Bomb blasts: Three terror suspects remanded to Kitalya prison

Three suspects who are alleged to have tried to attack mourners during the sendoff of the slain Deputy Inspector General of police (DIGP) Brig. Gen Paul Lokech have been remanded to Kitalya prison.

Appearing before Grade One Magistrate Doreen Kalungi, the trio was charged with three counts of terrorism, unlawful possession of dangerous explosives and belonging to a terrorist group. The group was subsequently remanded till 19th November 2021.

The charged include; a 21 year old Rashid Katumba an Electrician and a resident of Masajja Kibiri zone in Makindye division, Najim Luyenjje a mobile money agent of Kijjabwami zone in Masaka district and Arafat Kiyemba a welder of Mego Kisenyi in Kampala were arrested by joint security forces 2 months ago.

Prosecution avers that the suspects, without due regard to the safety of others and to cause death, delivered and placed explosives in a public place in Pader district.

“Following an intelligence led operation on the afternoon of Thursday 26 August 2021, a suspected suicide bomber, identifies as Katumba Abdul aka Ben was arrested by joint security forces at Mikicha Guest House along Canigula Road in Pader Town Council,” the Uganda People’s Defence Force spokesperson, UPDF spokesperson Brig Flavia Byekwaso said in August.

Last month, the country witnessed two bomb blasts which claimed two lives and left scores injured at Komamboga, Lungala along Kampala Masaka Highway. Since then 48 suspects have been nabbed pending their trial.

Deputy Speaker Anita Among receives Commonwealth Games Baton

The Deputy Speaker, Anita Among, receiving the Commonwealth Games Baton at Parliament.

Parliament has received and transmitted the Commonwealth Games Baton relay, with Deputy Speaker Anita Among leading Vice President Jessica Alupo, Prime Minister Robinah Nabbanja and a multitude of MPs to receive the baton.

Receiving the baton is a 33 year old tradition that precedes the commencement of the Commonwealth Games, with the next due in Birmingham from July 28 to 8 August 2022.

Flanked by Vice President H.E. Jessica Alupo, Prime Minister Robinah Nabbanja, Ministers and MPs, Deputy Speaker Among welcomed the relay and promised Parliament’s participation in the games.

“We are happy to welcome the Commonwealth Games Baton relay to the Pearl of Africa; it is an exciting moment for the legislature and the country. We are already clearing places where trophies and medals [from the upcoming games] will be stored,” she said.

Dr Donald Rukare, the Chairman of the National Council of Sports, handed the baton to Among.

The baton is meant to relay through the entire 72 nations of the Commonwealth, back to England to mark the commencement of the games.

According to Buckingham 2022 official website, the baton is equipped with cutting-edge technologies and will capture data and stories from across the Commonwealth. It features LED lighting and a heart rate sensor that display the heartbeats of Batonbearers.

“The lighting also changes when two people grip the Baton during handover, celebrating collaboration and the sharing of wisdom between young and old. In a time where human contact has been limited, the Baton addresses how connections matter more than ever,” it states.

Parliament urges Ministry of Gender to supervise NSSF

Lawmakers on Parliament’s Gender, Labour and Social Development Committee have urged that the Ministry of Gender be responsible for the supervision of NSSF midterm access.

However, according to President Museveni, he had advised that NSSF be supervised by the Ministry of Finance, Planning and Economic Development.

The chairperson of the committee, Ms Flavia Kabahenda (Kyegegwa Woman – NRM) said the Ministry of Finance is well represented on the NSSF board and the benefits of the entire retirement sector, and there is no need to have them manage the fund.

While making a presentation on the floor of Parliament on Wednesday, Ms Kabahenda said that the committee is confident that the fund will continue to grow even when placed under the Ministry of Gender, Labour & Social Development.

The committee also rejected the proposal to have the managing director of NSSF sit on the board of NSSF with voting rights. They proposed that the managing director should remain an ex-officio member of the board.

“The committee is concerned that giving the managing director a right to vote will create a fertile ground for conflict of interest, for he or she would be part of the organ that recommends for his/her appointment and to which he or she accounts,” Ms Kabahenda said.

The committee has also upheld the proposal to have the law come into force within 60 days of the publication of the Act in the gazette except for a section on midterm access which will come into force on a day to be agreed by the minister by a statutory instrument on the advice of the board.

The committee welcomed the provision for voluntary contributions saying it is an avenue to increase social security coverage and promote a savings culture.

However, they rejected the proposal to have NSSF recover money from third parties, saying engaging defaulting employers will expose workers savings to endless protracted court battles which may be costly.

It approved the 20 percent midterm access for savers who are 45 years old and have saved for 10 years. However, the committee says that this means a saver could be given less than the 20% depending on the availability of funds. The committee states that there needs to be an instrument to manage this.

“The committee further notes that the proposal gives the minister discretion to provide for mid-term access to eligible members, a sum not exceeding 20% of a member’s benefits. This discretion allows the minister to provide a sum less than 20%,” the report reads.

On access for persons with disabilities, the committee has approved 50 percent midterm access for persons with disabilities aged 40 years who have saved for at least seven years.

The committee also deleted the clause that restricts the number of times a member can be paid their age benefit saying it is unfair for members.

Deputy Speaker of Parliament Anita Among suspended the debate on the report for members to internalize and read the report before it can go for the third reading.

Among said most of the MPs in Parliament were new and therefore need to understand the proposals before the debate.

Terror suspect shot dead in Naguru

The Joint Counter Terror task team actively involved in the ongoing counter terror operations, found themselves in a volatile situation, after a terror suspect, jumped off a patrol vehicle and tried to escape, while being escorted to SID Kireka.

According to the Police Spokesperson Fred Enanga, the officers responded immediately and fired warning shots while commanding him to stop but all in vain, which prompted them to shoot and main. Unfortunately, the suspect succumbed to the bullet wounds at the scene around Naguru remand home.

The suspect now deceased, has been identified as, Matovu Adam alias Manihajji aged 36, and resident of Ttula zone, Kawempe 1 ward, Kawempe Division.

“The officers were returning from a very successful cordon and search operation in Kawempe Division, where they recovered an AK 47 gun, (without a serial number) but with 14 rounds, a bag containing a suicide belt with suspected explosives, and an assortment bomb making materials.  The suspected explosive was neutralized at the site, on safety grounds,” Enanga said.

“The public should know that encounters with terrorism suspects is usually violent and full of uncertainty. The officers kept telling him to stop, but he did not adhere to their command. As we review, the shooting incident, we urge all suspects to always follow our due processes, to avoid such tragic incidents,” Enanga emphasized.

The Prime Minister Robinah Nabbanja and the Minister for Relief, Disaster Preparedness and Refugees, Eng. Hillary Onek have agreed to work together for the betterment of the country, the Vice President Maj. (Rtd) Jessica Alupo has revealed.

“We have had a good meeting and agreed to work together. We have decided to leave certain issues in the past and work for the betterment of our country,” revealed the Vice President, after a closed-door meeting with Nabbanja and Onek.

“We have agreed to look ahead and forget the past. We are one,” the Vice President emphasized.

The meeting, chaired by the Vice President as an arbiter; was also attended by Gen. Moses Ali, the Second Deputy Prime Minister and Deputy Leader of Government Business in Parliament, and Lucy Nakyobe the Head of Public Service and Secretary to Cabinet.

Others in the meeting held at the Vice President’s Office were Attorney General Kiryowa Kiwanuka, Dr. Baryomunsi Chris the Minister of Information, Communications Technology and National Guidance and Esther Anyakun the State Minister for Relief, Disaster Preparedness and Refugees.

The meeting follows a letter from Eng. Onek, in which he discomfort in his working relationship in the office of the Prime Minister.

NBL runs countrywide #Covid-19 vaccination

Nile Breweries Ltd (NBL) on Thursday, launched a simultaneous COVID-19 vaccination drive to support the Ministry of Health by setting up walk-in vaccination centres at 20 of its distribution sites across the country.

The launch was flagged off at Fig tree Restaurant and Gardens Kansanga, Kampala and it was presided over by the Minister of State for Primary Healthcare Margaret Muhanga.

It was significantly symbolized by the vaccination of 2 residents of the Makindye division by Dr. Daniel Kyabayinza, the National Vaccination Coordinator, Incident Command, Ministry of Health.

While speaking at the gathering, Minister Muhanga thank Nile Breweries for consistently supporting the Ministry of Health in its anti-Covid-19 efforts. She added that the country needs to use such vaccination drives to reach every area so that the target of 4.8 million is reached to enable government open up the economy in January.

“We foresee that we shall have reached 6 million because this month we are receiving 3.5 million doses of Pfizer and we are also getting more doses of Johnson &Johnson by December. Since it is one dose we shall vaccinate a big mass,” Muhanga said.

The minister also appealed to the public to encourage the older people to go for vaccination because statistics show that their turn up is very low compared to the others.

The two-day drive on 4th and 5th November is to make the vaccine more accessible to up to 10,000 frontline and vulnerable categories of people, among whom are bar workers, a critical value chain of NBL.

The drive follows President Yoweri Museveni’s call to have bar workers included among the 4.8 million frontline and vulnerable categories who should be vaccinated by December to allow schools and the economy to fully reopen, in January 2022.

“At NBL, we believe in safety first and we are committed to safeguarding the health of our employees, customers and communities. This pandemic has shown us that the best way to protect lives is through the private sector and government working together,” David Valencia, Nile Breweries Country Director, said.

“Vaccination is our best chance to protect ourselves, our families, and our colleagues from the dangers of COVID-19, and we hope as many people as possible take advantage of this opportunity,” he added.

NBL collaborated with District Covid task forces to make the mobilization and vaccination exercise possible. In Kampala, the KCCA health team, led by Kampala Health Inspector Dr. Daniel Okello Ayen will be holding the 2-day drive.

“It is important that we vaccinate because we are not only protecting ourselves but also those we love,” he said.

The centres are each equipped with vaccination tents staffed by nurses and a waiting tent allowing distanced seating. All sites will adhere to social-distancing protocols.

NBL has also conducted awareness drives on radio, social media, branded trucks, and live

coverage from the sites to encourage Ugandans to get vaccinated to protect themselves and slow the spread of the virus.

According to Onapito Ekomoloit, Legal and Corporate Director Nile Breweries, the onus is on Ugandans to work together to beat Covid 19.

“We are saying, play your part, get vaccinated, because only if we each deliberately put in this effort we will be able to have our economy opened,” he said.

NBL previously donated 300 oxygen cylinders for use in COVID critical-care wards, 25,000kg of maize meal to those threatened by food insecurity during the first lockdown, 2,400 litres of fuel to COVID Task Forces, and medical equipment valued at Shs60 million for Mulago Hospital Intensive Care Unit to assist in the fight against the pandemic.

To crown the vaccination exercise, the public at all the 20 vaccination centers will be given a bottle of beer to carry home and enjoy at an appropriate time courtesy of Nile Breweries Ltd.

Buganda has launched the 2021 Kabaka Birthday Run at Bulange, Mengo. The run will be held under the theme “Men against HIV/AIDS to save the girl child” with the aim of encouraging men to take the lead in the fight against HIV/ AIDS by getting tested, treated, and ultimately protecting girls and women against infection.

This also marked the official unveiling of this years’ birthday kits that’s slated for Sunday 28th November 2021. The launch event was graced by the Katikkiro of Buganda, Owekitiibwa Charles Peter Mayiga who noted that due to COVID-19 restrictions, the run will take after the structure of last year’s, with a few participants taking part in the day’s activities at Bulange, Mengo and others joining in, virtually.

Speaking at the event, dfcu Bank’s CEO, Mathias Katamba spoke to the power of partnerships in ensuring the success of the cause behind the annual run.

“The success stories of our country, in any given sector or sphere cannot be written without collaboration from each of us. Today, at this launch ceremony, we are calling on men to champion the fight against the prevalence of HIV/ AIDS amongst girls and women.”

Museveni, CEC expected to deliberate on issues of security and bail for capital offenders

President Yoweri Museveni has summoned the National Resistance Movement (NRM) Central Executive Committee (CEC) for a meeting. The meeting is scheduled to take place tomorrow at Sate House Entebbe.

“Notice is hereby given that the seventh meeting of the fourth Central Executive Committee (CEC) of the National Resistance Movement (NRM) Organisation will be held on Friday, November 5, 2021, at Entebbe, starting at 2 pm,” president Museveni said in a notice issued on Tuesday.

According to the notice, Museveni didn’t delve into what will be discussed about since the agenda shows that there will be a prayer, communication from the Chairman, discussion and any other business.

Sources however revealed that tomorrow’s discussion is peddled at coming up with harmonised position about bail for Capital offenders and subsequent introduction of Bail bill which will be tabled at the floor of parliament.

The right to bail is a fundamental right guaranteed by Article 23 (6) of the 1995 Constitution of the Republic of Uganda. Its basis is found in Article 28 of the same Constitution which states that an accused person is to be presumed innocent until he or she is proved or he or she pleads guilty.

At the commemoration of the late Justice Benedicto Kiwanuka in September, President Museveni said suspected murderers and rapists should not be released on bail.

“This issue of life imprisonment for people who have killed and the person you killed is not alive is not acceptable. It should be life for life,” Museveni said, adding the release of capital offenders is a provocation.

The president has since been seeking MPs support in line with scraping bail for capital offers at the moment when two of their members Makindye East MP Allan Ssewanyana and his counterpart Kawempe North MP Muhammad Ssegirinya are battling murder, terrorism, abetting and aiding terrorism.

A section of Opposition MPs led by their leader in parliament Mathias Mpuuga said the issue of bail is peddled at suppressing president Museveni’s opponents.

Last month, the retired Supreme Court Judge Prof. George Kanyeihamba petitioned Mr. Museveni and the National Resistance Movement (NRM) challenging their move to scrap bail for capital offenders.

Prof. Kanyeihamba said Museveni wants to change the law so everybody is guilty until you prove that you are innocent yet the law says everyone is presumed innocent until proven guilty.

“If he really wants to remove the right to bail, President Museveni should first withdraw Uganda from all international treaties that guarantee bail globally,” he said adding “that the removal of bail is a violation of human rights of capital offenders.”

Kisoro ‘couple’ arrested for having sex at the roadside

The territorial Police in Kisoro are holding two suspects for allegedly participating in acts of public nuisance. The duo appeared to be indulging in acts of street sex, along the road in Kisoro Municipality.

Elly Maate, the Kisoro territorial Police spokesperson said the arrested include Hafashimana Paskari, 29, a resident of migeshi village in Rwaramba parish and Muhawenimana Colodine Mukamurenzi, 24 of Nyakinama sub-county Kisoro, District.

“They will be charged in court with public nuisance due to their acts of annoyance to the public,” he said.

In a video that has since gone viral on social media, Mukamurenzi and Paskari are seen leisurely walking up the road and then without warning, the two literally hump away, in the middle of a busy road, with little or no care for who’s watching the show.

The video shows the two walking up the road chatting away while Mukamurenzi is pushing the man’s bicycle. The man then, slowly but very calculative, pulls back to ensure he is walking right behind her.

Without warning, Paskari pulls Mukamurenzi by her waist up close to his chest and with his other hand, removes his manhood and attempts to lift her skirt in order to insert it. It’s reported that she agreed with the man a fee of Shs 5,000 only. Eye witness says the ordeal lasted close to three minutes.
