The Directorate of CID is investigating an alleged case of aggravated defilement and procurement of abortion, against a 17-year-old female S.3 student, in one of the schools in Kisoro district, by Ndikuyezi Ramathan, a prominent Estate and fuel dealer in Kisoro district.

Police spokesperson Fred Enanga said that during the #Covid-19 lockdown, the victim approached the suspect for a job at his petrol station but instead promised her a job in his estate business. “It is during one of the inspections of his estate business, that they got involved and started a love affair till April 2022, when the victim realized she was pregnant and tried to abort secretly, with the help of a medical person in Kisoro.”

“Due to much fear for her parents, the victim left for Kampala and got a job as a maid at Musawo’s in Bukasa. She however, developed complications and was rushed to Quatum Medical Facility, where it was established that the fetus was still stuck in her womb. The victim was transferred to Nsambya Hospital for better treatment,” Enanga said.

The matter has since gained attention in Kisoro and Kigezi region. Although the victim claims she is 19, her parents claim she is 17 years.

“We are treating the matter as a priority and will ensure the rights of the victim are protected. What she has endured is painful and our team of counsellors are handling her with sensitivity and respect. We want to thank the parents for the courage they took to report the matter to police, the fact that the suspect is a prominent businessman who wields power and influence in Kisoro. It will lead other victimized parents to stand-up to abusers, who victimize their children,” Enanaga said.

Enanga applauded the officers from the Sexual and Gender Based Violence Department, CID KMP and Kisoro Territorial Police for taking aggressive action to thoroughly investigate the disturbing allegations. He added that they are pursuing all venues, including DNA and other scientific tests against the samples taken from the suspect and the victim.

“Therefore, let the public in Kigezi Region, not rush to judgement, until the DPP gives her legal opinion. Obviously if the charges are suctioned expect us to charge the suspect to court immediately for Human trafficking, Aggravated Defilement and Procuring an abortion,” he said.

99% of Ugandans don’t have passports

Passports

The Ministry of Internal Affairs has revealed that 99 per cent of Ugandans don’t have passports. The Revelation was made by Simon Peter Mudeyi, the spokesperson of the Ministry of Internal Affairs.

According to Mundeyi, that percentage is so worrying compared to other countries in the world where almost every citizen has a passport.

He alluded to the low applications to the high cost of passports, people’s mentality that passports are issued to corporate people and individuals who intend to travel abroad.

“Only 0.03% of Ugandans own passports. We have also embarked on the process of sensitizing Ugandans about how to acquire a passport so that the sharp Ugandans, the brokers, do not con them.” he said

“We urge all foreign residents who are living and working in the country to make sure they legalize their stay in the country. Foreign nationals should visit our portal, immigration.go.ug and apply for the relevant immigration activities that match what they are doing in the country.”

Mundeyi said passports are national documents and therefore every Ugandan should apply and own one and avoid applying during emergency times.

“Recently children were traveling on their parent’s travel documents but the law has changed. We are now issuing passports to every Uganda from the age of one day.” he said.

Mundeyi advised Ugandans not to apply for passports when they are faced with emergencies but to apply on time to avoid inconveniences.

Ghana declares first-ever outbreak of Marburg virus disease

Health workers

Ghana has announced the country’s first outbreak of Marburg virus disease, after a World Health Organization (WHO) Collaborating Centre laboratory confirmed earlier results.

The Institut Pasteur in Dakar, Senegal received samples from each of the two patients from the southern Ashanti region of Ghana – both deceased and unrelated – who showed symptoms including diarrhoea, fever, nausea and vomiting. The laboratory corroborated the results from the Noguchi Memorial Institute for Medical Research, which suggested their illness was due to the Marburg virus. One case was a 26-year-old male who checked into a hospital on 26 June 2022 and died on 27 June. The second case was a 51 -year-old male who reported to the hospital on 28 June and died on the same day. Both cases sought treatment at the same hospital within days of each other

WHO has been supporting a joint national investigative team in the Ashanti Region as well as Ghana’s health authorities by deploying experts, making available personal protective equipment, bolstering disease surveillance, testing, tracing contacts and working with communities to alert and educate them about the risks and dangers of the disease, and to collaborate with the emergency response teams. In addition, a team of WHO experts will be deployed over the next couple of days to provide coordination, risk assessment and infection prevention measures.

“Health authorities have responded swiftly, getting a head start preparing for a possible outbreak. This is good because without immediate and decisive action, Marburg can easily get out of hand. WHO is on the ground supporting health authorities and now that the outbreak is declared, we are marshalling more resources for the response,” said Dr Matshidiso Moeti, WHO Regional Director for Africa.

More than 90 contacts, including health workers and community members, have been identified and are being monitored.

Marburg is a highly infectious viral haemorrhagic fever in the same family as the more well-known Ebola virus disease. It is only the second time the zoonotic disease has been detected in West Africa. Guinea confirmed a single case in an outbreak that was declared over on 16 September 2021, five weeks after the initial case was detected.

Previous outbreaks and sporadic cases of Marburg in Africa have been reported in Angola, the Democratic Republic of the Congo, Kenya, South Africa and Uganda. WHO has reached out to neighbouring high-risk countries and they are on alert.

Marburg is transmitted to people from fruit bats and spreads among humans through direct contact with the bodily fluids of infected people, surfaces and materials. Illness begins abruptly, with high fever, severe headache and malaise. Many patients develop severe haemorrhagic signs within seven days. Case fatality rates have varied from 24% to 88% in past outbreaks depending on virus strain and the quality of case management.

Although there are no vaccines or antiviral treatments approved to treat the virus, supportive care – rehydration with oral or intravenous fluids – and treatment of specific symptoms, improves survival. A range of potential treatments, including blood products, immune therapies and drug therapies, as well as candidate vaccines with phase 1 data are being evaluated.

US provides Shs308m in humanitarian assistance to Uganda amid global food crisis

The United States is providing more than $82 million in new humanitarian assistance in Uganda through the U.S. Agency for International Development (USAID) and the U.S. Department of State. This funding will help to meet the emergency needs of the people of Uganda, exacerbated by a global food crisis and regional conflict.

This additional funding, composed of $21 million in emergency food aid provided through USAID and more than $61 million in humanitarian assistance through the State Department’s Bureau of Population, Refugees and Migration (PRM) to respond to the humanitarian needs of refugees, internally displaced persons, and people affected by food shortages and conflict in Uganda and the region.

A confluence of crises has pushed many Ugandans towards a hunger crisis. Food prices–already high as a result of the COVID-19 pandemic have soared even higher due to Russia’s war against Ukraine, putting families at risk of starvation.

Additionally, Uganda hosts more than 1.5 million refugees fleeing conflict in neighboring countries, particularly the Democratic Republic of the Congo and South Sudan — making it the top refugee-hosting country in Africa. Most refugees in Uganda rely on humanitarian food assistance to meet their daily needs.

Today’s USAID funding through the UN World Food Programme (WFP) will reach 1.4 million refugees with monthly portions of beans, maize grain, and vegetable oil; and cash for purchasing food staples from local markets, as well as provide newly arrived refugees with hot meals at transit and reception centers.

USAID’s funding also supports communities in Uganda’s Karamoja Sub-Region, which is experiencing a harsh drought on the heels of damaging floods and landslides last year that took a crushing toll on many in the region.

More than half a million people in Karamoja are going hungry, and more than half of all children are severely malnourished and in need of urgent nutrition assistance in the worst-affected areas. In response, USAID partner WFP will provide emergency food and nutrition assistance to more than 83,000 people in the region. This includes providing Super Cereal Plus and Ready to Use Supplemental Food — designed to prevent and treat malnutrition in children, as well as pregnant and lactating women.

Funding through the Department of State, PRM, will include nearly $61 million to the United Nations Refugee Agency and $41 million to other programs supporting essential services such as health, education, protection, and income-generating activities for refugees, asylum seekers, and other vulnerable persons hosted in Uganda. This additional assistance will provide lifesaving services to both protracted refugees and the growing number of new arrivals. Since the start of 2022, Uganda has received over 70,000 new refugee arrivals from the Democratic Republic of Congo and South Sudan.

The U.S. remains the largest humanitarian donor to the refugee response in Uganda, with this new announcement bringing U.S. funding to nearly $170 million in Fiscal Year 2022 alone. A portion of today’s funding for Uganda is part of the $2 billion in USAID humanitarian assistance announced by President Biden on June 27 and is included in the Ukraine supplemental. It is immediately being programmed in Fiscal Year 2022 to address the most dire impacts of the global food security crisis through direct food assistance and related health, nutrition, protection, and water, sanitation, and hygiene services in countries with high levels of acute food insecurity, reliance on Russian and Ukrainian imports, and vulnerability to price shocks. This is in addition to USAID’s ongoing commitment to strengthening Uganda’s resilience and food systems in the face of global shocks.
