The Minister of State for Internal Affairs, Gen David Muhoozi, has been given a one-month ultimatum to make a response to the Leader of the Opposition (LoP), Mathias Mpuuga, over the alleged unabated human rights abuses and the shrinking civic space.
The directive was given by the Deputy Speaker, Thomas Tayebwa, during plenary sitting on Thursday, 19 October 2023.
Tayebwa’s decision followed a statement by Mpuuga, who was responding to the Minister’s statement that was made on Tuesday, 17 October 2023.
“I am going to engage both sides. LoP, I would request that by tomorrow, you avail the Minister with this information and then for us we shall require the Minister to make a statement, in response with very clear details,” Tayebwa said.
Mpuuga dismissed the Minister’s statement arguing that it was an attempt to justify repression and clamp down on political dissent in the country.
“I do not find the Minister’s statement tenable since it has fallen short of addressing the wanton abuse of human rights, the growing state of impunity, general breakdown of the rule of law and the shrinking civic space, for that I invite this August House to reject that statement,” Mpuuga said.
He demanded accountability of the alleged murder of 22 supporters of the National Unity Platform (NUP) during the campaign trail of the party president, Robert Kyagulanyi in 2021.
“The relatives of the deceased are still reeling in bereavement with no hope of ever receiving justice for the death of their loved ones,” he said.
Mpuuga added that the government has ignored providing accountability and justice for 18 persons who have been missing for close to four years now.
“These persons were picked from their work places and homes by state security agencies. Detailed accounts of their arrest and eventual disappearance have been provided by families and friends. Only the state can account for their whereabouts,” he said.
Over the last three years, Mpuuga said that several Ugandans were arrested and detained without trial, citing that this represents one of the worst abuses of human rights.
“In 2021, over 500 NUP supporters were arrested in different parts of the country on various flimsy charges. Most of them were released after one year without trial, some had to pay a ransom to gain their freedom,” he said.
The Minister however said that he could not respond because the issues raised by the LOP were subjudice.
“The response could have been unsatisfactory but that does not close avenues for accountability. We have many avenues in which these issues can be addressed to their satisfaction,” said Muhoozi.
He added that the government will guarantee civic space to the opposition and all the citizens.
“That right is also not duty free, it is not obligation neutral. Government believes in the rule of law and we believe in constitutionalism,” Muhoozi said.

Copriam Kasolo and Johnson Lubega have been sentenced to life in prison for the murder of Maria Nagirinya and her driver Ronald Kitayimbwa in 2019. The other suspects; Nasif Kalyango, Hassan Kiseka and Sharif Mpanga will each serve 30 years in jail.
The duo has been sentenced to death since it is the only punishment that fits the nature of the offence.
“This court is empowered to pass death sentences in exceptional circumstances in the rarest of the rare where the alternative of imprisonment for life or another custodial sentence is demonstrably inadequate. The circumstances of the case fall within the ambits of the rarest of the rare cases,” state prosecutor Timothy Amerit told court.
“From the evidence in this court, it was clear that even long before the convicts met at ABC stage in Busega, they had curled the plan to execute the offences. While at ABC they carried out the plan. Their movements right from ABC boda boda stage, up to Mukono where the offences of murder and aggravated robbery were executed clearly gave them time to meticulously execute the offences and demonstrates how premeditated the commission of this crime was to the convicts.”
He said using a GPS map on google, it reveals the distance between Lungujja where the kidnap took place and Mukono in Nama sub-county where the bodies were disposed of is a distance of 45km apart.
This he told the court this facilitated the five convicts in deciding the manner of the final murder of the deceased persons and their robbery.
According to the prosecution lawyer, Timothy Amerit, they acted as a group to further a common purpose, adding that any of the requirements is sufficient to empower the court to pass a death sentence.
“It is our contention and submission that the offences the convicts committed were serious crimes and the manner in which they were executed was gruesome and horrendous in nature,” Amerit told court.
There is no doubt each of the five had a premeditation to commit the offences as this can be seen through the consequence of the crimes that were committed.”
He explained that premeditation draws the Nagirinya case in the bracket of the rare and rarest.
The prosecutor said it is critical that the court instills confidence in the criminal justice system with the public including those to the convicts as well as those distressed with the audacity and horror of the crime.
“I pray that this court takes consideration of the maximum sentence for each of the offences considering the meticulousness and aggressiveness with which they were committed, the premeditation and that A1(Kasolo) and A2(Lubega) were leaders of a criminal gang called B13 situated in Mabiito in Nateete terorising innocent members of the public to pass the death sentence.”
Jonathan Muwaganya, another state prosecutor could not agree more with the prayers of Amerit saying the death sentence is the most befitting of all.
“The late Nagirinya was a young adult just 26 years, stayed in school for almost her life, at the time when she met this senseless death, she had just graduated with a master’s degree. She was at the beginning of the most productive stage of her life. Nagirinya lost her life at the hand of these merciless convicts yet she was just newly married, she was less than a year in her holy matrimony. She had a family that looked up to her, especially her elderly father,”Muwaganya told the court.
He noted that Kiatyimbwa was equally a young man who was made to leave behind a young widow, asking the court to consider these factors while delivering a sentence.

The Speaker of Parliament, Anita Among has mourned fallen Henry Kyemba, the former minister of State for Animal Husbandry in the National Resistance Movement government, and Health Minister during Idi Amin’s government.
Kyemba has passed away last evening at her daughter’s residence in Namugongo, a Kampala City suburb at 84 years after battling with diabetes-related complications

Henry Kisaja Magumba Kyemba has been a Ugandan retired political figure who held several high positions and finally became Minister of Health during Uganda’s rule by Idi Amin.
He served in that post from February 1974 until May 1977, when he fled into exile.
Apart from being a minister, Kyemba also held several high positions, including Permanent Secretary in the Ministry of Culture (1972), Principal Private Secretary to President Milton Obote and State Minister for Animal Husbandry in the early years of the ruling National Resistance Movement (NRM) regime among other positions.
Centenary Bank has come out to confirm that one of its staff members withdrew the client’s money and has been taken for disciplinary action.
The matter went viral on Tuesday with a supposedly client claiming that her money in excess of Shs100 million was withdrawn from her account without her knowledge
The bank however through their social media platforms revealed that investigations had commenced into this matter.
Consequently, the Catholic-founded bank gave an update about this case that one of their staff members had connived with a fraudster.
They created a fake pin code which they used to withdraw this client’s money from her account. The staff member has been taken into the bank’s disciplinary hearing and the case reported to Police.
Additionally, Centenary Bank refunded the client’s money as the bank looked for other ways to recover the stolen funds.
The bank has urged people to always report any suspicious activity that they might notice around their bank accounts.
“We have discovered that there was connivance between a fraudster and one of our staff to make a PIN reset which enabled transactions at agents where funds were withdrawn. The staff has been taken for disciplinary action in line with our zero tolerance to fraud policy. The case has been reported to the police who are handling the fraudster as well,” Centenary Bank wrote in statement.
Added in statement, “The Bank has immediately refunded the client as other means are being sought to recover the funds. We continue encouraging all our clients who may notice suspicious transactions on their accounts or suspicious messages sent to their phones to immediately report to the bank for verification.”
This comes after another man accused Equity Bank of stealing 10m shillings from his account. However, for his case it was alleged that his phone was stolen and used to withdraw his funds.
The Bank reiterates its obligation to ensure safety of the customers and zero tolerance to fraud.

“Our goal for the Hi-innovator program is to invest in at least 500 enterprises by 2025. The businesses selected today are an affirmation that we are on the right track to reach that target within the set timeframe,” Rumanyika said.
Initiated by NSSF, the Hi-innovator program aims to strengthen entrepreneurship in Uganda, ultimately leading to job creation and an expansion of the fund’s membership base. Rumanyika noted that they are working to make this program systemic, readily available, and easily accessible to entrepreneurs across the country.
The selected businesses will undergo thorough due diligence to ensure compliance with program requirements. After successful evaluation, each business will receive Shs75 million in seed funding. These businesses represent various sectors, including agriculture, the digital economy, and light manufacturing. Noteworthy among them are companies in cosmetics, waste management, clothing manufacturing, website and app development, and more.

President Yoweri Museveni has assured the country that security agencies have embarked on a pursuit mission for the assailants who attacked tourists in Queen Elizabeth National Park.
On Tuesday, unknown terrorists attacked a tourist vehicle in the park killing a South African and British tourist as well as their driver in an incident that happened in Kasese.
In a statement, Museveni described the incident as being unfortunate and infuriating.
“A couple of tourists and the Ugandan driver with them were killed at around 1800hrs on the Katwe- Kabatooro murram road, by a small group of terrorists running away from our operations in Congo, as I had shared with you in a previous message. It was a cowardly act on the part of the terrorists attacking innocent civilians and tragic for the couple who were newlyweds and visiting Uganda on their honeymoon. Of course, these terrorists will pay with their own wretched lives,” Museveni said.
He noted that the security agencies including UPDF, Police, Uganda Wildlife Authority are on the matter to ensure the assailants are brought to book but to also ensure “these mistakes do not happen again and that ADF is wiped out.”
“The wiping out is moving very well. What needs to be done is to ensure that the remnants do not commit these atrocities. “
He explained that whereas UWA rangers guard the tourists once they are in the park, of late, tourists were arriving and departing the parks individually and that it was this gap that the assailants took advantage of.
The president noted that the Ugandan army has been using one form of tracking these fugitive groups from Congo by following their tracks but said more reliable ways of tracking them have been discussed and will be applied.
“The terrorists will be defeated like Kony was defeated and the cattle rustlers that have been killing people in Karamoja and the surrounding districts or those that were cutting People with pangas (bijambiya) in Masaka,” Museveni assured.
The Tuesday incident is an isolated one since it is the first in many years happening in Queen Elizabeth National Park and any other national park in the country.
