Zaake tasks Parliament to settle his all outstanding salary arrears

Troubled Mityana Municipality legislator Francis Zaake has tasked leadership of Parliament to settle his outstanding salary arrears after Constitutional Court reinstated him as a Commissioner.

In a letter dated October 2, Zaake, has called upon the Clerk of Parliament, Adolf Mwesigye, to settle all outstanding salary arrears dating back to the time when he was removed from the commission in March of the previous year.

The letter stated, “We demand that parliament pay to our client any and all unpaid honoraria he is entitled to as a Commissioner that has accumulated since March 10, 2022.”

Recently the Constitutional Court in Kampala overturned the Parliament’s decision to remove Zaake from his position as a Parliament Commissioner. The court’s ruling determined that Parliament had failed to adhere to various procedural requirements and had acted in violation of the law.

Furthermore, Zaake is seeking to be reinstated as a Commissioner with all the privileges associated with the position, including an official vehicle, a fuel card, and allowances.

Zaake’s removal as a Parliament Commissioner in March last year was prompted by allegations of misconduct. He had allegedly posted offensive tweets directed at the Speaker of Parliament, Anita Among, leading to a vote in which 155 legislators supported his removal.

In response to this, Zaake, represented by Lukwago and Company Advocates, lodged a case with the Constitutional Court to challenge Parliament’s actions. The Constitutional Court ruled in favour of Zaake last Thursday.

Stakeholders dialogue kick-off with calls for security in Yei  

Civil military dialogue.

October 4, 2023 (YEI) – A civil-military dialogue commenced on Tuesday with calls for peace, security and stability in Yei River County of Central Equatoria State.

The three-day dialogue on the theme, “Rebuilding durable trust together for peaceful co-existence in Yei” comes amid concerns over gaps in information flow from the top officials to local authorities and the civil population at grassroot level.

About 100 people, including religious Leaders, the organized forces, community leaders, youth, women, persons with disabilities, among others, are attending the event organized by Community Empowerment for Progress Organization (CEPO).

The Commissioner of Yei River County Aggrey Cyrus Kanyikwa admits that due to the conflict on 2016, civilians and the military have been put onto a collision path. “This dialogue is intended to bring us together to an understanding as government, military and the community. Dialogue will allow people forgive themselves.

Former Museveni ADC, others promoted

Lt.-Col.-Wycliff-Keita who has been promoted to the rank of Brigadier.

President Yoweri Museveni has promoted 50 UPDF officers in the latest promotions announced by army Spokesperson on Wednesday.

Among those promoted is the Lt Col Robert Koch, the former ADC to president Museveni who is now a full colonel.

The list has five Colonels promoted to Brigadiers and 17 Lieutenant Colonels to Colonels, six Acting Lieutenant Colonels to Lieutenant Colonels, Nine Majors to Lieutenant Colonels among other lower ranks.

Col Koch is 503 brigade commander in West Nile. Lt.Col. Peter Musherere former Military Assistant to Gen. Kale Kayihura is among those that are now elevated to the rank of full Colonel.

The only female officer promoted is Lt. Col. Lydia Nandutu who is now a full Colonel. She is a political Commissar of Air Force.

Lt. Col. Saul Nabimanya, the Brigade Commander who commanded the operation that killed all ADF rebels who had entered Uganda in April is also a full Colonel.

Col Wycliff Ruterana Keita who was the first UPDF commander in Equatorial Guinea is now a brigadier.

Capital Chicken temporarily closes operations, assures safety of customer funds  

The management of Capital Chicken Limited has temporarily closed its operations after the Financial Intelligence Authority (FIA) froze their accounts but has, however, assured safety of the customer funds. 

In a statement issued on Tuesday, 03 October 2023, Capital Chicken said this was after the Capital Markets Authority discredited their operations.

“We have been forced to temporarily close following a Capital Markets Authority news release discrediting us about two weeks ago and the subsequent freeze of our Accounts by the FIA that has made it impossible for us to run normal operations,” they said.

“We call upon our farming partners to be calm as we navigate the turbulence created by the various agencies who should have instead engaged us on Regulatory issues if indeed, the intention was to streamline our operations,” they added.

This comes after news started making rounds on social media about Capital Chicken closing and running away with people’s investments.

“Our attention has been drawn to various social media platform messages indicating that we have closed and disappeared with our farmers’ money,” they said.

“All our client contracts are protected, we ask all our farming partners to stay calm as we look forward to resume operations.  Like a Phoenix, Capital Chicken shall rise, again,” they added.

In the Eagle Online story dated September 18, 2023, the Capital Markets Authority (CMA) clarified that Capital Chicken Limited, the Mall Fund Limited and Veta Plan Chicken had not sought the approval of the Authority to offer investment contracts to the general public.

According to CMA, it had been receiving various inquiries seeking guidance on the widely publicized ‘investment opportunities’ by the three entities purporting to offer investment contracts to members of the general public.

The Capital Chicken investment scheme targeted mostly corporates who wanted to invest in chicken business but didn’t want to directly get involved in the business.

The company welcomed investments between Shs1 million to infinity for individuals whereas there was also an allowance of investing as a group by pooling resources where at the end of every month one would get profits amounting to 15% of their total investment.

But CMA warned that in the absence of regulatory oversight, investors in unregulated investment activities have limited recourse in the event of unfair treatment, loss or other challenges faced in their investment journey.

“Accordingly, members of the public are urged to participate in investment opportunities approved or regulated by CMA or any other relevant regulator and are further urged to seek investment advice from licensed investment advisors or other legitimate professional in order to make sound investment decisions and avoid being a victim of investment fraud,” the company said.

Gov’t, Huawei launch digital ICT hub for Teso region

Government of Uganda in partnership with Huawei has launched a digital hub for the Teso sub region in Eastern Uganda.

The hub seeks to provide youth, women, elderly, jua-kali, enterprise owners, students and farmers with knowledge and skills in digital technology to enhance their capabilities to produce and market their products worldwide.

The program code-named Huawei Digi-truck project was launched early this year by President Yoweri Museveni to provide free digital skills training for more than 10,000 beneficiaries over a period of three years.

While launching the project, the vice president said the program will create sustainable livelihood opportunities for the informal sector as it will enable small business owners to participate in regional and national trade.

“Digital transformation is one of the key drivers of effective human capital development, it therefore gives me much pleasure to launch this project,” she said.

The program is to be implemented in a phased way starting with Katakwi, Amuria and Kaperabyong district. Later the program will traverse in the remaining districts which make up the Teso sub-region. She lauded Huawei for demystifying ICT by making it all inclusive to farmers, youths, women, young girls and boys, elderly etc.

The vice president called upon the youth to be very generous with the skills acquired to achieve a multiplier effect. She urged youth to maintain discipline during the course and asked Huawei to establish an ICT resource centre in Katakwi to promote continuity and sustainability of the program. She also asked Huawei to equip parish chiefs with computer knowledge and skills for the success of PDM.

Alupo noted that the Government considers Huawei as a very strategic and important partner in the transformation of Uganda. We also acknowledge with appreciation to Huawei for building smart infrastructure here, such as aiding education through ICT,” she said.

Running in partnership with the Ministry of Labour, Gender and Social Development and an international social enterprise, Close the Gap, the Uganda DigiTruck project is aligned with Uganda’s 2040 vision, National Development Plan, and Education Digital Agenda Strategy.

Katakwi district RDC Maj. Godfrey Katamba stressed that the focus of these initiatives includes promoting digital foundation skills, digital communications and information, digital transactions, using the internet for problem-solving, online safety, civic responsibility, and data privacy, which will promote digitalization of the informal sector (Jua-Kali) enterprises for productivity and job growth in the country.

The DigiTruck program is coordinated with development and training partners globally to close the access and knowledge gap in digital literacy so that no one is left behind.”

Converted from a used shipping container, DigiTrucks are mobile classrooms mounted on trucks.

Baryomunsi orders for coordination of Ministry activities

The Minister of Information and National Guidance, Chris Baryomunsi, has ordered all ministers and staff at the ministry to streamline the coordination of activities.

In an internal Memo dated October 3, 2023 wrote to the State Minister for ICT Joyce Sebugwawo, Permanent Secretary and all staff, Baryomunsi outlined 10 key working points that all staff must adhere to.

Key among the directives is that the Minister of State Sebugwawo must always inform Baryomunsi about all her planned activities, all workplans and procurement plans must be submitted to Senior Top Management before implementation.

“All Memoranda of Understanding (MoUs) with any development partners should be cleared by the minister before they signed by any department or agency under the ministry and in case of those already under implementation, all those MoUs should be availed to the minister for internalization and further guidance, if necessary” Dr. Baryamunsi wrote.

Minister Baryomunsi also directed that employment of contract staff or extension of their contracts should not be done without his clearance.

Another key directive that Minister Baryomunsi made is that the Digital Media Unit of the Ministry should remain in operation. His directive come at the time when some sections had asked for dissolution of the unit as it was perceived to be in competition with Government citizen Interaction Centre.

“There should be no dissolution of any of the existing structures/ units in the ministry without the consent of senior top management. This is for promotion of a guided strategy direction of the ministry. Please note: the Digital Media Unit (DMU) should remain in operation as senior top management makes efforts  to sort the funding issues of the ministry” he said.

Why I support UNSC resolution 2699 on Haiti and the deployment of stabilization force

Haiti is global shame created by drug trade or mercantile capitalism that that started over 400 years ago.  It is a state based on Vodou which has traces to a syncretism of the West African Vodun religion.

This culture of gun trotting over centuries was transformed into the lack of legitimacy and belonging which today disturbs this small nation of African descendants of Haiti. Compounded with the influx of new trade of drugs like Cocaine of Latin America, the people over generations have changed to violence.

I always stand alone as Lone Ranger on many international issues where others oppose me. On Haiti, I fully support the UNSC Resolution 2699 to stabilize Haiti. It is not only Kenya sending a force to Haiti. There are many other countries like Antigua, Jamaica, that are sending their forces there. So, for any pseudo Pan Africanist picking on Kenya is wrong.

I support all these countries that are contributing to the deployment of police & other forces to bring peace in Haiti. There are those who reason that black Haitian are our brothers so we should not send black Africans to liberate them. Nonsense.

I don’t agree to such misguided reasoning of malcontents of brain slavery given the fact that the Afro-black Haiti people are suffering and they urgently need liberation from the drug gangs that have taken them hostage in their own country.

I see the same civil society forces up in arms across Africa against Kenya’s deployment of a force in Haiti. Those are the same backward elements who opposed Uganda and Kenya sending troops into Somalia.

In 2005 I stood alone on ICC matters and told USA & the world that ICC was a corrupt court.  The ICC later showed its ugly head in Kenya in 2008 and I stood firm against and won. I was later vindicated. On this I stand with UNSC Resolution 2699 and support deployment.

I also stood alone in 1998 on Zimbabwe and told Tony Blair that Isolation of Zimbabwe was a great mistake and later I was vindicated. I owe nobody apology. I can mention many things that I have stood and won alone but let me return to Haiti question.

The effects of Haiti’s chronic political instability and the government’s non-delivery of services can be traced back to the 400 years ago when Haiti was a “cooling point” for the Transatlantic trade.

The main problem and perhaps the root cause of Haiti violence are drugs and drug barons who have made money out drugs and bought guns to fight over territory where they sell their merchandise. These drugs come from all over the world including from USA which has had historical occupational links with Haiti.

This truth must be brought out and given to those countries that will be on this mission to Haiti. The countries must know that as they fight for restoration of peace in Haiti, there are dark forces or mercenaries both from USA and other countries that could harden their stance against the stabilization force.

I stand firm today by saying the same effects have been crippling Haiti’s development to date. Most of the leaders elected in Haiti are Agents of Drug barons across on the mainland USA or around the black Caribbean states  or worse puppets of France .

It is true that by any standards of every socio-economic measure, Haiti is in dismal shape. This is because the drug money does not developed Haiti it is banked away in Europe and in American banks. So, Haiti remains the poorest country in the Western Hemisphere. 

I am not like others who still, would offer

more nuanced explanations of what keeps Haiti locked in a negative spiral, calling for the need to mend. I call a spade a spade. The drug menace from the Americas has destroyed Haiti. Just like the drug trade from Afghanistan had started destroying our East African coast.

It is sad that a few hundreds of kilometers away lies a great country called USA and back on the Haiti war torn zone lies a   fragmented social fabric of Haitian society. Therefore, it is something to think about. Why a Super power stands high and an Island stands in conflict?

In supporting fully, the deployment of any troops or police to Haiti I open up a new direction by asking hard questions to those who condemn Kenya and other countries that are sending their forces to Haiti. Do you need a dead “black Haitian or we must save a live black Haitian?

I don’t care whether you call me names but it is time to stop the mess that the USA has put us in regarding the Haiti conflict. There are those reasoning as if they never entered classrooms. Both Russia and China did not reject the idea but wanted a clearer text on the matter. Abstention does not me Rejection.

Lastly my view and support of the deployment is based on the experience Kenya and those countries have had in Peace keeping missions across the world.

How people make sense of this conflict and violence in Haiti remains to both sides. If you belong to those who oppose you will exaggerate the threat by seeing gangs on the street and you get scared.

But for any military strategist who has been in a similar military outfit like me, I would not worry on how to support. A war is not won by brandishing weapons. A war is won by strategy and proper planning.

In nutshell I do support resolution 2699 and I am only answerable to God and to those the mission will RESCUE in Haiti. Let us keep talking.

Tony Glencross fired as Daily Monitor boss

Tony Glencross, the Nation Media Group (NMG) MD for Uganda.

Tony Glencross, the Managing Director Nation Media Group(NMG)-Uganda has been fired from his position.

Sources from the NMG stable intimated to this website that the contract of Glencross will not be renewed when it expires on December 31.

Tony Glencross,who has previously worked with The Vision Group, Daily Monitor’s biggest competitor, joined NMG in 2015.

Sources knowledgeable about what led to his sacking pointed to two underlying reasons: failure by NMG-Uganda’s platforms to rebound from the debilitating effects of the #Covid-19 pandemic and increasing hostility from President Museveni.

NMG bosses and shareholders in Nairobi have been uneasy over the dwindling profits from the Group’s outlets in Nairobi and they decided that heads should roll in Kampala,with Glencross becoming the first scalp.

To further pile pressure on Glencross, President Museveni has upped the pressure on Daily Monitor-NMG’s main outlet in Uganda, incessantly complaining about what he perceives to be negative coverage.

NMG shareholders are wary that Museveni, who is under intense pressure in the run-up to the 2026 polls, will not want to deal with the headache of critical coverage and therefore do not want to upset him.

City lawyers Fred Muwema, Kagoro dragged to court over failure to pay rent

Kampala City lawyers, Fred Muwema and Kagoro Friday of Muwema & Co. Advocates have been dragged to the Commercial Court for allegedly failing to pay rent worth $148,000.

According to court documents, Downtown Investments Limited, a company is alleging that the amount in question is owed by the Kampala-based law firm and its partners Fred Muwema and Kagoro Friday Roberts having accrued as unpaid rent for the period commencing from December 15, 2021 up to date.

Downtown Investments Ltd has filed Civil Suit No. 0621 of 2023 against the law firm for recovery of the rental arrears. The case is pending hearing and determination before Justice Harriet Magala of the Commercial Court.

On July 12, 2023, Downtown Investments Ltd terminated the tenancy agreement with Muwema and gave the law firm 30 days to vacate the premises. Despite the expiration of the notice on August 12, 2023 the law firm has refused to peacefully vacate the premises.

According to documents filed in court, Downtown Investments Ltd insisted that Muwema & Co. Advocates defaulted in making timely payments of the monthly rent and by May 30, 2023 the rent had accumulated to $182,400.

However, Fred Muwema’s lawyers pleaded with Downtown Investments Ltd after receiving a demand notice for $182,400 and they made a partial payment of $50,000 of the outstanding rental arrears and the amount due and owing was reduced to $148,300 at the time of filing the court case.

Downtown Investments Ltd however, wants the Court to hold the Muwema & Co. Advocates liable for rent arrears in the amount of $148,300 (One Hundred Forty-Eight Thousand Three Hundred United States Dollars), representing the period commencing December 15, 2021.

The Tenancy Agreement attached to the court documents shows that the agreed monthly rent was $5,500 in 2014 but subject to 18% VAT and a 10% annual increment after the first 24 months. It is these sums that are said to have accumulated to the $148,000 now being claimed.

Downtown Investments Limited has now formally lodged a complaint of criminal trespass against Fred Muwema and Kagoro Friday Roberts and has also sought the intervention of police to have the law firm evicted.

Customer funds are safe and our financial standing is sound, Bank of Africa clarifies

Bank of Africa has responded to Eagle Online story dated October 2, 2023 about the customer deposits at Bank of Africa at risk as billions feared stolen by the staff urging that the Customer funds are safe and the institution’s financial standing is sound.

“We wish to categorically state that Bank of Africa maintains the highest standards of financial integrity and security. All customer deposits are safe and our financial standing is sound as reflected in our recently published statements that can be found on baouganda.com.” Bank of Africa clarified.

The Bank added that for further information about the financial soundness of bank of Africa Group whose total asset is a subsidiary it says are sold.

Awhistleblower who says operates on Nasser Road in Kampala has written to the Bank of Uganda (BoU) claiming customer deposits at Bank of Africa could be at risk of being stolen by staff. A detailed submission which he copied to several newsrooms, indicating that all wasn’t well at Bank of Africa Ugnada

Writing on September 30, 2023, to the BoU Governor, Moses Mukasa, the whistleblower, said he was cleaning the office, he landed on garnish orders from Bank of Africa, which to him was strange.

“I work from Nasser road here in Kampala. But as I was sweeping our office, I landed on the attached draft document. And from this document, it seems that there is a problem at the Bank of Africa in Uganda. I have personally seen several people on this Nasser Road premises processing fake court garnish orders to be used in Bank of Africa Uganda,” he said.

He added “The MD of Bank of Africa- Uganda, mistreats, and underpays staff this is why there is a big and abnormal exodus. We are really paid so little by this man, we need help from Allah. As if that is not enough, his poor people management skills are driving the unavoidable collapse of the bank. It’s just a matter of time if he doesn’t step aside. We need new management,” he said.

However, in its reply to the story, without providing any specific indicators or directly answering the allegations brought forward said all is well inside its operations.
