‘Norbert Mao is frustrated and dispirited’ – LoP Mathias Mpuuga

The Leader of Opposition in Parliament (LoP) Mathias Mpuuga who doubles as Nyendo-Mukungwe legislator has hit at the President General of the Democratic Party (DP) Norbert Mao saying that he is dispirited and frustrated.

The former Gulu District Chairman has for the last months been critical of the National Unity Platform (NUP) leaders saying they are incompetent and cannot lead this country.

“I’ll continue castrating the NUP rapists who detest any rule based approach to the management of society,” he said last month.

He accused NUP of receiving Inter Party Organisation for Dialogue (IPOD) money and later claimed they didn’t get it.

The money according to the NUP spokesperson Joel Ssenyonyi was credited to their account without their consent because they are not members of the IPOD. The NUP has said that Mr. Mao is jealous because most of the party members defected to the Kamwokya based political party.

Speaking earlier today, Mpuuga said Mao’s altercations are personal and wouldn’t decipher it to DP.

“Mao is beyond frustration and I think he is dispirited. Growing up and looking at the days of UYD and what he was, for what he ought to have been and who he is now, I feel he is dispirited and those around him ought to talk to him and let him know all will be well,” Mpuuga said.

“The desire to meet as opposition albeit our differences cannot be contested. There are individuals who thought they were patrons of opposition and with patronizing tendencies. If there are individuals who believe we deserve less to lead, that is their problem,” he said.

Mulago hospital boss Dr Byarugaba, staff to be charged over misappropriation of Shs28.8 billion

State House Health Monitoring Unit (HMU) has revealed that the Executive Director (ED) of Mulago National Referral Hospital Dr. Col (Rtd) Byarugaba Baterana and other staff are set to be arraigned in court over misappropriation of Shs 28.8 Billion.

Dr. Byarugaba was arrested on the 28th February by HMU Criminal Investigation Department on allegations of fraud and misappropriation of funds.

In April 2021, HMU conducted an investigative review of Mulago hospital on Essential Medicines and Health Supplies (EMHS), Human resource for Health and finance covering four years. The investigations followed numerous complaints lodged by staff and concerned individuals. The management according to HMU failed to avail satisfactory information and this led to commencement of investigations.

“Preliminary findings indicate that Shs 974 million was misappropriated in the last two years starting from July 2019 to June 2021. It was also established that the Accounting Officer Byarugaba failed to notify the Auditor General about the missing vouchers amounting to Shs 5.2 billion,” HMU said.           

The Unit avers that in 2016, the hospital contracted two companies MS Setramco International Limited and MS Convention World Ltd to provide a range of services that is to say laundry machines, Central Sterile supply department steam boilers and sundry. Investigations indicate that based on forged work Identity Card, and work completion certificates, the companies were paid Shs 20.5 billion.

“The Investigation team conducted a verification of supplies allegedly procured from First Pharmacy by the Hospital management. Payment statements indicated that the hospital paid Shs 1.4 billion under emergency orders presumably after running out of National Medical Stores (NMS) stock. Only a small stock was received from the pharmacy.”

HMU accused the hospital management of entering into an illegal agreement with the private pharmacies. In February 2018, the management entered into a 10 year memorandum of understanding and tenancy agreement with private pharmacies; Ecopharm and First pharmacy to operate within the hospital premises.

“The poorly executed MOUs and tenancy, both Ecopharm and First pharmacy defaulted rate rent of up to a tune of Shs 135 million and Shs 67.5 million respectively by 4th November 2021,” HMU said.

Jinja Hospital workers arrested over theft of 59 oxygen cylinders

Police in Kiira region are investigating the theft of at least 59 oxygen cylinders from Jinja regional referral hospital. On Tuesday, police picked up several health workers, security guards and drivers, whose names have been withheld since the prime suspects are still at large to aid the investigations.

The suspects are locked up at Jinja central police station for interrogation. The missing cylinders were majorly supplied by National Medical Stores-NMS. Some were donations from well-wishers to boost efforts in managing severe COVID-19 cases throughout the Busoga sub-region between 2020 and 2021.

A security guard who spoke on condition of anonymity said that most of the essential footage, which would help police to identify the prime suspects in this matter, was deleted from the hospital CCTV servers, which has slowed down the investigations.

He added that most of the senior doctors and nurses attached to the hospital don’t allow security guards to check their vehicles during their arrival and departure from hospital premises, making it hard for them to avoid the theft of hospital equipment and drugs.

A health worker attached to the hospital store department who preferred anonymity said that they had 110 cylinders but some of them vanished in September last year.

“We made an audit on these cylinders early this year and we discovered that dozens of them were missing under unclear circumstances. But most of our superiors denied knowledge about the disappearance of such essential hospital equipment,” the source said.

Another health worker said that some of her colleagues took advantage of the laxity within the hospital administration to steal the cylinders. 

“Our former director, Dr Florence Tugumisirize took a long time to vacate office despite clocking her retirement age in early December. She continued staying and created unprecedented power struggles with more attention directed towards pushing her out of the hospital, rather than focusing on safeguarding hospital equipment and fending for the wellbeing of patients,” she said.

The acting hospital director Angela Namala, said that the matter is being handled by police but declined to divulge details. Kiira regional police spokesperson James Mubi said police inquiries are still in their primary stage, adding that they will avail the media with a conclusive report after completing their investigations.

26 summoned to Victoria Pearls team for Capricorn Series in Namibia

The Uganda National Women’s Cricket team, Victoria Pearls have been invited to take part in the Capricorn Tri-Series that will have Zimbabwe and hosts Namibia from April 19th -27th.

The Victoria Pearls have not had any major competition since their participation in the ICC Women’s T20 World Cup Qualifiers in Botswana in September 2021.

A squad of 26 ladies has been invited to start preparing for the tri-series and they will be working with a new technical team that will be led by Lawrence Ssematimba and Lawrence Ssempijja on an interim basis.

The experienced Barbara Mukankusi and Rita Nyagendo make a return to the national team after being away, youngsters Patricia Timong, Jimia Mohammed from Soroti Cricket Academy, and Jaqueline Nakayovu earn their maiden call ups to the team.

The Tri-Series will be a big test for the Victoria Pearls who lost to both Namibia and Zimbabwe at the qualifiers in Botswana.

Uganda is ranked 19th in the World, Namibia 21st, and Zimbabwe is the highest ranked at 11th. The tournament will have T20i status therefore there are ranking points to collect for the sides during the series.

MP Zaake snubs Rules Committee proceedings for lack of impartiality and independence

Mityana Municipality MP Zaake Francis has snubbed the Parliamentary Committee on Rules Discipline and Privileges proceedings. The MP said the committee lacks the impartiality and independence required of it by the constitution.

Zaake is accused of insulting the integrity of Parliament after he took to social media and used offensive language to express his dissatisfaction with the Deputy Speaker’s statement regarding his alleged torture.

The legislator was expected to appear before the committee as he was directed during the first proceedings. He however filed his response to the allegations as Committee Chairman Abdul Kutuntu directed in the previous meeting.

“The Committee has no jurisdiction to investigate alleged breaches claimed to have occurred outside the precincts of Parliament. The Committee is proceeding in a polluted environment. Demonstrably, it lacks the impartiality and independence required of it by the Constitution,” he said.

“It is on account of the above reasons that I strongly object to the Committee’s proceedings against me because I cannot get a fair hearing in these circumstances. I reiterate that I was already tried in my absence, convicted, and sentenced before the Committee even began its work,” he said.

Zaake said he waits to be lynched on the floor of Parliament by my Honourable colleagues as further punishment and that is a price he is willing to pay for opposing dictatorship, after all his late comrades Frank Kalibbala, Ritah Nabukenya, and Dan Kyeyune paid heavier prices.

Last month, Martin Mapenduzi raised the matter in the August House noting that he intended to move a motion to have Zaake relieved of his duties as a commissioner for denigrating the integrity of Parliament and Office of the Speaker in breach of Rules 84 and 85 of the Rules of Procedure and Paragraph 5 of the Code of Conduct of Members.

“All of us may have our own emotions and issues to deal with but there are avenues in our Rules of Procedure through which anything done by the presiding officer can be challenged. The member never exercised any of the remedies provided in the rules but chose to go to social media,” Mapenduzi said.

The matter was supported by the Soroti West Division MP; Jonathan Ebwalu who said Zaake’s use of unparliamentary language on social media against the person of the Deputy Speaker was in bad faith and demeaned the office of the Speaker and institution of parliament.

“The intention was to damage; lower the character and status of the Speaker and the reputation of this Parliament. It is our obligation to defend Parliament from any attack. We need to enact laws to check cyber bullying, cyber harassment, blackmail and intimidation,” he said.

Esther Afoyochan, one of the Backbench commissioners disassociated her from the social media utterances attributed to Zaake saying that the House should deal with the matter in accordance with the House’s prescribed guidelines.

Deputy Speaker, Anita Among referred the matter to the Committee on Rules, Privileges and Discipline for further investigations.

The Deputy Speaker of Parliament this morning received a delegation from the Parliament of Sierra Leone led by Commissioner of Parliament Honorable Rugiatu Rosy Kanu.

The team is in the Country to bench mark on how the Parliament of Uganda has managed the welfare and Pension of Members of Parliament in the Country.

Speaking during the engagement, Hon Rugiatu said they are here to pick lessons on how they can better the management of Welfare of their MPs.

Deputy Speaker Among welcomed the team to the Pearl of Africa and informed that all African brothers and sisters are not considered guests in Uganda.

“Welcome to your other home and make sure that you experience the beauty of the Pearl of Africa”, she added.

The deputy Speaker delegated the chairman of the Parliamentary Pension Scheme Honorable Arinaitwe Rwakajara to share the necessary information with the visiting delegation before she meets them again.

Bobi Wine stings Muhoozi for supporting Russia’s invasion of Ukraine

Former presidential candidate Robert Kyagulanyi Ssentamu aka Bobi Wine has condemned the First Son Lt. Gen. Muhoozi Kainerugaba’s support of Russia’s invasion of Ukraine.

On Monday, the Muhoozi said majority of mankind (that are non-white) support Russia’s stand in Ukraine. “Vladimir Putin is absolutely right! When the USSR parked nuclear armed missiles in Cuba in 1962 the West was ready to blow up the world over it. Now when NATO does the same they expect Russia to do differently?” Muhoozi said on his twitter account.

Bobi Wine has since responded to the Commander of Land Forces saying that he (Muhoozi) and President Yoweri Museveni are the few tyrants in support of the war. Museveni has since not responded to Russia’s invasion of Ukraine.

“Not surprised. Nothing better to expect from a man who finds pleasure in torture and murder of unarmed civilians including women and children! From personally overseeing the torture of hundreds of our supporters, to murdering civilians in the DRC and other places, Muhoozi is now praising the invasion of Ukraine! Why wouldn’t he? The same group invaded and looted Democratic Republic of Congo (DRC). We now have to pay millions of dollars in reparations!” Bobi said.

The singer said alongside Ugandans of good conscience, join the world in solidarity with the people of Ukraine, more so, those who have lost loved ones, and the tens of thousands fleeing their country.

He acknowledged the heroic leadership of Ukrainian President, Volodymyr Zelensky, a former comedian and actor, who many dismissed for being inexperienced. He has proven the skeptics wrong and earned the respect of the world for his courage in the face of the storm.

“We stand with justice, human rights and good. We stand with the truth! We stand with oppressed people all over the world, because we know what oppression feels like. Muhoozi must be happy seeing little children in the cold, trying to find refuge,” he said.

Last week, Russia invaded Ukraine for siding with the Countries under the European Union (EU) and NATO, noting that it puts its security at risk.

The Most Rev Dr Stephen Samuel Kaziimba Mugalu on Tuesday 1st March, 2022 made two years as Archbishop of Church of Uganda (CoU) and renewed his commitment to championing Church of Uganda’s agenda of self-sustainability.

He made the commitment during a thanksgiving service prepared by the organizing committee for his enthronement.

CoU said in statement; “As a souvenir project for his two years of ministry as Archbishop of Church of Uganda, the construction of Archbishop’s Palace Guest Units which will be financed by the Enthronement Committee was commissioned.”

According to Ruth Nankabirwa the Chairperson of the committee, the project is part of development plan the Committee has for the Archbishop’s period at the helm of Church of Uganda.

“As the Enthronement Committee, this is just the beginning. We want Archbishop’s visitors to sleep in the Palace comfortably. Every year, we shall be starting a new project until our Archbishop retires. This will help the next Committee to have less work to do in the next enthronement,” Nankabirwa.

The Provincial Secretary of Church of Uganda Rev. Canon William Ongeng commended the Archbishop for his steadfast leadership and pastoral care.

“Since lockdown, the Archbishop focused on preaching the gospel through Media and his message reached far and wide. He was able to visit all serving and retired Bishops, Widows of Bishops with relief aid which he personally mobilized, built a fully furnished house for Canon Suzan Wani the wife of the Late Archbishop Silvanus Wani and he together with Bishops are doing the same for Mama Evelyne Wathokudi the wife of the Late Bishop Alphonse Wathokudi in Nebbi. He has also ably steered the Provincial Secretariat and continues to give strategic leadership to Church of Uganda,” Canon Ongeng said.

Works Minister Gen. Edward Katumba Wamala, IGG Hon Betti Kamya, Provincial Head of Laity Mr John Tereraho, Provincial Mothers Union President Canon Ruth Senyonyi among other dignitaries graced the function.

Obesity rising in Africa, WHO analysis finds

One in five adults and one in 10 children and teenagers are projected to be obese by December 2023 in 10 high-burden African countries if no robust measures are taken to reverse the trends, a new World Health Organization (WHO) analysis shows.

The WHO analysis finds that the prevalence of obesity among adults in the 10 high-burden countries will range from 13.6% to 31%, while in children and adolescents it will range from 5% to 16.5%. Africa also faces a growing problem of overweight in children. In 2019, the continent was home to 24% of the world’s overweight children aged under 5. 

Overweight has been associated with severe disease and the need for hospitalization with COVID-19. While no data is available yet for Africa, a study published by the Journal of Infection and Public Health found that of the 2.5 million COVID-19 deaths reported globally by the end of February 2021, 2.2 million were in countries where more than half the population is classified as overweight.

World Obesity Day, which will be marked on 4 March, has the theme “Everybody Needs to Act”.

“Africa is facing a growing problem of obesity and overweight, and the trends are rising. This is a ticking time bomb. If unchecked, millions of people, including children, risk living shorter lives under the burden of poor health,” said Dr Matshidiso Moeti, WHO Regional Director for Africa. “But we can resolve the crisis, because many of the causes of obesity and overweight are preventable and reversible.”

Dietary habits such as consuming energy-dense foods, sedentary lifestyles or lack of physical activity associated with rising urbanization or changing modes of transport in many countries are significant drivers of obesity. Lack of strong policies in key sectors including health, agriculture, urban planning and environment to support healthier lifestyles also contributes to growing obesity and overweight in many countries.

To combat obesity and overweight, WHO recommends a range of priority measures including government regulations such as mandatory limits on food sugar content; fiscal policies, for example, taxing sugar-sweetened beverages; food marketing regulations such as obligatory nutrient declaration by manufacturers; promoting healthier foods for older infants and young children; creating facilities for safe, active transport and recreation as well as reinforcing public health services.

Through a global initiative supported by WHO, the International Development Law Organization, the International Development Research Centre and the Swiss Development Cooperation, Kenya, Tanzania and Uganda are being supported to develop and implement regulatory standards and fiscal measures to promote healthy diets and physical activity. In 2022, WHO will work with 10 more high-burden African countries for accelerated obesity reduction initiatives.

Being obese or overweight raises the risk of suffering cardiovascular diseases, diabetes, muscle and skeletal disorders as well some types of cancer. Among children, being overweight is associated with a higher chance of obesity, premature death and disability in adulthood.

Lowering the risk of overweight and obesity includes adopting a healthy diet such as reducing the number of calories consumed in fats and sugars, undertaking regular physical activity as well as government policies that help people opt for healthier lifestyles and diets, for instance, by ensuring that healthy foods are accessible and affordable.

Namayanja launches skills-training NGO in Kassanda District

The NRM Deputy Secretary-General Hon Namayanja Rose Nsereko yesterday launched the Hope Christian Aid Uganda, a Non-Government Organisation (NGO) with members from the United Kingdom and Romania whose intention is to train and equip youth and local communities with employable skills. 

In her speech, Hon Namayanja applauded the organisation and described its intervention as timely and complementary to government efforts of skilling Ugandans and commended them for training youth and other interested locals at a free cost.

“The bible says that the least you do to your brothers and sisters – you do unto God. I want to thank you for practicing what you preach and there is nothing as powerful as the gospel of action because people see what you do not what you talk about. We shall work with you to make this project a success,” Hon Namayanja pledged to the NGO leaders.

Mrs Namayanja said the government has prioritised technical education through the Directorate of Industrial Training (DIT) and science-based education which is geared towards equipping youth with employable skills required in the job market. 

She also urged locals of Kijjamanyi village and the people of Kasanda to not only embrace the works of the organization but also fully embrace all government programs like Emyooga and the newly launched parish development model if they are to get out of poverty and join the money economy. 

“The project doesn’t care about the colour of your party. It is a project for everyone and that is the principle that our government follows,” Namayanja stressed.

The project director, Mr Eliab Naturinda says the organisations’ mission is to train the youth of Kasanda, Mubende and surrounding districts in tailoring, carpentry among other skills required for survival at free cost.

“Our purpose here in Kasanda and Kiganda sub-county to be specific is to equip youth and other interested locals with lifesaving skills in order to start up their own jobs and survive without much hustle,” Mr Naturinda said.

He added that on top of skilling youth, the organization shall construct valley dams in the area to provide safe drinking water for people in all stressed villages and as well work with district authorities to improve on the poor road network which is in a bad state.

The function was also attended by the Bugangaizi East Member of Parliament Hon Aisha Agaba Black, the district NRM Chairperson Haji Siraji Sendawula among other leaders.
