Finance Minister Kasaija snubs COSASE, summoned

The Committee on Commissions, Statutory Authorities and State Enterprises – COSASE has summoned finance minister, Hon. Matia Kasaija, for snubbing the committee probe twice.

COSASE is probing the Shs10.6 billion supplementary payment to six landowners in Bunyoro and Buganda regions. Among the six land owners is the Lusanja land in Kyadondo belonging to Medard Kiconco and the Ndeeba Church land belonging to Ephraim Enterprises.

However, the committee seeks to investigate why only six people out of the many received compensation, and yet some of the people who were left out had over stayed on the compensation list.

The committee is also querying the origin of the supplementary as the Uganda Land Commission says it was not consulted by the Ministry of Lands, Housing and Urban Development who asked for the supplementary of Shs10 billion.

On Thursday, 26 May 2022, the committee led by its chairperson, Hon. Joel Ssenyonyi, was examining the Auditor General’s Report for Financial Year 2020/2021 and sought to find out from the finance minister about the process of releasing the supplementary, but he was no show.

Kasaija was first invited to appear before the committee on Tuesday, 17 May 2022 last week. He wrote back to the committee requesting for a rescheduling to Thursday, the 26th, saying he was engaged with State duties.

Ssenyonyi said that the committee decided to summon the minister who did not appear and without any communication, for now, the second time. He says the minister is not above the law.

“He requested us to extend the day of the meeting. We gave him an appropriate day that was requested by him, which was today, Thursday 26th, but he did not communicate. We have summoned him and if he does not respond, we shall have to escalate the matter further,” Ssenyonyi said.

Meanwhile, Hon. Pius Wakabi, the Bugahya County MP in Hoima district disclosed to the committee that while it was not officially communicated, Kasaija had flown out of the country to participate at the 2022 annual meeting of the African Development Bank Group in Accra, Ghana.

Hon. Charles Bakabulindi, the Workers’ MP noted that Kasaija is known for contempt of Parliament, arguing that he ought to have written back to the committee to show courtesy and commitment.

According to the Auditor General’s report, the Shs10.6 billion was used to compensate beneficiaries who included Kasiya Rwabukurukuru who received Shs6.43 billion for land at Kiyunga in Sheema district, and Stephen Peter Nagenda of Rwanswa in Kibaale district who received Shs1.06 billion.

The others are Julius Busuulwa who received Shs1.4 billion, Natalia Namuli who received Shs1.6 billion, Yisaka Lwakana who received Shs125.3 million, and Geoffrey Mugisha who received Shs1.49 billion for land at Buyaga in Kibaale district.

Ojok Andrew Oulanyah declared winner of Omoro County by-election

National Resistance Movement (NRM) flag bearer Ojok Andrew Oulanyah has been declared the winner in the Omoro by-election.

Ojok replaces his father the late Rt. Hon. Jacob Oulanyah, former Speaker of Parilament who passed away on March 20, 2022.

Ojok was announced the winner from Lalogi Sub County headquarters by the Omoro district returning officer Moses Kagona after scoring 14,224 of the total votes cast beating his closest rival Simon Toolit Akecha of National Unity Platform who scored 1,633 votes.

Army finally allows Gen. Sejusa to retire

Gen. Sejusa signs his retirement documents

General David Sejusa has today May 26, 2022 signed his retirement documents at the UPDF Headquarters in Mbuya. He will be retired under Batch 12 in July this year.

His first bid to quit the army was in 1996, but it was rejected. He went to court and the then High Court Judge Justice Margaret Ouma Oguli ruled in his favour, ordering the government to pay him Shs1 billion in compensation.

The government, however, appealed and the higher court in February 2002 overturned Sejusa’s victory.

At the wedding of his daughter Sharon Nankunda in Mbarara in December 2004, he humbled himself, sought public apology and promised to work with Gen Museveni, who as the President doubles as the commander-in-chief of the armed forces.

Sejusa on February 17, 2012, explained that his decision to resign from the army and the subsequent suit he filed against the institution, alongside his push for the restoration of Obugabeship in Ankole, was premised on a lapse in his judgment based on bad advice when he appeared under a spell. 

Prior to 1981, Sejusa was a policeman with the Uganda Police Force serving as Assistant Superintendent of Police. In 1981, he became a combatant in the Uganda Bush War between the Uganda National Liberation Army (UNLA) of Milton Obote and the National Resistance Army (NRA) of Yoweri Museveni, from 1981 until 1986.

For a period of 10 years following the victory of the NRA in 1986, he served as a member of the National Resistance Army Council (NRAC) and the National Executive Committee (NEC). Between 1989 and 1992, he served as Minister of State for Defense.

In 1993, he was appointed Presidential Adviser on Peace and Security, serving in that capacity until 1997. He was appointed Senior Presidential Adviser and Coordinator of Intelligence in 2005, a position he held until 2013.

MTN withdraws 80% territorial rights, more loans pile pressure on businessman Bitature

City businessman Patrick Bitature’s woes are far from over as it has emerged that telecom giant MTN-Uganda has withdrawn 80% of the territorial rights they had granted him as a dealer.

Territorial rights mean an area of business operation granted to a dealer for business transactions in a given locality. Sources told this website that MTN decided to withdraw the rights after realizing that its businesses were struggling. Sources further say most of the Simba Telecom shops have closed.

It is said that after the elimination of scratch airtime cards where Bitature’s Simba Telecom was hired as dealer, business transaction between Simba and MTN was reduced to 20% which means there was nothing much to distribute apart from selling phones.

However, we didn’t establish whether the current woes involving Vantage could have had fast effects since both MTN and Vantage are South African companies.

Meanwhile, information from the local banking sector allege that the Ibanda bred businessman who is known for motivational speeches could be in more trouble as more local banks are likely to come out the same way as Vantage because of the loans he acquired from them. It is alleged that from one of the local banks, he could have secured a $45 million loan.

Bitature is known to be a businessman whose investments are in the real estate, hotel and energy sectors.

Afriland First Bank exits Ugandan market two years after entrance amidst undercapitalization

Afriland First Bank has closed its operations in Uganda after two full years due to increasing financial losses.

Bank of Uganda Deputy Governor Michael Atingi-Ego announced that it has approved Afriland First Bank Uganda Limited’s request to apply to the High Court for voluntary liquidation.

“Bank of Uganda (BoU), in exercise of its powers under Section 98 (1) of the Financial Institutions Act, 2004 (as amended), on Wednesday 26th May 2026 approved a request from Afriland First Bank Uganda Limited, to apply to the High Court for Voluntary Liquidation,” Dr Ego announced in a statement released on Thursday, 26 May 2022.

“Afriland First Bank Uganda Limited’s decision for Voluntary Liquidation was an outcome of a strategic business review by the shareholders-Afriland First Group,” read part of the statement.

According to Bank of Uganda, all bank’s depositors will be fully paid from the Afriland First Bank Uganda Limited’s premises.

“All depositors of Afriland First Bank Uganda Limited are encouraged to withdraw their deposits from Afriland First Bank Uganda Limited’s premises. All other verified creditors shall be paid in full by the Liquidator that has been appointed by shareholders of Afriland First Bank Uganda Limited,” the Deputy Governor said.

Afriland First Bank Uganda Limited opened in Uganda in September 2019. However, the bank failed to penetrate and dominate the market. It is currently headed by Aboubaker Mayake as Managing Director.

However, the bank’s audited financial results for the year ended 31st December 2021 show that it was undercapitalized. Whereas BoU’s minimum capital requirement is Shs25bn, Afriland First Bank’s core capital stood at Shs19bn in 2021, down from Shs26.75bn in 2020.

According to the results, Afriland First Bank made a loss of Shs2.67bn in 2021, up from the Shs1.84bn loss recorded a year earlier.

Afriland First Group pools the investments of a group of Africans in Afriland First Bank units across the world since 1987, when the first unit opened.  The bank indicates that since 2008, it has made other acquisitions in Liberia, Zambia, Guinea, South Sudan and Ivory Coast.

The closure of the bank comes amid growing closure of international businesses such as telecoms and supermarkets amid increasing economic pressures exacerbated by Covid-19.

There are seven known commercial banks that have been closed by the Bank of Uganda over the last 30 years and these include; Teefe Trust Bank (1993), Greenland Bank (1999), Cooperative Bank Limited,  National Bank of Commerce (NBC), Global Trust Bank and Crane Bank.

Four children die in house fire in Kira Municipality

Four children have been confirmed dead following the house fire this morning at Kawuka cell, Mulawa parish, Kira Municipality in Wakiso district at a home of MS Naigaga Annet, a businesswoman dealing in roasted maize and yellow bananas.

It is alleged that that Naigaga had left her home early in the morning to fetch water from a nearby well of about 500 metres from her residing house, leaving the four children identified as Namulindwa Even,8, Kibuuka Isan, 6, her biological children and the grandchildren; Nansubuga Noreen,3 and Cynthia in the house.

The children were left inside their bedrooms with their elder sister Nakkasi Catherine aged 12 who however went to school before the incident took place. Upon returning home from the well, Naigaga saw a lot of smoke accumulating from the house.

The four children were screaming for help inside but all in vain. Naigaga made an alarm and attempted to rescue the children but the fire was too much. They all died in the fire.

“We are investigating the circumstances under which the four children in the same house died in the fire,” the Kampala Metropolitan Police confirmed.

According to the Deputy Spokesperson Kampala Metropolitan Luke Owoyesigyire, the police at Kira Division have opened up inquiries into the incident and that the preliminary investigations indicate that there was a fueled motorcycle inside the house which caused the big fire.

“It is alleged that Nakasi Catherine who is the eldest child could have left the candle burning inside the house before she left for school,” Owoyesigyire said.

The four bodies have been conveyed to Mulago mortuary for postmortem.

Five dead, 8 injured in Kyegegwa road accident

Police at Kyegegwa has registered a single fatal accident involving Motor vehicle Reg No UBK 077S Toyota Hiace (drone).

The accident happened at Kyasitiri along the Kyenjojo-Kyegegwa Highway, which claimed lives of five people, seriously injuring other eight.

According to the Traffic police spokesperson Faridah Nampiima, the five deceased persons have been identified as Byamukama Hebert aged 46 years, Katusabe Consolata aged 47 years and a male juvenile only identified as  Agondeze all residents of Kyaduri Kyenjojo District and two unidentified male adults.

The injured are Nabagereka aged 59 years a resident of Hesi Bunyangabo District, Asaba Bibohere aged 44 years a resident of   Kyarusozi Kyenjojo District, Katesigwa Noah aged  45years  a resident of   Kyaduri Kyenjojo District,  Wabaire Sam 32 years a resident of Rweza Makindye Sssbsgabo, Junior Samuel aged  20 years a resident of   Mugusu Bunyangabo District, Atuhaire Fatuma  aged 32years a resident of Mabira Kyaduri Kyenjojo District, Kemigabo Juliet 27 years, a resident of Kicucu Bunyangabo District.

They were all rushed to Mubende referral Hospital for further Management, while the bodies of the deceased conveyed at Kyegegwa Hospital mortuary for post mortem.

ASP Nampiima attributed the accident to a Tyre Burst.

Minister Kasaija addresses African Development Bank Board of Governors in Ghana

The Minister of Finance, Planning and Economic Development Hon Matia Kasaija has commended the African Development Bank for supporting Member Countries through the high-5 strategic priorities while supporting improving the quality of life.

This year’s annual meeting is taking place in Ghana under the theme “Achieving Climate Resilience and a Just Energy Transition for Africa” and attended by Governors who are Ministers of Finance of Member Countries who are sharing their experiences in addressing the climate change and energy transition challenges they face as well as the policy responses/measures they are employing to deal with them.

While speaking at the 2022 Annual Meeting of the Board of Governors of the African Development Bank which is going on in Accra in Ghana, Minister Kasaija hailed the Bank’s strategic plan of lighting up and powering, industrializing, feeding and integrating Africa.

Minister Kasaija noted that the Africa Development Bank strategy is in-line with Uganda’s National Development Plan III (NDPIII) and the current Parish Development Model being implemented in the country.

He said that African Development Bank support to these critical areas will play an active role in changing and transforming Africa’s Economies with sustainable inclusive growth.

“For over the years, the African Development Bank has been and remains one of Uganda’s important development partners and its support has helped in implementation of development programmes under the various Country Strategy Papers (CSPs),” Kasaija appreciated.

Africa Development Bank is currently supporting 20 on-going operations with 18 as public sector operations and 2 as private sector operations under the Uganda Development Bank Limited and these projects are spread in the Agriculture Development Program, Infrastructure, Water Resources, and Energy among others.

“Some of the projects currently supported  include; Markets and Agricultural Trade Improvement  II (MATIIPII), Farm Income Enhancement and Forestry Conservation Project II, Agriculture Value Chain Development Program, Road Sector Project 4 which is Kigumba Masindi Road comprising of 135 Km, multinational Uganda/Rwanda Express Highway that starts at Busega -Mpigi and the Kapchorwa – Suam – Eldoret Bypass, Road Sector Project, Rukungiri-Ishasha Road, Kampala Jinja Expressway, Kampala Capital City Authority Roads and Rural Electricity Access among others,” Kasaija elaborated.

African Development Bank is also supporting new proposed projects that include refurbishment of Kampala – Malaba Meter Gauge Railway, Katuna – Muko – Kamuganguzi Road (104.0 km) Road Upgrading Project, Water Supply and Sanitation Programme Phase III (WSSP III), Multi-national 400 Kv Olwiyo (Uganda) – Juba (South Sudan) Power Interconnection Project, Lakes Edward & Albert Integrated Basin Management & Investment Project among others.

Minister Kasaija observed that key message coming out of this year’s Annual Meeting is the thirst and hunger by ADF Countries to have an amendment in the Articles of Establishment of the African Development Fund to be allowed to use the equity it has accumulated over the years to go to the capital markets to leverage more resources from the market for ADF countries.

The African Development Bank Group estimates that the US 25 billion of equity of the Bank can be used to leverage US 33 billion dollars in additional financing volumes for African Development Fund member countries.

This is on the backdrop that the African Development Fund has now made 50 years but the size of financing has remained the same and is rather relatively small compared to the growing financial needs of low-income and fragile states.

Uganda is a Member Country of ADB/ADF a multilateral institution whose shareholders comprise 53 African Countries and the Bank’s primary objective is to contribute to the sustainable economic development and social progress of its regional members, individually and jointly through Public Sector loans (including policy-based loans), private sector loans and equity investments, grants, technical assistance among others.

Uganda’s participation has been focused on pushing for more resources for infrastructure development and/ or interventions that will address the development challenges that have shaped the global outlook including a global climate crisis that has primarily impacted Africa.

They are also looking at #COVID-19 pandemic that continues to morph into new variants, and rising costs of food and energy, precipitated by the war in Ukraine.

She Cranes get Shs70m financial boost from Plascon

With only a few days in camp preparing for Commonwealth Games slated for July 2022 in Birmingham England, Uganda’s National Senior Netball team, She Cranes got a financial boost from Paint manufacturing company, Plascon

The paint company has announced a sponsorship package to aid in the preparation for the Commonwealth games and other activities this year worth Seventy million shillings (Shs70,0000,000), on Wednesday at the federation offices in Old Kampala.

The team is currently preparing for a nationwide tour so it has received Shs50 milion in cash while the remainder will be invested in marketing and branding the sport to extend both its appeal and reach with the goal of attracting other corporate sponsors.

While addressing the press, the Plascon Managing Director Santosh Gumte noted that unlike other sponsorships, the partnership with Netball is a platform to specifically empower women in sports.

“We cannot discuss gender equality without it being extended to sports and given as much attention especially in terms of allocation of funds. We understand that there are other aspects that need to fall in place such as structures to ensure a consistent conveyor belt of talent coming through and breaking social barriers that may still be reluctant to embrace the girl child taking on a career in sports, but we must start somewhere,” said Mr. Gumte.

He added that; “This is still a small token, but we purpose to increase on this next year when renewing our commitment with the federation. We believe with more consistent investment in women sports we shall augment the government efforts to uplift and promote gender equality in this country.”

The Netball Federation President, Babirye Sarah Kityo noted that the federation is ready to give deserved.

“We are grateful that we got another partner on Board, we thank plascon for trusting us and picking on the little they have and to share with us, Netball wasn’t in their financial year budget but they tried and put us somewhere. We promise to them that we are going to give them enough visibility they deserve,” said the UNF President.

Plason is the second partner, Uganda Netball is acquiring in space of four months since the new executive come to power mid last year. The first partner on board was GoTV whose package was Shs81 million.

The sponsorship will mainly be channelled towards the upcoming Commonwealth Games, the World Cup qualifiers in Birmingham and South Africa respectively, among others.

Vice President Alupo arrives in Equatorial Guinea for AU Extra-ordinary Summit on Terrorism

Vice President Alupo arrives in Equatorial Guinea

Vice President Jessica Alupo arrived in the Capital Malabo of Equatorial Guinea on Thursday morning, where she will represent President Yoweri Museveni at the three-day 35th African Union Extra ordinary summit on Terrorism and unconstitutional change of regimes.

The objective is to evaluate the two phenomena and finding formulars to help address solutions on the basis of which the resurgence of terrorism and unconstitutional change can be halted.

The summit comes as a follow-up of the discussion held earlier at the African Union summit held in Addis in February 2022.

Alupo was received at Malabo International Airport by the Prime Minister of Equatorial Guinea-Francisco Pascual Obama Asue and  Ambassadors Rebecca Otengo Amuge and Nelson Ocheger.

Alupo is set to address the meeting on behalf of President Museveni.
