Baryomunsi to represent Museveni at Joao Lourence swearing in

Minister of ICT and National Guidance, Dr. Chris Baryomunsi

Dr. Chris Baryomunsi, the Minister of ICT and National Guidance has been delegated by President Yoweri Museveni to represent him at the swearing in ceremony for President Joao Lourence of Angola.

The swearing in which is due to take place tomorrow in Luanda will see Lourence take oath of office for the second term as President of Angola.

MPLA won the August elections with 51.17 per cent of the votes against 43.95 per cent for the opposition National Union for the Total Independence of Angola (UNITA).

Lourenço was designated in December 2016 to occupy the party’s number one position in August legislative 2016 elections where the ruling MPLA won a majority of 150 seats, Lourenço automatically became President of Angola, succeeding long time ruler Jose Eduardos dos Santos and subsequently in 218, he became the chairman of People’ s Movement for the Liberation of Angola People’s Movement for the Liberation of Angola (MPLA).  Jose Eduardos died in July and was buried last month.

UCU student dies in Kidepo Valley National Park

A Uganda Christain University student, Gasper Lubangakene has died in Kidepo Game Valley National Park. His death was confirmed by the management of UCU.

“We regret to inform you about the death of our student, Gasper Lubangakene,” the university said in a statement.

The first-year student was reportedly found dead in his room at Kidepo Game Vally National Park where he was doing internship training.

Gasper was pursuing a Bachelor of Tourism and Hospitality Management and was in his second semester of First Year.

CSOs on Natural Resources call for adherence to environmental laws, policy implementation

The Coalition of Civil Society Organisations on Natural Resources (CSCNR) have appealed foreign investors to consider the health and safety concerns of oil workers and local communities in the oil producing areas of South Sudan.

The call comes as South Sudan hosts the fifth Oil & Power conference in the capital, Juba.

 “Our message is that companies should take responsibility in terms of local content. How do our people benefit? We need environmental management systems that protect oil workers and local communities from adverse effects related to exposure to hazards from poor management of waste,” said Vens Koma, the national coordinator for CSCNR.

He emphasized CSCNR’s tripartite approach of involving all stakeholders in the country.

 “Our approach is consultative and inclusive. We involve all stakeholders in the country. We urge government is adhere to rules of law and policy implementation,” stated Koma.

Specifically, CSCNR would like to bring the following concerns to the attention of the Government of South Sudan, investors and other stakeholders in the oil and gas sector;

•             We call upon government to implement the revitalized peace agreement in letter and spirit to build investors’ confidence and enable citizens enjoy peace dividends

•             We strongly advocate for adherence to international investment best practices that uphold the rights of communities and citizens of South Sudan during exploration, extraction and development process within the oil sector, without prejudices

•             Demand transparency and accountability in all transactions involving all investors in the natural resource sector as guided by the Petroleum Act, 2012 that requires disclosure of information on payments made by investors to the government

•             We urge proper utilisation of oil revenues to provide the infrastructure needed to expedite development, including better roads, electricity and other social services

•             Consider the health, safety and environmental concerns of oil workers and local communities. They should be protected hazards from poor management of waste.

•             Create jobs for locals and uphold labour rights of workers in the oil and gas sector

Sudhir’s Kabira country club redefines Bukoto skylines

Namuganza storms out of Rules Committee, calls for tabling of evidence against her

State Minister for Lands Housing and Urban Development Persis Namuganza has stormed out of the Committee on Rules, Privileges, and Discipline investigating her conduct on allegations that she brought Parliament into disrepute.

Appearing before the committee earlier today, Namuganza said the committee should disclose the evidence of her undermining Parliament before she proceeds to defend herself.

Namuganza is alleged to have said that Parliament is powerless and unable to censure her. This was in relation to her involvement in the Naguru-Nakawa land allocations.

Parliament indicted Namuganza in May 2022 following a report by the Adhoc Committee on Naguru-Nakawa land where she was faulted for falsifying a presidential directive that saw Uganda Land Commission allocate land to certain entities.

MPs during the plenary sitting of Wednesday, 13 July 2022 said Namuganza has since ridiculed Parliament and its leadership in relation to the findings of the committee.

Tororo District Woman MP Sarah Opendi said she read posts by the minister alleging that the Adhoc committee had been formed to fight her as opposed to investigating the land saga.

“It surprised me when I read postings by this minister that it was formed in bad faith. I wonder whether you [Speaker] form these committees to fight people,” Opendi said.

Bukooli County Central MP Solomon Silwany said the minister had been seen on TV questioning the powers of the Speaker of Parliament in initiating the ad hoc committee.

 “Rule 190 of the Rules of Procedures gives the Speaker powers to form ad hoc committees,” said Silwany.

The Deputy Speaker, Thomas Tayebwa said it would be a dangerous omission by Parliament to let its members go out and ridicule its work. “If a member of a family cannot respect that family, that family is more or less useless; the decisions we make as this House will not be respected by the public,” he said.

Tayebwa guided that if Namuganza felt offended by Parliament’s resolutions, she should have utilized the provisions of the Rules of Procedure where any aggrieved member is free to make a statement of personal explanation.

He directed the Committee on Rules, Privileges, and discipline to commence investigations into the alleged misconduct of Namuganza and report back within two weeks.

Kyetume drags FUFA to High Court over relegation

Kyetume Football Club has dragged the Federation of Uganda Football Associations (FUFA) to High Court over demotion to the regional league.

In August, FUFA relegated the newly promoted side from the Uganda Premier League to the 3rd tier over licensing inadequacies. According to FUFA, Kyetume failed to meet set deadlines of submitting minimum requirements for application of a Club License to participate in the FUFA Organized Competitions 2022/23 season.

By 12th August 2022, Kyetume had only three players registered on the FUFA Connect System. A minimum of 18 players is required to be on the system.

Through its lawyers led by Bagyenda & Company advocates, Kyetume filed a lawsuit in the Mukono High Court against FUFA on Tuesday 13th September.

“FUFA disqualified Kyetume unfairly. It never gave it a right of fair hearing, Kyetume has not been able to defend itself. It made an appeal, instead of calling Kyetume to come and defend itself, it was given a letter that the appeal had been dismissed without even being heard.

“So that’s why we are here, to have all these decisions of FUFA quashed, set aside, and we (should) be heard on merit.

“Right now, we are very optimistic that we are going to win this case. We are not willing to give up like that because the law is on our side,” said Ivan Bagyenda.

With the league set to kick off on September 30th, Bagyenda argued that the transfer window closes on 20th September and the club is still selling and buying players saying fairness must be at the forefront.

The UPL secretariat already released next season’s league fixtures without Kyetume.

Mike Mukula’s brother killed by hitmen in Namugongo

Hitmen in Namugongo on Tuesday night attacked and killed Captain Mike Mukula’s brother George Ekochu.

According to Mukula, Ekochu was hit by iron bar thugs a slight distance away from his house as he had stepped out to buy bread.

“It’s with deep sorrow and grief that I announce the demise of our beloved brother George Ekochu (RIP) whose life was cut short last night by the iron bar thugs near namugongo martyrs shrine & a slight distance away from his house as he had stepped out to buy bread,” Mukula said.

“The late George Ekochu (RIP) was battered with a metal bar on the head dragged into the nearby matoke garden ….bleeding as the body was found upside down……everything he had was taken, Bread and milk he just bought from the shops,” he said.

Mukula said a rapid search was carried out and police arrested suspects and they discovered several men wallets, several female handbags, several car number plates and drugs.

Ekochu will be laid to rest at Omodoi in Asureti sub-county in Soroti district.

MPs call for audit of national forestry body over vanishing cover

Lawmakers want the National Forestry Authority (NFA) audited over the disappearing forest cover in the country.

They accuse the forestry body of championing activities which have led to deforestation, contrary to their mandate of promoting tree planting.

This was during debate of the report of the Committee on Climate Change on a motion for a resolution of Parliament urging government to address climate change.

The report was presented by the Vice Chairperson of the Committee on Climate Change, Jacinta Atuto, during the plenary sitting on Tuesday, 13 September 2022 chaired by Deputy Speaker Thomas Tayebwa.

The report recommended re-opening of forest boundaries and titles issued in gazetted forest land canceled.

“Government should come up with incentives to encourage the public to plant trees,” read the report in part.  

Butambala County MP Muhammad Muwanga Kivumbi, however, said that while people want to engage in tree planting, NFA on the other hand gives permits to people to cut down trees under the pretext of investments.

“We should first concentrate on protecting the existing forests. NFA should be audited for value for money on forests that have been cut down,” Muwanga Kivumbi said.

Buikwe South County MP Michael Bayigga, requested for permission to move a motion on the dwindling forest cover, saying that there is a deliberate move to cut down forests.

“Very many forests are being cut down under the pretext of planting new trees. An example is Kifu Forest in Mukono which has all been cut down,” he said.

Buwekula South County MP William Museveni called for enactment of a law which mandates every Ugandan to plant trees.

“It should be compulsory for every Ugandan to plant at least ten trees annually. We are losing the forest cover because of human activities,” he said.

Bulambuli District MP Irene Muloni called for urgent restoration of the forest cover in the Elgon region, saying that the recurring floods and landslides are as result of the dwindling forest cover.

“Nature is fighting back. We need as a matter of urgency to relocate people and let trees occupy their natural space,” Muloni said.

Pakwach district Woman MP Jane Avur, however, cautioned against the eviction of people from forest reserves which are not gazetted and marked, saying that some of the people have lived in such areas for over 40 years and that evicting them would cause conflicts.

“There are unknown forests reserves where people have lived for a long time. Government must follow processes of relocating such people as it is in the law,” said Avur.

The committee report further recommended stringent sanctions on people who acquire land in wetlands and ensure that degraded wetlands are reclaimed.

“Government should follow up with Parliament’s recommendation to cancel all land titles issued on gazette wetlands,” the report read in part.

Kumi Municipality MP Silas Aogon suggested an annual tax of Shs200 million to deter people from encroaching on wetlands.

“Those who inherited wetlands and have lived there for many years should be relocated with alternative livelihoods. They should be given startup capital,” Aogon said.

Ntoroko County MP Ibanda Rwemulikya faulted the National Environment Management Authority for applying the law selectively on those encroaching on wetlands.

“There is corruption, the poor are being chased away from wetlands while the rich are being given titles to construct in wetlands. Why are the laws being applied selectively?” Rwemulikya wondered.

Usuk County MP Bosco Okiror warned that the lack of will to implement the laws on climate change will only aggravate the problem.

“If we do not deal with climate change during our generation, it will destroy Uganda. I appeal for proper implementation of the laws,’ said Okiror.

Adjumani district Woman MP Jesca Ababiku, said that whilst Ugandans are ready to take action against climate change, government is not consistent in implementation of the law on climate change.

The Minister of Transport and Works, Gen. Edward Katumba Wamala, reassured the House of plans to plant trees alongside every new major roads being constructed, as a way of reforestation.

“We need to continue sensitising our people to stop cutting down trees,” said Katumba Wamala.

The Minister of State for Water and Environment (Environment), Beatrice Anywar, said that the ministry will soon table regulations to operationalise the Climate Change Act, 2022 and this she said, will go a long way in restoration of degraded environment.

“A committee is already in place and I can say that it has so far done 30 percent of its work. The work was however curtailed during the COVID-19 pandemic where the budget was cut and this slowed the process,” Anywar said.

She added that cabinet passed the 10-year restoration programme which has restored the National Environment Fund and will see the Environment Police being supported by the Uganda Peoples’ Defence Forces to enforce the laws on environment.

“Once we have the fund in place, we are going to do much more and this will include opening of boundaries of forest reserves. We must protect the environment if we want to have sustainable development. Nature is talking and we must listen,” said Anywar.

Nandala Mafabi fulfills promise, pays Mbale Heroes players’ salaries for last season

Budadiri West Member of Parliament Nathan Nandala Mafabi has fulfilled his promise of paying salaries for all the Mbale Heroes FC players and coaching staff for last season.

In December last year, Nandala Mafabi signed a Memorandum of Understanding with the Eastern Region side to take care of the salaries of the players and coaching staff for the rest of the 2021/2022 season.

“WHAT A GOLDEN HEART! Our Supporter and Secretary General of FDC Nandala Mafabi has cleared our accommodation for a year. A true friend of your calibre is as difficult to come by like priceless diamond. We are blessed to have you around,” Mbale Heroes announced on twitter.

The club has been struggling with financial difficulties and thanked him for coming back to give a helping hand to his home town club.

“It is hard to use words to convey our heartfelt gratitude and appreciation for your continuous help that you have rendered to us. Thank you!” the club appreciated the MP.

The club will be playing in the Eastern Regional Bukedi group for the 2022/2023 season as they seek promotion to the FUFA Big League.

Museveni directs Nabbanja to engage SMS Construction Ltd to undertake construction of gov’t funded projects

President Museveni has directed Prime Minister Robinah Nabbanja to engage SMS Construction Ltd, a local construction and engineering company to undertake the construction of government funded projects that are due for construction in order to promote the capacity of local construction companies.

In a letter to Prime Minister, President Museveni introduced SMS Construction Ltd and gave reasons why all the upcoming juicy construction deals at UETCL and NSSF should be given to it. The letter is addressed to Premier Robinah Nabanja who must effect the necessary coordination to ensure the favored company gets the lucrative deals provided it means the minimum compliance requirements.

The President uses the same letter to direct that the same company should also be given lucrative deals for the construction of headquarters for the Ministries of Works and that of Internal Affairs. That they should also have work ring-fenced for them at Government Analytical Laboratory based in Wandegeya.

Museveni says this will capacitate the local construction company and contribute towards making it better resourced as envisaged under the Buy Uganda, Build Uganda (BUBU) policy.

In the same letter, Museveni goes ahead to highlight the related work experience the company has built over time. These include doing some work at Mulago Hospital, the East African Center of Excellence at UHI, Patrick Bitature‘s Mariot Hotel & Executive Apartments, and the IGG headquarters which they inherited from struggling Roko Construction which has since fallen on hard times prompting the government to come to their rescue.

Eagle Online understands that when Roko felt adequately constrained, having fallen on hard times, its officials reached out to the IGG proposing to outsource the job to SMS Construction and this was provided for in the original contract between the IGG ad Roko Construction. Insiders at the IG say that there is demonstrable satisfaction that SMS Construction has done a good job thus far and the headquarters project will be completed and delivered on schedule.

Museveni’s directives follow a meeting he had with SMS Construction Ltd, a group of enterprising local Ugandans engaged in large-scale construction.

The team led by Mr. Ponsiano Ngabirano, Chairman Board of Directors at SMS construction Ltd went to make a case to the President for government intervention to enable them & other domestic contractors to build financial and technical capacities.

However, after meeting with members of SMS Construction Ltd, President Museveni pledged to reiterate the government’s BUBU policy and commitment to supporting local contractors. “I reiterated the government’s BUBU policy and our commitment to support local contractors in their attempt to compete favorably in the country’s infrastructural development,” Museveni wrote on his official Twitter handle on 2nd September.

There is a trace of light at the end of the tunnel as the government pledges to help local contractors handle big projects.
