Museveni to inspect Nakivubo Stadium reconstruction

President Museveni is this week expected to visit Ham Shopping Grounds and inspect the reconstruction works taking place on Uganda’s oldest stadium, Nakivubo War Memorial Stadium.

The exact day of the visit is yet to be known.

Businessman Hamis Kiggundu took over the sports facility for redevelopment in 2017. Initially, the stadium was projected to end in 2019 but the construction of the facility had stalled due to Covid-19 pandemic, politics, court battles and compensation of vendors.

The Construction works are spear-headed by Roko Construction Company. The state of the art Stadium will have a modern athletic track and other indoor games plus multi-level parking of about 10,000 cars among others. It will have two suspended floors, a two-level pavilion, and a roof.

Once completed the stadium is expected to host over 35,000 people. The stadium will also host other sports such as Basketball, Netball, Volleyball and bodybuilding.

“We are on track to not only complete the work in the shortest time possible, but also make a statement about our capacity as Ugandans to do the best. From a realistic and reasonable point of view this is not just a stadium but a legacy and clear illustration to all Ugandans that if Uganda is to develop it’s our responsibility as Ugandans to develop our motherland,” Kiggundu told the Observer newspaper in an interview recently.

Ham surrounded the sports facility with his giant shopping arcades and malls in contravention with world soccer governing body FIFA.     

Experts have come out recently to slam the stadium for being below international standards, with many asserting that FIFA and CAF would never consider hosting games there. For example certified security and safety officer Dixon ‘Bond’ Okello recently told the press that Nakivubo will not be up to CAF and FIFA standards.

He said the size of the stands is too small, whereas the access and exit route in case of emergencies are not well constructed but also the surroundings to the facility including tall buildings, tax and bus parks, and St. Balikuddembe market make traffic impassable.

KCCA seeks Shs11bn for slums upgrade

Parliament’s Committee on Presidential Affairs has called on government to provide an additional Shs11.6 billion in next financial year’s budget to support Kampala Capital City Authority (KCCA) upgrade slums.

Legislators are concerned that despite the mushrooming slums in the Greater Kampala Metropolitan Area, only Shs0.5 billion has been earmarked for slums upgrade in the proposed budget allocations for Financial Year 2022/2023.

The committee chairperson, Hon. Jesca Ababiku, while presenting the committee report on the Ministerial Policy Statement for Office of the President, Kampala Capital City Authority and Office of the Prime Minister for Financial Year 2022/2023, said it was urgent for government to respond to the mushrooming slums in the city.

“The committee observes that this critical intervention requires Shs12.1 billion but only Shs0.5 billion is provided for the proposed budget allocation resulting into a funding gap of Shs11.6 billion,” Ababiku said told the House during the Tuesday, 19 April 2022 sitting chaired by Speaker Anita Among.

She said the proposed additional funding will assist KCCA to undertake critical feasibility studies in slum upgrading within the greater Kampala metropolitan areas that include Mukono, Wakiso and Mpigi districts.

The committee also wants government to allocate an additional Shs35.7 billion to KCCA to carryout feasibility studies and designs of 15 markets, five incubation centres, innovation centres, three artisan and mini-industrial parks development and three abattoirs in Nsangi, Kajjansi and Mukono.

Ababiku said her committee is concerned that no funds have been provided for these activities in the proposed budget; a reason the committee implores government to consider them in the 2022/2023 budget.

The chairperson also revealed that her committee learned that KCCA is in need of Shs32.88 billion as counterpart funding required for the implementation of a five-year urban development programme from the World Bank.

“The feasibility studies are for strategic roads of 120 km, right of way, the drainage systems, junction signalisation and coordination yet no budgetary allocation has been made for the studies,” said Ababiku.

The committee, therefore, recommended that counterpart funding of Shs 32.88 billion be availed to the Ministry of Kampala Capital City Authority.

Passengers, Crew safe after RwandAir plane veers off runway at Entebbe Airport

A RwandAir passenger plane this morning veered off the runway while landing at Entebbe international airport but the passengers and the crew disembarked safely.

According to a statement from Uganda’s Civil Aviation Authority, the situation was due to bad weather.

“All passengers were disembarked safely and the situation is under control. All efforts are underway to remove the aircraft from the runway strip so that the main runway can return to full use,” UCAA said.

Rwanda’s national carrier said in a statement; “RwandaAir flight WB464 upon landing at Entebbe International Airport early this morning was involved in a runway excursion as a result of bad weather. All passengers and flight crew deplaned safely with no reported injuries.”

Coca-Cola Beverages supports vaccination of over 4000 people in Mukono District

Vaccination drive

Coca-Cola Beverages Africa (CCBA) in Uganda in partnership with Rotary Club of Sonde, Private Sector Foundation, Uganda Health Care Federation and Ministry of Health conducted a mass Covid-19 vaccination exercise in Mukono District vaccinating up to 4,462 people within four days. The private sector partnership is aimed at scaling up vaccination across the country.

The vaccination drive was launched on 1st April at Coca-Cola Beverages Africa in Uganda, Namanve plant attended by RC Sonde President, Kate Barassa, and Catherine Gita, Human Resource Director, CCBA.

During the launch, Catherine thanked and commended RC Sonde for the support towards the vaccination drive and reaffirmed the company’s commitment to ensuring the safety of their employees, customers, and community by making sure COVID-19 vaccination is accessible to all.

“We have been very deliberate about protecting our people. Our first duty is to ensure all our employees, their families, customers, partners and our community is safe. The responsibility extends to you as an individual to embrace the services that have been availed,” she urged.

“The pandemic has affected us all, but together we rise. We continue to partner with other sector players to ensure the economy returns to vibrancy and gains its initial momentum. That’s what we should all be aiming for,” she said.

In her remarks, Kate Barassa, President of RC Sonde, expressed gratitude to Coca-Cola Beverages Africa in Uganda for the partnership, financial and logistical support as well as commitment to disease prevention and treatment which is one of the pillars of Rotary International and in Uganda.

“The welfare of our community is of paramount importance to us, an objective we share with CCBA, who are our neighbours. I invite you to join Coca-Cola as a corporate member so that we can continue to work together on more corporate social responsibility initiatives through RC Sonde,” she said. 

RC Sonde targets to vaccinate at least 10,000 people during this Rotary Year running from July 2021 to June 2022. The support from CCBA will give a great push in enabling the club to achieve this goal of serving the community.

The Goma Division Health Educator Ms. Nantenza also thanked both partners for the support towards the district to achieve its vaccination targets. She indicated that so far Goma Division has vaccinated 110,000 people while as a district over 300,000 people have received at least their first dose of Covid-19 Vaccines. 

“As a district, we are grappling with infections and high medical costs due to the myths and misconceptions, negative attitudes towards vaccine uptake that would otherwise help in disease prevention. We are open to partner with the private sector in helping us scale up the vaccination campaign,” she said.

Late Speaker Oulanyah’s son named NRM flag-bearer in Omoro parliamentary by-election

The National Resistance Movement (NRM) has endorsed Andrew Oulanyah, the son to the deceased Speaker of Parliament Jacob L’Okori Oulanyah as its flag-bearer in the upcoming Omoro parliamentary by-election.

The seat fell vacant following the death of Speaker of parliament Jacob L’Okori Oulanyah. Oulanyah died on 20th March 2022 in Seattle, USA barely two months after he was admitted in February this year and was laid to rest on Apr 8, 2022.

Yesterday President Yoweri Museveni who doubles as the National Chairman of NRM held a meeting with Party leaders and aspirants in the Omoro MP By-election. The NRM aspirants decided to support Andrew Oulanyah to honour his father’s Legacy.

According to the secretary to the Electoral Commission Mulekwah Leonard the nomination of candidates will take place from 12th -13th May at the District council hall. The by-election will take place on 26th May 2022 at the designated polling stations in Omoro constituency, Omoro District.

The NRM members who had expressed interest include; Andrew Oulanyah, Omoro district LCV Dauglas Peter Okello, the former Gulu City Deputy Resident District Commissioner (DRDC) Francis Rwotlonyo, Andrew Olal, Omoro LCV speaker Richard Bwongwot Luganya, Gulu University Lecturer Patrick Okot.

Others include; The Forum for Democratic Change’s (FDC) Terrence Odong.

Judicial Service Commission appoints 5 Deputy Registrars, 4 Assistant Registrars

The Judicial Service Commission (JSC) has appointed five Acting Deputy Registrars and four Acting Assistant Registrars into the Judicial Service. Of the 9 judicial officers appointed, 2 are male and 7 are female.

According to the chairperson of the commission, Justice Benjamin Isingoma Kabiito, the recruitment is in line with the presidential directive to the cabinet 2021-2026 for more judicial officers to be appointed so as to improve access to justice for the people and creating a conducive work environment for investors.

The commission said the appointments were as a result of the commission meeting held on April 13, 2022 at their headquarters in Kampala, which agreed to recruit more officers at various levels.

“The acting period will be for one year and during that time, the officers will be appraised on a set of Key Performance Indicators (KPI’s) for the said positions to be set by the judiciary and the commission to evaluate their performance before they can be confirmed into the Judiciary Service on permanent and pensionable terms,” said the commission.

Lt. Col. Rwamirama commends MTN Uganda and Salam Charity Ramadan Drive

Lt. Col. Bright Rwamirama has commended MTN Uganda and Salam Charity’s Ramadan initiative for supporting the members of the Muslim faith as they embark on strengthening their faith through fasting, which is a critical pillar in the Islamic faith. This was at the just concluded Iftar dinner held last weekend at the Lake View Hotel in Mbarara.

At the Iftar dinner where Rwamirama was the chief guest, he thanked MTN and Salam TV for helping to nurture the Islamic religion by remembering the Muslims during the holy month of fasting.

“To us, religion is an important part of the society as it shapes families. I applaud Salam TV and Salam Charity for doing such a commendable job of reaching out to communities at such a time,” Rwamirama said.

Rwamirama also reaffirmed the government’s commitment to fully operationalizing Islamic banking in Uganda, in conjunction with the Turkish government.

Present at the dinner was the Ankole kigezi Regional Qadhi, Sheikh Abdallah katamba who thanked MTN and Salam Charity for the great initiative.

“Thank you for considering us this year. I want to urge you to be hard workers so that we can honestly portray who we are as Muslims at heart. May Allah bless MTN, Salam charity, and all the people involved in this great act of kindness,” Sheikh Katamba said.

The dinner was preceded by a series of several handovers of alms to the Muslim communities in Nakivale refugee camp in Isingiro district and to the refugee Muslim community in Kisoro district. Prior to this, MTN Uganda alongside Salam Charity delivered alms to the Luzira Prisons Muslim community and the Imams’ Forum in Kampala mid-last week.

Since 2017, MTN Uganda has worked with Salam Charity to reach out to the Muslim fraternity across the country during Ramadan. This year’s Ramadan project is being executed under the theme; “A giving heart”, as a way of fostering benevolence as the country recovers from the effects of the nearly two-year-long Covid-19 pandemic and subsequent lockdown.

MTN Uganda’s Western Region Business Manager, Ibrahim Ssegujja said that; “This years’ Ramadan alms are specifically targeting the less privileged and refugee communities across the country to support them with food items as they fast during the month of Ramadan.”

The alms include; Sugar, rice, baking flour, cooking oil, salt and soap among other assorted food items.

Ssegujja noted that through this execution, MTN is standing with the Muslim faithful to reinforce its oneness with them as they undertake the fasting period.

In this week’s alms handovers that start tomorrow, MTN Uganda and Salam Charity will deliver alms to the refugee Muslim community in Elegu in Northern Uganda. On Thursday, the team will deliver alms to the refugee Muslim community in Yumbe before hosting the northern region Muslim community to an Iftar dinner in Gulu City.

As was the case last year, MTN has brought back the special Ramadan bundles offer to ease communication during the fasting period. At only Shs 500, all its customers will get 30 MTN minutes and 100MBs valid from midnight to 5am. This offer is open to all MTN customers; Muslims and non-muslims alike.

Italian investor Enrica Pinetti signed Shs281bn coffee deal as witness

Ms Enrica Pinetti, the purported owner of Uganda Vinci Coffee Company Limited (UVCC) signed the $80million Coffee processing contract as a witness.

On February 10, Kasaija signed Shs 284 billion Coffee processing deal with Pinetti to process and export Uganda’s coffee in Europe and Middle East.

Whereas Finance Minister Matia Kasaija signed on behalf of Uganda Government and in presence of Secretary to the Treasury, Ramathan Ggoobi as witness, it has emerged that the part for the second parties is only signed once leaving space for the actual contractor empty raising a lot more questions on who could be the rightful owner of the firm.

The controversial deal attracted criticism from various players in the agricultural sector. The Finance Ministry has been blamed for failure to consult stakeholders in the coffee sector and going on to sign on their behalf.

The Speaker of Parliament Anita Among has since directed the Committee Chairperson Mwine Mpaka to investigate the signed coffee deal.

The Parliamentary Committee on Tourism Trade and Industry summoned Matia Kasaija, Enrica Pinetti, Permanent Secretary to the Ministry of Finance Ramathan Ggoobi, Attorney General Kiryowa Kiwanuka, Minister for Trade Industry and Cooperatives Francis Mwebesa, Minister for Agriculture Frank Tumwebaze and the Solicitor General.

Other are; Uganda Coffee Development Authority (UCDA), Uganda Coffee Federation (UCF), Uganda Coffee Quality Trader’s Association, Uganda Coffee Trader’s Alliance, Rwenzori Coffee Trust, Bugisu Cooperative Union, Ankole Coffee Cooperative Union, UNZO Coffee, Uganda Large Scale Farmers Association, BUCADEF, UGACOF, KAWACOM, ESCO (U) LTD, and OLAM (U) LTD.

The Minister for Agriculture Frank Tumwebaze denied any involvement in the signing of the coffee deal. He said his ministry was not involved and asked everyone to pose their questions to the Finance ministry.

Ggoobi said the coffee agreement will support the government in achieving its coffee production target from the current 7 million bags per year to 20 million bags by 2030.

Presidency Minister Babalanda asked to unveil academic credentials of all RDCs

Following President Museveni’s appointment of Resident District Commissioners (RDCs) last month, two concerned citizens Nuwabiine Jossy and Twahika Denis have asked the Minster for Presidency, Milly Babalanda to avail to them the academic documents of all the appointed RDCs.

In a letter dated 19th April 2022 through their lawyers of Arinaitwe Peter & Co. Advocates, to the Minister for presidency, Nuwabiine and Twahika say they are passionate about the country’s good governance, rule of law and would also like to know the vetting process of the said appointments.

“Our clients are concerned citizens of this country who are passionate about good governance and rule of law and in pursuance o the stated ideals, they are desirous of getting access to information regarding the academic qualifications submitted by all Resident District Commissioners appointed by the President of Uganda on the 23rd March 2022,” reads part of the letter.

“Please further note that our clients would also like to establish which organ/body does the vetting of the said appointments to enable us establish whether the vetting process satisfies the Constitutional requirements.”

The two have given the Minister a seven days ultimatum to access the information or else they pursue the matter in the Courts of law.

“Copies of the said information can be forwarded to us at the above address within seven days from the receipt of this notice default of which shall leave us with no option but to pursue the matter in the Courts of law which may not only be perilous but cause perpetual embarrassment to your esteemed office,” the law firm noted.
