Gov’t welcomes the reopening of Katuna border

The Government of Uganda has welcomed the re-opening of Gatuna-Katuna border post by the Rwanda Government.

Rwanda closed the border in 2020 under the guise of expanding its construction. However, today, it said the border will be reopened on 31st January 2022.

“The Government of Uganda welcome the statement issued Ministry of Foreign Affairs and International Cooperation of the Republic of Rwanda through their official twitter handle, about the reopening of the Katuna/Gatuna border post,” the Ministry of Foreign Affairs said.

“We appreciate the efforts by the two Heads of State; H.E Yoweri Kaguta Museveni and H.E Paul Kagame towards restoration of the strong historical bilateral ties, crucial for the well-being of the peoples of both countries. We look forward to continued cooperation in addressing any obstacles to our cordial relations.”

Following the visit to Rwanda of Lt. Gen. Muhoozi Kainerugaba, Senior Presidential Advisor on Special Operations and Commander of Land Forces of Uganda People’s Defence Forces (UPDF), it was resolved that the border be opened and this will contribute positively to the speedy normalization of relations between the two countries.

“We appreciate Lt. Gen. Muhoozi Kainerugaba, the commander of the Land forces of the Uganda Peoples’ Defence forces whose visit to Rwanda on 22 January, 2022 gave assurance top the Government of Rwanda on Uganda’s commitment to addressing the remaining obstacles, hence reopening the border on 31st January 2022,” Foreign Affairs ministry said.

SSP Nabakka Claire named Deputy Police Spokesperson

The inspector General of Police (IGP) Martins Okoth Ochola has appointed the Senior Superintendent of Police (SSP) Nabakka Claire as the Deputy Police Spokesperson.

Her appointment has been confirmed by Acting Commissioner Child and Family Protection Department of Police Maureen Atuhaire.

“Tweeps, kindly join me to welcome Nabakka Claire my friend, mentor, trainer, feminist and Deputy Spokesperson Police. May the Lord grant you knowledge and wisdom in all you do. Congratulations upon your new appointment,” ACP Atuhaire said on Twitter.

Nabakka has been serving as an administrator at the Senior Command and Staff College, Bwebajja. She replaces ACP Polly Namaye Namaye who is currently serving on the UN mission in Sudan.

Dr. Miria Matembe resigns from her position as Chairperson CCEDU

Uganda’s senior citizen and political evangelist Dr. Miria Matembe has resigned from the position of Chairperson Citizens’ Coalition for Electoral Democracy in Uganda (CCEDU) citing the political persecution resulting into indefinite suspension of the organisation’s activities by the Government.

It is recalled that CCEDU was indefinitely suspended by the Non-Governmental Organisation Bureau (NGO Bureau) in August, 2021.

Dr. Matembe’s resignation was noted in a letter she wrote to Mr. Robert Sempala, Secretary to the Board, CCEDU dated 25th January, 2022. In this letter she says that CCEDU under her leadership as the Chairperson has taken various practical steps to respond to the issues as raised with the hope that the Government would lift the said suspension.

“Despite responding to all the compliance queries as raised by the NGO Bureau, CCEDU’s suspension has not been lifted. Along the way, it appears that CCEDU’s continued suspension is not and was never about the alleged compliance issues as stipulated in the correspondence with the NGO Bureau,” part of the letter read.

Matembe says that she realized that CCEDU’s indefinite suspension was and continues to be the as a result of her personal political beliefs and she has been seized with useful information to the effect that the non-conclusive response from both the NGO Bureau and the Electoral Commission, CCEDU’s partner institution is because of her political standing in the midst of the current political environment.

“Therefore, rather than the whole Citizen’s Coalition with over 1000 members and many other Organisations being indefinitely suspended because of my individual political thoughts and for the good and interest of these Ugandans, it’s rather prudent that I step down from the position of Chairperson in order to give the organisation a second chance to live,” Matembe noted.

Since her assumption of office as the Chairperson, it has been clear that the Government has found it hard to collaborate with the coalition to the extent that CCEDU was even denied accreditation to observe the 2021 general elections, an activity that is the organisation’s mandate.

“In line with article 20(a) of CCEDU’s constitution, I therefore tender my resignation from the position of Chairperson with immediate effect. It’s my hope that this will possibly pave way for a reopening of the organisation. Please communicate my resignation to the membership of the organization as required by the construction,” she confirmed.

Dr. Miria Matembe retariated that it was an exceptional honour and previlege to serve the citizens of Uganda in the position of Chairperson of CCEDU with trust and integrity in the politically challenging time between 19th August, 2019 to date when her leadership was most profound.

Dr. Tom Magambo, the man to watch criminals

President Yoweri Museveni on January 25, appointed Dr. Tom Magambo (private) a director at Internal Security Organisations as a new Director for the Criminal Investigations Directorate (CID).

Museveni further elevated Dr. Magambo to a rank of Major from private and in doing so, Maj. Magambo jumped nine ranks. By nature of his new assignment, Major Magambo becomes the man in the eyes of criminals who activities he is to watch over 24/7.

Maj. Tom Magambo Rwabudongo was born in 1978 and hails from Masindi District in Bunyoro Sub-Region.  Dr. Magambo attended Masindi Public school for his primary education before proceeding to Duhaga Secondary School in Hoima for both Ordinary and Advanced Levels from where he progressed to Makerere university.

He joined Internal Security Organisation in 2002.

Prior to his appointment, he was the Coordinator of the Eastern Africa Fusion and Liaison Unit that brings together Intelligence Liaison Officers from the ten countries in the region: Uganda, Ethiopia, Kenya, Sudan, South Sudan, Somalia, Tanzania, Djibouti, Burundi, and Rwanda. Before he was appointed to head the Regional Unit, he had served for twenty years in ISO where he rose to the highest rank of Chief Intelligence Officer (C.I.O) and was a Director of Analysis. Other responsibilities held in his career in ISO include heading Region Affairs where he was involved in EAC, IGAD, ICGLR, and AU Peace and Security Initiatives. He also served in the dockets of Internal Counter intelligence, and Policy Analysis. In terms of specialized training, he has done several Intelligence courses both within and abroad including with the US, Israel, UK, and Canada.

Dr. Magambo also served as Acting DISO in Rukungiri before heading to Ministry of Foreign Affairs as liaison officer.

He also served as Personal Assistant to the then Director General Brig. Ronnie Balya

Deputy Director Analysis before he subsequently replaced Lt. Col. Ambako Kyiburayi as director upon his retirement.

According to sources at ISO, Dr. Magambo is a down to earth but hardworking officer whose assignments are always handed in on time and this could explain why the appointing authority picked him.

His appointment is seen by many in security as boost to clean CID of old tendencies but also to weed out corrupt fellows that have hindered the fight against crime. Sources further revealed that prior to elections, top crime bosses made blunders that could have given the opposition an upper hand if it hadn’t been the watchful eye of a sister agency that countered the action. Sources further say the deal involving drones as well wasn’t well thought and this could probably explain the purge that is still ongoing.

Fly Emirates lifts ban on Kenyan flights and four other African countries

Emirates will resume passenger operations between Dubai and five African countries starting from 29 January. The significant restoration of services will include Addis Ababa, Ethiopia; Dar El Salaam, Tanzania; Nairobi, Kenya; Harare, Zimbabwe; Emirates’ three South African gateways Johannesburg, Cape Town and Durban.

The restoration follows UAE flight ban after it established that travellers from Nairobi were testing positive for Covid-19 after arrival in the Middle East nation, despite carrying negative test results.

The ban on South African flights and other countries was imposed after the discovery of Omicron. The ban on South African flights has lasted for two months.

According to the statement released by Emirates, Flights between Dubai and South Africa will operate as a daily flight to and from Johannesburg, effective 29 January and double daily services from 1 February. Flights to and from Cape Town and Durban will operate daily from 1 February. 

“Emirates flight EK 761 departs Dubai at 0440hrs, arriving in Johannesburg at 1055hrs. EK 762 departs Johannesburg at 1325hrs, arriving in Dubai at 2345hrs. The second daily flight, EK 763, departs Dubai at 1005hrs, arriving in Johannesburg at 1630hrs. The return flight, EK 764, leaves Johannesburg at 1850hrs, arriving in Dubai at 0505hrs the next day,” Emirates said.

EK 772 from Dubai to Cape Town departs at 0355hrs, arriving in Cape Town at 1145hrs. EK 771 leaves Cape Town at 1825hrs, arriving in Dubai at 0555hrs the next day. EK 775 departs Dubai at 1035hrs, arriving in Durban at 1705hrs, and EK 776 takes off from Durban at 1900hrs, arriving in Dubai at 0515hrs the next day.

In Kenya, Fly Emirates will operate 10 weekly flights to Nairobi from 29 January. EK 719 and 720 will operate on Sunday, Wednesday, Friday and Saturday, taking off from Dubai at 0935hrs and arriving in Nairobi at 1345hr.

EK 721 and 722 will fly on Sunday, Monday, Tuesday, Thursday, Friday and Saturday with EK 721 taking off from Dubai at 0210hrs, arriving in Nairobi at 0620hrs. EK 722 will leave Nairobi at 2355hrs, arriving in Dubai at 0555hrs.

The company revealed that in Ethiopia, Emirates flights to Addis Ababa will operate daily from 30 January, with EK 723 taking off from Dubai at 0925hrs, arriving in Addis Ababa at 1240hrs.  EK 724 leaves Addis Ababa at 1505hrs, arriving in Dubai at 2015hrs.

“For Tanzania, Emirates will operate to Dar es Salaam with five flights a week from 30 January. EK 725 will take off from Dubai at 0930hrs, arriving in Dar es Salaam at 1355hrs. EK 726 will leave Dar es Salaam at 1525hrs, landing in Dubai at 2150hrs.” Emirates said.

In Zimbabwe, Emirates will operate to Harare with six weekly flights linked to its Lusaka service from 30 January. EK 713 leaves Dubai at 0920hrs, with a stop in Lusaka, and arrives in Harare at 1700hrs. EK 714 takes off from Harare at 1845hrs, stopping in Lusaka, and continuing on to Dubai to arrive at 0625hrs the next day.

Emirates said all passengers travelling from Emirates’ African network with Dubai as their final destination require a 48 hour PCR test. Passengers must present a valid negative Covid-19 PCR test certificate with a QR code for a test conducted at an approved facility, and validity must be calculated from the time the sample was collected. Upon arrival in Dubai, passengers will undergo an additional Covid-19 PCR test and remain in self quarantine until the results of the test are received.

UPL re-introduce End of Season Awards

The StarTimes Uganda Premier League (UPL) has partnered with Pilsner Lager to launch the end of season awards for the first time since 2017.

The 2021/22 end of season awards were launched at Kati Kati Resturant in attendance of the UPL board chairperson Arinaitwe Rugyendo, league CEO Bernard Bainamani, StarTimes’ Head of Corporate Affairs Christine Kikomeko, Pilsner Lager Brand Manager Edgar Kihumuro and Fufa’s Rogers Byamukama.

Thirteen categories including Best Player of the Season have been lined up to be given out.

UPL CEO Bernard Bainamani said: “We told you that we will be back. And here we are. Thanks to Pilsner Lager for enabling this to be a success. We hope to be back here to unveil more sponsors.”

The award winners will determined using Statistics, a Technical Panel and selected journalists while The Players Player of the Season and Coaches Player of the Season will be determined by the players and head coaches.

The Platinum award will be determined by the Uganda Premier League board – This will go to an individual that has been exemplary in contributing to the growth and development of the local league either as a player or coach or administrator.

The awards were last held in the 2016/17 season when KCCA FC striker Geoffrey Sserunkuma was crowned the best player of the season.

Mutebile was always dedicated and committed to serve his country – Museveni

Museveni pays tribute to the late BOU Governor Mutebile

President Yoweri Museveni has described the fallen Bank of Uganda (BoU) Governor, Prof Emmanuel Tumusiime-Mutebile as a dedicated and committed man who was always ready to serve his country. Museveni said this during a mass service held at Kololo Ceremonial grounds.

Mutebile died on Sunday, January 23, 2022 at Aga Khan Hospital where he was admitted over diabetes-related complications. Mutebile will be laid to rest at his ancestral home in Omuruhiti, Kabale Town on Sunday, 30th January 2022.

Speaking during the mass, Museveni said; “I came to know Mutebile, when he was an undergraduate at Makerere. He was slightly behind me at the University. When Idi Amin announced his coup, I met with Mutebile and Rugunda and others, and decided to fight Idi Amin and I slept in Mutebile’s room when I was a rebel, University Hall.”

Museveni said the slogan of Mutebile and his group was to control liquidity. They pointed out that we should let the shilling float. Their group believed in privatisation which I think was a mistake. We also believed in privatisation but not to their extent.

He said Mutebile together with his colleagues controlled liquidity to control inflation, currency reforms so that the Uganda Shilling finds its actual level and lastly, Privatisation of Government enterprises.

“The Mutebiles were wrong on the privatisation of Uganda Commercial Bank (UCB). Their argument persuaded me and I sided with them. After privatising it, the interest rates have never gone down. When they came for Uganda Development Bank (UDB), I said nobody will touch it,” Museveni said.

Mr. Matia Kasaija, the Minister for Finance, Planning and Economic Development said God has taken Mutebile at a time when they were trying to ensure the economy begins to go the way that favours Ugandans.

“We have worked on various programs with Emmanuel to sustain the economy. Emmanuel is gone, he has lived a very productive life, and I hope we can all emulate him,” he said.

The 72 year old, whose contract was renewed on January 12th, 2021 for five years, has been at the helm of the central bank since 2001. He is the longest serving Chief Executive in the Bank of Uganda’s history. He is credited with many of the sound economic policies adopted by the Uganda government at the urging of the central bank during the 1990s and the first decade of the 2000s.

Amidst Covid-19 pandemic Mutebile and his team have kept Uganda’s economy generally stable. Inflation has been contained within the BOU target of 5% and the Shilling has remained stable against major currencies.

Rukungiri Ambulance driver captured misusing Government vehicle

A random citizen spotted the Rukungiri ambulance driver in a picture loading pineapples in the vehicle’s cabin registration number UG 3797M.

The MOH Senior Public Relations officer Emmanuel Ainebyona has revealed that disciplinary action will be taken against an ambulance driver.

The MOH released a statement on Thursday evening saying a photograph making rounds on social media drew their attention. This photograph shows a man loading pineapples into the cabin of an Ambulance.

Ainebyona said the Ministry has taken a keen interest in the matter and immediately carried out investigations. He also revealed that this ambulance is under the management of Rukungiri District local government.

“We shall use a medical command and control system where no ambulance takes a journey without without authorization by the Regional Emergency Medical Services Coordinator,” Ainebyoona said.

Apparently, the vehicle had taken a patient to Ntungamo and on return, the driver loaded the pineapples as seen in the picture.

Ainebyona said that such behavior is the reason why the government has taken on the centralization of the Ambulance management into a National Ambulance service.

The Ministry of Health has consequently asked the district to take action on the driver whose identity remained a mystery to the public.

According to Ainebyona, they are taking all measures to bring the culprits to book. Furthermore, they also want to ensure that they stop this abuse once and for all.

Ainebyona also thanked the vigilant public that captured this abuse of the ambulance in question and circulated it. This also enabled the ministry to take disciplinary action.

‘I will not pay’, Mabirizi challenges Shs300m fine

City Lawyer Male Mabirizi has filed a Notice of Appeal challenging the judgment ordering him to pay a fine of 300 million shillings for contempt of court. He said he was not given a fair hearing.

On Thursday, High Court Judge Musa Ssekana directed Mabirizi to pay Shs300m. This was after the Judge ruled that Mabirizi’s statements and posts on his Twitter handle @MaleMabiriziHKK and Facebook page; Uganda People’s Interests were in contempt of court.

According to the Notice of Appeal, Mabirizi said he never declined to file his submission but  the applicant only served him this week on Monday.

“In this letter, the Attorney General informed me that the Judge had directed that they file submissions by January 11, 2022, so that I reply by January 17, 2022, seven days later. They filed on 24 December giving me up to January 31 to respond but conflicted Judge Musa Ssekaana ‘ruled’ on 27 January,” reads his notice in part.

Lawyer Male Mabirirzi vowed to challenge this ruling in the East African Court of Justice.

The lawyer also described the verdict as null and void since it was delivered less than a week after he was served, and was never allowed to file his defense.

“Having been served with Applicant’s submissions just on Monday 24th January 2022 and preparing to file my submissions a week after, as per the ‘Judge’s’ own schedule, this decision was a great surprise and a clear reason why we most engage a higher gear in our fight for rule of law, mainly against hypocritical men and women who sit as Judges but disregard their Constitutional mandate,” he said.

Mabirizi also claimed a personal fight between him and Justice Ssekaana whom he said has not been secretive about his disdain for the maverick lawyer in the past.

“When I knew that the Application was before Ssekaana, I, on 23’d December 2021 applied for his recusal because of “the unmitigated animosity, frightening bellicosity and ceaseless skirmishing between Judge Ssekaana Musa and I, his black-listed litigant, the one the Judge declared persona non grata in his High Court Civil Division. This is the same litigant that Judge Ssekaana Musa publicly threatened with imprisonment on 17. December 2019 and he now has a fertile opportunity to do so under the guise of adjudicating Misc. Application 843 of 2021,” he said.

“Upon his refusal to recuse, I filed East African Court of Justice Reference No. 1 of 2022 and High Court Misc. Application No. 21 of 2022 for stay of proceedings and ruling. I had earlier filed Applications to strike out the ex parte proceedings which had occurred in my absence and to cross-examine the Attorney General’s witness. We have no rulings yet.”

“Therefore, no expectation of a final verdict was expected at this time but it is happening because of ‘Judge’ SSEKAANA’s unethical conduct”.

Dfcu makes losses in 2021

Net profits made by Dfcu for the year 2021 have fallen by at least 25%, the bank has announced.

The bank attributes the losses to the impact of Covid-19 on its customers’ business operations that resulted in an increase in loan provisions.

“The Board of Directors of dfcu Limited wishes to inform its shareholders and investors that the company’s financial statements for the year ended 31st December 2021 will indicate a decline in Net Profit exceeding 25%,” Dfcu said in a statement.

“The decline was occasioned by an increase in loan provisions made by the company as a result of the impact of Covid-19 on its business customers and the impairment of some loans and advances that formed part of the financial asset acquired by the company in the 2017.”

Dfcu said the detailed financial statements of the company will be published within the statutory timeline.

“The company remains robust and adequately capitalized. The detailed financial statements of the company will be published within the statutory timeline.”

Shareholders and potential investors have been advised to exercise caution while trading in the company’s shares.
