Nakawa accident: A Train has a right of way at all level crossings

Uganda Railways Corporation (URC) has revealed that a train has a right of way at all level crossings. The revelation was made by Mr. John Linonn, the spokesperson of URC.

A level crossing is a place where a railway line and a road meet each other on the same level.

On Sunday, there was a fatal accident which involved an SUV, a motor vehicle registration number Mercedes Benz registration number UBJ 053N and Locomotive Number 7315. Three people (all occupants of the SUV) were confirmed to have died in the accident.

The deceased included Norbert Tizikara, 32, an architect with the Uganda Police Construction Unit and the proprietor of Redion Designs, Aturinda Caroline. Caroline was an LDC student who was scheduled to graduate on 29th July, 2022 and another unidentified person.

“Uganda Railways Corporation (URC) is saddened by the accident that involved one of our Locomotive Number 7315 with an SUV, a motor vehicle at the Nakawa Level Crossing that resulted in loss of life and damage of property at 03:30am on Sunday, 10th July 2022. Our heartfelt condolences go out to the families of the deceased,” Lenonn said.

At the time of the incident, Lenonn said the locomotive had departed Namanve Industrial Park after delivering cargo to the respective clients and was enroute to Kampala station.

He said URC has instituted internal investigations and is fully cooperating with Uganda Police Force investigators to find out what exactly happened. “Appropriate action will be taken after the findings are released.”

URC urged all road users to always exercise caution when approaching railway crossings. “Safety in railway operations is paramount. At every level crossing, motorists are advised to keep a two-meter distance from the line whether a train is approaching or not,” he said.

“Section 41(5) of URC Act 1992, gives a train right of way at all level crossings. It should however be noted that this provision of the law ensures that trains and all road users coexist. Unique circumstances were taken into consideration under which trains operate, one of them being the inability to bring a train to a dead stop,” he said.

Public warned against wearing of camouflage clothing

Police has warned dealers in second hand clothes against selling of camouflage clothing.

Camouflage clothing usually have patterns of mottled brown or green and brown colours, considered to be strictly for military or enforcement officers. The clothing could be; hats, shirts, pants, shorts and jackets among others.

Fred Enanga, the Police spokesperson said in all the operations carried out in the hotspot areas of Kyengera, Busega, Nateete, Nansana, Nabweru, Kawempe, Makindye and Mukono, they have recovered camouflage clothes being used by the criminal gangs for robbery.

“As the Joint Security Agencies, we continue to receive concerns over the sale of camouflage clothing by dealers of second-hand clothes, especially to criminal-minded persons who are now using them for criminal purposes,” Enanga said.

“We are taking a tougher stance once persons are found wearing or dealing in camouflage clothings in public.”

Members of the public have been advised to refrain from the wearing of any items which may be perceived by authorities as military in nature.

Tycoon Sudhir donates Ambulance, Shs20m to Rotary clubs

City tycoon and Ruparelia Group Chairman Sudhir Ruparelia has donated Shs20 million and a new ambulance to two Rotary Clubs of Nsangi and Nsambya.

Nsangi received Shs10 million and a new ambulance while cancer ward at Nsambya Hospital also recieved Shs10 million through the rotary club of Nsambya.

“I gave Shs10 million for cancer ward at Nsambya Hospital and also gave Shs10 million for maternity ward at Nsangi and one new ambulance vehicle at the same club,” Sudhir said.

Sudhir who was the guest of honor at the installation of the Club’s visionary President Kigoye Yusuf at an event held at Molly’s Place Nsangi, commended the Rotarians for their charity works aimed at supporting vulnerable Ugandans.

”I thank you for your charity and working tirelessly to change the Ugandans’ ways of living mostly the vulnerable. Thank you very much and am supporting your good cause of building the hospital with an ambulance, and Shs10 million,” said Sudhir.

Quality Chemicals Limited boss Emmanuel Katongole also a Rotarian praised Sudhir for his big contributions not only to Rotarians but to the entire country. He recalled the huge financial and food contribution Sudhir offered to Ugandans during Covid-19 lockdowns that saved many who would perish in their houses due to hunger.

”In a special way, I want to thank our guest of honor Sudhir for being a parent to many Ugandans, as Rotarians we can’t thank you enough for the huge support you have extended to millions of needy Ugandans. Members here you remember the big contribution Sudhir made during Covid-19 lockdown days, you’re a special Ugandan Doctor, thank you so much.”

CAF president to visit Uganda

The Confederation of African Football (CAF) President Dr. Patrice Tlhopane Motsepe will pay a two-day visit to Uganda at the invitation of FUFA President and CAF Exco Member Moses Magogo.

Dr. Motsepe will arrive in the country on Thursday 14th July and leave on Saturday 16th July 2022.

During the visit, the CAF President will hold meetings with President Yoweri Museveni, Speaker of Parliament Anita Among, FUFA Executive and key football stakeholders.

A press conference will be organized as well for CAF President to address the media at the end of his official visit to Uganda.

Motsepe replaced Ahmad Ahmad of Madagascar as the CAF president on March 12, 2021 and is the owner of South African club Mamelodi Sundowns.

Four suspects arrested over murder of Bukwo CAO

As Police continue to investigate the fatal shooting of the Ag. CAO Bukwo district, Mr. Charles Robert Ogwal, four suspects including his driver have been arrested. Mr Ogwal was murdered on the night of July 8, 2022 at around 11:30pm, at Kiryowa village, along Bombo road.

According to the police spokesperson Fred Enanga, the victim travelled from Bukwo to Mbale, with his driver, Eric Chemusto, aged 23, in motor vehicle, registration number, UG0865Z. While in Mbale, Ogwal had plans of travelling to Kampala via Lira. He however, changed his mind and they drove to Kampala. They reached Mukono after 10am and proceeded to Wandegeya, Ntinda, Konge, Kisaasi among other places.

At around 8pm, he dropped his driver at Liberty Guest House in Kireka, to enable him travel by bus to Bukwo district, while he drives himself to Lira. The victim drove and reached Bwaise at around 9:23pm, Kawempe up to Kagoma where he delayed a bit. At around 11:12pm, he drove past the CCTV camera site at Kiryagonja ward, while heading towards Bombo.

“It was at Kiryowa cell, Kiryamuli ward, Gombe division, that he was stopped by an armed group of strangers, and he parked aside. The attackers inquired whether he was Mr. Ogwang, and it is at this stage that he sensed danger and he told them that he was his driver. They removed his wallet and phone, which they checked. After establishing his true identify, the assailants fired several bullets at him from the passenger side. This was an account of the victim to the medical staff at Bombo Military Hospital, as they tried to give him First Aid. It is unfortunate that the victim succumbed to the injuries.”

“So far 4 suspects have been arrested including the driver and another suspect who was arrested while hiding in the bush near the scene. A total of 26 cartridges were recovered from the scene, a grey jacket, a gun butt, blood specimen and empty tins of yoghurt. The wreckage of the burnt double cabin pick-up and the motorcycle were also removed from the scene,” Enanga said.

Enanga said police got on a very clear account from two other victims who were driving a tri-cycle, registration number UFF849H, who were also rushed to the hospital, after their tri-cycle over turned and injured them. “They clearly narrated how they fled to a nearby bush when the gunshots began, and how the attack was being recorded on a smart phone, by one of the assailants for their proof. The attackers also set the motor vehicle on fire, with the victim inside before escaping from the scene.”

“We do strongly believe that the victim was targeted. The killing was not random but pre-meditated, pre-planned and targeted. At this stage, the motive of the fatal shooting has not yet been determined, although we rule out robbery or domestic terrorism,” Enanga added.

366 people perish in June road accidents

A total of 366 people were killed in road accidents during the month of June 2022, according to the police report.

1,825 accidents in total occurred in the 30 days and out of these, 321 accidents were fatal, 995 were serious and 509 were minor.

According to the Traffic Police Spokesperson Nampiima Faridah, 1,512 were the accident victims during the same period in which 366 people died and 1,146 sustained injuries.

In the past week, 2nd July to 9th July 2022, 328 accidents occurred and out of these, 62 were fatal, 180 were serious and 86 were minor.

There were 355 accident victims in the 7 days in which 89 people died and 266 sustained injuries.

The most and common cause of road accidents has been attributed to over speeding.

Nampiima urged all drivers to drive within the prescribed speed limits so that they have full control of their vehicles in case of any eventuality.

“We have realised that people don’t take serious the issue of transferring ownership of motor vehicles this therefore is a reminder to all motor vehicle owners to ensure the right records are reflected at all times,” she warned.

“Respect all road users. Traffic directorate reminds all road users to be vigilant while using the roads and we call upon all road users to change their attitude while using the road.”

Former Radio Presenter Alex Ndawula laid to rest

Alex Ndawula laid to rest

Former Radio Presenter and Disc Jockey Alexander Michael Felix Mukonzi Ndawula has been laid to rest. Ndawula died on 6th June 2022 at Nsambya Hospital.

He was laid to rest yesterday at Kyamaganda Village, Lwengo district.

Born in New York in the United States in 1963, Ndawula relocated to Uganda when his father passed on when he was only eight year.

Ndawula later joined St. Mary’s College Kisubi but one year later went to Nairobi, then Namasagali for his high school and finally Nakawa Technical Institute from where he did Marketing.

In an interview with Daily Monitor, he said his hobbies rotated around radio presenting and deejaying and this shaped his future.

Ndawula, a star of private FM stations in Uganda, was a name to reckon with on Capital FM and Sanyu FM in the 90s and 2000s with his breakfast shows.

Alongside Chris Ireland and DJ Chazzo, Ndawula were the thing of the early days of FM radio in the country but later joined Kisementi based Capital FM where he presented the morning show.

He later presented the Dance Force and Sundowner on the same station where he ended his career.

Ndawula called in quits after 40 years of service on radio in 2017.

CAF Awards 2022: Final shortlists for men’s categories revealed

CAF has released a star-studded final list of nominees for the men’s categories of the CAF Awards 2022, with some of the elite performers in the last few months making the top list.

The CAF Awards 2022 will be held in Rabat, Morocco on 21 July 2022.

The list includes reigning CAF African Player of the Year Sadio Mane (Senegal and Bayern Munich), former winner Riyad Mahrez (Algeria and Manchester City), Mohamed Salah (Egypt and Liverpool), amongst others.

One of the highly contested categories is that of the CAF Coach of the Year, where Aliou Cisse, Pitso Mosimane, Carlos Queiroz, Tom Saintfiet and Walid Regragui have made the final cut.

CAF said the women’s categories final shortlists will be announced in due course.

The Player of the Year and Interclub Player of the Year has 10 nominees each, whist the Young Player of the Year, Coach of the Year, National Team of the Year and Club of the Year has five (5) nominees each.

The winners of each category will be decided by a voting panel made up of CAF Technical Committee, media professionals, Head Coaches & Captains of Member Associations and clubs involved at the group stage of the Interclub competitions for the 2021/22 season.

On galloping inflation and Ugandans’ wellbeing

The painful rise in the prices of virtually all commodities, including staples such as food, soap, bread, sugar, and oil, is both an economic and a political issue. While the Ugandan monetary authority appears to have been overburdened by several economic interventions, the fact remains that the government has done a poor job of managing inflation, and everyone is paying the price.

In retrospect, the World Bank had recently issued a warning about Uganda’s inflation issue, noting it as a major factor in the country’s rising rate of poverty. While the Russia-Ukraine situation has received much of the blame for the current inflation surge, the lingering structural and security issues that are pushing food and basic services prices beyond the means of the poor and the essentially nonexistent middle class have also gone unnoticed.

Uganda’s inflation rate increased to 6.8% and 5.5 percent in June 2022 from 6.3 percent and 5.1 percent, respectively, in May. The latest UBOS figures show that the annual inflation rate for food crops has drastically increased from 0.7 percent in February 2022 to 14.5 percent in June 2022.They explained the rise in inflation by pointing to ongoing cost pressures brought on by rising food and energy costs globally, enduring production issues on a global scale, distribution issues, and dry weather across the nation.

Unfortunately, many do not appear to support UBOS’s perspective, which they claimed needed to do more to persuade Ugandans, particularly those who rely on their data for study and important decision-making, that the figures are not manipulated to fulfill predefined goals.
Contrary to UBOS’s assertion, households all around the nation are ensnared by steadily rising living expenses. Every other week, the cost of staple foods rises by a double-digit percentage.

President Museveni recently asserted that Uganda had attained middle-income status during the annual State of the Nation Address (SoNA).The World Bank study from two weeks later said that Uganda continues to be a low income nation. According to the research, Uganda’s gross national income (GNI) per person was roughly $840 in FY2021 and has only slightly improved during the intervening year, placing it significantly below the lower-middle income criterion of $1,045 per person.

While spending has been largely focused on food and essential commodities, food inflation has equally made it challenging for many households whose incomes have not witnessed any improvement. Indeed, the disparity between income and inflation has widened, mounting pressure on how much can be defined as disposable spending. For many Ugandans in recent times, access to food and consumer items is getting difficult by the day.

With the war in Ukraine, matters are going quickly from bad to horrid. For many households, rising inflation poses a significant challenge. Higher prices are eroding the value of real wages and savings, leaving households poorer. Already, Ugandans are beginning to witness a trend where more people are borrowing to survive, with quick loan apps taking advantage of the circumstances.

To address inflation, it is time to address structural issues and triggers. Notably is corruption. A lot of money are being swindled by a few which could have helped to cushion the economy, more subsides and deliberate efforts are needed to regulate the fuel and commodity prices otherwise Ugandans should prepare for more tougher times ahead!

EC starts display of Voters’ Register for conducting Local Gov’t Councils by-elections

The Electoral Commission has today started displaying the National Voters’ Register in preparation for conducting by-elections for Local Government Councils, including Special Interest Groups (SIGs) in electoral areas across the country where vacancies exist.

This is to enable voters check for the correctness of their particulars on the respective voters register.

The display of registers shall begin at 8am and end at 6pm on each day including weekends at each polling station in the affected electoral areas across the country.

The exercise will run from 11th-20th July.

During the exercise, voters register for the following SIGs will be displayed in the particular electoral areas where vacancies exist; Register the for Youth, Registers of Persons With Disability (PWDs), and Registers for Old Persons.

After the display exercise, the lists of all persons recommended for deletion and/or inclusion on the register will be displayed for six days, from 22nd-27th July in the respective parish headquarters of the affected electoral areas.
