IGG to conduct conclusive investigations into Office of the Prime Minister

The Inspectorate of Government is set to conduct a conclusive investigation in the Office of the Prime Minister- OPM, Eagle Online has learnt.
According to the Inspector General of Government-IGG Betty Kamya, the investigations will be conducted in three weeks.
IGG’s interests followed Director of Public Prosecutions (DPP) Jane Frances Abodo directive  to expeditiously investigate the Ministers implicated in the mismanagement of iron sheets that were meant to benefit the impoverished people in Karamoja.
“For the last two years, there have been a lot of relief resources allocated to the Office of the Prime Minister. The investigations will be premised on, the source of the funds, policy of distribution, delivery, storage of all relief items,” Kamya said.


In January 2023, Dr. Mary Goretti Kitutu, the minister of Karamoja Affairs who doubles as the Woman MP for Manafwa directed for the release of over 12,200 pre-painted iron sheets labeled Office of the Prime Minister to various ministers including prime minister Robinah Nabbanja, vice president Jesicca Alupo and the speaker of parliament Anita Annet Among.


The roofing sheets sparked an outcry after it was established that they were procured to benefit the impoverished people in the Karamoja Sub-region. This website established that President Yoweri Museveni took interest in the matter and directed that every government official implicated in the matter should not leave the country until the cases are disposed of.
Last week, DPP revealed that her office is working on 40 files in relation to the abuse and diversion of the iron sheets that were meant for impoverished people in the Karamoja sub-region.


Atleast three ministers including; Dr. Mary Goretti Kitutu, the minister of Karamoja Affairs and Woman MP for Manafwa; Minister of State for Finance, Planning and Economic Development Amos Lugoloobi and State minister in charge of Karamoja  Agnes Nadutu were charged and remanded for mismanagement of Karamoja roofing iron sheets.
Kitutu is facing two charges of loss of public property and conspiracy to defraud while Lugoloobi and Nandutu were charged with dealing with suspect property contrary to Section 21 (a) of the Anti-Corruption Act, 2009.


On January 12, 2023, in an internal memo to the stores’ department at the OPM, minister Kitutu ordered the release of 12,200 iron sheets to her office.
Her memo read in part, “During community mobilization and peace-building missions, I usually meet vulnerable groups and karuchunas (reformed warriors) who are willing to dissociate themselves from rustling. As part of my intervention, I will be distributing iron sheets to such special vulnerable groups.”


The memo notes that the stores’ department relied on WhatsApp messages sent by the minister’s personal assistant to distribute the iron sheets. The iron sheets were distributed from January 25, 2023, until February 8, 2023, when the release of the iron sheets was halted indefinitely.


According to the information obtained by this paper, state minister for primary education, Moriku Kaducu received 200 roofing iron sheets; former speaker Rebecca Kadaga 500; State minister for defence, Jacob Markson Oboth 300; Third Deputy Prime Minister, Rukia  Nakadama 300; Finance minister Matia Kasija 300; Kitutu Mary Gorreti 3000; Government Chief Whip, Obua Denis Hanson 300; Amos Lugoloobi 300; State Minister for Agriculture, Animal Industry, and Fisheries Bwiino Kyakulaga 300; State minister for Karamoja Agnes Nadutu 2300 and others.


Other beneficiaries include; Jessica Alupo- Vice President; Anita Among- Speaker of Parliament; Robinah Nabbanja- Prime Minister; Judith Nabakooba – Minister for Lands, Housing and Urban Development; Rose Lilly Akello – Minister for Ethics and Integrity.

Artfield Institute of Design, PRAU collaborate to foster skillset upgrade for pr professionals

Artfield Institute of Design (AFID) and Public Relations Association of Uganda (PRAU) are pleased to announce a collaboration aimed at promoting PR excellence in Uganda. Founded in 2010, AFID is committed to making an impact in Africa through design and offers a wide range of courses including Motion Graphics, 3D Animation, Interior Design, Audio Production, Visual Communication, Graphics Design, Multimedia, among others.


PRAU, the umbrella body for all PR professionals in the private and public sectors, has identified challenges in the performance of its obligations in the public relations industry and has sought a collaboration avenue with AFID to address these challenges and upgrade the skillset of its members.


“We are thrilled to collaborate with Uganda Artfield Institute of Design to provide our members with access to high-quality design education,” said Tina Wamala, President of Public Relations Association of Uganda. “This collaboration will help upgrade the skillset of our members and enhance their capabilities in the field of public relations, ultimately benefiting the PR industry in Uganda as a whole.”


Under the Memorandum of Understanding (MOU) between AFID and PRAU, it is mutually agreed that PRAU members will have the opportunity to sign up for any of the professional short courses offered by AFID at a subsidized fee of 1,300,000 Ugandan Shillings for a period of 9 weeks. This collaboration aims to provide PRAU members with access to high-quality design education and skills development to enhance their capabilities in the field of public relations.


In addition, each party’s members will be eligible for discounts on attendance fees for paid events organised by the other party, with the nature of the discount to be determined on an event-by-event basis. Furthermore, the parties will have co-branding opportunities on communications and events in which they have mutual interest and will collaborate on thought leadership articles in the advertising and public relations sectors to boost the industry image and lobby for support from target stakeholders.
“We are excited to partner with the Public Relations Association of Uganda to promote PR excellence in Uganda,” said a representative from Uganda Artfield Institute of Design. “We believe that this collaboration will provide valuable opportunities for skill development and knowledge exchange between the PR and design industries and contribute to the growth and professionalism of both fields,” said Rwemereza Abaasa, Artfield representative.

Gov’t urges China to invest Uganda’s agriculture, energy and mining

The Government of Uganda has appealed to the Republic of China to come and invest in Uganda’s agriculture, energy, mining and petroleum sectors, arguing that there is huge untapped potential.

Speaking during the China -Uganda Investment Economic and Trade Promotion conference at Kampala Serena Hotel on Tuesday, Ugandan officials, among them, State Minister for Energy Sidronius Opolot Okaasai, said Uganda provides a very conducive investment through the growing market for various products, good infrastructure, political and economic stability, liberalised banking and finance.

The minister added that Uganda’s oil and gas sector which is implementing various projects such as the East African Crude Oil Pipeline (EACOP) Project, and ongoing exploration through the upcoming third licensing round presents opportunities that Chinese companies can invest in.

“In the energy sector the Government is working to increase generation of energy, modernization and expansion of energy transmission and distribution. This presents various opportunities for investment and partnership between Chinese and Ugandan companies,” Okaasai said.

“Uganda admires the development trajectory of China which has been able to progress in the last few decades and managed to completely transform its economy into a global power house. We commit to continue promoting and supporting the mutual collaboration between Ugandan and Chinese companies,” he added.

In his remarks, the Chinese ambassador to Uganda, Zhang Lizhong, said China and Uganda are good partners.

“Under the strategic guidance of President Xi Jinping and President Museveni, China-Uganda relationship has made significant progress in recent years and is in its best shape. Our political mutual trust has been continuously deepened, laying a solid foundation for the development of bilateral economic cooperation,”Lizhong said.

The Conference’s main objective was bolstering further bilateral cooperation between Uganda and the People’s Republic of China, specifically the sister-sister relations of Changsha City and Entebbe City.

The promotion conference focused on showcasing Uganda’s Investment opportunities in the areas of agriculture value addition; mineral development and promotion of the 3rd China Africa Economic and Trade Expo scheduled for June this year.

Changsha is the host city of the China-Africa Economic & Trade Expo scheduled for June 29th to July 2nd, 2023.

Who Killed ASP Muhammad Kirumira?

The high court acquitted Abubakar Kalungi, the suspect implicated in the gun down of former Buyende District police Commander –DPC officer ASP Muhammad Kirumira and his friend Resty Nalinya Mbabazi.
Abubakar Kalungi, who has been on trial, was yesterday set free by High Court Judge Margaret Mutonyi on grounds that investigators did a shoddy job that has since left so many unanswered questions on who and why the two victims were murdered.


She condemned investigators for torturing Kalungi before giving a confessing statement. She said the suspect had healing wounds sustained a few days before recording a confessing statement. She observed that the statement was written in English and it was not translated for him since he can’t read or understand English.
“It unsafe to rely on confession statement recorded by Walimbwa Stephen because a confession statement recorded out of torture has no evidential value,” she ruled.


She ruled that there was no evidence that the deceased were killed by ADF terrorists because the body of Umar Katerega, the suspected killer who was allegedly put out of action by police could not be traced.
“Where Ugandan citizens are gruesomely killed using weapons which are a preserve of our security forces. It is important that investigations are taken seriously to the extent of establishing the kind of weapon that was used,” she ruled.
She ruled that the court could not convict Kalungi based on eye witness Abdul Kugongo who failed to identify him among the suspects despite noting that he was a few meters away from the crime scene.


Kirumira and Nalinya were gunned down on September 8, 2018 by unknown assailants travelling motorcycles. Kirumira was driving towards his home when gunmen waylaid him and opened fire at Bulenga trading centre. Following their death, police nabbed Hamza Mwebe and Abubakar Kalungi as the prime suspects implicated in the double murder.
Last year, the court started the trial of Hamza Mwebe and Abubakar Kalungi over their links to the killing of Kirumira and Nalinya.  In December 2022, high Court Judge Justice Margrate Mutonyi acquitted Mwebe after the prosecution failed to avail evidence pinning him over the gruesome killing. She ruled that Kalungi had a case to answer.


In March 2023, court assessors advised the High Court to find the suspect Abubaker Kalungi innocent and acquit him of the crime. The assessors told Justice Margaret Mutonyi that they are not convinced that Kalungi participated in the murder of Kirumira and another victim Resty Nalinnya Mbabazi in Bulenga Trading Center, Wakiso district.


They claimed that they are convinced that the prosecution proved that Kirumira’s death was unlawful and committed with malice aforethought and that none of the 15 Prosecution witnesses had placed Abubaker Kalungi at the scene of the crime.
Kalungi was said to have been hired by one Kateregga who is reportedly dead, to trail Kirumira’s movements. It shall also be remembered that on 23rd November last year, Justice Mutonyi dismissed a confession statement of one of the suspects Abubaker Kalungi saying that the State had failed to prove that it was voluntarily made as it was full of contradictions. Kalungi was acquitted but was rearrested soon after.

Gov’t charters plane to evacuate 300 stranded Ugandans in Sudan

The government of Uganda has chartered a plane to evacuate 300 Ugandans stranded Ugandans in Sudan, Eagle Online can reliably report.


Earlier this month, Violence erupted in Sudan’s capital, Khartoum, between rival military groups fighting the Arab country. Two military men behind the dispute include; Gen Abdel Fattah al-Burhan, the head of the armed forces and in effect the country’s president, and his deputy and leader of the RSF, Gen Mohamed Hamdan Dagalo, better known as Hemedti.
According to Ofwono Opondo, the government spokesperson, following the eruption of the crisis, President Yoweri Museveni tasked the Director General of External Security Organization- ESO, Ambassador Joseph Ocwet, to work with our Embassy in Khartoum to mobilize Ugandans.


Ambassador Ocwet and Brigadier General Frederick Karara (Defense Attachè) embarked on the campaign to mobilize Ugandans in Khartoum through telephone and WhatsApp groups.


“The Ugandans were mobilized to assemble at the University of Africa in Khartoum, where the majority of the students are. And fewer of the working group was brought to the Embassy of Uganda in Khartoum. Brigadier Karara organized transport buses to begin busing them towards the East, to the border of Ethiopia,” he said.


Opondo said the government of Uganda had chartered the Uganda Airlines plane to go and airlift them however it hasn’t been possible, because it was discovered late in the night that airport’s runway is too small for the Airbus and therefore, there are new negotiations to pave way to use another airport in the North of Ethiopia.
“Once they arrive there, an alert will be sent and then the Uganda Airlines plane will leave here to go and pick them either today or tomorrow morning,” he said

AFCON 2023: Uganda to host its home fixture against Algeria in Cameroon

Federation of Uganda Football Associations- FUFA Executive has taken a decision to host the Uganda Cranes next AFCON 2023 home fixture against Algeria in Cameroon.


This decision comes after FUFA inspected Mandela National Stadium on Monday 24th April 2023 and confirmed that the Stadium is not ready to host the qualifiers that resume in June.
However, FUFA expresses its disappointment at the latest ongoing works at Mandela National Stadium following yesterday’s routine site visit by the Minister of State for Sports Hon. Peter Ogwang, FUFA President Hon. Magogo Moses Hassim and Stadium officials.


FUFA has described the work as very slow and insensitive to cries of the public to be able to host the matches in Uganda.


“I call upon the relevant government authorities to urgently cancel the contracts of the contractors and supervisors and immediately procure experienced service providers in stadium construction even if it means being obtained from outside Uganda. The country is likely to have a delayed project, substandard work and without value for money.” Said Magogo the President of FUFA.

Deputy Speaker of Parliament Thomas Tayebwa is set to grace Makerere University Youth and Innovation Expo 2023.
Launched under the theme; “Fostering Innovation for Uganda’s Transformational Development”, the expo will be held on 25th and 26th August 2023.


Speaking at the launch, Lorna Magara, the chairperson of Makerere University council said the institution is uniquely positioned to be a hub of many youth innovations through end-of-year course research projects.
She said together with UNDP, Makerere will showcase a number of youth innovations and youth start-ups which have successfully made the transition from research to commercial enterprises. Through this exhibition, we also hope to create viable forward and backward linkages that will facilitate the creation of jobs and foster entrepreneurship by supporting access to an integrated mix of finance products, business management skills and market access to young women and men entrepreneurs and youth-owned MSMEs.


“The two-day event will consist of a very comprehensive, insightful, and engaging program with a conference, a student-inspired fashion show, a showcase of student innovations, exhibitions from all University colleges, exhibitions of Innovations turned enterprises from the Youth4Business program, food courts, blankets and wine activations, MTN Pulse activations, Government of Uganda, one-stop service center to mention but a few,” she said.

This is all the more important in an era where development is being defunded especially through official development assistance,” she said.


She said the relevance of a robust innovation ecosystem to a country’s economy cannot be gainsaid. A vibrant and enabling innovation ecosystem facilitates the emergence and growth of businesses and calls for increased interconnectedness and collaboration of relevant stakeholders and innovation ecosystem players in driving innovation interventions to transform Uganda’s economy.

2023 Africa Wealth Report indicates 90% of Africa’s billionaires found in five countries

The 2023 Africa Wealth Report indicates 56 percent of Africa’s high-net-worth individuals and more than 90 percent of the continent’s billionaires are hosted in five countries.

The report provides a comprehensive review of private wealth in Africa, including high-net-worth-individual, luxury, and wealth management trends, as well as expert insights on investment, the investment migration sector, and economic mobility on the continent.

According to the 2023 Africa Wealth Report recently published by Henley & Partners in collaboration with New World Wealth, the five countries are South Africa, Egypt, Nigeria, Kenya, and Morocco.

Egypt has the highest number of billionaires in Africa, while Mauritius has by far the highest wealth per capita (average wealth per person) at USD 37,500, followed by South Africa at USD 10,880 and Namibia at USD 10,050.

The report notes that South Africa is the largest host of Africa’s dollar millionaires, followed by Egypt and Nigeria.

During the period, South Africa hosted 37,800 dollar millionaires, 98 centi-millionaires and five dollar billionaires while Egypt hosted 16,100 dollar millionaires, 54 centi-millionaires and eight dollar billionaires.

Nigeria, Africa’s largest economy, hosted 9,800 dollar millionaires, 27 centi-millionaires and four dollar billionaires.

The report highlights wealth of an individual’s net investable assets, including property, cash, and listed company holdings and less of liabilities.

The report also ranks Uganda 15th among the 20 countries in Africa that host the largest number of dollar millionaires. During 2022, Uganda registered an increase among dollar millionaires from 940 in 2021 to 1,500, according to the report.

Kenya and Tanzania host more dollar millionaires and cent- millionaires than any East African states.

Four of Africa’s Top 10 wealthiest cities are in South Africa — Johannesburg has the most millionaires in Africa, with 14,600, Cairo, in 2nd place with 7,400 resident HNWIs, is just ahead of Cape Town, which has 7,200. Lagos is in 4th position with 5,400 millionaires, and Nairobi is 5th with 4,700. The other two South African cities in the Top 10 are Durban, in 6th place with 3,600 and Pretoria in the 8th spot with 2,400 HNWIs.

South Africa is home to some of the world’s most upmarket residential areas including Clifton in Cape Town, Beachy Head Drive in Plettenberg Bay, and Sandhurst in Johannesburg.

According to New World Wealth’s latest figures, there are approximately 3,700 homes in South Africa that are valued at over USD 1 million. By this measure, South Africa ranks as one of the 20 largest prime residential markets in the world, well ahead of the other countries in Africa and in line with big emerging markets such as India and Brazil.

Hilton Foundation offers UGX1.8bn to Opportunity Bank, FINCA for refugee financing

Hilton Foundation has extended a refugee financing grant of $500,000, (Ugx 1,870,000,000) to Opportunity Bank Uganda and FINCA Uganda to address several challenges faced by refugees including, poverty, food insecurity, and a lack of access to health and education.

Uganda continues to host refugees at an unprecedented scale, keeping its borders open to about 1.5 million refugees, including more than 860,000 children.
Under the Early Childhood Development program, Opportunity Bank will focus on Nakivale and Kampala whereas FINCA will put emphasis on Kiryandongo and Kampala, both providing finance and financial literacy to these refugee settlements.

Speaking at the launch of the program, Mr. James Onyutta – Managing Director, FINCA noted that they have spent about three years working with refugees by providing financial education and that grant support will help them to target their interventions.

The banks, he said, will not only provide very affordable financial solutions but also put emphasis on centers training children below the age of eight (08) to empower them with the skills to be able to be productive in the future.

“We’ve reached over 10,000 people in financial education. We’ve seen millions of savings in those communities and we are now also providing credit into those areas with over shs 250 million in loans.”

“Now, the first part of the project is going to be child-centered development centers to really get to learn a bit more on up-skilling the center holders or being able to deliver the right learning skills of these children, but also we’re going to work with the communities to identify those with needs. Some of the needs in those areas are really financing….most of these parents cannot afford to send their children to learning centers,” he added.

The CEO – Opportunity Bank Uganda, Owen Amanya commended the Hilton Foundation for the grant and pledged to render the refugees with more finances and financial literacy.

“We thank the Hilton Foundation, the Office of the Prime Minister, which really gives us the push to venture into refugee space. We do appreciate the International Labor Organization that has also given us some support.”

He noted that the Early Childhood Development project will be an addition to what they’ve been doing in these communities.

“We’ve really achieved some great milestones with the refugee space in terms of financial literacy, loans given, the savings we’ve been able to pick from the refugee community and the host communities and also the business potential that lies there.”

Amanya noted that a number of the refugees are trying to do business but they don’t have access to markets but also can’t scale because they don’t have capital which calls for basic teaching to come together and organize them.

“It is so fulfilling when you help them complete their value chains,” he noted.

The Opportunity Bank Head of Business, Amos Bonna noted that they are the first commercial bank with a branch in a refugee settlement.

“For us, refugee lending is not a project. It is a lifestyle that we’re going to do and in the next three years, we have planned to open more branches in refugee settlements because we believe in that model, we believe in humanitarian financing.”

At Opportunity Bank, he said, they are focused on the sector of agriculture. But stretching to education with a focus on primary – private schools and the Early Childhood Development project will be much easier for them.

He also applauded Hilton Foundation, “because we believe we cannot serve over 1.5 million refugees as an institution [but] if we all partner together and hold our hands, then we bring social change.”

According to the United Nations Children’s Fund (UNICEF), 60 per cent of all refugees in Uganda are children. Behind these numbers, are the individual faces and stories of children, who, in many cases, have experienced terrible, life-altering events.

Uganda is home to over 900,000 child refugees and asylum seekers who have fled conflict or persecution from South Sudan, the Democratic Republic of the Congo and Burundi. Of these, over 71 per cent are from South Sudan where years of fighting and economic collapse have relentlessly forced families to abandon their homes.

Most refugee children live with the trauma of having witnessed or suffered forced displacement, separation from loved ones, and physical and sexual violence. Even in refuge, many continue to be vulnerable to marginalization and violence, especially gender-based violence.
