Businessman Shumuk convicted of fraud

Tycoon Mukesh Babubhai Shukla, the Executive Director of Shumuk Investment Limited has been convicted on six counts of uttering false documents by Buganda Road Magistrate Marion Mangeni.

The charges are related to uttering a false document in form of a letter for the official handover of Hotel Diplomat Muyenga purporting the same to have been signed by the late Bonny Katatumba, the former Consular of Uganda to Pakistan and his other family members.

The documents are said to have been uttered on April 17, 2015 and November 2017 indicating that Katatumba family had authorized him to take over Hotel Diplomat.

The Court heard that the Prosecution proved beyond reasonable doubt with evidence from their seven witnesses that Mukesh had committed the said crimes against him of which he had previously denied.

In her ruling, Magistrate Mangeni has sentenced Mukesh to pay a fine of two million shillings on each of the six counts and failure of which, he should go to Luzira Prison and be there for two years as his punishment.

The Children of Katatumba led by Angella Katatumba welcomed the decision saying that they are happy he is now convicted. “This afternoon, Mukesh Shukla aka Shumuk was convicted of fraud (uttering of forged/false documents), in our case against him, at Buganda Road Court. Thank You God,” Angella Katatumba said.

Hotel Diplomat is subject of the case where Mr Mukesh through his Springs’ International Development Limited, Shumuk Financial Service Limited and Shumuk Springs Development Limited were parties to the dispute.

Mr Mukesh had several times attempted to evict the Katatumba family from the contested hotel in Muyenga through numerous court cases.

In 2017, the Chief Magistrates Court at Makindye dismissed Mr Mukesh’s case to evict the Katatumba family from the hotel reasoning that the case was wrongly filed under a wrong procedure and law in court.

Tension as WhatsApp goes down in Uganda

There is growing tension and anxiety after Whatsapp went down in Uganda. The most reliable social media app went down earlier in the morning and hence cutting off communication for a couple of hours.

Many people have since been forced to resort to alternative means of communication which had been abandoned since the introduction of Whatsapp. For the last few hours, people have been communicating through phone calls, short messages and other modes of communication.

“What happened to WhatsApp, I am not receiving messages and my messages and not going through yet I have data,” one individual said while in a taxi heading to the city center. It was later realized the application off in the entire nation.

WhatsApp is an internationally available freeware, cross-platform centralized instant messaging (IM) and voice-over-IP (VoIP) service owned by American company Meta Platforms (formerly Facebook). It allows users to send text and voice messages, make voice and video calls, and share images, documents, user locations, and other content.

WhatsApp client application runs on mobile devices and can be accessed from computers. The service requires a cellular mobile telephone number to sign up. In January 2018, WhatsApp released a standalone business app called WhatsApp Business which can communicate with the standard WhatsApp client.

The client application was created by WhatsApp Inc. of Mountain View, California, which was acquired by Facebook in February 2014 for approximately US$19.3 billion. It became the world’s most popular messaging application by 2015 and had more than 2 billion users worldwide by February 2020.

By 2016 it had become the primary means of Internet communication in regions including Latin America, the Indian subcontinent, and large parts of Europe and Africa.

11 dead, 6 injured as fire guts dormitory at Salaam School for the Blind

Pupils and parents at Salaam School for the Blind in Kisoga Town Council, Mukono South Constituency, are in tears and misery as they mourn the deaths of eleven students who were killed in a fire that destroyed the girls’ dormitory this morning.

The girls’ dormitory was destroyed by the fire, which started around 1 am, according to reports.

Six pupils, who suffered serious injuries, have been taken to Herona Hospital in Kisoga, while the deceased are said to have been burnt beyond recognition.

The victims are yet to be identified. As investigations get underway, police have already closed off the school.

“The cause of the fire is currently unknown but so far 11 deaths as a result of the fire have been confirmed while six are in critical condition and admitted at Herona Hospital in Kisoga . More details will be availed as soon as possible,” reads the police’s statement in part.

The British Princess Royal Princess Anne & her husband Sir Timothy Laurence were scheduled to visit Salama school tomorrow on their 4-day visit to Uganda.

Operations of Pramukh steel plant suspended over pollution

The National Environment Management Authority (NEMA) has halted the operations of Pramukh Steel Limited (steel manufacturing and power generation plants) located along Kayunga road in Njeru Municipality, Buikwe District.

The suspension follows several complaints from the public over air pollution from the two plants.

A team of NEMA inspectors together with officials from Njeru Municipal Council visited the facility on Saturday, October 22, 2022, and found that the plants did not have adequate air pollution controls and there were several health and safety concerns as well.

Air pollution in this case was in the form of black ash arising from burning of bagasse at the power generation plant and pungent fumes from the steel furnaces that were being openly released into the environment and had become a nuisance to the surrounding communities.

The health and safety issues noted included the lack of personal protective equipment(PPE) for the workers handling scrap metal particularly at the receiving yard and the steel furnaces, lack of signage and proper walkways at the plants, and there was evidence of injured workers on site.

Njeru Municipal Council had previously written to Pramukh Steel Limited over the concerns of air pollution and had held several meetings with the entity to address the concerns in vain.

As a consequence, a stop notice has been issued to Pramukh Steel Limited halting the operations of all the production lines that contribute to pollution of the air (the power plant and steel manufacturing plant) with immediate effect.

The suspension will remain in force until appropriate air pollution controls have been put in place and all the health and safety concerns that were identified during the inspection have been addressed to NEMA’s satisfaction.

Police cracks down on criminal gang over fake roadblocks

Police in Rwizi region, has in custody eight suspects, who were actively involved in the staging of illegal/fake roadblocks and the subsequent robbery of victims.

The arrested gang members include; Mugonza Akim of Biharwe, Muwonge Nuhu of Biafra, Ukasha Kiyonga of Kamakuzi, Kakumu Dominic of Andrews cell and Nsiimire Kennedy of Nyakaizi cell.

Accorfing to spokesperson Fred Enanga, the operation was expanded on the 21st October 2022, and led to the arrest of 3 additional gang members who included; Mukundane Darious of Sheema, a former convict, Namanya Charles of Nyamityobora cell and Lubega Frank of Mandela cell.

“The gang was behind a series of illegal roadblocks and robberies in the region. For instance on the 30th September 2022, while armed with pangas, they staged an illegal road block at HIT bar, along the Mbarara-Burembo road, and robbed Dr. Mugume Dickson of his laptop, router, two power banks, 2 mobile phones and a bag with personal belongings,” Enanga said.

“The victim was from a function and heading towards his home in Nyakaizi cell, at around midnight. On reaching Kakoba, he found a log in the middle of the road that the thugs used to block his way. He tried to manoeuvre his way, but was cornered after several thugs emerged from the bush and robbed him.”

The gang was tracked down using advanced intelligence and arrested on the 20th October 2022. Exhibits of material value like two pangas hidden in the ceiling, a pair of black jungle shoes, an Itel phone, Simcard, 1 motorcycle Bajaj boxer under registration number UEW 139D, a techno smart phone, were recovered.

“Most of the suspects arrested are hardened criminals and youth who have turned to armed robberies as a way of survival. We strongly believe the arrests of these hardcore criminals will help restore some peace and sanity in the region. We pledge to continue with these targeted operations, against violent armed gangs and associates, who pose serious threats of safety and security in respective communities.” Enanga said.

ROOTs campaign: 5,000 trees planted in Nakaseke District

Research shows that the tree cover in the year 2000 was 7,764,959 hectares, however from 2001 to 2022 this has greatly reduced to 917,555 hectares. This is a decrease from 38.90% to 11.80% of tree cover. The national deforestation rates stand at 2% annually with an average of 122,000 hectares lost every year yet 6% of the GDP of Uganda and more than 90% of the population depend directly on the forests as a source of energy.

The increase in human activities in forest reserves has caused a major shift in climate change, this has disrupted the normal balance of nature. Most recently many Ugandans are facing adverse effects of an extreme shift in weather patterns. These have resulted in prolonged warmer temperatures, extended dry seasons, heavy rains, and flooding all of which pose many risks to human beings, their property, and other forms of life on land.

Since late April 2022, the Uganda Red Cross has reported hundreds of cases of people affected by flash floods, mudslides, and landslides due to the heavy rains in various districts of Eastern and Western Uganda. The affected persons have been left homeless with their houses and gardens washed away by the floods or buried in the mudslides, and worse still many losing their lives. These adverse effects have also destroyed infrastructures in the affected areas, many roads have been cut off, bridges submerged and some washed away.

Nakaseke district which is predominantly a forested area in the Southern part of the district has been targeted as a major source of wood in Uganda. The increasing population has led to an increase in the cutting of trees which has left most of the once-forested areas dryland. With the growing population, there has been a higher demand for wood energy for charcoal production, and degradation of wetlands due to the increasing need for land for human settlement, crop cultivation, and grazing of animals. This has made the area at a higher risk of experiencing flooding and landslides in a few years to come.

Tree planting is one of the interventions that is currently being implemented in Nakaseke district to avert the negative climate effects brought about by human activities. Last week Uganda Breweries staff partnered with Tree Adoption Uganda, and joined by the community, planted 5,000 indigenous tree seedlings on 10 acres of land with smallholder farmers that are interested in Agroforestry in Nakaseke district. This is in addition to the 1,000-plus trees that have already been planted in Luweeroby by the brewery staff in the past, under the ROOTs campaign.

Speaking at the tree planting activity, the Uganda Breweries Sustainability and Communications Manager, Suleiman Ngondi said that they are committed to making progress on environmental sustainability both in their business operations and in society. “We are big on tree planting because we know the success of our business is inextricably linked with the health of the planet, and this is well detailed in our Society 2030: Spirit of progress sustainability action plan,” Suleiman added.

The Running out of Trees Campaign seeks to respond to Uganda’s International obligations per the Bonn challenge whose aim isto restore 2.5million hectares of degraded landscapes by 2030 through forest protection, afforestation, and sustainable biomass production measures under Uganda’s Nationally Determined Contributions (NDC).

“Through landscape restoration activities like planting trees and agroforestry, we are building resilience for smallholder farmers against the changing climate while economically empowering unemployed young people in Uganda’s rural communities by teaching them how to set up and manage indigenous tree nurseries and tree farms,” said Charles Batte, Chief Executive Officer Tree Adoption Uganda.

All tree seedlings planted under the ROOTs campaign are going to be mapped by Tree Adoption Uganda, who have developed a tree mapping App that enables them to collect data on the tree seedlings planted for easy monitoring and maintenance.

The ROOTs campaign was launched as a 5-year plan to bring on board different players in the private sector to support the Government’s initiative to replenish Uganda’s forest cover. The main target of this campaign is to plant 40 million trees across the country by 2025, this means that every Ugandan should plant at least one tree.

Rishi Sunak to be next UK Prime Minister

Rishi Sunak will become the UK’s next prime minister after Conservative leadership rival Penny Mordaunt dropped out of the race at the last minute.

The former chancellor was selected by MPs to succeed Liz Truss as Tory leader and will enter Downing Street less than two months after he lost the last race.

He will be the UK’s third prime minister in seven weeks, after Ms Truss resigned just 44 days into her premiership.

Mr Sunak’s comeback represents a number of symbolic milestones: He will be the UK’s first Hindu prime minister, the first of Asian heritage, and the youngest for more than 200 years at the age of 42.

Several senior Tories have congratulated Mr Sunak and called on the party to unite around him – but Labour has reiterated its calls for an immediate general election.

Sunak will enter No 10 unopposed and avoid an online ballot of the Conservative members that rejected him for Ms Truss last month.

Announcing the results of the leadership race, Sir Graham Brady, chairman of the powerful 1922 committee, said the Conservative Party only received one “valid” nomination to be the leader and therefore prime minister, and that was Mr Sunak.

Mr Sunak was runner-up in the last leadership race, securing the highest backing from MPs but losing out to the outgoing prime minister after the vote went to members.

Ms Truss won on a mandate to slash taxes to spark economic growth, but she was forced to row back on almost all of her economic policies after her mini-budget sent the markets into financial turmoil and the pound crashing.

Mr Sunak had called her plans “fairy-tale economics”, and many MPs backing him said he was the right candidate to restore economic credibility.

Conservative MPs are now calling for the party to unite behind the new leader after a divisive few weeks in Westminster.

But opposition MPs are calling for a general election, saying Mr Sunak has no mandate from the public to govern,

Mr Sunak will not officially become prime minister until Ms Truss formally tenders her resignation with King Charles, when he will be invited to form a government.

Ebola Virus Disease: EU allocates emergency funding of €3 million to Uganda

Following the outbreak of Ebola Virus Disease in Uganda, declared on September 2022, the EU has mobilised further emergency funding of €3 million to support the response to the outbreak.

Part of this funding (€1.5 million) will support the World Health Organisation in its coordination and surveillance activities, safe and dignified burials, as well as logistics and follow up and care of survivors.

€1 million will be allocated to UNICEF to address infection prevention and control, as well as risk communication and community engagement; while €500,000 will be allocated to the International Rescue Committee for preparedness and infection prevention and control in the most exposed refugee settlements.

“We are exploring all available options for providing additional support in responding to the Ebola outbreak,” stressed Commissioner for Crisis Management Janez Lenarčič.

The EU has already allocated €200,000 to the Uganda Red Cross Society, to support its activities on coordination, surveillance with contact tracing, risk communication, community engagement, and safe and dignified burials.

An additional €100,000 was allocated to the Kenya Red Cross, to support its preparations in the at-risk locations in view of possible cases in Kenya; and €50,000 to help the Red Cross prepare in South Sudan.

As of 19 October 2022, in Uganda there had been 64 confirmed cases for the Ebola Virus-Sudan strain, with up to 25 confirmed deaths – including four health workers. There is no known vaccine for this strain.

The EU remains in contact with the Uganda authorities, the WHO, and partners on the ground on further steps. In addition, the EU team on the ground has been reinforced with the short-term deployment of a health expert.

Nine more Ebola cases confirmed in Kampala

Health Minister Dr. Jane Ruth Aceng has reported nine more Ebola cases in Kampala, bringing the total number of known infections in the city to 14 in the last two days.

Aceng said seven of the nine who tested positive on Sunday are family members of the man who died and are from the Kampala neighbourhood of Masanafu.

“Yesterday 23rd Oct 2022, nine (9) individuals were confirmed positive for Ebola in Greater Kampala region bringing the total number of cases to 14 in the last 48 hours. The nine cases are contacts of the fatal case who came from Kassanda district and passed on in Mulago Hospital,” Aceng said in atweet.

“Seven family members are from Masanafu and one health worker who managed him in a private clinic together with his wife from Seguku.”

Since the outbreak was confirmed on September 20, the cumulative confirmed cases to date stands at 84, with 28 confirmed deaths and 26 recoveries.

The strain circulating in Uganda is known as the Sudan Ebola virus, for which there is currently no vaccine.

Aceng urged the public to remain vigilant and to report any suspected cases as cases in Kampala continue to rise.

“Fellow Ugandans, let’s be vigilant. Report yourself if you have had contact or know of a person who has had contact. Lets cooperate to end Ebola,” she said.

Mubende and neighboring Kassanda districts are under total lockdown as the government strives to contain the spread of the disease.

Internal Affairs stuck with 10,000 uncollected passports

The Ministry of Internal Affairs is stuck with 10,000 uncollected passports, Eagle Online has learnt. The revelation was made by Simon Peter Mundeyi the spokesperson of the Ministry of Internal Affairs.

Recently, the passport office ran out of printing materials for passports. This created a backlog in the printing process. Mundeyi however revealed that they have resumed the full printing of passports.

“We continue to call upon people who applied for East African passports from January 2019 to December 2020 and haven’t picked them up yet, to go to Kyambogo and pick them up. We have about 10,000 uncollected passports. I would like to encourage Ugandans applying for passports to do so as soon as possible. Do not wait to have a journey to apply for a passport,” he said.

The ministry also said that the government of Uganda through the ministry of Foreign affairs, Ministry of Gender and labor and the United Arab Emirates (UAE) government have repatriated 156 Ugandans who were stuck in Dubai.

The group was part of the 1500 Ugandans detained at Dubai Central Jail for overstaying and accumulated fines. The UAE government allegedly cleared them of all the fines and allowed them to return home.
