Eulogy of Hon Gen. Elly Tumwine by Hon Dr. Elly Karuhanga

Dear Jolly, Daudi and family,

His Excellency the President and Commander in Chief of the UPDF

Members of the High Command,

Officers,men and women of UPDF,

Fellow citizens, ladies and gentlemen

On behalf of my family Please accept our deepest condolences on the passing of Afande Elly Tumwine.

My brother, my friend your death was unbearable.

Writing this Eulogy was a daunting but welcome responsibility.

Dear mourners when all is said and done there comes unwelcome but sure death and so it has been with Gen.Tumwine.

Born in 1954 in Burunga,Kazo district, son of Ruhondeire and Ednasi Kazigirye evangelists who got saved during the East African revival. He named his daughter Edna after his mother. He went to Kitovu Secondary school and Makerere University in 1974 to graduate in fine Art and Education and immediately joined FRONASA in 1978.
At Makerere he was noticeable in fighting for freedom in Amin’s government.

While at Makerere he was part of a group of students who rioted and protested against the Amin regime. Soldiers went to the University and killed students as a result including Paul Serwanga. I was the a state Attorney in the ministry of Justice and I was appointed secretary to the commission of inquiry to look into the killings of Makerere University students. During the raid by the soldiers young Tumwine and others survived the hunt by hiding in a tiny wadrobe. It just wasn’t his day.

General Tumwine,has told many of us how lightening struck their home when he was young, killed his brothers Mwesigye and another. Tumwine survived with injuries on his stomach. Death,it wasn’t your day!

As a young herds boy,on three different occasions,he was bitten by a snake. He survived. Death,it wasn’t your day.

He was shot in his head and lost his eye on 1st November 1981 in Bukomero in an ambush by enemy fire Elly survived. Thank you professor Tumwine in Mulago at that time,thank you NRA cadres led by Mathew Rukikaire, Especially my twin brother Hon.John Nasasira who accommodated and took care of him for about a year.

General Tumwine was being preserved by God for he had a mission and a vision to accomplish for his country.
His remarkable journey for this mission started in 1978 when he joined his teacher,commander,leader Yoweri Museveni whom he admired so much until he breathed his last. When they returned in 1979 or 80, him and the late Sam Magara and late Kanyungutuzi had turned Hon. Mathew Rukikaire’s house,Prince Tendo’s house and my house into hideouts for soldiers and arms. Which was a high risk for our lives.
No doubt,UPDF and parliament will catalogue in much more finer detail than myself. But suffice it to say that he was convinced that neither Death nor fear would Stand between him and liberation,democracy and happiness of his people. By the time he took up arms to achieve his objectives,Uganda with its small population at the time of less than 14million people,was fourth largest exporter of refugees. He has died when Uganda is number one Importer of unfortunate people called refugees from all over the world! And Ugandans are in complete charge of its future. There is nothing nobler and a higher call than sacrificing risking your life for your country’s better future.

He wrote and sang patriotic songs for Uganda. He loved his culture and cherished his history. He was an artist per Excellence and he advocated for its enhancement and organizing arts and all creative arts.He made it one of the sectors in Private Sector Foundation under my current leadership.. He designed the five thousand Shilling Note,he designed a camouflage army Uniform for UPDF, he designed logos insignias of the army. He superinteded over Hero’s awards and he headed various Ministries and Departments. He was the longest serving parliamentarian since 1986.

After Uganda,he liberated his Mindset next. He made his own attire. He never saw the importance of a tie! Gen.Tumwine, never minced or sugarcoated his words. often he would speak with command and authority yet his heart was as soft as jelly. He loved passionately and he gave generously.
We exchanged many cows,two at a time. He showed me his book,a register for the 900 cows he had given to his friends and to those who were unfortunate than himself over time.He cared for many orphans and widows and payed school fees for very many people.

I always told him that he reminded me of the indomitable Gen Moshe Dayan who lost his eye in battle,became minister of Defense for Israel who later died of Cancer. What a striking coincidence. Death has been close to me throughout my life,” he told the Israeli radio five days before he died. ”I don’t see death as a negative thing. Sooner or later I will lie on the hill in the Nahalal cemetery with my family.’

His daughter told me that while he was in comma,Jolly read him his favorite bible verse,Isaiah 43:1 But now thus says the LORD, he who created you, O Jacob, he who formed you, O Israel: “Fear not, for I have redeemed you; I have called you by name, you are mine.

Please forgive him if he wronged you.
He has kept the faith,he has fought the fight,the glory and the crown await him

I want to thank Elly for his contribution to our country. We have known each other for more than 43 years and he has always been an open book. You have left the country you loved.

You have witnessed its giant steps. You have natured and grown its mighty UPDF. In the army you showed loyalty and patriotism. In Parliament you participated in all Democratic processes. You gave your all. When challenged for your strong views you faced it with humility and candour. In culture you stood on the side of history. In creative arts,you showed your talent and originality. You sang for Uganda’s flora and fauna. You highlighted our fresh waters and mountains,you depicted Uganda’s beauty in your songs and writings.

I can see Gen. Tumwine looking lovingly at his wife and kids. I see him looking at UPDF and its commander in Chief Gen Yoweri Museveni and saluting, saying,colleagues mission accomplished ,Aluta continua.

Dfcu records 51% decline in half-year profits

Dfcu Limited has recorded a 51 per cent drop in profitability for the first six months this year, according to its half-year financial results for the period ended June 30, 2022.

The bank reported Shs18.7 billion in net profits after tax compared to Shs49.9 billion in the corresponding period in 2021, representing a 51% slump in profitability.

During the period, dfcu’s total assets reduced by 1.8% to Shs3.29 trillion compared to Shs3.35 trillion in the first half of 2021 while borrowing increased to Shs28.35 billion up from Shs14.98 billion in the same period last year.

Total comprehensive income dropped to Shs20.219 billion from Shs43.226 billion.

Total revenues for the period under review increased 5.67% to Shs187 billion from Shs177 billion in the corresponding period.

Operating expenses remained relatively flat at Shs85 billion.

The cost to income ratio, which measures the money a bank spends to make more money, dropped to 45.47% compared to 48.20% previously.

The operating income before impairment improved 16.23% to Shs100 billion from Shs86 billion according to the bank’s half year financials.

As banks continue to be risk-averse due to uncertainties in the economy, dfcu’s loans and advances to customers declined by 16% to close the period at Shs1.4 trillion from Shs1.6 trillion while customer deposits edged up 2.31% to Shs2.4 trillion from Shs2.3 trillion.

The report however, doesn’t indicate whether the directors have recommended interim dividends for the period.

Gulu City officials arrested for corruption

The State House Anti-corruption Unit in liaison with Uganda Police have arrested six Gulu City officials for corruption.

The officials are; Chief Financial Officer Okot Denis Rurwenger, Accountant Odokonyera George Aton, Former Ag. CFO Kidega George Nicholas, Accountant Okwera Denis, Treasurer of Pece Laroo division Otema Bosco, and Ocen Mark.

The officials were arrested for the theft of over Shs200 million which they illegally collected from Wa General Traders and Gulu City Livestock cooperative Saving and Credit Ltd, both being local revenue contractors of the City Abattiors, Street Parking, Loading and Offloading fees.

They were allegedly demanding money from the local contractors through illegal procedures, issuing fake receipts and avoiding the right procedure of the Integrated Revenue System (IRS) which deprives both Gulu City and government of the said revenue.

Gen. Katumba Wamala defends self over appointment of Jennifer Bamuturaki

The Minister of Works and Transport, Gen Katumba Wamala has told Members of Parliament the on Committee Commissions, Statutory Authorities and State Enterprises (COSASE) that Jenifer Bamuturaki was appointed to the position of Chief Executive Officer of Uganda Airlines following a presidential directive.

Following an audit report, the Committee in its investigations found that Bamuturaki did not meet the minimum qualifications for the position of CEO of the airline and was not subject to the necessary recruitment process before being appointed to her position.

The Chairperson of the committee, Joel Ssenyonyi questioned the minister over his role in the recruitment of Bamuturaki given that he is the overseer and supervisor of the board of directors and key shareholder of the airline

Ssenyonyi added that PriceWaterHouseCoopers had been hired to conduct the recruitment but Bamuturaki was appointed before the process was completed.

“If indeed she was competent enough, why was she not subjected to the due process which is both legal and fair like the rest?” he asked.

Katumba Wamala said that he had no authority to question the presidential directive besides recommending it to the Board of Directors of the airline.

“The President wrote in his handwriting a letter stating that he had done due diligence and listed a number of reasons supporting his directive to the airline to appoint Bamuturaki,” he said.

The Minister added that it would have been disrespectful for him to question or go against the directive of the President.

However, Ssenyonyi said that there are legally binding procedures in place to facilitate the recruitment of a person to the position of CEO which were flouted.

Mawokota County South MP, Yusuf Nsibambi added that the airline is a limited liability company and not a parastatal which the government merely has shares in among other shareholders.

He said that the airline has no article within its articles of association giving powers to the President or the minister to legally appoint a CEO.

“It will be hard for you to attract the confidence of the public you intend to sell shares of the airline to while making illegal decisions that affect the management of the airline like this one,” he added.

Nsibambi advised the minister to always refer future management and governance issues to the established laws because all appointments made are all bound by certain laws that must be followed.

“When you subject public institutions which are quasi-private with provisions for the public to invest to presidential directives, you are going to find it hard to keep any private investors because they would want to have a stake in making those management and governance decisions,” he said.

Nsibambi told Katumba Wamala that it is not disrespectful to advise the President due processes over a directive he has given.

”For the sake of exonerating and shielding both of you if, for unforeseen reasons, the directive yields damning repercussions in the future,” Nsibambi said.

Gov’t bans sale of adulterated liquor in Arua

City 5 Gin that killed people in West Nile

Government has banned the production and sale of a locally distilled alcohol in Arua City after it reportedly claimed about 14 lives and left others hospitalized in West Nile.

According to the Minister of State for Industry, David Bahati, Uganda National Bureau of Standards (UNBS), the enforcer of national standards of products has suspended the Arua-based Luluwiri Fruit Wine factory, the producers of the adulterated gin branded ‘City 5 Gin’ and subsequently, arrested the manufacturers of the killer liquor.

“The suspects involved in the manufacture and sale of City 5 Gin have been arrested and are in custody of Uganda Police Force. The Bureau has sealed off and suspended the production facilities where the adulterated gin was found until further notice,” Bahati said during plenary sitting on Thursday, 25 August 2022.

The minister was updating the House on action taken by the Ministry of Trade, Industry and Cooperatives after the matter was first raised by Arua Central MP, Jackson Atima during the Tuesday, 23 August 2022 plenary sitting.

According to Atima, 14 people have been reported dead after allegedly consuming City 5 Gin that is not certified by UNBS.

Six of the deaths were registered in Arua city, five in Madi Okollo district and three in Arua district while others are still hospitalized in Arua Referral Hospital and other health facilities.

Bahati confirmed that upon subjecting the samples of City 5 Gin into a laboratory analysis, it was found that the gin was excessively adulterated with methanol which was far higher than the permissible level of 50 milligrams per litre.

“It is likely that the perpetrators deliberately and illegally used methanol as a cheaper alternative to increase the potency of the City 5 Gin instead of ethanol which is commonly used in making alcoholic beverages,” he said.

Methanol is an industrial chemical which is mostly used to make fuel. It is commonly used for diluting wall paints and wood vanishes. Unlike ethanol, methanol is poisonous for human consumption.

Bahati said UNBS has also suspended the certification process of products from the suspected production facilities until further notice.

“The Bureau has placed advertisements on local radios in West Nile Region to caution people against consumption of City 5 Gin and other uncertified beverages,” Bahati said.

UNBS gets new board of directors

The Minister of Trade, Industry and Cooperatives, Mr. Francis Mwebesa, inaugurated a new ten-member board; The National Standards Council (NSC), that will provide oversight and policy guidance to the UNBS to ensure effective service delivery.

During the inauguration ceremony, Mwebesa urged the new board to prioritise improving quality of locally manufactured goods and imports, to protect the public and environment against dangerous substandard products. 

“Check the factories where goods are made to ensure that they comply with the standards before those goods make it to the market. Imports should be inspected at the country of origin before they come into the country. This will reduce the cost of doing business,” he said.

Mwebesa further pledged to support UNBS in increasing the staffing and funding levels, to combat the major challenges faced by UNBS in implementing its mandate.

The 9th National Standards Council Chairperson, Mr. Charles Musekura noted that the long turnaround time for product samples in the testing laboratories is another challenge that needs to be worked on, as this will facilitate the Parish Development Model program that is to be rolled out by the government soon.

The UNBS Executive Director who was also sworn in as the Secretary to the National Standards Council, welcomed the new board members and believes that the development will strengthen UNBS intervention in the market and industry, which will improve product quality and protection of the public against use of dangerous substandard products.

“We look forward to continue developing relevant standards to support businesses in production processes, innovations and certify their products against these standards to access export markets,” Said Mr. David Livingstone Ebiru.

The new UNBS board members include;

Plans underway to return body of Gen. Tumwine

The Minister for Security, Maj Gen Jim Muhwezi has revealed that government hast started plans to repatriate the body of former army representative Gen Elly Tumwine.

Muhwezi made this revelation as lawmakers joined the rest of the country to mourn the late Gen Elly Tumwine.

The country woke up to the news of the death of the former representative of the Uganda People’s Defense Forces (UPDF) on Thursday, 25 August 2022.

During Plenary sitting on Thursday, 25 August 2022, Muhwezi informed Members of Parliament that Tumwiine died at a hospital in Nairobi.

“Early this morning, between 5:00am and 6:00am, we lost Gen. Elly Tumwine in a Nairobi hospital where he has been for a couple of weeks for treatment,” said Muhwezi.

Deputy Speaker, Thomas Tayebwa who asked the House to observe a moment of silence said that late left an indelible mark on the stability of the country.

“We have lost a gallant man, a person who has been a colleague, interacting with us here and a historical who ushered in the revolution, together with our President. It is very sad for us because whenever we lose one of us in this House, a dark cloud hovers over the whole institution,” said Tayebwa.

He added that Parliament will liaise with government to pay tribute to Gen. Tumwine.

“At an appropriate time, we shall be guided. But I urge the Leader of Government to liaise with the Leader of the Opposition so that a motion is prepared to pay glowing tribute to our departed colleague,” Tayebwa said.

Bukonjo County West MP Godfrey Katusabe described Gen. Tumwine as a distinguished son who served the country wholeheartedly.  
“My deepest condolences to the President who is Commander in Chief and the UPDF,” Katushabe said.

Ayivu Division East MP, Godfrey Feta said that the late was a courageous and professional soldier.

Kiira Municipality MP Ibrahim SSemujju Nganda however urged government to standardise state burials as well as tributes paid to MPs, saying that Parliament made a recommendation to that effect.  

“There was time here when we had a problem; a former colleague from Eastern Uganda died and was not brought and our colleagues from Eastern Uganda were not happy,” he said.  

Gen Tumwine served as UPDF representative in Parliament from 1996 to 2021. He also served as a Minister for security from 2018 to 2021.

At the time of his death, Gen Tumwine was a senior presidential advisor.

You danced with death all your adult life – Gen. Sejusa eulogises Gen. Tumwine

Gen. David Sejusa has eulogised the former security minister Gen. Elly Tumwine, saying he danced with death all his adult life because it’s the way of the soldier.

Tumwine was pronounced dead on Thursday morning at Aga Khan Hospital in Nairobi, Kenya. He succumbed to lung cancer.

“GEN ELLY IS GONE HOME! You Danced With Death All Your Adult Life Because It’s The Way Of The Soldier! And you acted the way you did bse ‘when one knows Death so well, one has more Responsibility for Life’. To Jolly & Chidren, May the LORD Comfort You! To NRA/UPDF, a HERO has gone home!” Gen Sejusa tweeted.

Gen. Tumwine and Sejusa are known friends since their times in the Bush and what united them more was their ties to Ankore kingdom, who both are know to be crusaders of the resurrection of the kingdom.

Anti-Illicit alcohol campaign launched

Onapito Ekomoloit, the Chairman of the UAIA and also Legal and Corporate Affairs Director NBL.

Nile Breweries Ltd (NBL), Uganda’s beer market leader, has launched a campaign against the sale and consumption of illicit alcohol.

The move, coming in the wake of the recent death of a dozen people in Arua after drinking an illicit spirit, is aimed at creating public awareness about the dangers of illicit alcohol.

This alcohol, accounting for 65% of the alcohol market in Uganda, is neither registered, nor certified nor does it pay taxes. It is dangerous to the health of the consumers and undermines the economic development of the country.

NBL launched its campaign, called ‘Mind Your Drink’, at Silver Springs Hotel, Kampala, in partnership with the Uganda Alcohol Industry Association (UAIA), Uganda Bureau of Standards (UNBS), Uganda Police and the Uganda Revenue Authority (URA).

“Alcohol was originally invented to create happiness. However, there are people that are giving it a bad name by not following the right rules and regulations in producing, selling and consuming it. There is a strong need to fight against illegal alcohol because of its adverse effects on the consumers’ health, society and the economy,’’ said Onapito Ekomoloit, the Chairman of the UAIA and also Legal and Corporate Affairs Director NBL.

This week medical authorities in Arua confirmed an unfortunate incident in West Nile in which 12 people died after consuming a locally manufactured gin that was apparently not certified by UNBS.

“Such deaths have happened over the years and make this campaign timely. It calls for all of us to join the fight against this unscrupulous trade,” said Onapito.

Despite the government banning sachet spirits in June 2019, as one way of eliminating unregulated alcohol from the market, Uganda remains a hotspot for its trade and consumption.

The illicit alcoholic drinks are now packaged in PET bottles, recycled mineral water bottles, other types of packaging and sold openly countrywide.

According to the 2021 Euromonitor International report, illicit alcohol consumption increased to 64.7% in Uganda.

The harsh economic conditions and the down-trading impact of Covid-19 have resulted in the formal beer industry losing market share down to 35.5%, raising concerns over government tax revenues, grain farmers’ market and the licit industry jobs.

NBL recommends a multi-sectoral approach in order to effectively combat the spread of illicit alcohol in Uganda.

 “Engaging different stakeholders in this campaign will strengthen the message we want to send out on dangers of illicit alcohol, especially to the health of consumers,” said Clare Asiimwe, the Sustainability Manager at NBL said while presenting the report on illicit alcohol.

 “It is an excellent opportunity for us to reduce both trade and consumption of illicit alcohol and its effects on Ugandan jobs and livelihoods,” she said.

Since its establishment in 2006, Uganda Alcohol Industry Association has played a role in bringing together the alcoholic beverage producers in Uganda to promote responsible consumption and marketing of alcoholic beverages.

“As UAIA, our main focus has always been on promoting responsible drinking and protecting the alcohol industry from unfair competition. We believe that this campaign will encourage people to think about themselves and those closest to them and make the right decision to never purchase or consume illicit alcoholic beverages, “said M.S Reddy, the Treasurer of UAIA.

“We call upon all stakeholders to join the fight in their different capacities to completely defeat this illegal trade,” he said.

Following a dialogue by key stakeholders to formulate actions on how to fight illicit alcohol collectively, NBL and all the partners will be running awareness messages under the ‘Mind Your Drink’ banner.
