Jo’burg to host Africa securities exchange conference

The Johannesburg Stock Exchange (JSE) will host the African Securities Exchanges Associations (ASEA) conference, a premier association of 25 securities exchanges, from November 15-17.
The theme of the conference is ‘Africa Evermore: Growth for
sustainability’ and it will underline Africa’s capital markets as stable, have huge potential and growing.
ASEA President Oscar Onyema said the conference that will bring
together 25 security exchanges, will promote greater interconnection.
“The conference will be another step in establishing the sustainable
development of African capital markets, finding ways to facilitate and
increase market access at the regional level,” Onyema said.
The conference will bring together major players in the African
capital markets, including listed companies, trading participants,
regulators, government representatives, technology providers, legal
advisors, and institutional investors from Africa, Europe, and Asia.
‘The discussion topics will focus on themes relevant to Africa and
will provide an ideal opportunity to network and exchange information
with industry leaders from across the continent,’ a release by the
Africa Press Organisation (APO), states.
It adds: ‘Over the last ten years, the continent has posted steady
growth, standing up to the impact of global shocks and becoming an
investment destination of choice. Capital markets have been the key
drivers of this economic transformation and they continue to play a
central role in Africa’s growth story’.

ASEA Executive Committee Member Zeona Jacobs, Director of Marketing and Corporate Affairs at the JSE said: “By hosting this event, the JSE will serve to further position Africa as a serious global contender in the financial services and securities exchange sector.”

The body of the fallen Minister of Internal Affairs General Robert
Aronda Nyakairima has been brought home aboard Emirates Airlines
Flight A330 from Dubai.
The plane touched the tarmac at Entebbe International Airport at
exactly 2pm, it arrival sending the grieving relatives and friends
into bouts of uncontrollable sobs and moans.
Gen. Aronda, 56, died of suspected cardiac arrest on Saturday,
Sept 12, as he traveled to Dubai from South Korea, where he had gone on official duty.
Ugandans will hold prayers for the deceased General at Kololo
Ceremonial Grounds tomorrow, before the body is taken to lie in state
in Parliament, where his colleagues will pay their last respect to the
former Chief of Defence Forces (CDF) and Army Member of Parliament.
Later the body will be transported to the deceased’s ancestral home in
Rukungiri, where a state funeral will take place. Gen. Aronda
Nyakairima is survived by a widow, Linda Kahoza Nyakairima and two
children.

The body was received by his colleagues in the army led by CDF, Gen. Katumba Wamala, Lt. Gen. Ivan Koreta, Lt. Gen. Henry Tumukunde, and Gen. Elly Tumwine. Others included Inspector General of Police (IGP) Gen.Kale Kayihura and the Commissioner General of Prisons Dr. Johnson Byabasaija.

Brief personal history
Born in 1959, Gen. Aronda Nyakarima joined the National Resistance Army
in 1981, soon after leaving Makerere, where he studied Political
Science.
In 1986, after the fall of Kampala Aronda, then a Junior Officer One
(JO1) worked as an Intelligence Officer based at the Central Police
Station in Kampala. He served in various high-profile positions in the
UPDF including in the Presidential Protection Unit (PPU) and as
Commander Division 4 before he was appointed Army Commander in 2003 and later appointed Chief of Defence Forces (CDF).

He has also represented the UPDF in Parliament since 1996 and was named Minister for Internal Affairs in 2013.

Museveni, Bashir discuss regional security

President Yoweri Museveni and his Sudanese counterpart Omar Al Bashir have held bilateral talks, majorly focusing on security, trade and boosting bilateral relations.
The two discussed the ongoing peace negotiations in South Sudan and agreed that their countries have a crucial role in resolving the
conflict by contributing to the stability of South Sudan.
President Museveni, who is on a two-day visit at the invitation of Bashir told his counterpart that Uganda is now peaceful and on the
road to economic development. On his part Bashir briefed the President on the political situation in

Sudan and said both Uganda and Sudan have a lot of things that bind them together. The government of Sudan seeks to open a new chapter with Uganda in improving their bilateral cooperation and joint efforts with regard to regional and international efforts in solving the conflict between South Sudan factions.
The two leaders also discussed other areas of cooperation especially trade and exchange of goods. President Museveni, who was later hosted to a State Dinner at the Presidential Palace, is accompanied by the Minister for Gender, Labour and Social Development Muruli Mukasa, the Minister of State for Foreign Affairs (Regional Affairs) Mateke Philemon and Uganda security
officials.

Previously, Uganda and Sudan have been at loggerheads, with both their leaders accusing each other of supporting rebels fighting their respective governments.
In the case of Uganda, president Museveni accused Bashir of supporting the Lord’s Resistance Army (LRA), while Bashir accused Mr Museveni of supporting the Sudan People’s Liberation Movement (SPLM).

But now the guns have gone silent, with the LRA fleeing from its operation areas in north and north eastern Uganda to the Central Africa Republic while the SPLM managed to secede from The Sudan in January 2011.
The developments, observers say, could have eased the mistrust between the two leaders, paving the way for a Museveni visit, the first in over 25 years.

EAC, ICRC to collaborate on humanitarian issues

The Secretary General of the East African Community Dr Richard Sezibera met with Mr. Thierry Meyrat, Head of Regional Delegation for the International Committee of the Red Cross (ICRC) to discuss ways in which the two institutions can collaborate to safeguard human dignity in the region.

The that meeting took place at the EAC Headquarters in Arusha, Tanzania is in line with the EAC’s vision of creating a prosperous, competitive, secure, stable and politically united East Africa. It is also aimed at easing the problem of refugees across the region.
‘By engaging with external stakeholders, ICRC gains a platform to inform and influence policy debates on key humanitarian issues with the exclusive objective of enhancing the protection and assistance of people affected by armed conflicts and other situations of violence,’ an EAC release states.
Amb Sezibera requested Mr Meyrat to provide the Community with training in international humanitarian law for staff, Partner States and other members within the EAC. Other areas of cooperation will be stipulated in a Memorandum of Understanding (MoU) being prepared by the two institutions. 
We are very keen on working in close collaboration with the EAC and in supporting it fulfil its mission on issues of concern to the ICRC,” said Mr Meyrat.
“We are also happy in supporting the EAC to enhance its capacity to address specific humanitarian issues and at the same time, seek EAC’s support to facilitate its humanitarian work among its member states,” he said.

Kutesa pushes for UNSC reforms

The former President of the United Nations General Assembly Sam Kahamba Kutesa has weighed in on the issue of expansion of the UN Security Council, saying it was unstoppable.
Kutesa, whose one-year term ended on Monday, September 13, said that countries opposed to the expansion of the UNSC would become ‘more isolated’.

The UNSC is comprised of the United States of America (USA); Great Britain (UK); China, France and Russia, with all the five permanent members having veto powers.
China led the countries opposed to the reforms, which included among others Italy, Pakistan and Russia, caucusing under a loose alliance, the United for Consensus (UfC).
“The message from the UN membership is loud and clear and those who oppose the reforms will sooner than latter find themselves more isolated,” Kutesa was quoted as saying during the 69th General Assembly.
In July, just two months shy of his UNGA presidency coming to an end, Kutesa issued ‘a draft negotiating text’ to members, after 120 countries participated in a survey in which the majority was pro-reform.
‘So, powerful was the support for reform he rallied that those opposing the reforms dropped their open opposition, to the negotiating text and ensuring its unanimous adoption’ the UN states on its website.
Debate on UNSC reforms has been going on for over two decades, with countries like India, South Africa, Nigeria and Japan vouching for expansion.
Indeed recently when President Museveni visited Japan, he discussed the issue of the UNSC reforms with Prime Minister Shinzo Abe, and the latter pledged to lend support to the pro-reform cause.

Ugandan President Museveni on Tuesday left for Khartoum in a rare visit seen as a diplomatic shift of relations between Uganda and Sudan, the President’s spokesperson said.

Uganda and Sudan have had hostile relations for decades following mutual accusations and counter accusations of supporting rebels.

“President Museveni leaves for Sudan Capital Khartoum – a two-day official visit, bilateral talks with President Omar Al-Bashi,” Lindah Nabusayi in a statement issued on Tuesday.

Ms Nabusayi says the two leaders will also discuss the conflict in South Sudan that has displaced millions.

The government of President Bashir has been accused by Kampala, US and the UN of supporting the Lord’s Resistance Army rebels that has abducted, killed and maimed hundreds in Uganda, South Sudan, DR Congo and Central African Republic.

Khartoum has also accused President Museveni of supporting groups hostile to Sudan. In 1995, the diplomatic row reached climax after Sudanese antonov attacked northern Uganda.

Uganda later recalled its ambassador in Khartoum and Sudan.

Kampala-Government has this evening come out to nip the outrageous conspiracy theorist on social media who have been speculating on the cause of death of  Internal Affairs Minister saying such individuals are alarmist who should be ignored.

Cabinet chaired by Prime Minister Dr. Ruhakana Rugunda held a special meeting today Tuesday Sept 15, 2015 to pay tribute to Gen. Aronda Nyakairima who passed on while in transit in South Korea on Sept 12, and to receive a brief from the task force led by Defence Minister Crispus Kiyonga on the arrangements so far made for burial.

“However, cabinet noted that some elements of society including some senior leaders in the country were using the tragic passing on of Gen. Aronda to spread falsehoods, negative and sectarian sentiments aimed at inciting and dividing the people of Uganda. Cabinet strongly condemned such acts.”

Cabinet also received a report from Dr.Kiyonga’s task force where Dr.Kiyonga informed cabinet that government upon receiving news of Gen. Aronda’s passing on, on that very Saturday 12, a team of doctors led by Chief of Medical Services in the Uganda People’s Defence Forces (UPDF) Dr. James Makumbi together with two family members namely Mr Henry Ngabirano and Ms Jolly Ngabirano to Dubai, United Arab Emirates to work with authorities there to conduct investigations and to repatriate the body.

Cabinet also acknowledged and saluted the significant contribution the late Gen. Aronda Nyakairima made to the country’s stability and unity of the people of Uganda.

Government also postponed the burial of date from Saturday Sept.19 to Sunday Sept 20.

FDC resolves to remain in TDA

Following reports on social media that opposition party Forum for Democratic Change was weighing pulling out of the The Democratic Alliance, the National Executive Committee has resolved to stay in the coalition after a long meeting which took place at the party’s headquarters at Najanmkumbi.

While addressing journalist the Party President Maj. Gen. Mugisha Muntu said they discuss the road map for 2016 and also resolved to remain in TDA for political cooperation.

“We are going to meet the TDA leadership tomorrow and we discuss the criteria for the selection of the success full candidate to carry the flag for the alliance,” he explained.

He also emphasized that the petitions they received from some members of their party calling for FDC’s withdrawal from the alliance was as a result of misinformation.

We received their petitions, presented them to members and we have provided them with the necessary information and they have withdrawn their petitions.

Muntu also dismissed claims of a crisis within the strongest opposition party saying, “These are just imaginations of people out there. We have leaders with experience who are able to solve every issue within the party.”

Asked what step FDC will take if their candidate lost, Muntu said they going one step after another and that they will cross the bridge when he gets there.

The youth league had earlier on in the morning petitioned the NEC expressing their dissatisfaction with TDA and called for withdrawal of FDC membership.

They cited the failure by TDA to respect its own rules when they extended time for nomination after he failed to meet the deadline. They also wondered why even when Amama Mbabazi was given another day he brought his papers with errors prompting the TDA team to wait for him nominating him close to midnight.

Another factor of contention is why TDA rejected Lord Mayor. Erias Lukwago and admitted Mbabazi yet they are both independents belonging to their respective political parties.

The youth also questioned why TDA had to travel to Eastern Uganda begging Mbabazi to sigh the TDA protocol.

According to source that I talked to on condition of anonymity they had a heated debate but agreed that being the strongest Opposition political party they ought to lead by example by spearheading unity as this would help them in their efforts to capture power.

“We agreed that we cooperate because we share the goal of causing regime change and the need to stay in TDA,” intimated the source.

Another source however, informed this reporter that the party officials resolved to work to improve the internal processes within the TDA.”

However the ordinary members are still not satisfied with the party’s association as they claim that the alliance is tactfully edging out the FDC candidate Dr. Kiiza Besigye.

The FDC flag bearer Dr. Kiiza Besigye who is not a member of NEC said he respects the decision of NEC and that he will together with the FDC leadership to harmonies positions at TDA.

According to the mood at the FDC headquarters at Najjanakumbi it seems even when they agreed to stay in TDA, there are issues to be put right between TDA and FDC. One of them is the issue of electoral reforms which TDA is quiet about.

This was manifested when FDC members started fighting and accusing each other of being manipulative especially Mr. Waswa Birigwa the party’s national chairman to front Mbabazi at TDA.

Waswa himself survived being beaten by the angry members who accused him of betraying the party.

Museveni commands religious leaders as he spends his birthday at Bukalango

President Yoweri Museveni has commended the youth and the Catholic congregation at Mount Zion Prayer Centre, Bukalango, in Nadangira Parish Wakiso District for being prayerful, hardworking and having the fear of God.

“I thank all of you for sparing time to worship God. I am happy to note that the evangelists have enabled the children and youth to love religion. It is good for the young people to fear and respect God,” he said, adding that the fear of the Lord is the beginning of wisdom.

The President was speaking during a visit he made to the Mount Zion Prayer Centre in Wakiso. The congregation congratulated him upon his 71st birthday. The prayers were led by the Director of the Centre Monsignor Expedito Magembe. Museveni says he was born on September 15, 1944.

President Museveni said that his duty was to fight for peace in the whole of Uganda and revealed that Bukalango was one of the battle grounds during the people’s protracted liberation war. Quoting from the Holy Bible, Mathew: Chapter 7 Verse 7, “Ask and it will be given, seek and you will find”, he was pleased to note that what was a battle field was now a place of worship. He thanked the religious leaders for teaching the people to work hard. He thanked the congregation for praying for him, his family and for Uganda.

He made a cash donation of Shs20 million to Mount Zion Prayer Centre Bukalango and pledged a donation of Shs500 million towards the establishment of a T.V. Station to facilitate the spreading of the Gospel.

The Director of Mount Zion Prayer Centre Monsignor Expedito Magembe thanked God for enabling President Museveni to lead Uganda peacefully. He prayed to God to continue blessing the President whom he described as a person who has fought for peace and prayed for continued peace in the homes and in Uganda.

Monsignor Magembe prayed to God to protect President Museveni and for peaceful elections in 2016.

The Chairman of the executive Committee in Charge of construction Emmanuel Katongole congratulated President Museveni upon his 71st birthday. He thanked him for his contribution of Shs100 million towards the construction of the Centre during his last visit. He saluted the President for inviting Pope Francis to visit Uganda.
