Uganda varsity students for SA law competition

Students from ten universities in Africa including some from Uganda will converge at the Rhodes University in Grahamstown, South Africa from March 29 to April 1, to take part in 2016 European Law Students Association (ELSA) African Regional Round Moot Court Competition on WTO Law.

The ELSA Moot Court Competition is a simulation of a WTO panel proceeding, and the competition is student-run, organized annually by ELSA in co-operation with the WTO.

This year, the third African Regional Round will have ten universities from Ethiopia, Kenya, South Africa, Tanzania, and Uganda gather to compete against each other and the best three teams will qualify for the world finals taking place at the headquarters of the WTO in Geneva, Switzerland in June 2016. Participation of the teams in the African Regional Round is generously sponsored by the African Trade Policy Centre of the United Nations Economic Commission for Africa, as well as other local, regional, and international donors.

‘The purpose of this initiative is to support the continuing participation of African universities in a student competition designed to enhance knowledge of international trade law and WTO dispute settlement procedures, with a view to enhancing capacity in Africa in the long term, a release by the Africa Press Organisation, on behalf of the organisers, states.

it adds: ‘Through this competition the participants will gain invaluable experience as a supplement to their university degree. By practicing and seeing for themselves how the WTO dispute mechanism works they will have a great insight and advantage for later career purposes’.

“Though the organization of the African Regional Round, ELSA is fulfilling its social responsibility throughout the students worldwide, providing them with life time chance to make their dreams about the international career come true,“ said Ada Gawrysiak, Vice President for Moot Court Competitions, ELSA International.

Bad Black is back

RELEASED: Bad Black aka Shanita Namuyimba

City socialite Shanita Namuyimba aka Bad Black has been released from Luzira Prison today after serving a four-year jail term.

The former flashy ‘girl’ has already announced she will host a ‘mammoth release bash’ at the ritzy Club Guvnor in Industrial Area on Wednesday night.

In 2012 Bad Black pleaded guilty to fraud and conspiracy to embezzle funds from Daveshan Development Company, a joint venture with British national David Greenhalgh, who also doubled as her lover.

Her co-accused Meddie Ssentongo was released in 2013 after serving an 18-month sentence at the same facility.

Sources say Bad Black is in a celebratory mood after the court made no mention as to whether she or Ssentongo was to return the stolen funds.

The Independent Electoral Commission (IEC) Chairperson Eng Badru Kiggundu has this morning been cross-examined by Muhammad Mbabazi, the lead counsel for petitioner John Patrick Amama Mbabazi, who is challenging the declaration of Yoweri Museveni as the winner of the recently-held presidential elections.

Eng Kiggundu had earlier taken oath before the nine judges of the Supreme Court, pledging to say ‘the truth, nothing but the truth’ in court.

Counsel Mbabazi then led him through a raft of questions including the management of the 2016 elections in relation to tallying; the Biometric Voter Verifying Machine (BVVM) kit and how it was operated and the electronic transmission of results, among many other issues.

“Are the Declaration (DR) forms and tally sheets you gave us the ones you used on the day you declared results?” Counsel Mbabazi started off, to which the IEC boss responded in the affirmative.

“Can you give us a list of the polling stations that you based on for provisional results?” Counsel Mbabazi probed further and in response Eng Kiggundu said: “I don’t have them off head but I can avail them.”

Meanwhile, the law dons who had prayed to court to join the petition as Amicus Curiae, have been accepted.

“We are satisfied that the applicants raise relevant points of law and will benefit court in the hearing,” Lady Justice Ekirikubinza Tibatemwa read on behalf of the judges, but cautioned them to stick to their stated objective.

However, in a ruling read by Lady Justice Stella Arach Amoko, the coram rejected a similar application by the Civil Society Organisations (CSOs) on grounds of the applicants’ competencies in relation to their prayer before court.

“CSOs have not met the requirements to be admitted as Amicus,” Lady Justice Arach ruled.

In a related development, the judges have said the court will now hear the proceedings expeditiously for 16 days, from 9.30am to 6.30pm daily.

AG protests at media coverage of petition

Mwesigwa Rukutana said Attorney General's office will continue representing parliament until they amend the constitution if they want to create such a position.

The Deputy Attorney General Mwesigwa Rukutana has this morning taken a swipe at the media, saying the latter is not respecting the subjudice rule in the ongoing hearing of the 2016 presidential election petition.

Mr Rukutana, who is representing the President Yoweri Museveni in the petition that was filed by former aspirant John Patrick Amama Mbabazi, said the media should ‘report objectively and inform the public well’.

He further said media coverage of petition is designed to arouse anxiety and create a gloomy picture on the likely outcome of proceedings.

He cited a story in one of the dailies that was headlined ‘Mbabazi wins round one’ as one of the misleading stories. Rukutana also pointed to an article by retired Supreme Court Judge Justice George Wilson Kanyeihamba that appeared in the Sunday Monitor of yesterday titled ‘Ghosts of previous election petitions may haunt Supreme Court in 2016’ as another case of the disrespect of the subjudice rule.

In response Chief Justice Bart Magunda Katureebe said the media was only allowed in order to tell the public the truth.

“It is wrong to try and distort and spin,” the CJ added

UN accuses South Sudan of war crimes

A UN report describing sweeping crimes like children and the disabled being burned alive and fighters being allowed to rape women as payment shows South Sudan is facing ‘one of the most horrendous human rights situations in the world’, the UN human rights chief has said.

Zeid Raad al-Hussein lamented the crisis in the nearly 5-year-old country has been largely overlooked by the international community, and his office said attacks against civilians, forced disappearances, rape and other violations could amount to war crimes and crimes against humanity.

The UN report is the work of an assessment team deployed in South Sudan between October and January and says ‘state actors’ bear most responsibility for the crimes. It said Zeid recommends that the UN Security Council consider expanding sanctions already in place by imposing a “comprehensive arms embargo” on South Sudan and consider referring the matter to the International Criminal Court if other judicial avenues fail.

In scorching detail, the report, which focused on events in 2015, cited cases of parents being forced to watch their children being raped, and said investigators had received information that some armed militias affiliated with government forces “raided cattle, stole personal property, raped and abducted women and girls” as a type of payment.

“The quantity of rapes and gang-rapes described in the report must only be a snapshot of the real total,” Zeid said in a statement. “This is one of the most horrendous human rights situations in the world, with massive use of rape as an instrument of terror and weapon of war, yet it has been more or less off the international radar.”

David Marshall, the UN human rights officer who coordinated the assessment team, told reporters in New York that the “machinery of violence” by the government needs to be dismantled. “It was a reign of terror,” he said. Also on today, human rights watchdog Amnesty International accused the South Sudanese government of war crimes after its troops allegedly suffocated 60 boys and men in a cargo container at a Catholic church and then dumped their bodies in an open field.

Villa can go all the way in Confederation Cup –President

SC Villa President Eng. Ben Misagga has said his team could go all the way and become the first Ugandan club to win the CAF Confederation Cup after they edged past Zanzibar’s JKU 4-0 in the first leg of the 2nd round of the competition at Namboole Stadium on Saturday.

“Perhaps, it is too early to start talking about winning the title, but I can tell you that we have learnt a lot on how to hold our own on the road and we will now take every match as it comes,” Missaga said.

Goals from Ndera Micheal, Mike Serumaga, striker Umar Kasumba and Godfrey Lwesibawa were enough to ensure the Uganda Cup winners go into the second leg to be played on Friday March18, at Azam stadium in Zanzibar with a very huge chance to progress. Kasese attackers want secession-Minister

Internal Affairs Minister Rose Akol has said what happened in Kasese is the silent agitation for a creation of Yiira republic.

While address the press conference today, Akol, said investigations are being carried out and government appeals to the people of Kasese in particular and the entire population to remain calm.

“We are aware that some of the attackers harbor sectarian tendencies and are thus a threat to the community.  Some of the community members have already given very vital information to the Police regarding this” reads the statement.

Adding “Government is aware that some of these attackers are part of the bigger group that believes in the selfish reason to break away and form the so called ‘Yiira Republic”

Below is the Minister’s statement

On Thursday, 10th March 2016, soldiers on duty were attacked in Hima, Kasese by certain criminals who were armed with machetes, knives and other crude weapons. Two of the attackers were shot dead.

Their motive is yet to be established. Government has increased security presence and is conducting deep investigations.
On Friday evening while trying to establish an operational base, Commissioner of Police Jacob Opolot who is the Commander of Field Force Police in the region was also attacked sustaining a broken leg. His bodyguard-One SPC Mbusa Joel was stabbed in the head, chest and back and his gun taken. SPC Joel is in very critical situation and is still in hospital. His gun has since been recovered.

Other officers injured include CPL Rwotsongeyo Robert, CPL Otobe Robert, and CPL Sentongo Moses. Four (4) soldiers of the UPDF who were re enforcing were also wounded in the attack and are steadily recovering. Five (5) of the attackers were put out of action.

We are aware that some of the attackers harbor sectarian tendencies and are thus a threat to the community.  Some of the community members have already given very vital information to the Police regarding this.

Government is aware that some of these attackers are part of the bigger group that believes in the selfish reason to break away and form the so called ‘Yiira Republic’.  As H.E the President has reminded some of the leaders in Kasese only as recently as Thursday, the constitution of Uganda guarantees all Ugandans to enjoy their rights and outlaws sectarian.  Uganda is one Country with freedoms of association and belonging, and these are rights that are bestowed upon Ugandans by the Supreme Constitution.

As more investigations are being carried out, Government appeals to the people of Kasese in particular and the entire population to remain calm.  The Inspector General of Police is already in the area to assess the situation and more information will be given in due course. We appeal to any body with Information to give it to the security personnel on the ground.

However, any citizen who acts in a manner contrary to the established laws will be dealt with.

Government will give updated information on this and on any further actions.

Loud mouthed Dembe FM talkshow host Kasuku real names Isaac Katende is calling BS on Tubonga Nawe artistes and State House operatives, who allegedly reported him to President Museveni alongside  controversial social figure Frank Gashumba and Kira Municipality MP Semujje Nganda for harassment… so say sources close to Kasuku.

The sources tell EagleOnline , he has had NO contact with any state operative neither does he feel threatened and in fact changed his number a few hours back to avoid being disturbed or tracked by operatives.

My source in State House tells me that some artist who performed in the Tubonga Nawe Song reported Semunju Nganda, Kasuku of Dembe FM and Frank Gashumba to the President. That it is us who are giving them sleepless nights by urging Ugandans to boycott their shows and concerts. If you know what you did was very right Now what will President Museveni do to me?

Kasuku told EagleOnline he and Gashumba had communicated before the Facebook status update and said it was absolutely not an ambush considering they also intend to visit besieged former presidential aspirant Dr Kiza Besigye in Kasangati together.

“These people are simply not serious.  So Bebe Cool reported me to Sevo (President Museveni)? Hehe interesting times wabula. Someone should tell the President to also be serious and stop listening to nonsense,” Kasuku roared.

But our sources say in no way did is he a threat to national security and President Museveni can’t be bothered by a simply radio gossip monger.

AFCON: Burkina Faso squad scares Ugandans

Uganda Cranes has comfortable lead over her opponents in Group D of the 2017 Africa Cup of Nations qualifiers but when Burkina Faso head coach Paulo Duarte named a 25-man star studded squad for their double header set Cranes fans into a panic.

While keeping his faith in a core group of trusted players, including Daouda Diakité, Bakary Koné, Charles Kaboré, Jonathan Pitroipa, Aristide Bancé, Préjuce Nakoulma and the Traoré brothers, Duarte also handed a few maiden call-ups.

Defeated 1-0 in Botswana after securing a 2-0 home win over Comoros, the Stallions are lying third in their group on 3 points.

They will host the Cranes in Ouagadougou on March 26, before travelling to Kampala three days later. Milutin Sredojevic whose local based Uganda Cranes  are in the West Nile region in an exhibition game and will name his AFCON squad on Wednesdays, ten days before the do-or-die encounters.

Training good for instilling discipline-Museveni

President Yoweri Museveni and Commander-in-Chief of the Uganda Armed Forces, has commissioned newly trained officers who have concluded a six month course at the Oliver Tambo School of Leadership in Kaweweta, Nakaseke district.

The course is tailored for serving Uganda People’s Defence Forces (UPDF) combatants who are entrusted with leadership responsibilities at various levels.

“I am, therefore, happy that this course has been organized for you. You are now real officers and if your families are here, they must be proud of you,” he said.

The President congratulated the officers for successfully completing the course. He informed them that the training that they have undergone is very good because it has offered them knowledge, good exercise and acquisition of more and better life skills.

The President encouraged other soldiers to attend similar courses because training instills discipline. He observed that discipline also requires systematic training. He also emphasized training goes a long way in boosting the confidence, thought process and analysis of issues by the members of the Armed Forces. He noted that the course should serve as a revision and recap of what the UPDF stands for.

The President said that government will ensure that the institution is promoted into an ultra-modern academy. He revealed that the idea of acquiring the land on which the institution sits was for historical and remembrance purposes because it was on that same land that the anti-apartheid African National Congress (ANC) of South Africa undertook training in 1989.

Turning to the some issues affecting the School, the President said that he has taken strong note of the need for the establishment of a library and availing a permanent water source to the institution.

Museveni also gave out awards to five grandaunts who exhibited exceptional skills and abilities during the six months intense training. The officers included Nelson Asiimwe, Arthur Ruhinda,    Geoffrey Kiberu, Abema Emiliotazi and Kasifa Cheptoek who excelled as best overall in performance, field tactics, best in class, best disciplined and best female student respectively.
