Kabuleta: Most foreign investors in Uganda are employees of greedy politicians

The National Economic Empowerment Dialogue (NEED) leader Joseph Kabuleta has revealed that most foreign investors in Uganda are employees of greedy and powerful politicians in the country.

According to Kabuleta, some politicians scoop lucrative government deals and get foreigners like Indians and Chinese whom they use as proxies for their multibillion businesses. 

The former Presidential candidate made the assertion while meeting leaders and locals of Kigezi sub region on Wednesday. 

“We Ugandans end up thinking that the businesses belong to the so called investors yet in actual sense they are not investors, they are agents of our politicians who steal our country’s wealth,” said Kabuleta, who is currently on a nationwide sensitization campaign premised on protecting Uganda’s national deposits that could be used by citizens to alleviate themselves from poverty.

He added that since the so-called ‘investors’ are agents of big shots in government, they have ended up mistreating and exploiting Ugandans. 

“If he is an Indian, he is free to go and bring all his Indian colleagues to come and work from their firms in Uganda thus rendering citizens jobless. And a few of  you who get jobs in their factories, are mistreated, overworked and underpaid. Unfortunately, we have no where to report them since they work for the big people,” Kabuleta disclosed. 

“They make us lose morale to work because we are exploited. My fellow Ugandans, we have to fight such. We can always come up with a situation whereby for one to be considered an investor, he /she must have a minimum amount of capital they should come with in Uganda. We don’t want someone to use capital from the First Family or any other politician because that’s always our taxpayers money. Secondly, how many citizens are going to get jobs from your enterprise? Thirdly, don’t bring a foreigner to work from here when a Ugandan can perform the same role.“

The Pastor turned politician also criticized the government for importing  products from countries like Kenya and South Africa yet they are also produced in Uganda.

“You find that a farmer here grows very good Irish potatoes but the government goes ahead to allow the importation of the same particular crop from other countries.This has killed the market for our locally produced goods. If the government could say, we are not allowing irish potatoes from outside countries and people who have takeaways and hotels should first buy from the local farmers from Kabale or any other district, Ugandans will mint cash from the products and in the end their livelihoods would improve,” Kabuleta urged. 

” Like in all the areas we have been too, they have a lot of natural wealth but indigenous people are still poor. That’s what we want to fight as NEED, we need people to enjoy their wealth which is currently being enjoyed by a few people in power. Let’s start the conversation.”

Launched last year, NEED, a political movement under the stewardship of Kabuleta has so far managed to spread the economic empowerment message to Busoga, Buganda, Bugisu, Bukedi, Teso, Sebei, Lango, Acholi, West Nile, Tooro, Rwenzori and Kigezi sub-regions.

Ssegirinya’s mother weeps as court remands her son

Kawempe North Legislator, Muhammad Ssegirinya’s mother Justine Nakajumba and wife Twahila Akandinda wept in Court after the MP was further remanded to Kigo Prison.

Ssegirinya and his counterpart Makindye West’s Allan Ssewanyana appeared before Masaka Grade one magistrate, Christine Nantege today. They have been further remanded until March 23 as investigations continue.

Ms. Nantega has on several occasions stormed parliament seeking to meet the Speaker Jacob Oulanyah and his deputy Anita Among over the continuous detention of her son. “Last time I came with a letter requesting to see the Speaker but didn’t see him. I do not sleep well, I want my son to be released, I beg of you,” she said at parliament.

The two MPs and four others suspects who have been on remand for over six months are accused of terrorism contrary to section 7 (1) and (2) (d) and (d) of the Anti-Terrorism Act 2002 ian count one, aiding and abetting terrorism contrary to section 8 of the Anti-Terrorism Act 2002 in count two, murder contrary to sections 188 and 189 of the Penal code Act in Counts three, four, five and attempted murder contrary to section 204 (a) of the Penal code Act.

Prosecution states that the two legislators together with other suspects -some on remand and others still at large on August, 2, 2021 allegedly killed Joseph Bwanika, a resident of Kisekka Village in Kisekka Sub County in Lwengo District.

It is further alleged that on August 23 at Ssettaala Village in Masaka City, the MPs and their co-accused persons killed Francis Mugerwa Kiiza aka Nswa, Sulaiman Kakooza and Tadeo Kiyimba .

The MPs are also accused of attempting to kill Ronald Ssebyoto, a resident of the same area. They are also accused of financing the killings in the Greater Masaka region.

National Basketball League returns following two-year interruption

The FUBA National Basketball League (NBL) season returns on Friday, March 11, 2022 after a two-year interruption that was caused by the Covid-19 pandemic lockdown.

The last time the competition came to completion was in the 2019/20 season before the pandemic affected the country.

The 2021 season unfortunately also came to an abrupt end due to the surge in Covid numbers during the second wave that led to another lockdown. The teams could not play the season to completion after the lockdown.

However, the Division one and Division two teams managed to play their seasons and two teams each from each of the divisions were promoted.

Our Savior and Tropical Royals managed to gain promotion from Division one to the NBL while Livingstone and Miracle Eagles made it to division one from division two.

There will be 13 teams in the men’s top flight after an addition of the two teams. However the 2009 and 2012 NBL champions Warriors failed to register for the season in time due to unclear reasons.

The season will tip off tomorrow March 11th at the MTN Arena, Lugogo with two mouth-watering games that everyone should lookout for; seven-time champions City Oilers will take on Namuwongo Blazers in the first game of the men’s side while KCCA Leopards face KIU Rangers in the women’s category.

The first round will run for three months, from March 11 to May 15, 2022 with a total of 123 games.

FUBA President Nasser Sserunjogi said; “Now that the NBL is on TV, we expect an exciting season of basketball. We expect to grow our fan base and visibility because of the wider coverage beyond the Arena itself.

“Coming back after almost two years without basketball because of the Covid-19 pandemic is going to be somehow challenging to the athletes and officials but we are confident that as the season gets deeper, we shall catch up and get used. By the time we get to playoffs, we expect the usual vibe and groove around basketball to return. 2022 is promising to be and exciting basketball season on all fronts. We just can’t wait for the tip-of this Friday.”

Museveni woos Turkish investors on mineral value addition

President Yoweri Museveni has said Uganda has great potential in mineral exploration and development and only needs investors they can partner with to refine and add value for export.

“We are very interested in mineral development. On the gold, we have our own but also because of the security exports have gone up in the region. We have removed all taxes on refined minerals. If we can refine gold here, our people can benefit through making jewelry,” he said.

The President said other priority minerals include industrial steel, phosphates, copper, Tin, pharmaceuticals and Agro-processing.

“We have got high grade Iron-ore and we need an integrated steel industry. We are now importing steel from China which is very expensive. We have some steel mills using recycled steel which is low quality. But we need strong steel for railways, dams etc,” he said.

The President was today meeting Turkish investors introduced by the Turkish Ambassador to Uganda Fikret Kerem Alp and included the Dog-Yap Insaat Tur.Energi Ur a subsidiary of the Doganlar Yatirim Holding company led by the Vice President and Chairman of the DEIL Business Council Dogan Ali Dogan. The Company deals in retail, Energy, Construction and furniture and is already involved in the construction of Uganda’s National Industrial and Business Parks and Agro-Industrial Business Parks.

The company has already signed a letter of intent with government to explore investment opportunities in Uganda with an estimated value of US$125,000,000.

“Turkish Companies can partner with us and process 100% and link with industries. The areas for investment opportunities are endless,” he said.

Turkish Ambassador to Uganda Fikret Kerem Alp said Turkish investors are interested in agro-Industrial Business including fruit and vegetable processing, Cold stores, training centres and agro-industrial schools.

Russian firm to make vehicle trackers in Uganda

The Russian firm contracted to install tracking devices in motor vehicles and motorcycles will manufacture the devices within Uganda.

This was disclosed by Noah Baalessanvu, an official who was part of the team that conducted the due diligence in Russia before Uganda entered into an agreement with the Russian firm, Joint Stock Company Global Security.

In July last year, the Government signed a 10 year contract with the firm to provide digital vehicle trackers for motor vehicles and motorcycles in a bid to curb insecurity.

The proposal was first introduced by President Museveni in his 10 point security measure in the wake of gun violence in the country that saw several Ugandans killed in 2018. Some of the people that lost their lives included former Arua Municipality MP, Ibrahim Abiriga in 2018 and Police spokesperson, Andrew Felix Kaweesi.

The other security measures included installation of cameras, capturing palm prints and DNA prints, and banning of hoodies among others.

Now as two Ministers of Security and Works interfaced with the Parliament Committee on Defence and Internal Affairs on Wednesday, 09 March 2022, members were told that although the services will be provided by a Russian company, all the devices will be made in the country.

This followed concerns from the petitioner, Hon. Sarah Opendi, the Tororo Distirct Woman MP who said that there was no due diligence done before the services of the Russian company were procured.

Additionally, Bukanga North County MP, Hon Nathan Byanyima said that previously, Uganda has procured junk items, and this time there was a need to do a thorough job in ascertaining the capacity of the company.

“What did we get, fake. In this particular case, Gen Muhwezi was not a minister and it was another minister. My humble request is to carry out due diligence, not to let us down. This country has suffered; everything we try to do in this country turns out sour,” he said.

Opendi also demanded for a due diligence report from the committee and questioned the issue of direct procurement without competitiveness.

“You could pick two or three companies and make comparisons but you picked only one. You didn’t indicate to us whether this company had ever done similar work elsewhere,” Opendi said.

The Minister for Security, Gen Jim Muhwezi told the committee that every process followed was technical and effectively done.

Noah Baalessanvu who travelled to Russia to ascertain the credibility of the company told the committee that they did due diligence by visiting the company, talking to clients in countries who had procured services from the Russian firm and established that the company was competent.

“To the satisfaction of the team that went there, the company had demonstrated that they had both the technological capacity and the manufacturing capacity to undertake this project,” he said.

During the meeting, the government tabled the agreement between the Russian company and Uganda, company profile, articles and memoranda of association of the company and registration certificate of the company in Uganda.

However, Gen. Katumba Wamala asked the MPs not to duplicate or share copies of the documents saying as Government of Uganda, they signed a non-disclosure agreement.

“I am sure that there is a non-disclosure provision within the agreement;  so the documents which are being submitted, I hope that they do not go on WhatsApp, because that will be a breach of the agreement on non-disclosure,” Gen Katumba Wamala said.

Hon. Jonathan Odur, the MP Erute South MP said that the committee should continue probing and make a decision if what was tabled amounts to a classified document.

The Chairperson of the committee, Hon. Rosemary Nyakikongoro said that she will use her discretion as the chair to have a meeting to go through the agreements.

Meanwhile, several MPs raised concerns about the failure to follow the procurement processes, issues to do with privacy and who should incur the costs of installing the trackers.

Whereas Minister Jim Muhwezi insisted that Ugandans should pay for the service as they have already been paying for number plates, insurance and import taxes on vehicles, Opendi said that this should be incurred by the government which is in charge of the security of the country.

“The bottom line is that our people are already meeting thee cost centres before a vehicle gets on the road.  The new registration will be a total solution providing for enhanced security features as well as tamper-proof properties which are lacking in the current number plates,” Muhwezi said.

Lwemiyaga County MP, Hon. Theodore Ssekikubo said that Government should not use the proposal to torment the Opposition and monitor politicians.

“Police has been abusing people’s phones without following the due process. Won’t you use these devices to resolve political disagreements and persecutions?” Sssekikubo questioned.

Gen. Katumba Wamala allayed Ssekikubo’s fears by stating that the trackers will operate like the cameras only being activated for criminal related challenges with privacy respected.

Ruhinda South MP, HON. Dononzio Kahonda appealed to Government to incur the cost of installing the trackers in existing vehicles and let only the new vehicle owners incur costs.

The Chief Licensing Officer of Motor vehicles at the Ministry of Works, Winstone Katushabe said that there will be a transitional process between the current number plates and the digital onesand the prices will be considered.

EC to conduct verification of Administrative Units ahead of Women Councils, LC1 and LC2 elections

The Electoral Commission is undertaking preparatory activities for the conduct of Women Councils and Committees elections (from the village to the national level) 2022, and Administrative Units (LC 1 and LC 2) Elections, 2023.

The current Women Councils and Committees were elected during the period July – August 2018, and the Executive Committee of the National Women’s Council was constituted on 23 – 24 August 2018. According to the National Women’s Council Act, the terms of office of the said Councils and Committees is four (4) years, implying their term will expire in August 2022. 

The current Village/Cell (LC 1) and Parish/Ward (LC 2) Committees were elected in July 2018. According to the Local Government Act, the term of office of the said Executive Committees is five (5) years, implying their term will expire in July 2023.

The elections were conducted in a total number of 60,800 villages/cells and 8,387 parishes.

Since 2018, the number of Administrative Units in Uganda has increased and the current statistics as per the Electoral Commission database show 10,259 parishes and 70,512 villages/cells. In view of this, the EC will conduct a verification exercise of all the administrative units across the country from 17th – 26th March 2022.

The purpose of the verification exercise will be to: Confirm that the existing administrative units have been legally created, that is, by Statutory Instrument, to Confirm that the above administrative units are correctly located within their respectful and rightful Sub-county/Town Council/Municipal Division and Parish/Ward, to Confirm that all administrative units’ names as listed, that is, District, Constituency, Sub-county/Town/Municipal Division, Parish/Ward and Village/Cell) are correctly spelt and written, to Identify and harmonize any variance in the database of administrative units, and Recommend for removal a village/cell that may illegally appear on the list of administrative units, that is, existing without a Statutory Instrument.

The Commission will conduct the verification/confirmation of administrative Units in a participatory manner, and particularly in consultation with the respective District/City administrative leadership; Chief Administrative Officer (CAO); Assistant Chief Administrative Officer; Principal Assistant Secretary/Senior Assistant Secretary/Sub County Chief; Town Clerk; and District/City Planner.

The procedure for the verification and confirmation of Administrative Units exercise will be as follows:

Stage 1: Desk Verification Exercise (EC Headquarters and District/City Offices)

a. Request for list of administrative units from the Ministry of Local Government and the respective Districts/City Local Governments for harmonisation with the Electoral Commission database;

b. Comparison of the submitted lists with the Electoral Commission database to confirm the legality of the administrative units, that is, creation by Statutory Instrument;

c. Confirmation of placement of the administrative unit (village/cell) in the respective higher administrative level (parish/ward);

d. Compiling of lists of units of variance for verification and confirmation during the field exercise;

Stage 2: Field Verification Exercise

a. Stakeholder mobilisation and engagement to create awareness on the purpose of the verification exercise;

b. Recruitment and training of verification officials

c. Preparation and production of materials for the verification exercise;

d. Delivery of materials to districts/cities;

e. Conduct of verification meetings at the sub county level;

f. Retrieval of verification returns to the district and finally the Electoral Commission headquarters;

Stage 3: Verification of Returns to produce a harmonised list of Administrative Units

a. Compilation of verified returns

b. Display of the verified and harmonised list at the sub county level;

c. Receiving and hearing any objections against inclusion/omission of administrative unit(s), and determining the complaints arising out of the verification exercise;

d. Publication of final harmonised list of administrative areas;

e. Dissemination of the final harmonised list to stakeholders;  

“The verification and confirmation of Administrative Units countrywide is, therefore, a very important exercise in preparation for the smooth organisation and conduct of the Women Councils and Committees and the Administrative Units (LC 1 and LC 2) Elections,” said Justice Byabakama Simon, Chairperson, Electoral Commission

“The Commission, therefore, urges all stakeholders to take note of the period for the exercise, and to participate in the confirmation of the Units in accordance with the above guidelines.”

MTN Uganda starts building facility to skill 400 girls annually

MTN Foundation in partnership with Smart Girls Foundation has embarked on the construction of a skilling facility with the capacity to train 400 girls annually in vocational programs.

The facility which will be housed at the Smart Girls Foundation offices in Kampala will specialize in vocational and business upskilling, inclusive of courses like electricity installation, house painting, tailoring, carpentry, welding, catering, among others.

Speaking during the ground-breaking ceremony held in Kampala on Tuesday, MTN Uganda General Manager for Customer Experience Dorcus Muhwezi said the project is envisaged to give birth to 40 new women-led businesses in the country.

“The objective of the project is to widen career prospects and opportunities for women by diversifying and breaking the glass ceiling into careers that were previously regarded as a preserve for men,” Muhwezi said.

The project is expected to cost Shs230 million which will facilitate the construction of an auto vehicle servicing station, a newly constructed washing bay and the renovation of 3 classrooms and a main hall with a capacity of 30 students per room. 

In addition to training the young women, the vehicle servicing station and washing bay are also expected to ensure sustainability of the project through generating income for the Smart Girls Foundation for services rendered by the trainers to the public.

Smart Girls Foundation is a not for profit organisation centred on skilling and empowering the girl child with the vision to transform their lives for a brighter future.

In her remarks, the Guest of Honour, the Resident District Commissioner Wakiso District who was represented by John Baptist Nsaba, the RDC Representative welcomed the initiative by MTN saying it complements government’s ambitions towards promoting gender equality and empowering the girl child.

“I wish to commend MTN for consistently championing efforts geared towards supporting government’s vision and policies such as the equal opportunities policy and the UN sustainable development goal 5 which focuses on achieving gender equality and women empowerment,” she said urging other private sector players to emulate MTN’s initiatives to propel the country’s economic growth.

The launch of the project comes as the world joins together to commemorate the International Women’s day held on March 8 under the theme: Gender Equality today for a sustainable tomorrow”.

In celebration of the International women’s day, the MTN Foundation engaged in various activities with the young girls at Smart Girls Foundation including kitchen gardening and mentorship sessions in career guidance facilitated by members of the MTN Women Group.

The partnership between MTN Foundation and Smart Girls Foundation is one of many interventions undertaken by the former to empower women and girls in Uganda.

In June 2019, during the 21 days of YelloCare, the annual staff volunteerism initiative, MTN supported the Smart girls Foundation with a donation worth UGX30million with the aim of enhancing the girls’ learning experience.

As a result, the organisation increased the number of girls trained at the facility from 30 to 64 in a wide range of programs including mechanical, electrical installations and welding.

In the same year, MTN announced UGX50m sponsorship towards the Kyabazinga Girl Child program aimed at supporting and improving the lives of women and youth in the Busoga region.

Similarly, MTN Foundation in 2016 partnered with the Forum for African Women Educationalists Uganda Chapter (FAWEU) to provide full cover University Education scholarships for ten (10) Ugandan girls across the country.

Makerere University suspends eight students over violent clashes

Makerere University management has suspended 8 students following Sunday night’s violent clashes between Mitchell and University Hall residents.

According to the University Acting Chancellor, Prof. Henry Alinaitwe, several students of the two halls of residence staged illegal roadblocks at 3am on Sunday morning and broke over 150 windowpanes across 91 windows at both Mitchell and University Halls.

Eight students were identified as participants in these violent clashes and have subsequently been suspended as the University continues to assess the havoc to determine other University properties destroyed in the altercation.

The suspended students are; Collin Chemonges Musiime, David Mutesasira, Luzze Muhammadi, Zekelea Sengendo, Joel Mujulizi, Kizito Luzige, Yunusu Lubega and Raymond Ocheng.

“Because of your involvement in the above offensive acts and in order to ensure safety and security of the University community, you are hereby suspended with immediate effect from Makerere University until further notice, and subject to the outcomes of the investigations. After the investigations are completed, you will be invited to appear before a disciplinary hearing on a date to be communicated to you in due course,” the suspension letter reads in part.

The violence in the University halls of residents has become rampant seeing the destruction of University properties such as security lights, sign posts, windowpanes and monuments of the different halls and also injuring innocent students.

Mitchelle Hall has been on the lead since it has been involved in two incidents with Nkrumah hall and University hall.

Museveni urges women to embrace Parish Development Model

President Yoweri Museveni has called upon women to embrace the newly launched Parish Development Model (PDM) aimed at delivering social economic transformation to all communities in Uganda.

Museveni said this during International Women’s day celebrations held at Kololo Independence grounds. Held under the theme; ‘Gender Equality Today for a Sustainable Tomorrow’, Museveni said it emphasizes that Uganda has achieved in gender equality and women’s empowerment.

“The Parish Development Model which I launched last week is a game changer because it focuses on family enterprises for poverty eradication and is available to all parishes in Uganda. Like other Government initiatives, women who constitute 51% of the population are at the center of the PDM,” he said.

Museveni said Shs 100 million will be available in each of the 10,475 parishes across the Country and 30 per cent of it has been earmarked for women. This translates into Shs 30 million per parish per year for women.

The PDM is an opportunity for women, youth and other interest groups to consolidate the gains so far achieved under the Uganda Women Entrepreneurship Programme (UWEP); the Youth Livelihood Programme (YLP) and Operation Wealth Creation (OWC).

The president appreciated the critical role that men play in the process of attaining gender equality and women’s empowerment. Government is committed to fulfilling the promises that it has made to the people of Uganda. These include; better access to education, better infrastructure, improved health services, clean water and sanitation facilities for all, as well as the means to create wealth within each household.

Ugandan-produced #Covid-19 medicine approved by WHO

The World Health Organization (WHO) has approved DEI Biopharma’s Molnupiravir drug. It is the first product of its kind of #Covid-19 medicine in the world.

Apparently, Del Biopharma has laid out future plans to roll out some newer products which include Paxlovid, Fluvoxamine, Ritonavir, Nirmatrelvir, and Rilpivirine.

DEI Group Managing Director Mr. Matthias Magoola made the announcement during a visit from a team of experts from WHO. The visit happened at the Matugga-based multi-billion shilling facility on Monday, March 7, 2022.

“We got the approvals a week ago, and we can now actually offer treatment for #Covid-19,” Mr. Magoola said.

Since January 30, 2022, the WHO experts have embarked on a mission in Uganda to provide technical support to the country. This is in respect of the ongoing efforts to develop traditional-based therapies for the treatment of #Covid-19.

DEI Biopharma is the only African company now distributing the #Covid-19 medicine and getting ready to supply one billion doses of an mRNA vaccine through collaboration with the WHO. Magoola indicated.

The WHO experts team leader Prof. Joseph Okeibunor said the team of experts were proud of DEI Biopharma’s efforts in the fast-completing establishment of Africa’s largest pharmaceutical manufacturing facility.

It is the only fully-integrated company and provides dosage forms to all types of drugs, chemical, biological, and vaccines.

Mr. Magoola said facilities manufacturing DEI Biopharma are constructed on modular platforms that have arrived or arriving from the EU and USA.

DEI Biopharma, when fully functional will be Africa’s most prominent pharmaceutical company to help take care of the needs specific to Africa.

It will use the most modern drugs and therapies, in addition to the essential traditional medicines. Accordingly, DEI Biopharma will fill in the most direly needed requirements of African health.

The WHO team of experts will meet President Museveni at the end of the visit later this week. It will be after the mission has taken them to the country’s physical and knowledge-based facilities.
