Djibouti expels BBC journalists ahead of tomorrow’s elections

Authorities in Djibouti have expelled a team of BBC journalists who were in the Horn of Africa country to cover the presidential elections, slated for tomorrow, April 8.

The expulsion of the four has been condemned by the Committee to Protect Journalists (CPJ), which said that journalists should report on presidential elections without harassment or fear of expulsion.

“An election can be free and fair only if journalists can cover it without being harassed, detained, or expelled,” said CPJ Deputy Executive Director Robert Mahoney.

He added: “The expulsion of a news crew after they had interviewed the foreign minister and an opposition figure is an act of censorship and casts doubt on the fairness and transparency of this poll.”

Meanwhile, the BBC said that it had written to the government of Djibouti inquiring why the Djibouti authorities had detained and expelled its team of reporters and producers, including the BBC’s Africa security correspondent, Tomi Oladipo.

The team of journalists was in the country ahead of presidential elections and was accredited to work there, Police detained the group after they interviewed Djibouti’s foreign minister and an opposition candidate on April 1, then put them on a plane the following morning, the BBC said. Oladipo described their ordeal in an interview.

According to the BBC, the Djiboutian government has not responded to a letter from the broadcaster seeking an explanation. Neither the office of the prime minister nor the minister of foreign affairs returned CPJ’s phone calls about the matter.

Available information indicates that President Ismail Omar Guelleh, who is seeking a fourth term in tomorrow’s elections, was first elected as President in 1999 as the handpicked successor to his uncle, Hassan Gouled Aptidon, who had ruled Djibouti since independence in 1977.

African Union guidelines for a free and fair elections hold that there must be freedom of ‘assembly, association, expression, and campaigning as well as access to the media on the part of all stakeholders’.

French youth leaders and their other European colleagues have called upon the French government to take responsibility for France’s role in the 1994 Genocide against the Tutsi.

The youth made the call through their organisation, the European Grassroots Antiracist Movement (EGAM).

EGAM is an umbrella of youth wings of political organisations and students’ unions.

In a document titled “Rwanda: Breaking silence” the youth called on the French government to hold leaders accountable for their actions during and in the build up to the Genocide, which have been well documented by various scholars and investigative journalists.

Their call comes shortly after former French Prime Minister Alain Juppe used his Twitter account in an attempt to absolve France role in the Genocide.

Juppe’s tweet, in French, read, “Faire procès à la France de porter une part de responsabilité dans le génocide aux Rwanda est une honte et une falsification historique”, loosely translated as ‘Implicating France in the Rwandan Genocide is a disgrace and a historical distortion”.

The lack of serious action by Paris today, the youth point out, implies that current top French leaders are endorsing responsibilities which are, however, not their own, but those of some of their predecessors during the 1990s. “They perpetuate a silence that multiplies the suffering of survivors, which undermines the democratic functioning of institutions, which transmits ideologies that led to the massacre and prevents justice from working. That is why we must break this silence,” the French youth said.

They also called on the current French president to in have frank conversations based on truth about the role of his country in the Genocide.

“This discourse of truth must be accompanied by strong symbolic actions, such as declassification of all records, without exception, concerning the engagements of France in Rwanda between 1990 and 1995, including all those on the operation “Turquoise,” regarded as a key support tool for the genocidal regime of the time in Rwanda.

The French youth also urge their Ministry of Foreign Affairs to stop obstructing the actions of civil society groups committed to speaking the truth about the Genocide against the Tutsi in Rwanda, in 1994.

“This will help to put an end to the exploitation of the state apparatus in favor of impunity.”

Their call is signed by 20 French deputies, 11 European deputies, and numerous mayors and representative of political, youth and anti racist European associations.

They add that ever since the movement launched the initiative dubbed Génocide contre les Tutsis : la vérité, maintenant!” (Genocide against the Tutsi: The Truth, now!) the French Ministry of Foreign Affairs promptly cut off their funding.

Since 2014, the youth have traveled to Rwanda in April, to join Rwandans in commemorating the anniversary of the 1994 Genocide.

SFC ivory-smuggling suspects charged

Two UPDF soldiers and three civilians have been charged with illegal possession of 12 pieces of ivory at Buganda Road magistrate’s court.

Major Allen Rutagira and Corporal Collins and the three co-accused were charged with unlawful possession of protected species and, accepting and conspiracy to commit a felony.

Prosecution led by the Resident State Attorney Jonathan Muwaganya, avers that the accused conspired to commit the crimes and were arrested on March 24 at Hotel Africana while in possession of the ivory pieces weighing 19 kilogrames, valued at Shs 129 million.

Buganda road court Chief Magistrate James Ereemye granted Corporal Kamugisha Collin cash bail of Shs2 million but remanded Maj Rutagira after finding inconsistencies with his sureties’ introduction letters and national identity cards.

The three civilians, Simon Mbonye, Alex Sande, and Silva Kiiza were also denied bail since they had no lawyers and their sureties lacked documentation.

Hunting and trading in wildlife and wildlife products without authorisation is prohibited by law.

No new jet for Museveni – State House

State House has refuted ongoing reports that it is in the process of procuring a new jet for President Museveni.

Speaking on to the EagleOnline this morning, State House comptroller Ms Lucy Nakyobe said there is no way they can buy a jet for the President without Parliament’s approval.

She also noted that the current jet is still in good shape and can fly to any far destinations. “We are not  planning to buy any jet, it can fly to far places like Japan and Australia without making any stopover, we are not going to buy a new jet for the president,” Ms Nakyobe said on phone.

Earlier reports had indicated that the government intends to sell the current presidential jet, a Gulf stream 5, and top up the proceeds and acquire a new Gulf stream 6.

In 2009 government acquired the Gulf-stream 5 at a cost of Shs88 billion, sparking off harsh reactions from the opposition legislators.

State House to procure new presidential Jet for Museveni

KAMPALA: State House is in negotiations with a German company to procure a new presidential jet for president Museveni.

The current Gulf Stream V will be sold to top up and acquire a sophisticated Gulfstream G650 that costs over $60m. “The negotiations are almost done,” the government source said.

The current presidential jet cost government $40m in 2011. It was purchased to replace a Gulfstream IV which was bought at Shs60 billion in 2000.

It’s not clear how much the current one will be sold but sources say the new jet to be procured is needed to reduce on stopovers the president makes when on long flights.

This planned procurement may cause a backlash from the opposition who think this is unnecessary expenditure for a poor country like Uganda.

At a long-range cruise speed of Mach 0.85, the Gulfstream G650 flies 7,000 nautical miles/12,964 kilometers nonstop with eight passengers.

Sixteen large Gulfstream panoramic windows, each 28 by 20.5 inches/71 by 52 centimeters, allow abundant sunlight into the cabin, even in the galley. Every window has been repositioned higher on the fuselage to maximize viewing comfort.

Ministry of defence in 130 billion procurement scandal

KAMPALA: Officials in the ministry of defence are in trouble over inflating the cost of the planned construction of the army National Referral Hospital in Mbuya.

The earlier evaluation cost done by the Ministry was $35m [shs113bn] but the procurement officials in the Ministry allegedly connived with the constructor M/S Seyani and Brothers Ltd.

Military sources say President Museveni has instituted a probe team composed of military intelligence and police detectives to find out how the costs increased by shs17bn.

Ministry of Defence saved the money through United Nations reimbursements for the wear and tear of the Ugandan military equipment used by UPDF peacekeepers in Somalia.

“Some officials might be arrested because the President is annoyed. Even the Inspector General of Government is also investigating,” the military source said.

The 250-bed hospital will be used to treat both civilians and soldiers especially those who are injured in the battle field.

According to the petition filed by the whistleblower to the Inspector General of Government in January, “some members of the evaluation committee smuggled into the bid four pages from the bidder”

This action alone raised the price by Shs800m”. The petitioners allege backhand dealings between the evaluation team and the winning contractor.

Unlike UPDF, Kenyan Defence Forces treats its injured soldiers in Somalia but Ugandans are flown to Agha Khan Hospital.

The plan to construct the UPDF National Referral Hospital was mooted by the late Gen Aronda Nyakairima.

Besigye to report to police tomorrow

The 'Besigye Van' that was used to whisk him off to Naggalama yesterday.

Opposition Forum for Democratic Change (FDC) flag bearer in the recently-concluded presidential elections Dr Kizza Besigye has been slapped with ‘unlawful procession’ charges.

Dr Besigye was arrested yesterday morning at the Mulago roundabout after leaving his Kasangati home, destined for Najjanankumbi where he was set to join other FDC supporters for prayers declared by the party on Tuesdays. However, as his car moved from home several supporters joined and formed a procession, prompting police to arrest him. He was later whisked off and held for several hours at Naggalama Police Station, while his car, a brand new Toyota Land Cruiser Prado was towed by police to Kira Road Police Station.

‘Just released from Naggalama Police Station. I was charged with Unlawful Procession! I left home with one vehicle and never disembarked’, Dr Besigye wrote on his Facebook page after release from Naggalama.

And yesterday, following his release on bond under a charge sheet vide SD/33/05/4/16 drawn at Wandegeya Police Station, Dr Besigye was instructed to report to the OC Wandegeya station tomorrow, April 7.

It is not clear if tomorrow Dr Besigye wont attract the crowds that normally follow him, but what is for sure is that yesterday’s incident comes just a day after Dr Besigye ‘regained his freedom’ to move, following 42 of restricted movement around his compound.

The tiff with police stems from Dr Besigye refusal to accept results announced by the Independent Electoral Commission (IEC), declaring National Resistance Movement (NRM) candidate Yoweri Museveni the duly elected president after February 18 presidential elections.

The IEC said Museveni got 61 percent against Dr Besigye’s 36 percent, leading to the latter’s rejection of the results and his subsequent restricted movement.

Besweri Mulondo who denied Buganda federo dies

Famous Buganda lawmaker Busweri Mulondo has died aged 91.

Mr Mulondo in 1994 during the Constituent Assembly, Mulondo shot down a motion that had been talked by the rest of CA delegates to grant Buganda a federal status.

Mulondo joined the civil service in 1947 as an assistant regular registrar of titles in the ministry of land. He quit civil service in 1974 when Idi Amin ordered all civil servants who had worked for more than 20 years to retire. He fled to Kenya that very year only to be returned by President Godfrey Binaisa from retirement to head Uganda Land Board until Obote was elected President. He also chaired the Lint Marketing Board after the NRA took over power. Mr Mulondo then joined joined the constitution commission of Benjamin Odoki as a member in 1994 before being named a sabalangira of Buganda by the Kabaka when he was still a Sabataka. Museveni later appointed him a presidential advisor on Buganda until his death.

Buganda called him a traitor in when he blocked their federo dream.

City pastor storms Nagalama, prays for detained Kizza Besigye

A flamboyant city preacher Pastor Happy Daniel Ngabo has Tuesday afternoon prayed for detained Kizza Besigye, former Forum for Democratic Change (FDC) presidential candidate.

Pastor Ngabo who leads the opposition party’s routine party prayers at Najjanankumbi, Kampala stormed Nagalama police station in Mukono outside the city armed with bibles which sent cops in frenzy.

The youthful preacher likened himself to Nelson Mandela and Martin Luther King Jr. He was in the company of FDC party president Maj Gen Mugisha Muntu, SG Hon. Nathan Nandala-Mafabi, Leader of the Opposition Wafula Oguttu, Ingrid Turinawe, Doreen Nyanjura, Mwijukye Francis, Susan Norma, and many other Activists calling themselves the rescue squad.

Uganda police have charged Dr. Besigye with conducting an illegal procession.

The spokesperson for the police, says Mr Besigye had disobeyed orders not to drive through the centre of the city after thousands mobbed his car.

Mr Besigye had been given permission to go to a prayer meeting at his party’s headquarters as long as he did not disrupt business in Kampala.

He has only just been released from house arrest, and this was to be his first trip into the city.

As he was travelling to the party HQ, supporters surrounded his car and tried to follow him to the city centre.

The police then blocked his vehicle, towed it away and first detained him at Kiira Road police station before taking him to Mukono.

Arsenal’s title chase is over – star

Arsenal’s title bid paid the price for losing ‘perfect’ Santi Cazorla to injury, claims Nacho Monreal.

The Spanish midfielder’s been out of action since November 2015 with a combination of Achilles and knee injuries.

Arsene Wenger dropped Cazorla into a central midfield position in early 2015 and the former Villarreal man was a revelation alongside Francis Coquelin.

In the Spaniard’s absence, Aaron Ramsey and Mohamed Elneny have been paired alongside Coquelin but found themselves powerless to stop the Gunners falling 11 points behind Leicester City with just seven matches remaining.

And Monreal, who has been one of the Gunners’ standout performers this term, says the faltering title bid has been partly down to Cazorla’s injury.

‘Given the way we play, Santi is the perfect player for us because he loves receiving the ball, he brings our centre-backs into the game and really helps us to bring the ball out,’ said Monreal.

‘He’s probably one of the most technically-gifted players we have in the team and obviously he brings a lot to the side.

‘Everybody really likes him and we’re aware that his way of playing and the amount of assists and goals he pitches in with are very important for us.

‘Obviously he’s had this injury that’s kept him out for about five months and the team feels that. When you lose an important player the team pays for it.’
