UK Prime Minister Boris Johnson resigns

U.K. Prime Minister Boris Johnson said Thursday that he would step down as leader of his party, which will eventually see him removed from the country’s top job.

Addressing the nation from in front of his 10 Downing Street office, Johnson thanked Britons for the “immense privilege” they had bestowed upon him, but said he agreed it was time for his Conservative Party to have a new leader.

“It is clearly now the will of the parliamentary Conservative Party that there should be a new leader of that party, and therefore a new PM,” Johnson said, thanking voters for what he called an “incredible mandate.”

“The reason I have fought so hard in the last few days to continue to deliver that mandate in person was not just because I wanted to do, so but I felt it was my job, duty, obligation to you to continue to do what we promised,” Johnson said.

The move came after dozens of high-profile resignations by members of his cabinet and government and calls for his exit by members of his own party.

Johnson, 58, will resign as leader of the Conservative Party, but he intends to stay on as prime minister until the fall and has appointed a new cabinet, CBS News partner network BBC News reported. That plan was quickly called into question by fellow Conservatives.

BBC News quoted Conservative lawmaker and former national Business Secretary Kwasi Kwarteng as saying the country, not just the party, needs a new leader “as soon as practicable,” and former Scottish Conservative leader Ruth Davidson said in a tweet that there was “no way he can stay on until October. It’s arrant nonsense to think he can.”

The leader of the opposition Labour Party, Kier Starmer, said Thursday that Johnson “needs to go. He can’t cling on,” as a caretaker prime minister. If Johnson doesn’t step down as prime minister, Starmer warned that “Labour will, in the national interest, bring a no confidence vote. Because this can’t go on.”

Earlier Thursday, when reports of Johnson’s decision to resign first emerged, Conservative Member of Parliament Tobias Ellwood told the BBC that he was happy that Johnson had “recognized the damage that was being done, not just to the party brand but also our international stock,” and decided to step down.

A long series of scandals has engulfed Johnson, the latest involving former government minister Chris Pincher, who recently resigned after being accused of groping two men. Pincher was appointed as deputy chief whip by Johnson, and the prime minister initially claimed that he did not know about the misconduct allegations against Pincher.

Johnson’s office changed the official account of what the prime minister knew two times over the last week as new information came to light.

Johnson’s resignation will mark the end of his nearly three-year spell as leader of the Conservative Party, and the beginning of the end of his time as prime minister.

Just last month, he narrowly survived a vote of no confidence by his own party. In April, he was fined by police for violating COVID-19 restrictions during Britain’s pandemic lockdown, when he attended parties at his official residence.

Ambassador Dr. Rashid Yahya Ssemuddu has presented his credentials to Gen. Abdel Fattah Al Burhan, the President of the Transitional Sovereignty Council of the Republic of Sudan.

“Uganda is following the events in Sudan with keen interest, especially the process of the tripartite framework. Uganda will support whatever the people of Sudan want during the tripartite process of negotiations,” Ambassador Ssemuddu said

The Ambassador of Uganda to Sudan made the statement after presenting credentials to the Sudanese Head of State at a colourful ceremony held today morning, at the Republic Palace, located along Nile Street in Central Khartoum.

The ceremony was attended by senior officials at the Embassy of Uganda in Sudan, who included: Mr. Dickson Ogwang, the Minister Counsellor, Mr.David Wamono, the Accounting Officer, and Brig.Gen. Freddie Karara, Defence Attaché.

The ceremony officially started Ambassador Ssemuddu tour of duty as head of Mission in Khartoum.

H.E Gen. Al – Burhan welcomed and congratulated Amb. Dr. Rashid YahyaSsemuddu on his appointment as Ambassador to the Republic of Sudan and assured him of his full support and that of the government of the Republic of Sudan.

In his remarks during the ceremony, Ambassador Ssemuddu conveyed warm greetings and glad tidings from President Yoweri Kaguta Museveni to his Sudanese counterpart, in which the Ugandan Head of State affirmed his commitment to grow the existing bilateral relationship for the mutual benefits of the two sister states.

He expressed gratitude to the Government of the Republic of Sudan for the excellent bilateral relationship between the sister states, and noted the Visit to Uganda in 2021 of Gen. Al Burhan, and the resolve made with his Ugandan counterpart, H.E. Gen. Yoweri Museveni to reactivate the work of the Joint Ministerial Commission and Joint Political Consultative Committee meetings.

However, on July 4, 2022, Gen Abdul Fattah Al Burhan, announced that the Military will no longer participate in the current national negotiations being facilitated by the trilateral mechanism made up of the African Union (AU), Inter-Governmental Agency for Development (IGAD) and the United Nations Integrated Assistance Mission in Sudan (UNITAMS).

He called for the formation of a government of independent national competencies that will complete the tasks of the transitional period.

He stressed that the Sudan Armed Forces (SAF) will not be a vehicle for any political party to rule the country, but was clear that the army would implement the outcome from the dialogue process.

On July 5, 2022, the 39th extraordinary summit of IGAD Heads of State and Government was convened in Nairobi chaired by H.E. Gen. Abdel Fattah al-Burhan. The Summit held open and closed sessions to discuss matters of regional peace, security and environment.

Amb Ssemuddu thanked Sudan’s president for the support he gave his predecessor, Ambassador James William Kinobe during his service in Sudan.

Ambassador Ssemuddu applauded the cordial bilateral relations that exist between Uganda and Sudan as evidenced by regular exchange of official visits at all levels of government and even from people-to-people relations.

He extolled the benefits that the cordial relations have on the economic, social and political development of the two countries, particularly the Commercial spheres. Trade in coffee and tea has grown exponentially, headlining trade flows between the two countries.

Ambassador Ssemuddu, concluded his remarks by expressing his sincere appreciation for the warm hospitality accorded to him and the kind treatment by his host, President Al-Burhan and the people of Sudan since his arrival in the country. He informed the President he looked forward to promoting stronger and more robust cooperation during his tour of duty.

NUP to back FDC’s candidate in Soroti East by-election

The National Unity Platform (NUP) has revealed that it will back the Forum for Democratic Change (FDC) candidate Attan Moses in the upcoming by-election for Soroti East Constituency in Soroti City.

The Party said it has taken a decision not to field a candidate in the constituency’s upcoming by-election.

“Although we had very good potential candidates in Soroti, we are doing this in the broader interest of the unity of the Forces of Change. We believe that Attan legitimately won the previous election which was interrupted by a court decision. Therefore, we shall be supporting him, and rallying the people of Soroti to take him back to Parliament,” NUP said in a statement.

The Soroti East Constituency Parliamentary seat fell vacant following a court nullification of the election of Attan Moses.

On May 24th, 2022, the Court of Appeal nullified the election of Attan Moses on grounds that the Electoral Commission failed to conduct free and fair elections. Following his election, a voter petitioned court  challenging the annexation and transfer of Opiyai and Aloet parishes from Soroti East to Soroti West after the nomination of the candidates.

The voter contended that the annexation led to disenfranchising of over 4,560 voters the right to vote for the leader of their choice.

Court ruled that at the time of voter verification, the people of Opiyai and Aloet wards were verified and confirmed to fall under Soroti East thus the sudden change left voters at a loss and confused as to where they belong and whom to vote for as they were presented with ballot papers of strange candidates than the ones they expected to see and were known to them.

Polling for Member of Parliament shall take place on Thursday 28th July 2022 at all polling stations in Soroti East Constituency.

Boris Johnson to resign as UK Prime Minister

Boris Johnson will announce his resignation as British prime minister on Thursday after he was abandoned by ministers and his Conservative Party’s lawmakers who said he was no longer fit to govern.

With eight ministers, including two secretaries of state, resigning in the last two hours, an isolated and powerless Johnson was set to bow to the inevitable and declare he was stepping down later on Thursday, a source said.

His Downing Street office confirmed that Johnson would make a statement to the country later.

After days of battling for his job, Johnson had been deserted by all but a handful of allies after the latest in a series of scandals broke their willingness to support him.

“His resignation was inevitable,” Justin Tomlinson, Deputy Chairman of the Conservative Party, said on Twitter. “As a party we must quickly unite and focus on what matters. These are serious times on many fronts.”

The Conservatives will now have to elect a new leader, a process which could take about two months. It was not clear whether Johnson would or could stay on in a caretaker role while the person who would be the new prime minister was chosen.

“As well as resigning as party leader the PM must resign his office,” Conservative lawmaker Nick Gibb said. “After losing so many ministers, he has lost the trust and authority required to continue.”

Support for Johnson had evaporated during one of the most turbulent 24 hours in recent British political history, epitomised by finance minister, Nadhim Zahawi, who was only appointed to his post on Tuesday, calling on his boss to resign.

Zahawi and other cabinet ministers had gone to Downing Street on Wednesday evening, along with a senior representative of those lawmakers not in government, to tell Johnson the game was up.

Initially, Johnson refused to go and seemed set to dig in, sacking Michael Gove – a member of his top ministerial team who was one of the first to tell him he needed to resign – in a bid to reassert his authority.

One ally had told the Sun newspaper that party rebels would “have to dip their hands in blood” to get rid of Johnson.

But by Thursday morning as a slew of resignations poured in, it became clear his position was untenable.

“This is not sustainable and it will only get worse: for you, for the Conservative Party and most importantly of all the country,” Zahawi said on Twitter. “You must do the right thing and go now.”

Some of those that remained in post, including defence minister Ben Wallace, said they were only doing so because they had an obligation to keep the country safe.

There had been so many ministerial resignations that the government was facing paralysis with no one willing to accept the vacant posts.

Johnson came to power nearly three years ago, promising to deliver Britain’s departure from the European Union and rescue it from the bitter wrangling that followed the 2016 Brexit referendum.

Since then, some Conservatives had enthusiastically backed the former journalist and London mayor while others, despite reservations, supported him because he was able to appeal to parts of the electorate that usually rejected their party.

That was borne out in the December 2019 election. But his administration’s combative and often chaotic approach to governing and a series of scandals have exhausted the goodwill of many of his lawmakers while opinion polls show he is no longer popular with the public at large.

The recent crisis erupted after lawmaker Chris Pincher, who held a government role involved in pastoral care, was forced to quit over accusations he groped men in a private member’s club.

Johnson had to apologise after it emerged that he was briefed that Pincher had been the subject of previous sexual misconduct complaints before he appointed him. The prime minister said he had forgotten.

This followed months of scandals and missteps, including a damning report into boozy parties at his Downing Street residence and office that broke strict COVID-19 lockdown rules and saw him fined by police over a gathering for his 56th birthday.

There have also been policy U-turns, an ill-fated defence of a lawmaker who broke lobbying rules, and criticism that he has not done enough to tackle inflation, with many Britons struggling to cope with rising fuel and food prices.

Keir Starmer, leader of the opposition Labour Party, said Johnson’s resignation was good news for Britain.

“But it should have happened long ago,” he said. “He was always unfit for office. He has been responsible for lies, scandal and fraud on an industrial scale.”

In a long running campaign under the theme, Every Mother count, Stanbic Bank and MTN Uganda, have donated various items to Kawempe National Referral Hospital in support of the government’s efforts to improve maternal health care services.

The campaign, which was initiated by Stanbic Bank two years ago, has seen several companies donate supplies and equipment in line with the United Nations Sustainable Development Goal Three (SDG3) to accelerate the decline of maternal mortality by 2030.

In today’s donation, Stanbic Bank handed over 1,000 Mama Kits and 115 ward curtains to accord privacy to the ladies in the labour wards.MTN Uganda donated hospital equipment worth Shs106,000,000, including laryngoscopes, colposcopes, among other essential equipment.

Anne Juuko, the Stanbic Bank Chief Executive said, “Women’s health and survival during pregnancy and childbirth is a major concern all over the world. We still have cases of women in Uganda who die in labour and other childbirth related complications.

We launched the ‘Every Mother Counts’ campaign as part of our corporate social responsibilities to the communities in which we work—today we are pleased to see other socially responsible organizations like MTN Ugandajoining to support this noble cause.”

MTN Uganda’s General Manager for Corporate Services, Enid Edromasaid that the decision to partner with Stanbic bank on this initiative was in line with the telecom’s vision to uplift the lives of the people in the communities in which it operates.

“At the core of what we do as MTN is a heart for community transformation. We are happy to be here again to contribute to the welfare of the maternity section that we believe will go a long way to improve safe delivery in this hospital. This donation is an addition to MTN’s earlier intervention to Kawempe hospital done through the refurbishment of the NICU unit in 2020,” she said.

Dr. Ruth Achieng, the Minister of Health applauded Stanbic Bank, and its partners for complementing government efforts to improve maternal health services in the country especially now that high commodity prices are compromising purchasing power abilities for health services for mothers and those supporting them.

“Government cannot achieve everything without the support from the private sector. We thank Stanbic Bank and MTN for this contribution and implore you and other private sector players to continue with initiatives like this, to support government health facilities,” she said.

Kawempe Hospital has been the main beneficiary of the “Every Mother Counts” campaign because each month, it receives over 4,000 pregnant women from all over the country and delivers an average of 100 babies per day, the highest in the country.

Other organizations that have participated in the Stanbic Bank led campaign include Uganda Communication Commission, VIVO Energy, Rubis, Rotary, Nile Breweries Limited, TotalEnergies, Uganda National Oil Company, ATC Uganda, Roofings Group, Liberty Life, and Uganda Breweries Limited.

According to the 2020/2021 Annual Health Sector Performance Report The number of maternal deaths reported by health facilities across the country increased by 126.4% (from 1,102 in FY19/20 to 1,228 in FY20/21) with a maternal mortality ratio of 92/100,000 with institutional maternal mortality ratio dropping from 108 to 92 per 100,000 deliveries in the last five years.

KCCA FC release eight players ahead of new season

Gift Ali leaves KCCA after 4 years

Thirteen-time Ugandan champions KCCA FC have shown eight players the exit door ahead of the 2022/23 football season.

In a statement released on Wednesday evening, the club announced that Kigozi Samson Andrew and Yassar Mugerwa mutually terminated their contracts.

Kigozi joined the club at the beginning of the 2020/21 season and signed a three-year contract. He leaves with 7 goals and was the club’s joint top scorer in 2021/22. Yassar joined KCCA at the start of the 2021/22 season and leaves after only one season.

Other players leaving include Kasirye Davis, Wafula Innocent Esimu, Erisa Ssekisambu and Kaddu Patrick Henry whose contracts expired on 30th June 2022.

KCCA FC junior team graduate Bukenya Joseph will leave when his contract expires on 31st July 2022 while for Gift Ali Abubakar, the club decided not to activate the option for renewal.

“The club would like to thank the players for the memories over the years that they selflessly served and everyone at the club wishes them the very best for the future,” KCCA FC said in a statement.

The club recently signed midfielder Moses Waiswa on a two year deal and teenager Faisal Wabyoona on a 5-year deal.

Indeed; HRW, don’t lecture us on rights

A daily of July 1, 2022 headlined, “Museveni told us not to lecture him on rights, says HRW boss” apparently quoting Kenneth Roth, the chief executive officer of the Human Rights Watch who was addressing the symposium on “barriers to accountability for unlawful detention” organized by the school of law, Makerere University.

Roth was, additionally, quoted in the coequal daily insinuating incongruous motives about the country’s CEO that “…the President’s remarks on human rights in Uganda is an argument that he can do what he wants… without scrutiny.” Roth added that he “doesn’t accept them (President’s remarks),” –but as who?

Indeed, the President was right to tell off HRW’s Roth, during the duo’s conversation on the right hot-button, not to lecture us for stellar reasons.

First, for Roth to sojourn into Uganda for a day or two and he suddenlyclaimsexpertisein the country’s rights status is an act of both intellectual dishonesty and improvidence; our rights footing is segmented into three epochal periods; pre-independence, post-independence – 1985 and 1986  to-date. Roth should, placidly, know that there were no rights to talk of during the colonial times up to Idi Amin’s 1970s and part of the 1980s. Has Roth heard of the cold-blooded murder of Archbishop Janan Luwum and Chief Justice Ben Kiwanuka by Idi Amin’s most diabolic regime. The Yoweri Museveni administration breathed new life into the irreproachability of human rights via force multiplier agencies like the Uganda Human Rights Commission hence regenerating the rule of law, repudiating extra judicial killings and Uganda was simultaneously restored into the international files of honour.

Secondly, Roth and HRW honchos should avoid being nondescript and focus their intellectual resources on global hot bath spots of conflict where there are no human rights to take home. Uganda is definitely not one of those troubled spots; this administration has ensured total tranquillity throughout the country since the blazing guns went silent in the early-2000s. For the first time in Uganda’s independent history, the UPDF established the civil-military relations commissariat purposed to safeguard citizens’ rights.

Thirdly, Roth’s lecturessmack of “nampalaism” and imperial; which surmises, in a sense, that Uganda is HRW’s exclave and by extension its bankrollers’ colony!Clearly, no amount of lecturing from Roth and ilk can alter even by a particle our national sovereignty.Such lectures invoke paralyzing polarization and gory memories about colonial savagery like what the Belgians and their benefactors the CIAdid when they“de-toothed” Congo’s PM, Patrice Lumumba’s body in 1961 only to recently repatriate his gold-coated tooth for burial in an oversized casket!

Looters of Africa’s resources have always disguised themselves as promoters of democracy and human rights before savagely pouncing on them with reckless abandon. Relatedly,we have not seen HRW honchos – who have a dystopian attitude towards Africa — sit down with any western hemisphere leaderlike Roth did with Uganda’s finest President, Yoweri Museveni; that’s because they hold a utopian view about that hemisphere.

Not surprising though, HRW officials always sojourn to Africa and other gullible developing countries purposely to lecture us on human rights in this day and age. That supposes that might is right; with, for instance,some mighty dominion which refused to ratify the Rome statute that birthed the international criminal court; theICC officials were sanctioned by that dominion after attempting to investigate excesses committed against Iraqis.

Fourthly, it is imprudent on the part of Roth to assume that he knows about Uganda much more than President Yoweri Museveni; a man who has, with his safe pair of hands seen the country through the most difficult times of the 1980/90s when we faced the most numerous and horrid insurgent groups in the region of twenty; the very reason why citizens have, in a string of elections, preferred his candidature for the rest of the pack on Uganda’s crowded political canvass.

Fifthly, the term security forces, some forget, connotes the use of force to subdue criminals; the last electoral season’s violence by NUP goons manifested as follows: torching of roads a pickup loaded with used tyres and purposed for that activity was impounded by security in Kireka, looting, erecting illegal roadblocks, beating up women clad in yellow, threatening voters, petro-bombing PSVs plying the country’s western route as well as attempting to burn petrol stations. So, when some elect to trample the red lines of the law they ought to prepare for interface with the indomitable and gallant security forces and not to be massaged  that interface will not be with Roth and his HRW.Surprisingly, ifUganda’s security guard were to be lowered, HRW and others would be the first ones to issue evacuation advisories to their staff.

Fazila Ikwaput, Fauzia Najjemba nominated in CAF Awards 2022

Fazila Ikwaput (9) celebrates with teammates after scoring

Crested Cranes duo of Fauzia Najjemba and Fazila Ikwaput has earned nominations in the prestigious CAF Awards 2022.

CAF revealed the shortlists on Wednesday with Najjemba and Ikwaput getting nominated in the CAF Young Player of the Year (Women) and CAF African Women Footballer of the year categories respectively.

Ikwaput made a shortlist that has 30 players, becoming the first Ugandan female footballer to earn this nomination.

Last year, Ikwaput guided Lady Doves FC to their first League title where she finished both as the top scorer and MVP.

She would go on to help the club finish third in the inaugural CECAFA Regional Qualifiers with four goals to her name.

Last season, she was a joint top scorer in the FUFA Women Super League with 16 goals same as Hasifah Nassuna of UCU Lady Cardinals.

Ikwaput was influential as Uganda clinched the 2022 CECAFA Senior Women’s Championship, scoring 6 goals and ending as the tournament’s Most Valuable Player.

Najjemba on the other hand made her name at the 2022 CECAFA U20 Women’s Championship where she finished as top scorer with 12 goals in six games.

At the start of this year, she moved to BIIK Shymkent in Kazakhstan where she has already scored 9 goals and registered 6 assists.

Health Minister issues malaria alert

The Minister of Health, Dr Jane Ruth Aceng, has told Parliament of an upsurge in malaria cases in five sub-regions across the country that has claimed lives.

“We are having an upsurge in malaria and some people might be experiencing what we call black water fever which is killing many children,” Aceng said, without revealing the number of fatalities.

The affected sub-regions include, Karamoja, Acholi, Lango, Bukedea and Busoga.

She made this revelation during the plenary sitting of Wednesday, 06 July 2022 chaired by Speaker Anita Among,

Aceng was responding to the report of the health committee on the state of health service delivery in selected regions of Busoga, Elgon, Bukedi, Ankole and Buganda.

In the report, the committee observed a stock out of anti-malarial drugs which Aceng said was justified by the rampant malaria upsurge. “It is because of the upsurge that we have channeled medicines to the affected regions,” she said.

The Chairperson of the Committee on Health, Dr Charles Ayume, said the stock outs were observed in all health facilities his committee visited and that patients were forced to purchase from private suppliers at costs that many could not afford.

“Some facilities reported being unable to receive anti-malarials in the last two delivery cycles, this meant adults have to go and buy anti-malarials from private facilities hence presenting pressure on household incomes,” said Ayume.

He called for an increase in the budget for the National Medical Stores to mitigate such shortages.

He also asked Ministry of Health and National Medical Stores to prioritise anti-malarials in health facilities cognisant that malaria remains the leading cause of mortality and morbidity across all age groups in Uganda.

Legislators urged government to make use of established local scientists such as those behind Covidex, an approved local remedy against COVID-19 to manufacture local anti-malaria drugs.

“We have scientists in this country who have even come up with innovations. We should recommend the new scientists to make anti-malarials,” said Hon. Solomon Silwany (NRM, Bukooli County Central).

Bukonjo County West MP, Godfrey Katusabe, singled out Prof. Patrick Ogwang, the scientist behind Covidex, as one that government could engage to manufacture anti-malarials.

“The innovation and output of Prof. Ogwang is internationally recognised, it would be unwise as a country not to support him,” said Katusabe.

Relatedly the report also revealed that most health centres visited had issues with medical equipment ranging from incompatibilities with power, lack of spare parts, missing parts and negligence.

“In the health facilities visited, we noted that whenever equipment broke down, it took a long period of time for action to be taken to either repair, decommission or replace the equipment despite. We also observed gross negligence with regard to storage and utilization of medical equipment,” said Ayume

At Tororo Hospital, a newly installed X-ray machine was non-operational for two years because of power fluctuations, caused by lack of a power regulator that would otherwise protect the machine, read the report.

The committee recommended that the budget for regional equipment workshops be increased from the current Shs2.7 billion to Shs10 billion annually to enable more equipment to be maintained regularly.

The committee findings also revealed a widespread blood shortage which Tororo district woman MP, Sarah Opendi said was responsible for a number of deaths in her district.

“There is rampant blood shortage and many children have lost lives, Imagine a regional referral hospital lacks blood and refers patients to a district hospital in Mbale,” Opendi said.

She called for increased funding to Uganda Blood Transfusion to widen its blood collection activities.

Cancel title in Shs2bn land compensation scam, COSASE directs

The Committee on Commissions, Statutory Authorities and State Enterprises (COSASE) has directed the Ministry of Lands, Housing and Urban Development to cancel the Certificate of Title of the controversial 516 hectares of land in Kagadi district.

The accountability committee chaired by Hon. Joel Ssenyonyi, has been investigating allegations of fraud in the Shs2 billion land compensation scam where a city law firm, Lubega & Buzibira Co. Advocates represented 79-year-old Natalia Namuli in the sale of 516 hectares of land.

The money paid to the law firm is part of the controversial Shs10.6 billion supplementary budget that the lands ministry requested for in the Financial Year 2020/2021 to pay land claimants in Buganda and Bunyoro sub-regions. 

COSASE investigations recently unearthed a syndicated fraud where letters of administration and other documents in the names of Natalia Namuli were forged to process a land title for the said estate to effect the payment.

A copy of the letter of administration bears a forged signature of the then Masindi Resident Judge, Justice Ralph Ochan, signed in 2015 yet he had resigned in 2013 to take up his new position as Chairperson of the Public Service Commission.

It later on emerged that Namuli, despite not being an administrator of the said estate, was ‘stage-managed’ and manipulated to sign documents she knew nothing about.

During the Wednesday, 06 July 2022 meeting, Ssenyonyi directed that Mr Baker Mugaino, the Ag. Commissioner for Land Registration, commences the process of cancelling the land title in the names of Namuli because it was issued based on forgery. Apparently, it is due to this forgery that the Uganda Land Commission (ULC) has not yet transferred the land title to its names.

He further directed that the culprits involved in the fraud refund the money to the Government.

“Now that facts have emerged that this was a forgery, ULC cannot acquire a title based on a forgery. It will be building a house on sand; it will crumble. So the parameter interest of government is for that money to be refunded to the Treasury because it cannot be built in an illegality. ULC cannot change and transfer the title that was acquired from thugs,” Ssenyonyi said.

Whereas Mugaino committed to initiate the process of cancellation of the said land title, he is wary of the legal implications that may arise.

“Indeed an illegality is an illegality, but I cannot commit that I will cancel the title because it has legal implications…also, this process involves lots of things such as placing an advert in the newspapers and availability of documents to justify it,” Mugaino said.

The committee pledged to support Mugaino with all the necessary documents to initiate the process, but preferred to hand over Mr Denis Kahabura, the Registrar of Titles, Kibaale district to the Criminal Investigations Directorate for failing to conduct due diligence to verify the authenticity of the letters of administration.

“As Registrar of Titles, you did not do due diligence; someone brings letters of administration which are forged and you cannot see this. In my observation, there was negligence because there was no due diligence done and secondly, potentially, you [Mr Kahabura] were involved in this fraud,” Ssenyonyi said.

During the same meeting, the Committee also faulted Mr Yasin Swad Bogezi, a Senior Government Valuer for approving an inspection report without verifying the parameters used to arrive at the Shs2.039 billion value that was paid. 

According to Bogezi, a comprehensive valuation was not done because of the hostile communities, saying in some cases, they relied on valuation figures from the local leaders.

“We only valued the land and not the buildings. It is not easy to enter communities to value land because in some cases we are beaten and even when we go with the Police, they also get beaten over these land issues. So, sometimes you cannot even take photos or take measurements during valuation for fear of being lynched by the occupants,” Bogezi revealed.

MPs on the committee were not convinced by this rudimentary method of valuation saying the Office of the Government Valuer should have done better to authenticate the figures from their points-man.

“I seem not to be convinced with the method of work. Ordinarily, they have a team on the ground. The team from the Kampala office should have gone and authenticated the figures which they have forwarded to you and made an appropriate report because many of these activities you are doing involve a lot of money which belongs to the taxpayer,” Hon. Gabriel Okumu (NRM, Okoro County) said.
