URA Corporate Affairs manager Ian Rumanyika resigns

Uganda Revenue Authority (URA) Manager of Public and Corporate Affairs, Ian Rumanyika has today announced his resignation from the tax body after ten years of service.

“Today 5th April 2022, is my last day at URA as Manager Public and Corporate Affairs & it has been amazing 10 years and 9 months. I am forever grateful to God & colleagues at URA for believing in me and opening doors that enabled me grow and contribute to the agenda,” Rumanyika tweeted.

Rumanyika said he has been privileged to have worked for URA which made him better through his journey and what he is today.

“URA has made me what I am today, incredible organisation, and I feel privileged to have been a part of it for the last decade. To all stakeholders and taxpayers, I am super grateful, I have learned from you and you have made me better through this journey.”

“Working with each one of you, especially the media during my time here, has been the most precious, purpose driven and learning experience ever. Please don’t be a stranger, I will need you in the next chapter and looking forward to achieving more together. Cheers!” he added.

During his time, Rumanyika managed all corporate initiatives geared towards tax awareness; enhancing the URA corporate brand and effective corporate communication so as to bolster URA’s image and visibility.

He also geared towards tax awareness in the public through tax education programs in order to enhance compliance as well as Corporate Social Responsibility (CSR).

MTN, Salam TV partner to support the Muslim community through Ramadan

As has become custom over the years, MTN Uganda together with Salam TV have kicked this year’s effort to support vulnerable communities with alms to enable them fast through the Ramadan season. Under the theme, “A giving heart”, MTN and its partner Salam TV will go around the country to handover alms – a vital pillar of the Muslim faith observed every year during the holy month of Ramadan. MTN together with Salam charity, will distribute alms specifically targeting the less privileged and refugee communities across the country.

The country-wide delivery of alms will be crowned with iftar dinners in the various regions of Uganda in the towns of Mbale, Mbarara and Gulu as MTN further seeks to cement its relationship with Muslim communities across the country.

The month-long donation activities kicked off with an all-embracing dinner, also known as iftar, at Hotel Africana. Present at the dinner, whose objective was to demonstrate unity and commitment to the ideals of the holy month, were Muslim leaders and notable members of the Islamic community including business partners, ambassadors, customers, and the media.

Since 2017, MTN Uganda through Salam TV (Charity) has reached out and supported less privileged Muslim communities with alms, including food and other household items to carry them through the holy month of Ramadan.

Speaking at the dinner held at Hotel Africana in Kampala, The Iftar dinner chief guest, Hon. Misa Kabanda, the Kampala Member of Parliament thanked MTN for its kind gesture and urged other companies to emulate MTN and Salam Charity.

The MTN Uganda Chief Executive Officer, Wim Vanhelleputte said that: “We are very pleased to spend this time with you as you begin this holy month of Ramadan, which is a very special time of spiritual reflection and renewal. On behalf of MTN Uganda, we wish you the very best as you undertake this spiritual journey,” Vanhelleputte said.

As was the case last year, MTN has brought back the special Ramadan bundles offer to ease communication during the fasting period. Every time an MTN customer buys airtime or buys a bundle worth Shs500, they will get 30 MTN minutes and 100mbs to be used between midnight and 5amthat night. This offer is open to all MTN customers.

Salam TV Chairman, Hajji Kin Ibrahim Kariisa, expressed his desire to keep working with MTN Uganda based on its cordial relationship that has fostered a strong bond with the Muslim community.

“On behalf of the Muslim community, I thank MTN Uganda for partnering with us again and standing one with the Muslim community during this holy month of Ramadan. We are also happy to note that MTN is partnering with us to send off our brothers and sisters who will be embarking on a pilgrimage to Mecca a month after Ramadan. MTN is indeed a steadfast partner that we are blessed to be associated with,” Kariisa said.

Ramadan is the ninth month of the Islamic calendar and is observed by Muslims worldwide as a month of fasting to commemorate the first revelation of the Quran to Muhammad according to Islamic belief. Muslims are expected to put more effort into following the teachings of Islam with the fast beginning at dawn and ending at sunset.

GVG Telecom Tanzania closes shop as its operations in Uganda remain uncertain

In the notice to its members for the final meeting in respect of voluntary winding up, the gathering is scheduled for May 2, 2022.

Global Voice Group (GVG), a global provider of ICT and reg-tech solutions for governments and regulatory bodies, has partnered with Disrupt Africa to identify tech startups from across the continent to which it can provide funding and support in scaling.

Founded in 1998, with its main offices in Spain and South Africa, GVG assists governments and authorities, through Big Data analytics, in their digital transformation and the effective promotion of compliant and truly inclusive digital ecosystems.

“Notice is hereby that a final meeting of the members of GVG Telecom Tanzania Limited (the Company), will be held at 10:00 on May 2, 2022. The meeting will be held at the offices of the Company at the Principal registered office at plot No.1826/17, block 39, house No.39 Golden Heights Building-2nd floor, Chole Road-Masaki, P.O.BOX 80024, Dar es Salaam-Tanzania,” reads a public notice.

The company, which in Africa works with customers in Tanzania, Ghana, Senegal, Congo, Gabon, Uganda and Rwanda, collects and analyses big data from crucial economic sectors, including telecoms and financial services, and turns it into actionable information to enable data-driven decision-making in areas such as revenue mobilization, telecom regulation, digital security, financial transactions oversight, and mobility data.

It has monitored more than US$5 billion on operators’ networks since 2017, while its systems analyse and process 8 billion transactions related to telecoms revenues every day. So far, it has helped bring 115 million mobile devices into compliance, while between 2008 and 2018 the company brought US$4.6 billion in revenue to beneficiary countries.

However, it is alleged the same GVG group that operates in Uganda is under investigations for supplying inefficient equipment to one security agency. The Ugandan middleman who was recently in the spotlight for trying to supply spying equipment from Russia has been banned from operating in Tanzania as well.

“Any member entitled to attend and vote at the meeting is entitled to appoint a proxy to attend and vote on their behalf.  A proxy need not be a member of the company.  The following resolutions will be considered at the members’ meeting, 1 That the liquidator’s final report and receipts and payments account be approved and 2 That the Liquidator receives his release.”

Oulanyah succumbed to multiple organ failure – Health Minister Aceng

The Minister of Health Jane Ruth Aceng has revealed that the fallen Speaker of Parliament Jacob Oulanyah died of multiple organ failure.

Dr. Aceng who was a personal doctor to the late Oulanyah made the revelation during the special sitting of Parliament aimed at honouring his contributions to the August house.

“The immediate cause of death was multiple organ failure; heart, lungs, liver, and kidney failure. He had multiple infections discovered both here and in Seattle,” she revealed.

The ill-health of the late Speaker dated way back in 2019 when he discovered a swelling in his neck. The swelling was removed in Germany however he was told it was cancer. He started treatment which he finished at the Uganda Cancer Institute.

“On 23rd January, he was admitted to Mulago, where he was to stay for two weeks as we prepared him to travel. His bone marrow wasn’t functional, and he had to be protected from infection, and that’s why visits were restricted.”

Oulanyah died on 20th March 2022 in Seattle, USA barely two months after he was admitted in February this year.

Oulanyah died eight months after he was elected the Speaker of Parliament of Uganda. He defeated the Incumbent Kamuli Woman MP Rebecca Kadaga and Kira municipality MP Ibrahim Ssemujju Nganda. Since then, Oulanyah has been in and out of Hospitals over unrevealed health complications.

According to the burial program, Oulanyah’s body will tomorrow be taken to Kololo Ceremonial Grounds for a State Funeral. The casket will then be airlifted to Omoro, Lalogi village; the Speaker’s ancestral home where it will be received by the family and Acholi leaders. 

Thursday 7th April 2022 the body will lie at Lalogi for final respects by members of the public. Friday 8th April 2022 the burial ceremony will start at 9.00 am. The day will be observed as a Public Holiday as declared by H.E. the President.

I have loved the Northerners; they love their country and are hardworking people

When I arrived here (in the north) I went straight to Lira Central Market to buy some fruits and greens. The market is 10 times more clean than Jinja central market. The leadership here doesn’t allow anyone littering rubbish, buveera and garbage inside or around the market.

The citizens; vendors and buyers are even used to keeping the market clean. No one is there to enforce the bylaws but it is inside everyone’s heart that the market is not a rubbish pit!

Moving around Lira city you will get to understand what it means touring around a clean city. Every street everywhere is clean.

On Monday I drove to Kole district where I am posted as Deputy RDC. At first I thought Kole was so remote and perhaps not a nice place. But it is equally a clean place. People there are hardworking; no gossiping, not sports betting and politicking. You can’t find youths in trading centre’s playing games. You will find them looking after cattle or clearing their fields ahead of the planting season.

The natives love their country. Over 80% of them can express themselves in the national language. My home region Busoga has a lot to copy from Lango and the entire north.

I thank the Government for the good roads, schools and health facilities. But most importantly I thank the people of this region for taking good care of whatever government puts in place for them. This is the patriotism we have always preached.

Gov’t releases Shs1.2bn for Oulanyah’s send-off

The Ministry of Finance Planning and Economic Development has released Shs 1.2 billion for the send off of the fallen Speaker of Parliament Jacob Oulanyah.

This has been confirmed by the Director of Communications at Parliament Chris Obore.

“I can now confirm that the Finance Ministry has released shs1.2bn to the Parliamentary Commission for burial arrangements of late Speaker Jacob Oulanyah. The Commission will work with the National Organizing Committee (NOC) to ensure decent send off,” he said.

Oulanyah died on 20th March 2022 in Seattle, USA barely two months after he was admitted in February this year.

Cricket Cranes braced for Namibia Tour

Three months since they last had a competitive outing at the International Cricket Council (ICC) Africa Twenty20 Finals in Rwanda, the Cricket Cranes start their 2022 season in full throttle by renewing their rivalry against Namibia in Windhoek.

The last time Namibia hosted the Cricket Cranes – last April, Uganda was given a proper cricketing lesson with the former running out overwhelming winners of the Series. The tour was a good omen for both countries as Namibia went on to demolish every opponent put before them en route to becoming the success story at the ICC T20 World Cup where they signed off by automatically qualifying for this year’s edition in Australia.

For Laurence Mahatlane’s Cranes, they went on to win the ICC Africa Sub-Regional T20 Qualifier A in October and ICC Africa T20 Finals in November in Kigali.

Now both countries renew their rivalries with Namibia fresh from taking on Ireland A (Irish Wolves) and Uganda having enjoyed training since January 10th and played out 16 high-intensity national trial matches. The morale in the Ugandan camp is also high after the Uganda Cricket Association (UCA) unveiled Plascon Uganda as the new team’s paint partner with a Shs240m package.

Namibia has the second round of Cricket World Cup League 2 encounters to take care of whereas Uganda will use the tour to prepare for the ICC Cricket World Challenge League B they will host in June with the ICC Men’s T20 World Cup Global Qualifier B in Zimbabwe.

Six players; debutants Juma Miyagi and Emmanuel Hasahya, captain Brian Masaba (injury), Deus Muhumuza (academic obligations), Richard Agamire, and Simon Ssesazi were not part of the touring party last year when the Cranes toured Namibia but have rightfully earned their spots in the side.

Coach Laurence Mahatlane said; “These are exciting times. This is going to be the highest team we have ever played in terms of ICC rankings. They’re ranked 16th in T20I and are already guaranteed a spot in the World Cup. We have the perfect chance to gauge where we are and it is going to be a good experience for the youngsters to experience some tough cricket. We want to see how far we have come in one year since we last played them.”

Captain Brian Masaba; “I and a couple of lads were not in Namibia last time. It is going to be a good test character for us. Namibia has made great strides and they’re a quality side. Hopefully, guys are not overawed by the opposition. We will compete and take care of our processes.

SC Villa head coach Petros Koukouras fined

The Federation of Uganda Football Associations (FUFA) has fined SC Villa head coach Petros Koukouras Shs 2 million for unsporting behaviour.

According to the FUFA Competitions Disciplinary Panel, Koukouras was found guilty of breaching Article 31(2) during a Uganda Premier League match.

Articel 31(2) states that “A participant shall at all times act in the best interest of the game and not act in any manner which is improper or brings the game into disrepute or use any one, or a combination of; violent conduct, serious foul play, threatening, abusive, indecent/insulting words or behavior.”

During the Uganda Premier League between Wakiso Giants FC and SC Villa played on the 30th March, 2022 at Kabaka Kyabaggu, Petros kicked a second ball in the field of play in persistent protest a conduct which is contrary to the rules, regulations and brings the game of football into disrepute.

Petros also delayed to exit the field of play upon being shown marching orders. He incited the home team fans with his gestures and conduct.

Petros Koukouras has been prohibited from taking part in any national football activities until payment of the fine. The club has also been directed to ensure implementation of the Committee’s decision against Petros Koukouras.

SC Villa’s next league fixture is the Kampala Derby against rivals Express FC on Saturday April 9.

Police arrest notorious gang leader behind Nansana robberies

Police in Kampala Metropolitan South and Nansana Division have arrested a notorious gang leader, identified as Lubowa Geofrey alias Jeff, who was behind the wave of armed robberies, sexual assaults against women, burglaries, and swash-and-grab attacks, in Nansana.

His other accomplices include notorious robbers like Bate, Paddy and Kevin who are on Police’s wanted list in the Nansana Division.

According to Police, the suspect and others still at large, on 11th March 2022, while armed with pangas attacked Turinawe Robert, a businessman dealing in gas, while heading home with his daughter, Sarah Nuwasiime, and robbed from them cash, Shs7.5m and 3 smartphones. They also vandalized his vehicle, before getting away on two bodaboda motorcycles.

The suspect has been a notorious bouncer, who was arrested in 2017 – 2018 in the women murders, in Nansana and Entebbe. And in the year 2020, he was arrested for assaulting a Police Officer, who had gone to arrest him, for burglary and theft. He is a former convict, released 5 months ago.

“He was tracked down and arrested on 31st March 2022, at 3:30am at Ochieng ward in Nansana Municipality. Upon search, he was found with two common flagged jackets used in robberies, two black T-shits labeled security, house breaking implements and opium,” the Police Spokesperson Fred Enanga said.

“The arrest of this notorious suspect shows our determination to rid Nansana Division of such actors of violence. As we intensify our efforts, in dismantling this destructive gang, we call upon victims who could have been mugged, attacked, robbed and raped or victimized to share details, with the police at Nansana Division.”

The IGP applauded the team at KMP South and Nansana Division, and instructed them to track down the other gang members.

Why the Attorney General dismissed COSASE’s report on departed Asians properties

A select sub-committee on the Commissions, Statutory Authorities and State Enterprises (COSASE) barely a year ago, tabled a report with recommendations over the repossessed departed Asians’ properties. However their implantation has been dealt a huge blow.

Before the finance ministry could present the treasury memoranda to Parliament on the report’s recommendations adopted by the House in April last year, Attorney General Kiryowa Kiwanuka gave a legal opinion on March 22 dismissing the recommendations of the report.

Chaired by the then Makindye East MP Ibrahim Kasozi, the COSASE sub-committee that probed the rot in the Departed Asians Properties Custodian Board (DAPCB) for over a year in the wake of the findings of the Auditor General’s report of 2016, had recommended the cancellation of the repossession of properties whose original proprietors did not return to the country physically.

During the probe, the sub-committee had observed that most of the expropriated properties were being managed by agents most of them now real estate moguls in Uganda, on behalf of the Asians who never returned by 1993, about two decades after their 1972 expulsion by former president, Iddi Amin.

“All repossessions whose former owners didn’t return physically to manage the properties as required by law should be cancelled or revoked for being null and void. The minister should invoke his/her powers under section 9(1) of the Expropriated Properties Act (EPA) to make an order to either retain such properties as government or the same be disposed of in a manner prescribed by regulation 11 of the Expropriated Properties (Repossession and Disposal) Regulations,” reads part of the recommendations in the COSASE report.

Parliament further adopted the recommendations that called for revocation of transfers of ownership of properties that had been done on basis of letters of repossession and called for prosecution of individuals who perpetrated the repossessions because it was fraudulent. Such properties it was recommended would revert to the government of Uganda.

However, in his opinion, the AG advised the finance minister Matia Kasaija who is the supervisor of DAPCB that in response to recent debates with in the government any action on some of the recommendations of the COSASE sub-committee will increase lawsuits.

“Although the COSASE sub-committee investigations elicited findings similar to those of the Auditor General’s report, the recommendations of the COSASE sub-committee that the departed Asians board initiates the process of cancellation of certain repossession certificates and any substitute title is legally untenable,” Kiryowa stated.

He based his opinion on the provisions of section 9(1)(d) of the Expropriated Properties Act Capt 87 and case law, saying if the government loses such cases that may arise from actions that are legally untenable, there could be huge financial losses in costs awarded by courts of law.

Kiryowa opined that once the certificate of repossession have been issued in respect of expropriates properties, then the DAPCB has no mandate whatsoever to deal with such property because its  divestiture committee does not have powers to repossess, manage or allocate any property that has been dealt with by the finance minster.

“Once the minister of finance has dealt with an expropriated property by issuing a repossession certificate, a certificate of purchase or certificate of receipt, he or she has no powers under the act to cancel the certificate issued even if there was an error on the part of the government,” he guided.

The COSASE sub-committee caused tremor over the ownership or management of several properties in Kampala and countrywide as it looked to open wounds of past fights over expropriated properties.

However Kampala tycoon Sudhir Ruparelia successfully argued before the sub-committee regarding the ownership of plot 24, Kampala road after DAPCB had testified that the prime property was never repossessed and ought to be in hands of the government.

In its report, the COSASE sub-committee listed Sudhir as the rightful owner of the property having floored DAPCB in court in 2012.

Sudhir’s case is one of the 13 cases that DAPCB had lost by the time of the probe. The DAPCB had so far won 10 cases, whereas 99 cases remained unconcluded.
