United Nations Educational, Scientific and Cultural Organisation (UNESCO) Special Envoy for Water in Africa.

A certificate for the appointment was presented to him on Wednesday at his private office in Nairobi by Water Cabinet Secretary Eugene Wamalwa who picked it up on his behalf in Paris, France.

The former Head of State welcomed the appointment and stressed the need for stakeholders in the water sector to work together to realise effective management of the resources in the continent.

“Water has been the source of numerous inter-community and trans-border conflicts in Africa. It is therefore imperative that the office of the Special Envoy promotes the cause of water for peace and people’s development in Africa,” Kibaki stated.

The former President expressed hope that the initiative will ensure proper water governance processes in Africa.

“In discharging the mandate of UNESCO’s Special Envoy for Water in Africa, we recognise the role of the African governments, the private sector, citizens of each African country, and international partnerships. We are keen to work closely with all relevant institutions in the water sector in Africa,” he said.

He noted that progress in the sector will unlock Africa’s potential for faster job-creation, poverty eradication, and socio-economic growth and development.

“As you may be aware, water has been the source of numerous inter-community and trans-border conflicts in Africa. It is therefore imperative that the Office of the Special Envoy promotes the course of water-for-peace and people’s development in Africa,” he said.

Wamalwa described the appointment as a breakthrough in creating the much needed awareness of the scarce commodity not only in the region but in the whole continent.

“This objective to be achieved through expansion and construction of water supply schemes in urban and rural areas will ensure that all Kenyans are better served,” he said.

“His Excellency Mwai Kibaki’s role will among other goals entail drawing attention of Heads of State of governments and civil societies to the importance of sustainable management of the available water resources,” he explained.

Council of Governors Chairman Peter Munya who was also present assured Kibaki of governors’ support in all the counties.

“May I on behalf of the Council of Governors pledge my support. We would like to work closely with you in pushing this agenda of making water accessible to everybody in Africa a reality and water provision being largely a devolved function, we think your appointment will give that agenda impetus as we continue in this struggle of realising the dream of everybody,” he said.

UNESCO Regional Director Mohammed Djelid called for stronger cooperation among all water actors in the continent in order to tackle various challenges affecting water management in Africa.

He noted that his organisation was ready to work with all partners to see that water issues were effectively managed in the continent.

The function was attended by other key players in water matters including the Millennium Water Alliance, Water Services Trust Fund and diplomats among others

Major EMBOLO blow to Manchester United amid Schalke rumours

Manchester United are reportedly set to miss out on FC Basel striker Breel Embolo, with the youngster said to be close to signing for Schalke 04.

The Switzerland international certainly possesses all the raw tools to go a long way in the game. He’s been dynamic, skilful and capable of operating in a number of positions across the front line for Basel and his national team. He has an eye for goal too, with 10 netted in each of the last two league seasons.

It’s easy to see why United would be keen, as he’d fit in well with the club’s forward options. Like Embolo, Marcus Rashford and Anthony Martial are vibrant young talents who can cause chaos in the final third. They all need guiding and refining, but the potential is there for each of them to become a world-class player.

However, at a club like United, there would be a lot of expectation on the youngster, not to mention a fair chance of him not featuring frequently, especially under a manager like Jose Mourinho, who values experience in his starting XI. At Schalke, it’s likely he’ll play a key role.

The focus will not be relentlessly trained on the youngster at the Veltins Arena as it would be at a true juggernaut of the European game. Under new manager Markus Weinzierl there will be expectations, but they will not be too lofty and thus allow Embolo’s game to develop naturally.

Schalke seem to be building an exciting side for the 2016-17 campaign, too. Alex Chaffer of DW Sports has been impressed with the business they’ve conducted under sporting director Christian Heidel.

Of course, there are green facets to Embolo’s game that need to be worked on, most notably his touch, decision-making and work rate. However, he’s shown he can be a big threat at the elite level, and provided he continues to develop as anticipated, he can become an elite forward.

United will be disappointed if the teenager has chosen to further his career elsewhere, as the Red Devils are always in for the most exciting attacking talent around. The club certainly aren’t short of sprightly strikers ready to take the Premier League by storm next season, though.

How to be accommodating during Ramadan for non- muslims

Living in a multi- religious society sometimes can breed misunderstandings, but it does not have to be that way. We have to learn how to accommodate other people’s beliefs and be understanding in situations where they put their beliefs ahead.

Every year there is a “holy” routine that different religions start following for a given period of time such as Ramadan and Lent and sometimes those who do not belong to that faith usually find it hard to relate. This Ramadan, we bring you some of the the dos and don’ts that can make relating with your fasting brothers and sisters easy during the holy season.

Meetings

When setting up meetings for a business or casual endeavours, schedule them in the morning or sometime after iftar even if the person you are meeting is polite enough not to decline meeting at a restaurant.

Eating Habits

Just because your friends are fasting does not mean you should change your eating schedule and habits. However, you can be courteous enough as not to eat in their presence knowing they are adhering to the fast. If you are in an office, you can excuse yourself and eat while enjoying the sights and sounds that your surroundings offer.

Ramadan Mubarak

You can always wish your friends a “happy Ramadan” since it is a form of greeting too during the holy season for the believers. It is encouraging to some of the people that love us to feel encouraged by their family and friends whilst doing something they deem very important to them and God.

Strenuous Activity

Fasting can take its toll on the body even if you are eating at night and early morning. Therefore, it is not encouraged that you let someone who is undergoing the fast to do very strenuous activities even if they might be courteous enough not to refuse, especially if it involves work.

Iftar

Iftar is the meal Muslims have after sunset to break the day’s fast and they usually invite several guests to give it a communal feel. When someone invites you, there’s no harm in you attending to celebrate with them, it is wonderful.

Flexibility

It is important to note that Ramadan does not have a fixed date. The islamic calendar is lunar and the fasting season begins when there is a sighting of the new moon, making the dates change every year. If you have Moslem and their working hours change, its due to the fasting season and it will alternate from year to year.

Fasting

If you want to fast alongside Muslims during Ramadan, you can go ahead as it is a season to get closer to God and meditation. Do not tell them how you are going to use Ramadan to lose weight; it makes it seem as if you are taking the purpose out of their holy season.

FAIRYTALE: Onduparaka FC players revel in Uganda Cranes opportunity

Uganda Cranes team entered their third day of training ahead of their Eastern Regional tour scheduled to take place in Mbale this Saturday.

The training was successfully conducted at Nakivubo Stadium following the earlier sessions on Monday and Tuesday that were held at the KCCA stadium in Lugogo.

Onduparaka FC had a great 2015/16 season after they earned  their promotion from the FUFA Big League to the Ugandan Premier League and also were the Runners up of the Uganda Cup tournament.

Their hardwork, determination to achieve and success has been recognized and paid off after four of their players earned the first call up by Micho to the national Team, Uganda Cranes.

The four Onduparaka players who joined the training today at Nakivubo Stadium are Nafian Alionzi (Goalkeper), Rashid Toha(defender), Midfielders Gadaffi Wahabu and Muhammad Shaban, the Uganda Cup tournament top scorer with 7 goals.

Geoffrey Massa, the Cranes National Team captain also successfully trained with the team as well as Abel Eturude, the Sports Club Villa midfielder.

The team will resume training tomorrow, Thursday at the same stadium.

The team sets off for Mbale on Friday evening after preparation of one week training.

EURO 2016: Cristiano Ronaldo throws reporter’s microphone into lake

The Real Madrid superstar is clearly in no mood for talking with journalists after launching his feelings after he threw a reporter’s microphone in the lake.

Ahead of their final EURO 2016 last fixture against Hungary, the frustrated Portuguese captain was out for a walk with fellow teammates when a Portuguese journalist approached him to ask if he was ready for the match.  His response was to “Grab the journalist’s microphone and throw it into the nearby lake”.

Portugal is without a win at Euro 2016 tournament and could face elimination if they do not beat Hungary in their Group F clash.

The Portuguese National team captain has failed to score from 20 shots on goal in this tournament. He also missed a penalty kick against Austria in their 0-0 goalless stalemate draw in Paris.

It has been a frustrating tournament for the 31-year-old striker because he has failed to score in the two matches Portugal has played so far in this EURO tournament happening in France.

He also criticized Iceland for having a “small-time mentality” after a 1-1 draw.

Portugal face Hungary in Lyon, France ahead of their, MUST win final Group F fixture.

Ronaldo and Co. will face England if they finish second in the group and could face Croatia if they remain third.

However, if Austria beat Iceland and Portugal lose, goal difference will determine their fate and they could be on the plane back home by Friday this week.

TIME UP! Lt Gen Tumukunde vows to crack Kampala Kifeesi gangs

Former spymaster Lt Gen Henry Tumukunde has vowed to turn the business around the struggling Security ministry especially when it is being criticised over low intelligence standards.

While entering office as the new Minister for Security Lt Gen Tumukunde cautioned officials in public offices to stop laziness and dilly-darling in their offices but work for the benefit of the country.

The bush war hero also former Director General of Internal Security Organisation (ISO),is replacing Mary Busingye Karoro Okurutu who is now a Minister in Charge of General Duties/Office of the Prime Minister.

“While I was still in ISO, whenever I found you seated in office reading newspaper, I would send you to Katakwi for field work. We must take the president’s words seriously. We have to work,” Lt Gen Tumukunde told reporters.

Being the highly trained spymaster his new roles will be to watch over international counter-terrorism, counter-terrorism, operations, communications capabilities, including communications data, Protect, including critical national infrastructure, National Crime Agency, serious organized crime, cyber-crime and security, fraud and asset recovery, space security among others and will be briefing the president directly.

“There are these groups baptizing themselves good names like Kifeesi. They are only attempting to scare,” he held.

Tumukunde has also warned that the recent wave of attacks on security installations in Gulu district could signal rebellion.

The incident came at a time over 30 soldiers were being incarcerated for alleged coup to overthrow the government.

Notable among them are; Colonel Dan Opita, the commander of Entebbe airbase, UPC’s Dan Oola Odiya and Nakawa division MP Michael Kabaziguruka.

Tumukunde, who once served as Commander of the Gulu-based 4th Division of the Uganda Peoples Defence Forces, quoted by Uganda Radio Network telling journalists at Parliament that the attacks are masterminded by elements that participated in the Lord’s Resistance Army [LRA] struggle.

He said the former combatants are still disgruntled by the sitting government.

Tumukunde said the ‘elements’ but stated that government has the capacity to bring the perpetrators to book.

 

Tumukunde’s spy career at a glance

It should be remembered that at a rank of Colonel he was appointed Chief of Military Intelligence and Security after bush war. His tenure was arguably the most successful by any officer as it is during this time that Al-Qaeda’s plan to bomb the American Embassy in Kampala was thwarted. There was also a time where bombings were rampant within the capital Kampala, and once again Tumukunde formed several intelligence committees within the city and the problem was gotten rid of.

As ISO as Director General with Elly Kayanja as his deputy to fight off urban terrorism and gross theft, which netted rogues like black. However, his relations with Ely kayanja soured which later forced president to usurp his role and appoint kayanja as head.

Tumukunde often despised Kayanja as a modestly learned man.

He registers a colorful resume among top army officials.

Some sources in the army believe he played an important role in bridging the communication gap between the UPDF and LRA. He reportedly gave satellite phones to LRA leaders to facilitate a peace initiative.
