Naiga Basaza shortlisted for top Africa entrepreneurship award

Gudula Naiga Basaza, a Ugandan businesswoman has been shortlisted for this year’s annual awards that recognise top female business entrepreneurs in AfricaGudula. She is the Managing Director of Gudie Leisure Farm.

Gudula Naiga has been listed in the social entrepreneur category in the awards organised by the Africa Women Innovation and Entrepreneurship Forum (AWIEF), a Pan African entrepreneurship non-profit organisation.

There are 24 candidates listed to win in different categories but the social entrepreneur category has three candidates. The others are Zandile Mkhwanazi and Tinyiko Simbine, Co-founders, GirlCode (South Africa) and Angela Juliana Odero, Managing Director, Rio Fish Ltd (Kenya)

The AWIEF Awards winners will be announced at a ceremony on December 3, 2021 in Johannesburg, South Africa.

Basaza’s farm is located in Najjera, Kira Municipality, Wakiso district and the farm targets transforming smallholder farmers into eco-entrepreneurs.

The farm has a variety of leisure activities for each category of visitors. Among the activities is sport fishing and relaxing walkways, which has enhanced physical fitness among the visitors.

The Africa Women Innovation and Entrepreneurship Forum (AWIEF), a leading Pan African entrepreneurship and innovation non-profit organization, organizes the awards.

The organization announced the top finalists for the 2021 AWIEF Awards across eight different categories in a statement, Tuesday (November 2).

“The 24 finalists represent women-owned businesses operating in 11 African countries: Egypt, Ethiopia, Ghana, Kenya, Mali, Nigeria, South Africa, Tanzania, Uganda, Zambia, and Zimbabwe,” a statement from AWIEF read.

Is Kiiza Besigye re-imposing his stranglehold on the opposition?

It is the most tantalizing supposition that Kiiza Besigye is re-imposing his stranglehold on Uganda’s unsuspecting and hugely fractious opposition! In his usual futile antics, Besigye, in the company of sheepish Elias Lukwago and a host of others recently announced the formation of a pressure group tagged “peoples’ front for transition.” In Besigye’s words, the PFT is purposed to “expand the frontier in their struggle to oust Museveni,” who has been in power for over three decades.

The reference to ousting the President is the most hilarious and preposterous postulation ever from that tired political colossus with clay feet; who bragged, while announcing his PFT that he was “an expert” in ousting Museveni! For a man who has lost a string of elections to indomitable Yoweri Museveni since 2001, there is no credence in his wild and outlandish claims meant to soothe the mental frames of his shrinking number of his admirers.

In order to bring the Ugandan voter and his westerly backers to speed, let’s interrogate Besigye’s past string of personally created and still-birthed-coalitions whose language was always laced with politically charged jargon and empty threats: Kiiza Besigye was politically created in 2000 under a short tree at the Makerere University’s Guest House by UPC stalwarts, namely Sam Odaka, Adonia Tiberondwa, Edward Kakonge and a couple of other opposition gurus in order to insulate him against being court marshalled by his then employer, the military, over some misdemeanours; that paved way for the formation of the infamous subsequent coalitions of 2001, 2006, 2011 and 2016.

The hallmark of all those still-birthed coalitions was that another soldier, like Colonel Besigye, would ably tilt the power balance away from Uganda’s indomitable leader, Yoweri Museveni; that has never come to pass in all those futile attempts, the most plausible reason being: the enduring trust majority Ugandans have in this President given his indisputable and indubitable security credentials Ugandans needed so badly since the post-independence debacles that were pulling the country apart and shredding it into pieces; citizens could not wait for many individuals with many minds to offer unworkable solutions.

Relatedly, President Yoweri Museveni is seen by the Ugandan voter as the leader who healed our shame that for so long stemmed from the insecurities of the period between the 1960s – 1980s; he and his compatriots restored our country into the international files of honour. And so, the Besigyes of this world who spend their indispensable time trying to aggregate and cobble weak groups together, do so purposely to remain politically relevant even when it is clearly written everywhere that they are spent zillions.

Poignantly, there is no one who has enjoyed Uganda’s existing and wider democratic latitude, courtesy of Yoweri Museveni, in the last thirty or so years than Kiiza Besigye; he has, together with others in an act of intellectual dishonesty, formed and abandoned more parties than any other Ugandan; he was part of the people who formed the UPM, NRM, PAFO, Reform Agenda, FDC and now, PFT! That in a sense smacks of a general weakness in his consistency; he is not a stickler to group-think thereby rubbing his admirers the wrong side; since 2001, he has, though stuck in the same rut for long, been trying to become president to no avail. His near success has only come in form of his ability to permanently keep a firm and debilitating stranglehold on the incessantly recessing opposition. To re-event himself and steer clear of the 2021 worst ever FDC electoral performance since its creation, he recently cobbled together the PFT which is purposed to snatch NUP’s newly acquired political space recently pilfered from FDC; note that his objective is not to “oust” Uganda’s finest President, Yoweri Museveni, because he knows he has no capacity of doing so.

The use of the word “oust” is in utmost bad taste because it speaks to Besigye’s lack of democratic credentials! Ideally the term subsumes the use of force/defiance to acquire power using extra-constitutional means. But it is also understandable; after losing a string of elections, Besigye’s political wounds run so deep. He has previously attracted the attention of his usual westerly praise singers as well as elements within the recalcitrant opposition during post-election violent riots; political gymnastics meant to firmly grip a fraction of his original support.

Interestingly, maintaining a stranglehold on that unsuspecting fraction ensures that the donor money taps remain open in the foreseeable future for Besigye and his ilk most especially as we draw towards elections, the trajectory of his usual deportment is clear: start the infamous “defiance” campaign early, attract sympathy from donors and local admirers, stay in the news headlines and eventually upstage the Kyagulanyis of this world before 2026.

Elsewhere, the misplaced song by Besigye and his ilk regarding President Yoweri Museveni’s prolonged stay at the helm of power was completely lost long ago; the former has been a domineering and subjugating constant in the opposition since 2001 to-date! And that bad record of creating and abandoning parties or pressure groups as and when they no longer serve his ego excites no serious Ugandan voters. The PFT, the latest of his outfits, will not last beyond 2026 because it has not appealed to a sizable chunk of the recessing opposition let alone any serious personality on Uganda’s crowded political canvass.

Court issues arrest warrant against Mulago hospital medic for allegedly killing his girlfriend

The High Court in Mukono has issued an arrest warrant against Mulago hospital medic Matthew Kirabo. The medical doctor is accused of murdering his former girlfriend Desire Mirembe contrary to section 188 and 189 of the Penal Code Act. The incident allegedly took place on July 6, 2015.

“You are hereby directed to arrest Matthew Kirabo and produce him before court as soon as possible,” Justice Henry Kaweesa directed.

Dr. Kirabo was yesterday expected to appear before court for hearing of the matter however he didn’t show up. It’s alleged that Dr. Kirabo killed Mirembe while he was still a student of Makerere University after the couple reportedly conflicted in their love affair. The head of State House Anti-Corruption Unit Col Edith Nakalema resurrected the murder case that had been forgotten for six years.

Both were second-year Makerere University School of medicine students and Mirembe was then aged 19. 2015 reports show that Mirembe was allegedly killed by Dr. Kirabo who dumped her body in Mabira Forest in Buikwe District.

In 2015 Kirabo was arrested, and on November 30, the same year was committed to the High Court for trial. However, the court granted him bail and for yet unknown reasons the hearing of this case had become stale and since then the hearing dates had never been fixed.

Emmanuel Musoke (main complainant) also Mirembe’s father alluded that the suspect continued with his studies, graduated and is employed as a medical officer at Mulago Hospital yet his daughter is in the grave and justice had never been served.

Dr. Kirabo had a program of pursuing further studies in the US and the only reason as to why he did not fly out was because his passport was still being held by the High court.

Mirembe used to stay at Akamwesi Hostel in Wandegeya and before this death she texted her mother who lives in the US informing her that she had left for Jinja with a stranger however she was scared. That was the last message her mother received from the daughter before she learned of her death.

After much pressure on Kirabo who was then a student, he revealed where Mirembe’s body was (in Mabira forest) and he also confessed to murdering his uncle, a lecturer at Makerere University.

Entebbe Airport: Arriving passengers to isolate at home

Passengers arriving at Entebbe International Airport will no longer be required to wait for their Covid-19 results.

The Minister for Health, Hon Ruth Aceng said that effective 5th November 2021, passengers will be allowed to proceed and self-isolate at home until they get their results.

The minister made this revelation at a sitting of Parliament on Tuesday, 02 November 2021

Aceng said the move will minimize inconveniences resulting from delays in sample collection and dispatch of results.

“NITA-U will develop a tracking system to enable tracking of an average of five cases per day. Travellers will be required to provide adequate information for easy traceability,” she said.

She added that the ministry will strengthen the surveillance system and follow-up all the identified positive cases.

Aceng’s statement followed public outcry about the congestion and delays at the airport when government took over the testing of arriving passengers.

“Our airport is very small; there is no space and we are trying to do everything in that small space. We are hoping that when internet services improve and people apply online, it will take a shorter time,” Aceng said.

She added that there are five testing machines at the airport which will increase to 20 when the ministry secures more funding.

Legislators called for Rapid Diagnostic tests (RDTs) for incoming travellers saying the same is being done in other countries where only passengers with Covid-19 symptoms were being subjected to the machine assisted PCR tests.

“I recently took a test from here and travelled to South Africa and while there, I was asked for Covid results from Uganda and they let me proceed,” said Hon Paul Omara (Indep., Otuke County).

Kasilo County MP, Hon Elijah Okupa said that the process of collection and testing of samples is too long.  He said the current capacity of the staff manning testing points is too low to ably serve planes with big passenger capacity.

“There are 60 staff manning 30 testing points; imagine what happens when planes like Emirates and KLM which have capacity of more than 300 passengers land at the same time?” Okupa asked.

Ministry of Works takes over motor vehicle licensing from URA

Ministry of Works takes over motor vehicle licensing

The Uganda Revenue Authority (URA) has handed over the mandate to register and license motor vehicles in Uganda to the Ministry of Works and Transport.

This follows a 2019 government decision, reasoning that URA needs to concentrate on its core mandate of revenue collection.

Speaking at the handover ceremony, URA Commissioner General John Musinguzi Rujoki said the transfer of motor vehicle administration to the Ministry of Works is intended to improve service delivery to the public.

“The licensing function has over the years undergone many improvements starting with the Motor Vehicle Information System (MOVIS) in 1998 system which dealt with the lengthy and manual elements of MV registration,” he said.

“In 2014, there were further process improvements and role expansion of the Headquarter Service Office. The roles included collecting and accounting ONTR for motor vehicle related matters like registration, deregistration, transfers, motor vehicle modifications etc,” he added.

Mr Musinguzi said motor vehicle licensing will improve further through the joint development and implementation of integration capabilities of the various systems, including the interface between motor vehicle records archiving system, e-Tax system, ASYCUDA world, e-platform service desk system, client queue management system and the automated licensing system.

All post registration processes under the Domestic Taxes Department in the tax body will be handed over to the Ministry of works and Transport effective from today 3rd November 2021.

URA in the interim will remain responsible for motor vehicle customs clearance and first time registration (Issue of first time number plates for newly imported motor vehicles).

During this transition URA will continue to offer technical support to the MoWT and jointly continue to update the public on every available information.

Uganda to host 16th corporate registers forum conference

Uganda, through the Uganda Registration Services Bureau (URSB) will host the 16th Corporate Registers Forum conference from the 9th to 11th November 2021.

Due to challenges brought about by #Covid 19 and in adherence to the SOPs from the Ministry of Health, the conference will be virtual in nature with participants attending and following proceedings online.

Under the theme “Ease of Doing Business: The role of Corporate Registries”, the conference will bring together government agencies and their officials responsible for the administration of body corporate registers for example register of companies. The conference will also feature several panel discussions and presentations covering topics such as how blockchain and artificial Intelligence can help registries to support businesses, challenges faced by corporate registries in supporting economic recovery in a post #Covid-19 environment among others.

While addressing the media at the Uganda Media Centre, Mercy Kainobwisho, Registrar General thanked the Government of Uganda for the continued support and commitment in attracting international conferences of this nature because they provide an opportunity to showcase the country’s capabilities to the rest of the world.

“URSB hosts the business, legal documents and company register, Intellectual property register for trademarks, copyrights, patents and industrial designs, Insolvency and Liquidation as well as the Security Interest in Movable Property register. As a Government agency, we will make use of the conference to sufficiently showcase our capacity in managing the stated registries as well as highlight Uganda’s potential to the rest of the world” she said.

The aim of the Corporate Registers Forum is to provide members with the opportunity to review the latest developments in corporate business registers internationally and exchange experiences and information on the present and future operation of corporate business registration systems and securities registries.

The forum first met in Auckland in 2003 and was hosted by the New Zealand Companies Office. The 2003 meeting was an opportunity for corporate registries from thirteen jurisdictions to meet and has since grown to 68 jurisdictions worldwide. The initial name given to this group was the Asia-Pacific Corporate Registries Forum. Uganda is the third African country to host the CRF Conferences after South Africa (2009) and Botswana (2018).

EC to display National Voters’ Register for Local Gov’t Councils by-elections on November 8

The display of Voters’ Register at Polling Stations where Local Government Councils by-elections are scheduled to take place and issuance of Voter Location Slips by Parish Supervisors will begin from Monday 8th November to Wednesday 17th November 2021.

The Electoral Commission approved the programme for conducting by-elections for Local Government Councils, including Special Interest Groups (SIGs) in electoral areas across the country, where vacancies exist.

The categories to be filled during these by-elections include: District Chairperson (Kayunga District), District Women Councilors (DWC), District Directly Elected Councilors (DDEC), Municipality Directly Elected Councilors (MDEC), Municipality Women Councilors (MWC), Sub-county Chairpersons (SCCP), Sub-county Directly Elected Councilors (SCDEC) and Sub-County Women Councilors (SCWEC).

The Special Interest Groups (SIGs) Councilors include: People with Disabilities (PWDs), Older Persons, Workers and Youth.

The nomination of candidates will be conducted on Friday 29th and Saturday 30th November 2021 at the respective district headquarters.

Candidates’ campaign meetings will be conducted for a period of thirteen (13) days, that is, from Thursday 2nd to 14th December 2021.

Polling and tallying of results for elections of Councillors representing Special Interest Groups (SIGs) shall take place on Wednesday 15th December 2021.

Meanwhile polling for the District Chairperson, Kayunga, and other Local Government Councils shall take place on Thursday 16th December 2021, at all polling stations in the affected electoral areas.

Justice Byabakama Mugenyi Simon, the Chairperson of the Electoral Commission called upon all stakeholders in the affected electoral areas to participate in the activities in accordance with the guidelines for the by-elections.

Tourists cancel trips to Uganda over delays at Entebbe Airport

A number of tourists have reportedly canceled their trips to Uganda due to the delays at Entebbe International Airport. The move has affected tour operators who had already invested money to host tourists.

According to the Ministry of Health, arriving passengers are subjected to Covid-19 tests before leaving the airport. The operators said this continues to frustrate the trust in certificates issued by authorized laboratories in the region.

Last week, President Museveni launched the Entebbe International Airport Covid-19 laboratories. The facility was set up to screen arriving passengers. This doesn’t matter whether passengers are fully vaccinated or have valid negative PCR tests from green countries.

Isa Kato, a businessman, and stakeholder in the tourism sector said several tourists have canceled their trips to Uganda citing frustration at Entebbe International Airport.

Previously, Uganda only authorised compulsory testing for people arriving from 10 ‘high risk’ countries, including India however the Minister of Health, Jane Ruth Aceng, said that the Covid-19 tests would continue but results dispatched in under two hours via email or instant messaging apps.

“Tours operators have started counting losses. Travelers who are fully vaccinated and are holding a negative PCR test result should not be tested again,” Kato said.

Mr. Isa Kato also suggested that the government should put focus on the countries still on the red list.

“This is not good for their business and also the country at large. Meanwhile, Covid cases have completely gone down in the country that hospitals have not more than 8 complicated cases. The question is why so much strictness and yet other countries have fully opened,” Mr. Kato exclaimed.

He suggested that the Ugandan government needs to benchmark what other countries are doing to avoid frustrating travelers.
